Za situaciju sa zahtjevom ruskog predsjednika Vladimira Putina da kupci iz "neprijateljskih" zapadnih zemalja plaćaju ruski plin u rubljima, možda će se uskoro upotrebljavati poslovica 'vuk sit, a ovce na broju'. Je li cijela priča izazvala više političke buke odnosno je li Putinov dekret više bila međunarodna politička predstava ruskih protusankcija, dok je prava bit poteza bila osigurati dotok dolara i eura u Rusiju?

Putinov je nalog dijelom poruka zapadnim liderima da je on taj koji će određivati uvjete poslovanja, iako se zapravo neće ništa bitno sistemski promijeniti. Uz to, u Rusiji je već najavljena mogućnost nametanja obveze svim izvoznicima, ne samo energetskima, da pretvaraju 100 posto primljenih stranih valuta u rublje te se stoga čini kako natezanje sa Zapadom ionako nema previše smisla, osim ako mjera nije ciljana upravo osiguravanju dotoka dolara i eura u Rusiju, piše Jutarnji.

Skrivanje novca

Eksperti, poput Jeffreya Schotta s Peterson Institute for International Economics, tvrde kako Putin zapravo igrama pokušava spriječiti prestanak plaćanja u devizama, odnosno dolarima i eurima, pa traži uplate direktno ruskim bankama. To se čini logičnim. Boji li se Putin da mu oligarsi ne skrivaju novce u inozemstvu?

Stoga ključno pitanje sankcija ostaje hoće li i dalje Njemačka i druge europske zemlje uvoziti ruski plin i naftu, dok je pitanje valute plaćanja periferno jer je Rusija ionako stabilizirala rubalj. Zanimljivo je da su Putinov dekret o plaćanju plina u rubljima predstavnici G7 zemalja nazvali Putinovim blefom te su se redom očitovali kako neće pristati na te ucjene.

Međutim, sada ispada da ključni europski uvoznici ruskog plina (Njemačka i Italija) neće svojim kompanijama zabraniti nešto drugačije aranžmane plaćanja plina, nego će inzistirati da se poštuju postojeći ugovori. Radi se o tome da je u ovom trenutku još uvijek nejasno jesu li Rusi kreirali plan 'plin za rublje' tako da zapravo ne bude formalnog kršenja ugovora i sankcija, pa zapadne zemlje mogu zažmiriti na jedno oko i pustiti da posao s plinom ide dalje, kao da nema rata u Ukrajini. Čini se da jesu.

Za Zapad je to problem jer su upravo financijske sankcije glorificirane kao 'nuklearno' političko oružje obračuna s Putinovim režimom, a svi su slavili potop rublja i pokretanje inflacije u Rusiji. No, ponovimo, Rusija u svakom slučaju uvijek može naložiti svim izvoznicima pretvaranje primljenih deviza za rublje u 100-postotnom iznosu. Gubitnici u toj priči de facto su ruski milijarderi koji su izvozili ruske sirovine, a ostavljali dolare ili eure na računima u zapadnim bankama.

Vrlo je intrigantno to što su europski lideri jako ublažili retoriku. Prvo je, primjerice, njemački ministar gospodarstva Robert Habeck rekao da je plaćanje u rubljima potpuno neprihvatljivo te je potom kancelar Olaf Scholz vrlo brzo poručio kako ih Putin neće ucjenjivati. No, isti taj Scholz je u četvrtak ponovio kako neće pristati na ucjene, ali i izjavio: "Ostaje slučaj da kompanije žele, mogu i hoće plaćati u eurima". Što to točno znači je nejasno, osim što je razvidno kako Nijemci ipak ne žele potpuni prekid plinskih odnosa s Rusijom.

Promjena stava

Talijanski premijer Mario Draghi isto tako sada priča kako "…apsolutno nije lako promijeniti valutu plaćanja bez kršenja ugovora", a to objašnjava iskustvima EU u nametanju eura za transakcije u pojedinim ranijim slučajevima. No, isto tako, prekjučer je Draghi izjavio kako ne vjeruje da je Europa u opasnosti prekida opskrbe ruskim plinom. Pri tome je spomenuo, piše NYT, pojam ruske 'koncesije' europskim zemljama. Zaključno je Draghi poručio kako je konverzija dolara ili eura u rublje "unutarnja stvar Ruske Federacije".

Je li bivši iskusni europski centralni bankar svjestan da Putin ionako može naložiti valutnu konverziju svojim uvoznicima ili je spreman pustiti talijanske kompanije da potiho rade točno onako kako je ruski diktator diktirao? Politički je to jako bitno pitanje, ali ne i ekonomsko-financijski jer se ipak čini kako neće biti prekida europske opskrbe plinom.

Za situaciju sa zahtjevom ruskog predsjednika Vladimira Putina da kupci iz "neprijateljskih" zapadnih zemalja plaćaju ruski plin u rubljima, možda će se uskoro upotrebljavati poslovica 'vuk sit, a ovce na broju'. Je li cijela priča izazvala više političke buke odnosno je li Putinov dekret više bila međunarodna politička predstava ruskih protusankcija, dok je prava bit poteza bila osigurati dotok dolara i eura u Rusiju?

Putinov je nalog dijelom poruka zapadnim liderima da je on taj koji će određivati uvjete poslovanja, iako se zapravo neće ništa bitno sistemski promijeniti. Uz to, u Rusiji je već najavljena mogućnost nametanja obveze svim izvoznicima, ne samo energetskima, da pretvaraju 100 posto primljenih stranih valuta u rublje te se stoga čini kako natezanje sa Zapadom ionako nema previše smisla, osim ako mjera nije ciljana upravo osiguravanju dotoka dolara i eura u Rusiju, piše Jutarnji.

Eksperti, poput Jeffreya Schotta s Peterson Institute for International Economics, tvrde kako Putin zapravo igrama pokušava spriječiti prestanak plaćanja u devizama, odnosno dolarima i eurima, pa traži uplate direktno ruskim bankama. To se čini logičnim. Boji li se Putin da mu oligarsi ne skrivaju novce u inozemstvu?

Stoga ključno pitanje sankcija ostaje hoće li i dalje Njemačka i druge europske zemlje uvoziti ruski plin i naftu, dok je pitanje valute plaćanja periferno jer je Rusija ionako stabilizirala rubalj. Zanimljivo je da su Putinov dekret o plaćanju plina u rubljima predstavnici G7 zemalja nazvali Putinovim blefom te su se redom očitovali kako neće pristati na te ucjene.

Međutim, sada ispada da ključni europski uvoznici ruskog plina (Njemačka i Italija) neće svojim kompanijama zabraniti nešto drugačije aranžmane plaćanja plina, nego će inzistirati da se poštuju postojeći ugovori. Radi se o tome da je u ovom trenutku još uvijek nejasno jesu li Rusi kreirali plan 'plin za rublje' tako da zapravo ne bude formalnog kršenja ugovora i sankcija, pa zapadne zemlje mogu zažmiriti na jedno oko i pustiti da posao s plinom ide dalje, kao da nema rata u Ukrajini. Čini se da jesu.

Za Zapad je to problem jer su upravo financijske sankcije glorificirane kao 'nuklearno' političko oružje obračuna s Putinovim režimom, a svi su slavili potop rublja i pokretanje inflacije u Rusiji. No, ponovimo, Rusija u svakom slučaju uvijek može naložiti svim izvoznicima pretvaranje primljenih deviza za rublje u 100-postotnom iznosu. Gubitnici u toj priči de facto su ruski milijarderi koji su izvozili ruske sirovine, a ostavljali dolare ili eure na računima u zapadnim bankama.

Vrlo je intrigantno to što su europski lideri jako ublažili retoriku. Prvo je, primjerice, njemački ministar gospodarstva Robert Habeck rekao da je plaćanje u rubljima potpuno neprihvatljivo te je potom kancelar Olaf Scholz vrlo brzo poručio kako ih Putin neće ucjenjivati. No, isti taj Scholz je u četvrtak ponovio kako neće pristati na ucjene, ali i izjavio: "Ostaje slučaj da kompanije žele, mogu i hoće plaćati u eurima". Što to točno znači je nejasno, osim što je razvidno kako Nijemci ipak ne žele potpuni prekid plinskih odnosa s Rusijom.

Promjena stava

Talijanski premijer Mario Draghi isto tako sada priča kako "…apsolutno nije lako promijeniti valutu plaćanja bez kršenja ugovora", a to objašnjava iskustvima EU u nametanju eura za transakcije u pojedinim ranijim slučajevima. No, isto tako, prekjučer je Draghi izjavio kako ne vjeruje da je Europa u opasnosti prekida opskrbe ruskim plinom. Pri tome je spomenuo, piše NYT, pojam ruske 'koncesije' europskim zemljama. Zaključno je Draghi poručio kako je konverzija dolara ili eura u rublje "unutarnja stvar Ruske Federacije".

Je li bivši iskusni europski centralni bankar svjestan da Putin ionako može naložiti valutnu konverziju svojim uvoznicima ili je spreman pustiti talijanske kompanije da potiho rade točno onako kako je ruski diktator diktirao? Politički je to jako bitno pitanje, ali ne i ekonomsko-financijski jer se ipak čini kako neće biti prekida europske opskrbe plinom.

Za situaciju sa zahtjevom ruskog predsjednika Vladimira Putina da kupci iz "neprijateljskih" zapadnih zemalja plaćaju ruski plin u rubljima, možda će se uskoro upotrebljavati poslovica 'vuk sit, a ovce na broju'. Je li cijela priča izazvala više političke buke odnosno je li Putinov dekret više bila međunarodna politička predstava ruskih protusankcija, dok je prava bit poteza bila osigurati dotok dolara i eura u Rusiju?

Putinov je nalog dijelom poruka zapadnim liderima da je on taj koji će određivati uvjete poslovanja, iako se zapravo neće ništa bitno sistemski promijeniti. Uz to, u Rusiji je već najavljena mogućnost nametanja obveze svim izvoznicima, ne samo energetskima, da pretvaraju 100 posto primljenih stranih valuta u rublje te se stoga čini kako natezanje sa Zapadom iona...
