Nakon što je doživio fijasko s limitima cijene na naftne derivate, što je uzrokovalo nestašice na tržištu, mađarski autokrat Viktor Orban nastavlja s radikalnim potezima fiskalne politike, za koje se jako trudi da izgledaju kao pravedno raspodjeljivanje tereta krize, iako se u osnovi svode na paniku i populizam: Mađarska uvodi porez na ekstraprofite farmaceutskih kompanija, piše Jutarnji.

Time je proširena lista specijalnih poreza koje moraju plaćati najveće kompanije u Mađarskoj. Iako se u osnovi ne radi o oporezivanju ekstraprofita, pa čak niti o oporezivanju dobiti, mađarski politički vrh inzistira na retorici prema kojoj se uzima onima koji su nešto olako zaradili zahvaljujući spletu okolnosti.

Tako će ubuduće farmaceuti u Mađarskoj plaćati 8 posto na neto prodaju iznad 150 milijardi forinti (398 milijuna dolara). Zahvaljujući dekretu Viktora Orbana, kojeg je autokrat potpisao na samom kraju prošlog tjedna, samo će Gedeon Richter u 2023. platiti 108 milijardi forinti novog specijalnog poreza.

Orbanova vlada suočava se, između ostalog, s krizom javnih financija jer je EU Mađarskoj zbog izostanka reformi zaustavila značajni dio financiranja. Kompanije s manjim prihodima plaćat će posebni porez na ‘ekstraprofite‘ prema nižim stopama: oni s prihodom do 50 milijardi forinti imat će stopu od 1 posto, a oni između 50 i 150 milijardi stopu od 3 posto (1 dolar = 376,5400 forinti).

U javnim politikama Mađarske trenutačno vlada zbrka, pri čemu Orbanova vlast prvenstveno inzistira na demonstraciji autokratske moći. Nakon što su ih početkom mjeseca iz Mola upozorili kako više ne mogu osigurati opskrbu tržišta jer su mjere limitiranja cijene goriva bile potpuni promašaj, pa su prvo izazvale pretjeranu potrošnju, potom gomilanje zaliha te, u konačnici, paniku, mađarska vlada ukinula je limite cijena, ali je istodobno najavila porez na Molove ‘ekstraprofite‘.

Prema odluci Viktora Orbana, na svu rusku naftu Mol i ostale naftne kompanije moraju plaćati posebni porez po stopi od 95 posto. Porezna stopa od 95 posto nije greška, prenose je svi relevantni izvori, iako je pomalo nejasna osnovica na koju se takav drakonski porez zaračunava.

Ta porezna stopa tako je visoka da se otvara pitanje da li neka kompanija postoji zato da bi zarađivala i realizirala profite, što je stoljećima bila tradicionalna uloga kompanija, ili poduzeća trebaju prvenstveno služiti interesu (autokratske) države, a ti interesi su, u slučaju Mađarske, krpanje proračunskih rupa.

U osnovi je procjena mađarske vlade kako su poslovne i posebno financijske pozicije dovoljno čvrste za isplatu posebnog poreza na ekstraprofite, a Mol je ionako kompanija koja realizira svoje profite zahvaljujući pozicijama koje osigurava uz potporu mađarskih vlasti.

Kompanije će posebne poreze na ‘ekstraprofite‘ u Mađarskoj morati platiti i za 2022. i za 2023. godinu, ali vlada i uz te izvanredne prihode predviđa veliki deficit od 6,1 posto BDP-a. Pri tome u Mađarskoj ekonomisti očekuju daljnje ubrzavanje inflacije na čak 27 posto, a u studenom već su imali najvišu stopu rasta cijena u EU od 23,1 posto, što ukazuje da je u upravo u energetskoj krizi autokratska politika limitiranja cijena bila potpuni promašaj.

Bez obzira na to, u više drugih država može se primijetiti sklonost kopiranja ekonomskih mjera karakterističnih za autokratski populizam Viktora Orbana.

Iako se u osnovi ne radi o oporezivanju ekstraprofita, pa čak niti o oporezivanju dobiti, mađarski politički vrh inzistira na retorici prema kojoj se uzima onima koji su nešto olako zaradili zahvaljujući spletu okolnosti.

Tako će ubuduće farmaceuti u Mađarskoj plaćati 8 posto na neto prodaju iznad 150 milijardi forinti (398 milijuna dolara). Zahvaljujući dekretu Viktora Orbana, kojeg je autokrat potpisao na samom kraju prošlog tjedna, samo će Gedeon Richter u 2023. platiti 108 milijardi forinti novog specijalnog poreza.

Orbanova vlada suočava se, između ostalog, s krizom javnih financija jer je EU Mađarskoj zbog izostanka reformi zaustavila značajni dio financiranja. Kompanije s manjim prihodima plaćat će posebni porez na ‘ekstraprofite‘ prema nižim stopama: oni s prihodom do 50 milijardi forinti imat će stopu od 1 posto, a oni između 50 i 150 milijardi stopu od 3 posto (1 dolar = 376,5400 forinti).

U javnim politikama Mađarske trenutačno vlada zbrka, pri čemu Orbanova vlast prvenstveno inzistira na demonstraciji autokratske moći. Nakon što su ih početkom mjeseca iz Mola upozorili kako više ne mogu osigurati opskrbu tržišta jer su mjere limitiranja cijene goriva bile potpuni promašaj, pa su prvo izazvale pretjeranu potrošnju, potom gomilanje zaliha te, u konačnici, paniku, mađarska vlada ukinula je limite cijena, ali je istodobno najavila porez na Molove ‘ekstraprofite‘.

Prema odluci Viktora Orbana, na svu rusku naftu Mol i ostale naftne kompanije moraju plaćati posebni porez po stopi od 95 posto. Porezna stopa od 95 posto nije greška, prenose je svi relevantni izvori, iako je pomalo nejasna osnovica na koju se takav drakonski porez zaračunava.

Ta porezna stopa tako je visoka da se otvara pitanje da li neka kompanija postoji zato da bi zarađivala i realizirala profite, što je stoljećima bila tradicionalna uloga kompanija, ili poduzeća trebaju prvenstveno služiti interesu (autokratske) države, a ti interesi su, u slučaju Mađarske, krpanje proračunskih rupa.

U osnovi je procjena mađarske vlade kako su poslovne i posebno financijske pozicije dovoljno čvrste za isplatu posebnog poreza na ekstraprofite, a Mol je ionako kompanija koja realizira svoje profite zahvaljujući pozicijama koje osigurava uz potporu mađarskih vlasti.

Kompanije će posebne poreze na ‘ekstraprofite‘ u Mađarskoj morati platiti i za 2022. i za 2023. godinu, ali vlada i uz te izvanredne prihode predviđa veliki deficit od 6,1 posto BDP-a. Pri tome u Mađarskoj ekonomisti očekuju daljnje ubrzavanje inflacije na čak 27 posto, a u studenom već su imali najvišu stopu rasta cijena u EU od 23,1 posto, što ukazuje da je u upravo u energetskoj krizi autokratska politika limitiranja cijena bila potpuni promašaj.

Bez obzira na to, u više drugih država može se primijetiti sklonost kopiranja ekonomskih mjera karakterističnih za autokratski populizam Viktora Orbana.

Nakon što je doživio fijasko s limitima cijene na naftne derivate, što je uzrokovalo nestašice na tržištu, mađarski autokrat Viktor Orban nastavlja s radikalnim potezima fiskalne politike, za koje se jako trudi da izgledaju kao pravedno raspodjeljivanje tereta krize, iako se u osnovi svode na paniku i populizam: Mađarska uvodi porez na ekstraprofite farmaceutskih kompanija, piše Jutarnji.

Time je proširena lista specijalnih poreza koje moraju plaćati najveće kompanije u Mađarskoj.
