"Vojska koju mi je dopušteno voditi, manje-više je potrošena i iscrpljena", napisao je general Alfons Mais, glavni zapovjednik njemačke vojske na dan kada je Rusija napala Ukrajinu. "Svi smo vidjeli što se sprema, a nismo bili u stanju izvući zaključke nakon aneksije Krima. Nije dobar osjećaj! Dosta mi je!", stajalo je u emotivnoj objavi.

Gotovo godinu dana nakon zapažene objave Alfonsa Maisa, njemačke oružane snage su u gorem stanju nego što su bile, piše The Economist. U slučaju nekakvog napada zaliha streljiva Bundeswehra trajala bi samo nekoliko dana, umjesto 30 koliko preporučuje NATO. Radio oprema koju koriste trupe stara je 40 godina, a k tome je i analogna - stoga ju je vrlo lako presresti. Od 350 borbenih vozila Puma, samo 150 je operativno. Nadalje, Bundeswehr nema čak ni dovoljno medicinske opreme - konkretno, flastera - prema izvješću Eberharda Zorna, glavnog inspektora oružanih snaga koji je porazno izvješće o stanju njemačke vojske objavio u prosincu.

Za stručnjake i vojno osoblje, loše stanje Bundeswehra nije nova vijest, no sve do ruske invazije na Ukrajinu naprosto nije bilo nikakve potrebe ili prisutne inicijative da se po tom pitanju nešto učini. Rat u Europi činio se nezamislivim. Bundeswehr se smanjio na snagu koja je bila sposobna rasporediti nekoliko stotina ljudi na međunarodnim problematičnim točkama kao što su Afganistan ili Mali, ali su, u međuvremenu, potpuno izgubili sposobnost eventualne obrane Njemačke - kao i sposobnost ispunjavanja svojih obaveza prema NATO-u, prenosi Jutarnji.

Gdje su promjene?

Prije godinu dna činilo se da će šok od ruske invazije prisiliti Bundeswehr na radikalne i brze promjene. Tri dana nakon ruskog napada, Olaf Scholz, njemački kancelar, signalizirao je svijetu da je Njemačka odlučna sastaviti snažnu, vrhunsku vojsku. Najavio je "prekretnicu" u parlamentu, a prekretnica je uključivala osnivanje dodatnog fonda od 100 milijardi eura za oružane snage, dvostruko više od standardnog godišnjeg obrambenog proračuna. Također je obećao ispuniti cilj NATO-a za obranu - famoznih 2% od BDP-a.

Jedanaest mjeseci kasnije, njemački vojnici opet su frustrirani. Bundeswehr je dosad vidio vrlo malo od obećanih ulaganja. Njemačka je naručila 35 borbenih aviona F-35 proizvedenih u SAD-u ali će biti isporučeni tek 2027. godine.

Nakon niza gafova, ministrica obrane Christine Lambrecht ovog je mjeseca podnijela ostavku. Trebala je nadgledati veliku reformu oružanih snaga. "Izgubili smo ključnu godinu", kaže za The Economist Christian Mölling iz Njemačkog vijeća za vanjske odnose. Smatra da Scholz uopće nije svjestan punog opsega problema oružanih snaga. Ni sada, a još manje prije godinu dana kada je ulaganja obećao.

Ogorčeni vojnici

"Bolest" je tolika da se posao ministra obrane u Berlinu podrugljivo zove i "ubojicom karijere".

Scholz je očito pokušao i nije uspio uvjeriti nekog vrhunskog stručnjaka i političara da preuzme fotelju Christine Lambrecht. Umjesto nje, posao je preuzeo Boris Pistorius, političar iz drugog plana koji je prethodno bio ministar unutarnjih poslova Donje Saske. Pistorius neće imati nijednog trenutka za odmor.

Mora obnoviti Bundeswehr i nastaviti pomagati Ukrajini, a simultano ispunjavati obaveze prema NATO-u. Njemačka se do 2025. godine obvezala NATO-u staviti na raspolaganje. Analitičari sumnjaju da je to u stanju i učiniti.

Cjelokupne oružane snage sastoje se od oko 183.000 vojnika. Za usporedbu, koncem Hladnog rata Zapadna Njemačka imala je oko 500.000 vojnika, a na obranu je trošila oko 3 posto BDP-a. Tri desetljeća nikakvog financiranja i sve napuhanija birokracija uzeli su danak.

Za popravak Bundeswehra potrebno je više od novca. Vojnici su ogorčeni, razočarani i siti stanja među vlastitim redovima. Plan njemačkog ministarstva obrane kaže da bi oružane snage do 2032. trebale narasti na 203.000 ljudi. Kako? Nitko ne zna.

"Vojska koju mi je dopušteno voditi, manje-više je potrošena i iscrpljena", napisao je general Alfons Mais, glavni zapovjednik njemačke vojske na dan kada je Rusija napala Ukrajinu. "Svi smo vidjeli što se sprema, a nismo bili u stanju izvući zaključke nakon aneksije Krima. Nije dobar osjećaj! Dosta mi je!", stajalo je u emotivnoj objavi.

Gotovo godinu dana nakon zapažene objave Alfonsa Maisa, njemačke oružane snage su u gorem stanju nego što su bile, piše The Economist. U slučaju nekakvog napada zaliha streljiva Bundeswehra trajala bi samo nekoliko dana, umjesto 30 koliko preporučuje NATO. Radio oprema koju koriste trupe stara je 40 godina, a k tome je i analogna - stoga ju je vrlo lako presresti. Od 350 borbenih vozila Puma, samo 150 je operativno. Nadalje, Bundeswehr nema čak ni dovoljno medicinske opreme - konkretno, flastera - prema izvješću Eberharda Zorna, glavnog inspektora oružanih snaga koji je porazno izvješće o stanju njemačke vojske objavio u prosincu.

Za stručnjake i vojno osoblje, loše stanje Bundeswehra nije nova vijest, no sve do ruske invazije na Ukrajinu naprosto nije bilo nikakve potrebe ili prisutne inicijative da se po tom pitanju nešto učini. Rat u Europi činio se nezamislivim. Bundeswehr se smanjio na snagu koja je bila sposobna rasporediti nekoliko stotina ljudi na međunarodnim problematičnim točkama kao što su Afganistan ili Mali, ali su, u međuvremenu, potpuno izgubili sposobnost eventualne obrane Njemačke - kao i sposobnost ispunjavanja svojih obaveza prema NATO-u, prenosi Jutarnji.

Gdje su promjene?

Prije godinu dna činilo se da će šok od ruske invazije prisiliti Bundeswehr na radikalne i brze promjene. Tri dana nakon ruskog napada, Olaf Scholz, njemački kancelar, signalizirao je svijetu da je Njemačka odlučna sastaviti snažnu, vrhunsku vojsku. Najavio je "prekretnicu" u parlamentu, a prekretnica je uključivala osnivanje dodatnog fonda od 100 milijardi eura za oružane snage, dvostruko više od standardnog godišnjeg obrambenog proračuna. Također je obećao ispuniti cilj NATO-a za obranu - famoznih 2% od BDP-a.

Jedanaest mjeseci kasnije, njemački vojnici opet su frustrirani. Bundeswehr je dosad vidio vrlo malo od obećanih ulaganja. Njemačka je naručila 35 borbenih aviona F-35 proizvedenih u SAD-u ali će biti isporučeni tek 2027. godine.

Nakon niza gafova, ministrica obrane Christine Lambrecht ovog je mjeseca podnijela ostavku. Trebala je nadgledati veliku reformu oružanih snaga. "Izgubili smo ključnu godinu", kaže za The Economist Christian Mölling iz Njemačkog vijeća za vanjske odnose. Smatra da Scholz uopće nije svjestan punog opsega problema oružanih snaga. Ni sada, a još manje prije godinu dana kada je ulaganja obećao.

Ogorčeni vojnici

"Bolest" je tolika da se posao ministra obrane u Berlinu podrugljivo zove i "ubojicom karijere".

Scholz je očito pokušao i nije uspio uvjeriti nekog vrhunskog stručnjaka i političara da preuzme fotelju Christine Lambrecht. Umjesto nje, posao je preuzeo Boris Pistorius, političar iz drugog plana koji je prethodno bio ministar unutarnjih poslova Donje Saske. Pistorius neće imati nijednog trenutka za odmor.

Mora obnoviti Bundeswehr i nastaviti pomagati Ukrajini, a simultano ispunjavati obaveze prema NATO-u. Njemačka se do 2025. godine obvezala NATO-u staviti na raspolaganje. Analitičari sumnjaju da je to u stanju i učiniti.

Cjelokupne oružane snage sastoje se od oko 183.000 vojnika. Za usporedbu, koncem Hladnog rata Zapadna Njemačka imala je oko 500.000 vojnika, a na obranu je trošila oko 3 posto BDP-a. Tri desetljeća nikakvog financiranja i sve napuhanija birokracija uzeli su danak.

Za popravak Bundeswehra potrebno je više od novca. Vojnici su ogorčeni, razočarani i siti stanja među vlastitim redovima. Plan njemačkog ministarstva obrane kaže da bi oružane snage do 2032. trebale narasti na 203.000 ljudi. Kako? Nitko ne zna.
