Otapanje ledenjaka u Alpama pomaknulo je granicu između Švicarske i Italije, dovodeći u pitanje lokaciju talijanskog planinarskog doma. Granica se proteže uzduž drenažnog razdjelnika – točke na kojoj će otopljena voda teći niz obje strane planine prema jednoj ili drugoj zemlji. Ali povlačenje ledenjaka Theodul znači da je vododjelnica otpuzala prema švicarskom Rifugio Guide del Cervinu, utočištu za posjetitelje u blizini 3480 metara vrha Testa Grigia.

Tijekom nedavnog posjeta restoranu utočišta, Frederic, 59-godišnji turist, upitao je: "Dakle - mi smo u Švicarskoj?" Bilo je to pitanje koje je vrijedilo postaviti. Odgovor je bio predmet diplomatskih pregovora koji su započeli 2018. i završili kompromisom prošle godine, ali detalji ostaju tajni. Kada je utočište izgrađeno na kamenoj uzvisini 1984. godine, njegovih 40 kreveta i dugih drvenih stolova bili su u potpunosti na talijanskom teritoriju. Ali sada je dvije trećine kolibe, uključujući većinu kreveta i restoran, tehnički smješteno u južnoj Švicarskoj.

Problem je izbio u prvi plan jer se područje, koje se oslanja na turizam, nalazi na vrhu jednog od najvećih svjetskih skijališta, s velikim novim razvojnim projektima, uključujući stanicu žičare koja se gradi nekoliko metara dalje. "Složili smo se da ćemo podijeliti razliku", rekao je Alain Wicht, glavni granični službenik u švicarskoj nacionalnoj kartografskoj agenciji Swisstopo. Njegov posao uključuje brigu o 7.000 graničnih oznaka duž švicarske granice od 1.935 km s Austrijom, Francuskom, Njemačkom, Italijom i Lihtenštajnom. Tamo gdje talijansko-švicarska granica prelazi alpske ledenjake, granica slijedi liniju razdjelnice. No ledenjak Theodul izgubio je gotovo četvrtinu svoje mase između 1973. i 2010. To je izložilo stijenu ispod leda, mijenjajući odvodnu podjelu i prisiljavajući dva susjeda da ponovno iscrtaju 100 metara dug dio svoje granice.

Wicht je rekao da su takve prilagodbe bile česte i da su se uglavnom rješavale usporedbom očitanja geodeta iz pograničnih zemalja, bez uplitanja političara. "Svađamo se oko teritorija koji ne vrijedi mnogo", rekao je. No dodao je da je ovo "jedino mjesto gdje smo odjednom imali umiješanu zgradu", dajući "ekonomsku vrijednost" zemljištu. Njegovi talijanski kolege odbili su komentirati "zbog složene međunarodne situacije".

Jean-Philippe Amstein, bivši šef Swisstopa, rekao je da se takvi sporovi obično rješavaju razmjenom parcela zemlje jednake površine i vrijednosti. Otapanje ledenjaka u Alpama pomaknulo je granicu između Švicarske i Italije, dovodeći u pitanje lokaciju talijanskog planinarskog doma. Granica se proteže uzduž drenažnog razdjelnika – točke na kojoj će otopljena voda teći niz obje strane planine prema jednoj ili drugoj zemlji. Ali povlačenje ledenjaka Theodul znači da je vododjelnica otpuzala prema švicarskom Rifugio Guide del Cervinu, utočištu za posjetitelje u blizini 3480 metara vrha Testa Grigia.

Tijekom nedavnog posjeta restoranu utočišta, Frederic, 59-godišnji turist, upitao je: "Dakle - mi smo u Švicarskoj?" Bilo je to pitanje koje je vrijedilo postaviti. Odgovor je bio predmet diplomatskih pregovora koji su započeli 2018. i završili kompromisom prošle godine, ali detalji ostaju tajni. Kada je utočište izgrađeno na kamenoj uzvisini 1984. godine, njegovih 40 kreveta i dugih drvenih stolova bili su u potpunosti na talijanskom teritoriju. Ali sada je dvije trećine kolibe, uključujući većinu kreveta i restoran, tehnički smješteno u južnoj Švicarskoj.

Problem je izbio u prvi plan jer se područje, koje se oslanja na turizam, nalazi na vrhu jednog od najvećih svjetskih skijališta, s velikim novim razvojnim projektima, uključujući stanicu žičare koja se gradi nekoliko metara dalje. Sporazum je sklopljen u Firenci u studenom 2021., ali će se ishod otkriti tek nakon što ga švicarska vlada potpiše, što se neće dogoditi prije 2023., piše Guardian.

"Složili smo se da ćemo podijeliti razliku", rekao je Alain Wicht, glavni granični službenik u švicarskoj nacionalnoj kartografskoj agenciji Swisstopo. Njegov posao uključuje brigu o 7.000 graničnih oznaka duž švicarske granice od 1.935 km s Austrijom, Francuskom, Njemačkom, Italijom i Lihtenštajnom. Wicht je prisustvovao pregovorima, gdje su obje strane učinile ustupke kako bi se pronašlo rješenje. “Čak i ako nijedna strana nije izašla kao pobjednik, barem nitko nije izgubio”, rekao je.

Tamo gdje talijansko-švicarska granica prelazi alpske ledenjake, granica slijedi liniju razdjelnice. No ledenjak Theodul izgubio je gotovo četvrtinu svoje mase između 1973. i 2010. To je izložilo stijenu ispod leda, mijenjajući odvodnu podjelu i prisiljavajući dva susjeda da ponovno iscrtaju 100 metara dug dio svoje granice.

Wicht je rekao da su takve prilagodbe bile česte i da su se uglavnom rješavale usporedbom očitanja geodeta iz pograničnih zemalja, bez uplitanja političara. "Svađamo se oko teritorija koji ne vrijedi mnogo", rekao je. No dodao je da je ovo "jedino mjesto gdje smo odjednom imali umiješanu zgradu", dajući "ekonomsku vrijednost" zemljištu. Njegovi talijanski kolege odbili su komentirati "zbog složene međunarodne situacije".

Jean-Philippe Amstein, bivši šef Swisstopa, rekao je da se takvi sporovi obično rješavaju razmjenom parcela zemlje jednake površine i vrijednosti. U ovom slučaju, “Švicarska nije zainteresirana za dobivanje komada ledenjaka”, rekao je, a “Talijani nisu u stanju nadoknaditi gubitak švicarske površine”.

Iako ishod ostaje tajna, domaru, 51-godišnjem Luciu Truccu, rečeno je da će sklonište ostati na talijanskom tlu. “Utočište ostaje talijansko jer smo uvijek bili Talijani”, rekao je. “Jelovnik je talijanski, vino je talijansko, a porezi su talijanski.”
