Kada izvršite invaziju na susjednu državu, za očekivati je oružani otpor. Osim što će se morati obračunati s konvencionalnim vojnim snagama Ukrajine, Rusija će se vjerojatno morati boriti i za smirivanje nezadovoljstva na teritoriju koji je dosad zauzela. Kontinuirani otpor u okupiranim regijama – i nasilan i nenasilan – dovodi u pitanje ruske ambicije, kao i njihovu strategiju, a nema sumnje da je već otpočeo - upozorava profesor Christopher Morris sa sveučilišta u Portsmouthu u akademijskoj analizi za web portal Conversation.

Rusija je javno potvrdila da je počinjen niz "terorističkih" napada na njezine vojnike u okupiranoj Ukrajini. Zadnji primjer je navodna bomba u kafiću koji posjećuju okupacijske snage u gradu Hersonu na jugu Ukrajine. Ovo bi mogao biti i „napad pod lažnom zastavom”, no ako prihvatimo rusku tezu o napadu Ukrajinaca događaj doista spada u širi obrazac organiziranog otpora na nedavno zauzetom teritoriju.

Uz provođenje značajne obuke i pripreme za rat, Ukrajina je imala i važan administrativni okvir za poziv na provođenje otpora cijelog društva prije invazije. S obzirom na percepciju tadašnje ruske moći, ovo je bio rat koji je ukrajinska strana dominantno i planirala voditi. Rusi se, pripremajući se za brzo “oslobođenje” Ukrajine, vjerojatno nisu nadali suočiti s ozbiljnim otporom bilo koje vrste. Stoga se čini da im nedostaje strategija za borbu s partizanskim ukrajinskim snagama koje ostaju u zarobljenim područjima.

Ukrajinski otpor bio je i puno žešći od očekivanja, bilo u okupiranim regijama ili na prvim crtama bojišnice. Samo u Hersonu bilo je dosta sabotaža, pokušaja atentata i izravnih napada na ruske snage. Rusi nisu uspjeli pronaći ni dovoljan broj suradnika na koje je računala da će im pomoći upravljati tim područjima. Zato se prilično bori s održavanjem osnovnih javnih usluga u okupiranim regijama: u Mariupolju tako prijeti kolera zbog nezbrinutih leševa i manjka pitke vode.

Prave razmjere ukrajinskih snaga otpora na okupiranim područjima teško je procijeniti. Osim "partizanskih" snaga koje su opremljene i uvježbane za borbu, čini se da ima mjesta za svakoga tko se želi bilo kako suprotstaviti okupaciji. Nije nezamislivo da neke ukrajinske akcije otpora mogu biti i izvan pravila zakona, na rubu terorizma. No, prema svim razumnim parametrima, ukrajinske snage otpora potpadaju pod kategoriju boraca, a ne terorista, sve dok poštuju Ženevske konvencije. A nazivanje ukrajinskih akcija otpora terorističkim ima više veze s ruskim tumačenjem stvarnosti nego objektivnom istinom.

Što se tiče osvojenog teritorija na jugu Ukrajine, Rusija je više puta objavila svoje namjere da tamo ostane 'zauvijek'. Da bi to postigla, morati će 'rusificirati' pokorena područja i mijenjati civilnu upravu proruskim suradnicima. Već su krenuli s promjenom valute, dijeljenjem ruskih putovnica i pružanjem humanitarnih potpora računajući da će sve završiti po modelu okupacije Krima. No, stručnjaci ističu da će to biti iznimno teško postići.

Prema nekim procjenama, Rusija drži više od 20 posto ukrajinskog teritorija. Kome se to čini puno, valja imati na umu da su velikosrpski pobunjenici u Hrvatskoj držali čak trećinu naše države pod svojom okupacijom dosta dugo vrijeme. Ukrajina je puno veća zemlja, no zato analitičari i tvrde da je Putin odgrizao više nego što može prožvakati. U ovom trenutku Rusija se mora suočiti i s konvencionalnom vojskom na liniji bojišta i s neregularnim partizanskim snagama, što je stavlja u neugodan položaj. A ako bi se otpor proširio i izvan teritorija koje je Rusija zauzela od ove veljače, to bi imalo daljnje implikacije.

Pojava ozbiljnog organiziranog otpora na Krimu i istočnim dijelovima Donbasa koje drži od ranije ne samo da bi predstavljala daljnji odljev ruskih ograničenih resursa, već bi i dodatno štetila samopercepciji Moskve kao sile koja oslobađa. A očito je da im se sprema upravo takav scenarij: Resistance, ali ne onaj iz serije 'Alo, alo'.

Kako bi učinkovito odgovorila, Rusija će se morati vratiti na brutalnija sredstva pokoravanja koja je koristila u prošlosti. Moskva ima mračnu no uglavnom uspješnu povijest terora i represalija koje je primjenjivala u borbi protiv čečenskih separatista i u Siriji, no agresivniji pristup u Ukrajini mogao bi stvoriti probleme za Putinov režim tjerajući mu naciju u dublju izolaciju. A ukrajinski otpor u stanju je nametnuti i značajne troškove ruskoj okupacijskoj sili, pa bi Putinu držanje okupiranog teritorija moglo postati skuplje nego njegovo stjecanje.

Daleko od ove priča od Petra Velikog i sna o širenju novog Ruskog Carstva, o čemu sanja izolirana KGB-ovska ostarjela glava. Teritorijalna ekspanzija Rusije na Ukrajinu otvorila je dugoročna krvarenja koja će ostati otvorena sve dok Rusija tamo bude prisutna, napominju analitičari.

Kada izvršite invaziju na susjednu državu, za očekivati je oružani otpor. Osim što će se morati obračunati s konvencionalnim vojnim snagama Ukrajine, Rusija će se vjerojatno morati boriti i za smirivanje nezadovoljstva na teritoriju koji je dosad zauzela. Kontinuirani otpor u okupiranim regijama – i nasilan i nenasilan – dovodi u pitanje ruske ambicije, kao i njihovu strategiju, a nema sumnje da je već otpočeo - upozorava profesor Christopher Morris sa sveučilišta u Portsmouthu u akademijskoj analizi za web portal Conversation.

Rusija je javno potvrdila da je počinjen niz "terorističkih" napada na njezine vojnike u okupiranoj Ukrajini. Zadnji primjer je navodna bomba u kafiću koji posjećuju okupacijske snage u gradu Hersonu na jugu Ukrajine. Ovo bi mogao biti i „napad pod lažnom zastavom”, no ako prihvatimo rusku tezu o napadu Ukrajinaca događaj doista spada u širi obrazac organiziranog otpora na nedavno zauzetom teritoriju.

Uz provođenje značajne obuke i pripreme za rat, Ukrajina je imala i važan administrativni okvir za poziv na provođenje otpora cijelog društva prije invazije. S obzirom na percepciju tadašnje ruske moći, ovo je bio rat koji je ukrajinska strana dominantno i planirala voditi. Rusi se, pripremajući se za brzo “oslobođenje” Ukrajine, vjerojatno nisu nadali suočiti s ozbiljnim otporom bilo koje vrste. Stoga se čini da im nedostaje strategija za borbu s partizanskim ukrajinskim snagama koje ostaju u zarobljenim područjima.

Ukrajinski otpor bio je i puno žešći od očekivanja, bilo u okupiranim regijama ili na prvim crtama bojišnice. Samo u Hersonu bilo je dosta sabotaža, pokušaja atentata i izravnih napada na ruske snage. Rusi nisu uspjeli pronaći ni dovoljan broj suradnika na koje je računala da će im pomoći upravljati tim područjima. Zato se prilično bori s održavanjem osnovnih javnih usluga u okupiranim regijama: u Mariupolju tako prijeti kolera zbog nezbrinutih leševa i manjka pitke vode.

Prave razmjere ukrajinskih snaga otpora na okupiranim područjima teško je procijeniti. Osim "partizanskih" snaga koje su opremljene i uvježbane za borbu, čini se da ima mjesta za svakoga tko se želi bilo kako suprotstaviti okupaciji. Nije nezamislivo da neke ukrajinske akcije otpora mogu biti i izvan pravila zakona, na rubu terorizma. No, prema svim razumnim parametrima, ukrajinske snage otpora potpadaju pod kategoriju boraca, a ne terorista, sve dok poštuju Ženevske konvencije. A nazivanje ukrajinskih akcija otpora terorističkim ima više veze s ruskim tumačenjem stvarnosti nego objektivnom istinom.

Što se tiče osvojenog teritorija na jugu Ukrajine, Rusija je više puta objavila svoje namjere da tamo ostane 'zauvijek'. Da bi to postigla, morati će 'rusificirati' pokorena područja i mijenjati civilnu upravu proruskim suradnicima. Već su krenuli s promjenom valute, dijeljenjem ruskih putovnica i pružanjem humanitarnih potpora računajući da će sve završiti po modelu okupacije Krima. No, stručnjaci ističu da će to biti iznimno teško postići.

Prema nekim procjenama, Rusija drži više od 20 posto ukrajinskog teritorija. Kome se to čini puno, valja imati na umu da su velikosrpski pobunjenici u Hrvatskoj držali čak trećinu naše države pod svojom okupacijom dosta dugo vrijeme. Ukrajina je puno veća zemlja, no zato analitičari i tvrde da je Putin odgrizao više nego što može prožvakati. U ovom trenutku Rusija se mora suočiti i s konvencionalnom vojskom na liniji bojišta i s neregularnim partizanskim snagama, što je stavlja u neugodan položaj. A ako bi se otpor proširio i izvan teritorija koje je Rusija zauzela od ove veljače, to bi imalo daljnje implikacije.

Pojava ozbiljnog organiziranog otpora na Krimu i istočnim dijelovima Donbasa koje drži od ranije ne samo da bi predstavljala daljnji odljev ruskih ograničenih resursa, već bi i dodatno štetila samopercepciji Moskve kao sile koja oslobađa. A očito je da im se sprema upravo takav scenarij: Resistance, ali ne onaj iz serije 'Alo, alo'.

Kako bi učinkovito odgovorila, Rusija će se morati vratiti na brutalnija sredstva pokoravanja koja je koristila u prošlosti. Moskva ima mračnu no uglavnom uspješnu povijest terora i represalija koje je primjenjivala u borbi protiv čečenskih separatista i u Siriji, no agresivniji pristup u Ukrajini mogao bi stvoriti probleme za Putinov režim tjerajući mu naciju u dublju izolaciju. A ukrajinski otpor u stanju je nametnuti i značajne troškove ruskoj okupacijskoj sili, pa bi Putinu držanje okupiranog teritorija moglo postati skuplje nego njegovo stjecanje.

Daleko od ove priča od Petra Velikog i sna o širenju novog Ruskog Carstva, o čemu sanja izolirana KGB-ovska ostarjela glava. Teritorijalna ekspanzija Rusije na Ukrajinu otvorila je dugoročna krvarenja koja će ostati otvorena sve dok Rusija tamo bude prisutna, napominju analitičari.
