Useljavanje radnika sa zapadnog Balkana pozitivno je utjecalo na njemačko tržište rada, pokazuje studija Instituta za istraživanje tržišta rada u Nürnbergu.

"54 posto zaposlenih u sklopu pravila o zapošljavanju osoba sa zapadnog Balkana su kvalificirani radnici, visokokvalificiranih je 4 posto", proizlazi iz studije Instituta za istraživanje tržišta rada (IAB) objavljene u utorak.

Prema istoj studiji, 42 posto osoba zaposlenih u sklopu tzv. pravila o zapošljavanju osoba sa zapadnog Balkana su pomoćni radnici.

Propis o zapošljavanju rednika sa zapadnog Balkana uveden je početkom 2016. nakon što su zemlje ove regije uvrštene na listu tzv. sigurnih zemalja, što je praktički isključilo mogućnost stjecanja azila za građane ovih zemalja u Njemačkoj.

Uvjet za useljavanje u Njemačku je, za razliku od ostalih sličnih pravila, isključivo radni ugovor, a ne potvrda o kvalifikaciji.

Prema nekim kritikama, ovakva regulacija je dovela do toga da u sklopu ovog pravila u Njemačku dolaze isključivo nekvalificirani radnici u nižem platnom sektoru.

Kritika se također odnosila i na tvrdnju da u Njemačku dolaze stariji radnici te je izražena bojazan da će oni zbog kratkog radnog vijeka do mirovine i niskih davanja u mirovinske fondove nakon odlaska u mirovinu pasti na teret njemačkom socijalnom sustavu.

IAB studija je pokazala i da u Njemačku preko Pravila o zapadnom Balkanu dolaze uglavnom mlađi radnici. U godinama 2016. i 2017. čak 73 posto radnika je bilo mlađe od 40 godina, a 86 posto su bili muškarci.

Najveći postotak, njih 44 posto, je zaposleno u građevini, a 13 posto u gastronomiji.

"Integracija u tržište rada osoba koje su u Njemačku stigle preko ovog pravila je, uzimajući u obzir stabilnost radnog mjesta i zaradu u usporedbi s ostalim useljeničkim grupama i domaćim stanovništvom, protekla uspješno", zaključak je studije.

Odluka o produljenju ovog pravila koje ističe krajem ove godine još nije donesena. Prema nekim procjenama produljenje je, usprkos pozitivnim iskustvima, upitno - posebice nakon što je zbog pandemije koronavirusa i gospodarske krize porastao broj nezaposlenih u Njemačkoj.

Useljavanje radnika sa zapadnog Balkana pozitivno je utjecalo na njemačko tržište rada, pokazuje studija Instituta za istraživanje tržišta rada u Nürnbergu.

"54 posto zaposlenih u sklopu pravila o zapošljavanju osoba sa zapadnog Balkana su kvalificirani radnici, visokokvalificiranih je 4 posto", proizlazi iz studije Instituta za istraživanje tržišta rada (IAB) objavljene u utorak.

Prema istoj studiji, 42 posto osoba zaposlenih u sklopu tzv. pravila o zapošljavanju osoba sa zapadnog Balkana su pomoćni radnici.

Propis o zapošljavanju rednika sa zapadnog Balkana uveden je početkom 2016. nakon što su zemlje ove regije uvrštene na listu tzv. sigurnih zemalja, što je praktički isključilo mogućnost stjecanja azila za građane ovih zemalja u Njemačkoj.

Uvjet za useljavanje u Njemačku je, za razliku od ostalih sličnih pravila, isključivo radni ugovor, a ne potvrda o kvalifikaciji.

Prema nekim kritikama, ovakva regulacija je dovela do toga da u sklopu ovog pravila u Njemačku dolaze isključivo nekvalificirani radnici u nižem platnom sektoru.

Kritika se također odnosila i na tvrdnju da u Njemačku dolaze stariji radnici te je izražena bojazan da će oni zbog kratkog radnog vijeka do mirovine i niskih davanja u mirovinske fondove nakon odlaska u mirovinu pasti na teret njemačkom socijalnom sustavu.

IAB studija je pokazala i da u Njemačku preko Pravila o zapadnom Balkanu dolaze uglavnom mlađi radnici. U godinama 2016. i 2017. čak 73 posto radnika je bilo mlađe od 40 godina, a 86 posto su bili muškarci.

Najveći postotak, njih 44 posto, je zaposleno u građevini, a 13 posto u gastronomiji.

"Integracija u tržište rada osoba koje su u Njemačku stigle preko ovog pravila je, uzimajući u obzir stabilnost radnog mjesta i zaradu u usporedbi s ostalim useljeničkim grupama i domaćim stanovništvom, protekla uspješno", zaključak je studije.

Odluka o produljenju ovog pravila koje ističe krajem ove godine još nije donesena. Prema nekim procjenama produljenje je, usprkos pozitivnim iskustvima, upitno - posebice nakon što je zbog pandemije koronavirusa i gospodarske krize porastao broj nezaposlenih u Njemačkoj.

Useljavanje radnika sa zapadnog Balkana pozitivno je utjecalo na njemačko tržište rada, pokazuje studija Instituta za istraživanje tržišta rada u Nürnbergu.

"54 posto zaposlenih u sklopu pravila o zapošljavanju osoba sa zapadnog Balkana su kvalificirani radnici, visokokvalificiranih je 4 posto", proizlazi iz studije Instituta za istraživanje tržišta rada (IAB) objavljene u utorak.

Prema istoj studiji, 42 posto osoba zaposlenih u sklopu tzv. pravila o zapošljavanju osoba sa zapadnog Balkana su pomoćni radnici.

Propis o zapošljavanju rednika sa zapadnog Balkana uveden je početkom 2016. nakon što su zemlje ove regije uvrštene na listu tzv. sigurnih zemalja, što je praktički isključilo mogućnost stjecanja azila za građane ovih zemalja u Njemačkoj.
