Umjesto da svaka gradska tvrtka ili ustanova ugovara svoju osiguravajuću kuću, objedinjenom nabavom planira se osigurati sva gradska imovina, uključujući i onu od trgovačkih društava/ustanova u vlasništvu Grada Splita. Procjenjuje se da su njihove police vrijedne otprilike 15 milijuna kuna, a objedinjenom nabavom gradska blagajna i ona od gradskih tvrtki i ustanova mogle bi uštedjeti značajna sredstva.

Dakle, osim imovine u vlasništvu Grada, osigurat će se i ona od Ustanove za zapošljavanje, rad i profesionalnu rehabilitaciju osoba s invaliditetom “DES”, Javne ustanova (JU) za upravljanje Park šumom Marjan, JU “Športski objekti”, Javne vatrogasne postrojbe grada Splita, Košarkaškog kluba Split, tvrtke “Čistoća”, “Lovrinac”,”Parkovi i nasadi”,”Promet”,”Splitska obala”,”Split parking”,“Vodovod i kanalizacija” te tvrtke “Žnjan”.

Kako su već najavili, u Banovini pokreću postupak zajedničke javne nabave usluge osiguranja za razdoblje od dvije godine. Međutim, u zaključku objavljenom u Službenom glasniku, kojeg je potpisao gradonačelnik Ivica Puljak, nema spomena brokerskoj tvrtki “Rheos” koja je trebala postati jedini posrednik za osiguranje cjelokupne gradske imovine i tvrtki u vlasništvu Grada Splita. Što ne znači da gradonačelnik neće provesti namjeru da nastavi angažman s tom tvrtkom.

Podsjećamo, premda firma "Rheos" ne bi trebala stvarati dodatne troškove Gradu već ubirati proviziju od osiguravajućih društava s kojima se sklapa ugovor, postavljalo se pitanje zašto je odabrana baš ta tvrtka koja bi pružanjem usluga Gradu Splitu značajno povećala svoje prihode.

Gradonačelnik Ivica Puljak i njegov zamjenik Antonio Kuzmanić u listopadu prošle godine, kada smo prvi put o tome pisali, objašnjavali su kako je “ugovor” s tom tvrtkom ova gradska vlast naslijedila od bivše, ali i da su odlučili nastaviti suradnju zbog pozitivnih iskustava s “Rheosom”.

Spomenuti dokument nije ugovor već je u stvari "Ovlaštenje posredniku (brokeru) osiguranja", nema vremensko ograničenje i može "prestati slanjem preporučene pismene obavijesti o otkazu ovlaštenika". Osim toga, ovlaštenje je vrijedilo samo za Grad Split, a ne i za trgovačka društva/ustanove u vlasništvu Grada Splita, što je najblaže rečeno značajno povećanje obujma njihova poslovanja s Gradom. Kao i značajno povećanje provizije za tu tvrtku.

Takvu opasku u svom odgovoru istaknulo je i Ministarstvo gospodarstva. Naime, došli smo u posjed prepiske u kojoj je Katarina Nataša Merćep, voditeljica gradskog Odsjeka za javnu nabavu izvijestila dogradonačelnika Antonija Kuzmanić, da su joj iz Ministarstva gospodarstva kazali da se postojeće ovlaštenje koje tvrtka "Rheos" ima odnosi samo za Grad te kako bi se trebalo potpisati novo za objedinjenu nabavu. Odnosno, za proširenje "Rheosova" poslovanja na trgovačka društva i ustanove u vlasništvu Grada. Istaknula je kako se Zakon o javnoj nabavi ne primjenjuje za brokere te kako je ova tema upala u sivu zonu, ali kako ne bi bilo loše objaviti nekakav poziv da budu transparentni.

Nekoliko puta smo pitali gradonačelnika Ivicu Puljka zašto nije raspisao javni poziv kako bi se mogle javiti druge brokerske tvrtke, ali nikada nije konkretno odgovorio na to pitanje. Osim da Grad ima pozitivna iskustva s "Rheosom".

Budući da se pokreće postupak zajedničke javne nabave usluge osiguranja, očigledno se popisalo sve što je potrebno osigurati. Zamjenik gradonačelnika Antonio Kuzmanić ranije nam je objasnio da će brokerska tvrtka analizirati rezultate ponude te pripremiti potrebnu dokumentaciju, ali je Grad taj koji će izabrati osiguravateljsku tvrtku. Kasnije će "Rheos" preuzeti suradnju s odabranim osiguravateljem, raditi na naplati šteta i svemu što je vezano uz posredovanja u osiguranju, ali u procesu i ostvarivati proviziju. Što nas očekuje u uvjetima javne nabave uskoro nam ostaje za vidjeti.

Umjesto da svaka gradska tvrtka ili ustanova ugovara svoju osiguravajuću kuću, objedinjenom nabavom planira se osigurati sva gradska imovina, uključujući i onu od trgovačkih društava/ustanova u vlasništvu Grada Splita. Procjenjuje se da su njihove police vrijedne otprilike 15 milijuna kuna, a objedinjenom nabavom gradska blagajna i ona od gradskih tvrtki i ustanova mogle bi uštedjeti značajna sredstva.

Dakle, osim imovine u vlasništvu Grada, osigurat će se i ona od Ustanove za zapošljavanje, rad i profesionalnu rehabilitaciju osoba s invaliditetom “DES”, Javne ustanova (JU) za upravljanje Park šumom Marjan, JU “Športski objekti”, Javne vatrogasne postrojbe grada Splita, Košarkaškog kluba Split, tvrtke “Čistoća”, “Lovrinac”,”Parkovi i nasadi”,”Promet”,”Splitska obala”,”Split parking”,“Vodovod i kanalizacija” te tvrtke “Žnjan”.

Kako su već najavili, u Banovini pokreću postupak zajedničke javne nabave usluge osiguranja za razdoblje od dvije godine. Međutim, u zaključku objavljenom u Službenom glasniku, kojeg je potpisao gradonačelnik Ivica Puljak, nema spomena brokerskoj tvrtki “Rheos” koja je trebala postati jedini posrednik za osiguranje cjelokupne gradske imovine i tvrtki u vlasništvu Grada Splita. Što ne znači da gradonačelnik neće provesti namjeru da nastavi angažman s tom tvrtkom.

Podsjećamo, premda firma "Rheos" ne bi trebala stvarati dodatne troškove Gradu već ubirati proviziju od osiguravajućih društava s kojima se sklapa ugovor, postavljalo se pitanje zašto je odabrana baš ta tvrtka koja bi pružanjem usluga Gradu Splitu značajno povećala svoje prihode.

Gradonačelnik Ivica Puljak i njegov zamjenik Antonio Kuzmanić u listopadu prošle godine, kada smo prvi put o tome pisali, objašnjavali su kako je “ugovor” s tom tvrtkom ova gradska vlast naslijedila od bivše, ali i da su odlučili nastaviti suradnju zbog pozitivnih iskustava s “Rheosom”.

Spomenuti dokument nije ugovor već je u stvari "Ovlaštenje posredniku (brokeru) osiguranja", nema vremensko ograničenje i može "prestati slanjem preporučene pismene obavijesti o otkazu ovlaštenika". Osim toga, ovlaštenje je vrijedilo samo za Grad Split, a ne i za trgovačka društva/ustanove u vlasništvu Grada Splita, što je najblaže rečeno značajno povećanje obujma njihova poslovanja s Gradom. Kao i značajno povećanje provizije za tu tvrtku.

Takvu opasku u svom odgovoru istaknulo je i Ministarstvo gospodarstva. Naime, došli smo u posjed prepiske u kojoj je Katarina Nataša Merćep, voditeljica gradskog Odsjeka za javnu nabavu izvijestila dogradonačelnika Antonija Kuzmanić, da su joj iz Ministarstva gospodarstva kazali da se postojeće ovlaštenje koje tvrtka "Rheos" ima odnosi samo za Grad te kako bi se trebalo potpisati novo za objedinjenu nabavu. Odnosno, za proširenje "Rheosova" poslovanja na trgovačka društva i ustanove u vlasništvu Grada. Istaknula je kako se Zakon o javnoj nabavi ne primjenjuje za brokere te kako je ova tema upala u sivu zonu, ali kako ne bi bilo loše objaviti nekakav poziv da budu transparentni.

Nekoliko puta smo pitali gradonačelnika Ivicu Puljka zašto nije raspisao javni poziv kako bi se mogle javiti druge brokerske tvrtke, ali nikada nije konkretno odgovorio na to pitanje. Osim da Grad ima pozitivna iskustva s "Rheosom".

Budući da se pokreće postupak zajedničke javne nabave usluge osiguranja, očigledno se popisalo sve što je potrebno osigurati. Zamjenik gradonačelnika Antonio Kuzmanić ranije nam je objasnio da će brokerska tvrtka analizirati rezultate ponude te pripremiti potrebnu dokumentaciju, ali je Grad taj koji će izabrati osiguravateljsku tvrtku. Kasnije će "Rheos" preuzeti suradnju s odabranim osiguravateljem, raditi na naplati šteta i svemu što je vezano uz posredovanja u osiguranju, ali u procesu i ostvarivati proviziju. Što nas očekuje u uvjetima javne nabave uskoro nam ostaje za vidjeti.
