Odlaskom, gotovo pa bijegom Donalda Trumpa u svoj golferski resort na Floridi završeno je jedno od ružnijih razdoblja recentne američke unutrašnje i vanjske politike. S dekanom Fakulteta za međunarodne odnose i diplomaciju Sveučilišta Liberta, politologom prof. dr. Ivanom Grdešićem, bivšim hrvatskim veleposlanikom u Washingtonu, razgovarali smo o tome što očekivati od novog američkog predsjednika Joea Bidena, osim notorne činjenice da ne bi trebao biti predsjednik kakav je bio Trump.

– Donald Trump bio je predsjednik za samog sebe, čak nije bio ni predsjednik onih koji su se u njega zaklinjali. Od predsjednika Bidena očekuje se mnogo, možda i previše s obzirom na nasljedstvo koje mu je Trump ostavio. Ono što je u njegovoj neposrednoj nadležnosti kao šefa izvršne vlasti započeo je mijenjati već prvog dana mandata.

Ukinuti sve Trumpove odluke koje su diskriminirale građane, štetile okolišu i onemogućavale učinkovit epidemiološki odgovor na epidemiju bolesti COVID-19. Nakon 30.000 laži i neistina prošlog predsjednika i 400.000 mrtvih, trebat će mnogo napora, povjerenja i vremena da se osiguraju pretpostavke za javne politike koje će biti temeljene na znanosti, struci, ali prije svega na empatiji i razumijevanju drugih. Mnogo toga morat će proći zakonsku proceduru Kongresa i tu će trebati političke vještine i spremnosti na kompromis obje strane.

Kao i Amerikanci, i svijet je odahnuo od nepredvidljvosti i hirova predsjednika, od stalnog pitanja tko je jutros nova meta za klevetu, uvredu, kojoj će se državi američki predsjednik narugati. S Bidenom Europa i svijet očekuju predvidljivost ponašanja sukladno međunarodnom pravu i običajima dobrog multilateralizma.

Možda to zvuči dosadno i ziheraški, ali upravo je ta normalnost potrebna od države koja svoju moć može aktivirati na dobrobit mnogih, a ne napustiti Svjetsku zdravstvenu organizaciju u jeku pandemije ili Pariški klimatski sporazum u doba klimatskih promjena za koje je posljednji trenutak da ih pokušamo zaustaviti. Takvu neodgovornost Amerike ne očekujemo od nove administracije.

Hoće li se američko društvo moći pomiriti nakon prosvjeda "Black Lives Matter" – pokreta s jedne i kasnijih napada na Kongres s druge strane, ili će Bidenov mandat produljiti i produbiti razlike?

– Prosvjedi protiv rasne nejednakosti ne mogu se izjednačavati s napadom na Kongres koji je potaknuo Trump, a realizirali rasisti, bijeli supremacisti, fašisti, negatori holokausta i pripadnici sličnih sekti. Američko društvo, pa onda i politika, već je duže vrijeme duboko podijeljeno i Bidenova politika pomirenja i jedinstva gdje je ono moguće dolazi u zadnji čas. Nije nužno da se svi slažemo i volimo, ali jest nužno da se ta rasprava odvija u institucijama koje su za to stvorene, parlamentima, tribinama i medijima.

Za Bidenovu pruženu ruku zajedništva potrebno je dvoje, dakle i republikanci moraju promisliti kuda vodi dosadašnja politika sukoba i demontiranja demokratskih institucija. Što znači i kuda vodi negiranje izbornih rezultata? Odgovornost za neuspjeh Bidenove politike normalizacije političkog života snosit će i njegovi politički oponenti. Bidenov dobronamjeran poziv na suradnju ogolit će one koji će nastaviti sebičnu Trumpovu politiku vlastitog probitka, istovremeno nastojeći drugu stranu eliminirati lažnim objedama ili još gore uništavanjem demokratskih institucija.

Kako promjena američkog predsjednika utječe na države koje je zahvatio val populizma?

–​ Populistima u svijetu, na vlasti ili izvan nje, Trumpova politika služila je kao izvor legitimnosti i nadahnuće. Svi oni bili su osokoljeni parolama "Amerika prva i jedina" jer ako to može svjetska supersila, onda možemo i mi ostali. Trumpovi skuti bili su mjesto koje im je davalo važnost, prestiž i hranilo njihove ambicije. Izborni poraz Trumpa pokazao je kako još djeluju mehanizmi kontrole, ograničenja i kažnjavanja onih koji demokraciju doživljavaju samo kao mehanizam osvajanja vlasti. Trumpovo odbijanje priznanja izbornog poraza pokazalo je kako populisti i autokrati ne vole napuštati vlast kad je izgube na izborima, i kako će radije cijeli sustav dovesti u krizu u nadi da će ipak nekako ostati na vlasti. Napad na Kongres dodatno pokazuje da su spremni i na nasilje da bi poremetili prijenos vlasti.

To je poruka svijetu da populisti često nisu demokrati, da njihov dolazak na vlast može dovesti do urušavanja demokratskih institucija i vrijednosti. Demokracije imaju jednu veliku i jedinstvenu prednost pred ostalim oblicima vladanja, a to je sposobnost korigiranja vlastitih pogrešaka. Američki primjer pokazuje da je to korigiranje u jednom trenutku došlo u opasnost, ali da su institucije, kako mi u ovim krajevima volimo reći, ipak odradile svoj posao.

Odlaskom, gotovo pa bijegom Donalda Trumpa u svoj golferski resort na Floridi završeno je jedno od ružnijih razdoblja recentne američke unutrašnje i vanjske politike. S dekanom Fakulteta za međunarodne odnose i diplomaciju Sveučilišta Liberta, politologom prof. dr. Ivanom Grdešićem, bivšim hrvatskim veleposlanikom u Washingtonu, razgovarali smo o tome što očekivati od novog američkog predsjednika Joea Bidena, osim notorne činjenice da ne bi trebao biti predsjednik kakav je bio Trump.

– Donald Trump bio je predsjednik za samog sebe, čak nije bio ni predsjednik onih koji su se u njega zaklinjali. Od predsjednika Bidena očekuje se mnogo, možda i previše s obzirom na nasljedstvo koje mu je Trump ostavio. Ono što je u njegovoj neposrednoj nadležnosti kao šefa izvršne vlasti započeo je mijenjati već prvog dana mandata.

Ukinuti sve Trumpove odluke koje su diskriminirale građane, štetile okolišu i onemogućavale učinkovit epidemiološki odgovor na epidemiju bolesti COVID-19. Nakon 30.000 laži i neistina prošlog predsjednika i 400.000 mrtvih, trebat će mnogo napora, povjerenja i vremena da se osiguraju pretpostavke za javne politike koje će biti temeljene na znanosti, struci, ali prije svega na empatiji i razumijevanju drugih. Mnogo toga morat će proći zakonsku proceduru Kongresa i tu će trebati političke vještine i spremnosti na kompromis obje strane.

Kao i Amerikanci, i svijet je odahnuo od nepredvidljvosti i hirova predsjednika, od stalnog pitanja tko je jutros nova meta za klevetu, uvredu, kojoj će se državi američki predsjednik narugati. S Bidenom Europa i svijet očekuju predvidljivost ponašanja sukladno međunarodnom pravu i običajima dobrog multilateralizma.

Možda to zvuči dosadno i ziheraški, ali upravo je ta normalnost potrebna od države koja svoju moć može aktivirati na dobrobit mnogih, a ne napustiti Svjetsku zdravstvenu organizaciju u jeku pandemije ili Pariški klimatski sporazum u doba klimatskih promjena za koje je posljednji trenutak da ih pokušamo zaustaviti. Takvu neodgovornost Amerike ne očekujemo od nove administracije.

Hoće li se američko društvo moći pomiriti nakon prosvjeda "Black Lives Matter" – pokreta s jedne i kasnijih napada na Kongres s druge strane, ili će Bidenov mandat produljiti i produbiti razlike?

– Prosvjedi protiv rasne nejednakosti ne mogu se izjednačavati s napadom na Kongres koji je potaknuo Trump, a realizirali rasisti, bijeli supremacisti, fašisti, negatori holokausta i pripadnici sličnih sekti. Američko društvo, pa onda i politika, već je duže vrijeme duboko podijeljeno i Bidenova politika pomirenja i jedinstva gdje je ono moguće dolazi u zadnji čas. Nije nužno da se svi slažemo i volimo, ali jest nužno da se ta rasprava odvija u institucijama koje su za to stvorene, parlamentima, tribinama i medijima.

Za Bidenovu pruženu ruku zajedništva potrebno je dvoje, dakle i republikanci moraju promisliti kuda vodi dosadašnja politika sukoba i demontiranja demokratskih institucija. Što znači i kuda vodi negiranje izbornih rezultata? Odgovornost za neuspjeh Bidenove politike normalizacije političkog života snosit će i njegovi politički oponenti. Bidenov dobronamjeran poziv na suradnju ogolit će one koji će nastaviti sebičnu Trumpovu politiku vlastitog probitka, istovremeno nastojeći drugu stranu eliminirati lažnim objedama ili još gore uništavanjem demokratskih institucija.

Kako promjena američkog predsjednika utječe na države koje je zahvatio val populizma?

–​ Populistima u svijetu, na vlasti ili izvan nje, Trumpova politika služila je kao izvor legitimnosti i nadahnuće. Svi oni bili su osokoljeni parolama "Amerika prva i jedina" jer ako to može svjetska supersila, onda možemo i mi ostali. Trumpovi skuti bili su mjesto koje im je davalo važnost, prestiž i hranilo njihove ambicije. Izborni poraz Trumpa pokazao je kako još djeluju mehanizmi kontrole, ograničenja i kažnjavanja onih koji demokraciju doživljavaju samo kao mehanizam osvajanja vlasti. Trumpovo odbijanje priznanja izbornog poraza pokazalo je kako populisti i autokrati ne vole napuštati vlast kad je izgube na izborima, i kako će radije cijeli sustav dovesti u krizu u nadi da će ipak nekako ostati na vlasti. Napad na Kongres dodatno pokazuje da su spremni i na nasilje da bi poremetili prijenos vlasti.

To je poruka svijetu da populisti često nisu demokrati, da njihov dolazak na vlast može dovesti do urušavanja demokratskih institucija i vrijednosti. Demokracije imaju jednu veliku i jedinstvenu prednost pred ostalim oblicima vladanja, a to je sposobnost korigiranja vlastitih pogrešaka. Američki primjer pokazuje da je to korigiranje u jednom trenutku došlo u opasnost, ali da su institucije, kako mi u ovim krajevima volimo reći, ipak odradile svoj posao.
