U emisiji Hrvatskog radija "A sada Vlada" gostovao je Zdravko Marić, potpredsjednik Vlade i ministar financija te govori o smjernicama proračuna za 2021. godinu.
Marić je rekao kako bi se u četvrtak na sjednici Vlade trebao usvojiti dokument, ekonomske fiskalne politike.
- To će biti ažurirane makroekonomske projekcije za ovu godinu i za iduće tri godine. Kao što je bio slučaj u petom mjesecu kad je bio rebalans, zaista su teške okolnosti. U situaciji kad nemamo cjepivo i dalje je teško predviđati taj epidemiološko-zdravstveni dio kao i neke druge stvari, dobili smo najkvalitetnije što je moguće, rekao je Marić.
- Za ovu godinu naša originalna projekcija što se tiče pada BDP bit će nešto poboljšana. Pad bi trebao biti manji. Predviđamo pad oko -8 posto za 2020. godinu. Za iduću godinu predviđamo rast, ali niži nego što smo predviđali, rast negdje na razini od 5 posto, rekao je Marić.
Zdravko Marić je rekao kako se moglo čuti od analitičara predviđanja oporavka u obliku slova V. Pad značajan i odmah oporavak.
- Vrlo brzo je postalo jasno da ovisi o raznim situacijama jer i dalje postoje negativni rizici za te projekcije pogotovo iz zdravstveno-epidemiološkog djela. Razinu BDP-a 2019. ćemo premašiti sredinom 2023. godine. Blagi otklon će imati izvoz usluga, vezan uz turizam. Kada uspoređujete ovu godinu i period u svibnju, sve smo smjernice korigirali na niže. Tad je bio pad preko sedam sad je nešto više od 6, investicije 9, sada su 7, rekao je Marić.
Marić je rekao kako je jako važna stvar je da stopa nacionalnog sufinanciranja ostane 15 posto i da razdoblje ostane n plus 3.
- Fond za oporavak je na stolu i za razliku od drugih fondova ne iziskuje nacionalnu komponentu. Dobar dio toga, preko 60 posto su bespovratna sredstva i nisu samo namijenjena javnom sektoru i mogu biti kanalizirana privatnom sektoru. Imamo potencijalno sjajnu platformu i na nama je da u ovom kratkom roku kojem imamo osmislimo projekte, rekao je Marić.
Zdravko Marić je istaknuo kako se ovakvu krizu nije moglo predvidjeti, ali ona se dogodila.
- Krize su stalne kad pogledate povijest. Oporavak slova V da ne bude desni V bude horizontalan kako ne bismo bilježili pad kao u prošloj krizi, dodao je.
Kao što su projekcije bolje nego što je očekivano, deficit za ovu godinu je 6,7 posto, rekao je Marić te nastavio kako imamo malo bolje punjenje proračuna.
- Krajem 9. mjeseca ćemo vidjeti efekte sezone. Sedmi i osmi mjesec su bili nešto bolji, ali dalje bilježimo pad. Trgovina na malo drži korak i ti padovi su s jednoznamenkastim ciframa mjesečno, građevinarstvo u prvoj polovici je bila u plusu što se odrazilo na proračun u rebalansu proračuna smo sadržali dijelove koje su uključivale zadržavanje radnih mjesta, rekao je Marić.
Marić je rekao kako mirovine nisu pod upitnikom, predviđena je indeksacija oko 2 posto, te da će lokalnoj samoupravi kompenzirati smanjivanje na dohodak.
Zdravko Marić je istaknuo kako razgovori kreću uskoro oko plaća.
- Nije nam bila opcija u ovim okolnostima smanjivanje plaća. Početkom pandemije su mnogi počeli o tome govoriti. Za iduću godinu predviđamo rast, ali ove godine je pad od 8 posto. Trebamo sjesti i razgovarati ostvariti socijalni dijalog. Na nama je da osmislimo fond nove generacije, rekao je Marić.
Marić je istaknuo kako je sustav plaća važan, ali ne i jedini.
- Važna je efikasnost, što dobivamo za ono što plaća. Vrlo često govorimo da su neke stvari u javnom sektoru jako teško mjerljive. Treba naći modalitete da se nagradi onoga tko radi, ali i penalizira onoga koji ne radi, rekao je Marić.
Zdravko Marić je naglasio kako nisu samo javni sektori pod prizmom, nego i privatni jer treba i tamo kanalizirati sredstva.
- Privatni sektor treba biti glavni kotač. Treba gledati dugoročni potencijal, dodao je Marić u emisiji "A sada Vlada".

U emisiji Hrvatskog radija "A sada Vlada" gostovao je Zdravko Marić, potpredsjednik Vlade i ministar financija te govori o smjernicama proračuna za 2021. godinu.
Marić je rekao kako bi se u četvrtak na sjednici Vlade trebao usvojiti dokument, ekonomske fiskalne politike.
- To će biti ažurirane makroekonomske projekcije za ovu godinu i za iduće tri godine. Kao što je bio slučaj u petom mjesecu kad je bio rebalans, zaista su teške okolnosti. U situaciji kad nemamo cjepivo i dalje je teško predviđati taj epidemiološko-zdravstveni dio kao i neke druge stvari, dobili smo najkvalitetnije što je moguće, rekao je Marić.
- Za ovu godinu naša originalna projekcija što se tiče pada BDP bit će nešto poboljšana. Pad bi trebao biti manji. Predviđamo pad oko -8 posto za 2020. godinu. Za iduću godinu predviđamo rast, ali niži nego što smo predviđali, rast negdje na razini od 5 posto, rekao je Marić.
Zdravko Marić je rekao kako se moglo čuti od analitičara predviđanja oporavka u obliku slova V. Pad značajan i odmah oporavak.
- Vrlo brzo je postalo jasno da ovisi o raznim situacijama jer i dalje postoje negativni rizici za te projekcije pogotovo iz zdravstveno-epidemiološkog djela. Razinu BDP-a 2019. ćemo premašiti sredinom 2023. godine. Blagi otklon će imati izvoz usluga, vezan uz turizam. Kada uspoređujete ovu godinu i period u svibnju, sve smo smjernice korigirali na niže. Tad je bio pad preko sedam sad je nešto više od 6, investicije 9, sada su 7, rekao je Marić.
Marić je rekao kako je jako važna stvar je da stopa nacionalnog sufinanciranja ostane 15 posto i da razdoblje ostane n plus 3.
- Fond za oporavak je na stolu i za razliku od drugih fondova ne iziskuje nacionalnu komponentu. Dobar dio toga, preko 60 posto su bespovratna sredstva i nisu samo namijenjena javnom sektoru i mogu biti kanalizirana privatnom sektoru. Imamo potencijalno sjajnu platformu i na nama je da u ovom kratkom roku kojem imamo osmislimo projekte, rekao je Marić.
Zdravko Marić je istaknuo kako se ovakvu krizu nije moglo predvidjeti, ali ona se dogodila.
- Krize su stalne kad pogledate povijest. Oporavak slova V da ne bude desni V bude horizontalan kako ne bismo bilježili pad kao u prošloj krizi, dodao je.
Kao što su projekcije bolje nego što je očekivano, deficit za ovu godinu je 6,7 posto, rekao je Marić te nastavio kako imamo malo bolje punjenje proračuna.
- Krajem 9. mjeseca ćemo vidjeti efekte sezone. Sedmi i osmi mjesec su bili nešto bolji, ali dalje bilježimo pad. Trgovina na malo drži korak i ti padovi su s jednoznamenkastim ciframa mjesečno, građevinarstvo u prvoj polovici je bila u plusu što se odrazilo na proračun u rebalansu proračuna smo sadržali dijelove koje su uključivale zadržavanje radnih mjesta, rekao je Marić.
Marić je rekao kako mirovine nisu pod upitnikom, predviđena je indeksacija oko 2 posto, te da će lokalnoj samoupravi kompenzirati smanjivanje na dohodak.
Zdravko Marić je istaknuo kako razgovori kreću uskoro oko plaća.
- Nije nam bila opcija u ovim okolnostima smanjivanje plaća. Početkom pandemije su mnogi počeli o tome govoriti. Za iduću godinu predviđamo rast, ali ove godine je pad od 8 posto. Trebamo sjesti i razgovarati ostvariti socijalni dijalog. Na nama je da osmislimo fond nove generacije, rekao je Marić.
Marić je istaknuo kako je sustav plaća važan, ali ne i jedini.
- Važna je efikasnost, što dobivamo za ono što plaća. Vrlo često govorimo da su neke stvari u javnom sektoru jako teško mjerljive. Treba naći modalitete da se nagradi onoga tko radi, ali i penalizira onoga koji ne radi, rekao je Marić.
Zdravko Marić je naglasio kako nisu samo javni sektori pod prizmom, nego i privatni jer treba i tamo kanalizirati sredstva.
- Privatni sektor treba biti glavni kotač. Treba gledati dugoročni potencijal, dodao je Marić u emisiji "A sada Vlada".
