Dugo najavljivani sustav e-ticketing koji je, prema najavama, splitski "Promet" trebao "lansirati u 21. stoljeće", ipak će još malo pričekati.

Na natječaj objavljen krajem prošle godine stiglo je osam ponuda, a kao najpovoljnija odabrana je zajednica ponuditelja koju čine zagrebačke tvrtke "King ICT" i "Corvus info" s cijenom 23,73 milijuna kuna.

Ostale ponude bile su odbačene kao nepravilne ili su iz nekog drugog razloga bile neprihvatljive, uz rok žalbe od 10 dana.

Dva natjecatelja uložila su žalbu Državnoj komisiji za kontrolu postupaka javne nabave (DKOM) - zajednica ponuditelja "GDI", "Margento" i "Imovation", koja je, kako se navodi u odluci o odabiru, odbijena jer nisu "dokazali tehničku i stručnu sposobnost u dijelu Opis sustava", kao i "ZP Grafik.Net" i "Trilix" kojima je odbijena ponuda jer nije u skladu s dokumentacijom o nabavi.

Što to znači za realizaciju e-ticketinga koji se u splitskim autobusima trebao naći već u proljeće iduće godine, upitali smo Miroslava Delića, prvog čovjeka "Prometa".

- Računali smo na žalbe jer je to sve dio procesa javne nabave. Sad imamo rok od pet dana da dostavimo očitovanje DKOM-u. Tijekom odabira povjerenstvo je sastavilo zapisnik na oko 60-ak stranica u kojem je obrazloženo zašto je odabran ovaj izvođač te zašto ostali ne ispunjavaju uvjete, što ćemo također dostaviti. DKOM mora donijeti odluku u roku od 30 dana, pa ćemo vidjeti kako dalje postupati. Nadam se da ćemo do kraja godine potpisati ugovor - kaže Delić.

Onda bi početkom iduće godine krenula implementacija, a sustav pušten u rad u jesen 2021.

Novi sustav čekamo 12 godina

Podsjetimo, uvođenje sustava e-ticketing u "Prometu" je započelo još 2008. godine, ugrađeni su obavijesni ekrani na autobusnim postajama koji nikad nisu pravilno proradili, zbog čega "Promet" s izvođačem, pulskom tvrtkom "Penta", još uvijek vodi sudski spor.

Sustav e-ticketinga sastoji se od unutarnjeg i vanjskog dijela.

Unutarnji se odnosi na sustav naplate i evidentiranja karata u autobusima te plaćanje preko mobilne aplikacije, dok se vanjski sastoji od displeja na autobusnim postajama i mobilne aplikacije pomoću koje će građani moći doznati točnu lokaciju autobusa i vrijeme dolaska.

Ukupna vrijednost projekta je 25,48 milijuna kuna, od čega EU sufinancira 12,1 milijun kuna, a ostatak suvlasnici javne prijevozničke tvrtke, odnosno Grad Split i susjedni gradovi i općine.

"Promet" je u posljednju godinu dana nabavio 52 nova i devet rabljenih autobusa. Nije dugo trebalo da Splićani započnu sa svojom dugogodišnjom praksom uništavanja gradskog vlasništva, no direktor nije zabrinut.

- To se događa, teško je to spriječiti. Imali smo nekoliko situacija, odvaljena su sjedala, ponegdje su vozila išarana, putnici znaju odnijeti sjekirice za slučaj opasnosti, ali to su svakodnevne stvari. Moram naglasiti da su oštećenja puno manja nego što su bila u starim autobusima, što pokazuje da građani ipak shvaćaju da su autobusi njihovo vlasništvo, a ne vlasništvo "Prometa", i što ih bolje čuvaju, to će se njima biti udobnije i ugodnije voziti - kaže Miroslav Delić.

U splitskim autobusima zasad nema videonadzora, napominje, no i to bi se uskoro trebalo promijeniti.

Dugo najavljivani sustav e-ticketing koji je, prema najavama, splitski "Promet" trebao "lansirati u 21. stoljeće", ipak će još malo pričekati.

Na natječaj objavljen krajem prošle godine stiglo je osam ponuda, a kao najpovoljnija odabrana je zajednica ponuditelja koju čine zagrebačke tvrtke "King ICT" i "Corvus info" s cijenom 23,73 milijuna kuna.

Ostale ponude bile su odbačene kao nepravilne ili su iz nekog drugog razloga bile neprihvatljive, uz rok žalbe od 10 dana.

Dva natjecatelja uložila su žalbu Državnoj komisiji za kontrolu postupaka javne nabave (DKOM) - zajednica ponuditelja "GDI", "Margento" i "Imovation", koja je, kako se navodi u odluci o odabiru, odbijena jer nisu "dokazali tehničku i stručnu sposobnost u dijelu Opis sustava", kao i "ZP Grafik.Net" i "Trilix" kojima je odbijena ponuda jer nije u skladu s dokumentacijom o nabavi.

Što to znači za realizaciju e-ticketinga koji se u splitskim autobusima trebao naći već u proljeće iduće godine, upitali smo Miroslava Delića, prvog čovjeka "Prometa".

- Računali smo na žalbe jer je to sve dio procesa javne nabave. Sad imamo rok od pet dana da dostavimo očitovanje DKOM-u. Tijekom odabira povjerenstvo je sastavilo zapisnik na oko 60-ak stranica u kojem je obrazloženo zašto je odabran ovaj izvođač te zašto ostali ne ispunjavaju uvjete, što ćemo također dostaviti. DKOM mora donijeti odluku u roku od 30 dana, pa ćemo vidjeti kako dalje postupati. Nadam se da ćemo do kraja godine potpisati ugovor - kaže Delić.

Onda bi početkom iduće godine krenula implementacija, a sustav pušten u rad u jesen 2021.

Novi sustav čekamo 12 godina

Podsjetimo, uvođenje sustava e-ticketing u "Prometu" je započelo još 2008. godine, ugrađeni su obavijesni ekrani na autobusnim postajama koji nikad nisu pravilno proradili, zbog čega "Promet" s izvođačem, pulskom tvrtkom "Penta", još uvijek vodi sudski spor.

Sustav e-ticketinga sastoji se od unutarnjeg i vanjskog dijela.

Unutarnji se odnosi na sustav naplate i evidentiranja karata u autobusima te plaćanje preko mobilne aplikacije, dok se vanjski sastoji od displeja na autobusnim postajama i mobilne aplikacije pomoću koje će građani moći doznati točnu lokaciju autobusa i vrijeme dolaska.

Ukupna vrijednost projekta je 25,48 milijuna kuna, od čega EU sufinancira 12,1 milijun kuna, a ostatak suvlasnici javne prijevozničke tvrtke, odnosno Grad Split i susjedni gradovi i općine.

"Promet" je u posljednju godinu dana nabavio 52 nova i devet rabljenih autobusa. Nije dugo trebalo da Splićani započnu sa svojom dugogodišnjom praksom uništavanja gradskog vlasništva, no direktor nije zabrinut.

- To se događa, teško je to spriječiti. Imali smo nekoliko situacija, odvaljena su sjedala, ponegdje su vozila išarana, putnici znaju odnijeti sjekirice za slučaj opasnosti, ali to su svakodnevne stvari. Moram naglasiti da su oštećenja puno manja nego što su bila u starim autobusima, što pokazuje da građani ipak shvaćaju da su autobusi njihovo vlasništvo, a ne vlasništvo "Prometa", i što ih bolje čuvaju, to će se njima biti udobnije i ugodnije voziti - kaže Miroslav Delić.

U splitskim autobusima zasad nema videonadzora, napominje, no i to bi se uskoro trebalo promijeniti.
