Europski politički establišment, predvođen Angelom Merkel i Emmanuelom Macronom, neskriveno je navijao za pobjedu Joea Bidena na američkim predsjedničkim izborima. Tek što je pobjeda postala izvjesna, srdačne su čestitke odaslane iz svih europskih prijestolnica preko Atlantika. Čak su i Plenković i Milanović na trenutak prekinuli svoj živahni javni dijalog, da bi poslali čestitke. Jedino je susjed Janša, do kraja vjeran Trumpu, poslao i čestitku na pogrešnu adresu.

No, što slijedi iza te srdačne uvertire? Novi procvat transatlantske ljubavi? Ne baš. Kako je to ovih dana primijetio njemački ministar vanjskih poslova Heiko Maas, "neće se sve promijeniti, ali će mnogo toga biti bolje… pod Bidenom rasprave neće prestati, ali će biti vođene na drukčiji način“.

Promjena rječnika s neznatno izmijenjenim sadržajem očekivano će biti ključna značajka ukupne Bidenove vanjske politike. No, zadržimo se na NATO-u, koji je i dalje jedini jamac europske obrane i sigurnosti, iako, primjerice, francuski predsjednik Macron kaže da je doživio "moždanu smrt“.

Uz to, NATO se ponovno nalazi na jednoj od svojih prekretnica, kada treba redefinirati svoju buduću ulogu i kada se i preko njega treba definirati buduća američka uloga u Europi. Ta promjena konteksta djelovanja umnogome podsjeća na dvojbe o budućnosti NATO-a krajem hladnog rata. I zapravo se iz tog primjera iz prošlosti smjer razvoja NATO-a i buduća američka uloga u Europi mogu sagledati jasnije nego čitanjem aktualnih vijesti.

Tek što se početkom devedesetih prošlog stoljeća, uz aktivnu potporu SAD-a (Ronald Reagan, potom George Bush st.) i uz značajnu pripomoć Vatikana (Papa Ivan Pavao II.) urušio komunizam u Europi, raspao istočnoeuropski sovjetski blok, a potom se počeo raspadati i sam Sovjetski Savez, na dnevni red došlo je pitanje budućeg opstanka NATO-a i pitanje buduće američke uloge u Europi.

Na čelu skeptika bila je Mitterrandova Francuska i rastuća političko-birokratska elita EZ/EU. Logika je bila: čemu više uopće služi NATO, koji je nastao kao obrambeni vojni savez protiv sovjetskog bloka i čemu služi američka vojna prisutnost u Europi koja je izgubila istočnog neprijatelja?

I da ste se oslanjali samo na tadašnje vijesti, uistinu ste mogli povjerovati da NATO tek što nije raspušten, da američka vojska tek što nije napustila Europu. Kada je u srpnju 1991. tadašnji šef luksemburške diplomacije Jacques Poos ponosno poručio "upravo smo zaustavili rat u Jugoslaviji. Kucnuo je čas Europe. Ovo je vrijeme Europe, a ne Amerike“, mogli ste pomisliti da, koliko sutra, ambiciozni europejci kreću u osvajanje svijeta.

Izazovi europejcima

U sljedećih desetak godina pokazalo se da se ambiciozni europejci, bez američke političke moći i vojne sile, nisu bili u stanju nositi čak ni s jednim ograničenim regionalnim ratom u bivšoj Jugoslaviji, ni s lokalnim osvajačkim projektima poput velikosrpskog.

A NATO je dobio nove političke sadržaje, postavši glavni europski obrambeno-sigurnosni savez, dok je Amerika učvrstila svoju ulogu glavnog europskog mirovnog menadžera. Jacques Poos nestao je u bespućima povijesne zbilje. A Bill Clinton započeo je proširenje NATO-a na države srednje i istočne Europe, sve do granica Rusije. No, proces nije započeo poručujući "kucnuo je čas Amerike. Ja sad krećem s vojskom prema ruskim granicama“, već svirajući saksofon u jazz klubu u Pragu.

Ovo malo povijesno sjećanje poučno je za današnje procjene budućnosti transatlantskog partnerstva i NATO-a u mandatu izabranog predsjednika Joea Bidena. Macronova Francuska još jednom je obnovila ideje o samodostatnoj europskoj obrani, koja je postala sveeuropska mantra.

Merkelina Njemačka obnavlja prastaro njemačko-rusko imperijalno skrbništvo nad Istočnom Europom kroz naoko ekonomske projekte (Sjeverni tok 2), diže njemački primat u Europi preko gospodarske suradnje s Kinom, minorizirajući američku ulogu.

Donald Trump je javno prozivao europske saveznice (osobito Merkel) da ne uplaćuju dovoljno za obranu, dovodio u pitanje NATO ako se to ne promijeni, činio sve da zaustavi Sjeverni tok 2 koji dovodi srednju Europu u ovisnost o ruskom plinu, tražio da se EU suzdrži od suradnje s kineskim telekomunikacijskim tvrtkama na 5G mrežama, koje su postale oružje novog doba.

No, stižu i izazovi ambicioznim europejcima. Erdoganova Turska već je srušila bajku o zajedničkoj i samodostatnoj europskoj obrani: od Libije, preko tursko-grčkog konflikta u Mediteranu, do armensko-azerbajdžanskog sukoba u Nagorno-Karabahu.

EU nije u stanju ozbiljno priprijetiti Erdoganu, koji ga ucjenjuje svojim utjecajem na radikalne islamističke mreže na europskom tlu. EU nije mogao bez Amerike primiriti Bosnu, a kako će sutra primiriti cijelo Sredozemlje i Kavkaz?

I Joe će u nekom trenutku morati ući u igru. Ali ni Joe nije tako širokogrudan da će braniti njemačko-francuski EU od njega samog, dok EU zajedno s Kinom gradi jedan pojas-jedan put pomažući Kini da postane sigurnosni nadzornik Europe i Azije, dok s Rusijom ponovno paktira na račun istočne Europe. I Joe će tražiti: uplatite za NATO, prekinite s "Huaweijem", gradite alternativnu mrežu opskrbe ukapljenim plinom…

Ali za razliku od Donalda, on će to tražiti prijateljski, biranim riječima. Pa će biti teže odbiti.

Europski politički establišment, predvođen Angelom Merkel i Emmanuelom Macronom, neskriveno je navijao za pobjedu Joea Bidena na američkim predsjedničkim izborima. Tek što je pobjeda postala izvjesna, srdačne su čestitke odaslane iz svih europskih prijestolnica preko Atlantika. No, što slijedi iza te srdačne uvertire? Novi procvat transatlantske ljubavi? Ne baš. Kako je to ovih dana primijetio njemački ministar vanjskih poslova Heiko Maas, "neće se sve promijeniti, ali će mnogo toga biti bolje… pod Bidenom rasprave neće prestati, ali će biti vođene na drukčiji način“.

Promjena rječnika s neznatno izmijenjenim sadržajem očekivano će biti ključna značajka ukupne Bidenove vanjske politike. No, zadržimo se na NATO-u, koji je i dalje jedini jamac europske obrane i sigurnosti, iako, primjerice, francuski predsjednik Macron kaže da je doživio "moždanu smrt“.

Uz to, NATO se ponovno nalazi na jednoj od svojih prekretnica, kada treba redefinirati svoju buduću ulogu i kada se i preko njega treba definirati buduća američka uloga u Europi. Ta promjena konteksta djelovanja umnogome podsjeća na dvojbe o budućnosti NATO-a krajem hladnog rata. I zapravo se iz tog primjera iz prošlosti smjer razvoja NATO-a i buduća američka uloga u Europi mogu sagledati jasnije nego čitanjem aktualnih vijesti.

Tek što se početkom devedesetih prošlog stoljeća, uz aktivnu potporu SAD-a (Ronald Reagan, potom George Bush st.) i uz značajnu pripomoć Vatikana (Papa Ivan Pavao II.) urušio komunizam u Europi, raspao istočnoeuropski sovjetski blok, a potom se počeo raspadati i sam Sovjetski Savez, na dnevni red došlo je pitanje budućeg opstanka NATO-a i pitanje buduće američke uloge u Europi.

Na čelu skeptika bila je Mitterrandova Francuska i rastuća političko-birokratska elita EZ/EU. Logika je bila: čemu više uopće služi NATO, koji je nastao kao obrambeni vojni savez protiv sovjetskog bloka i čemu služi američka vojna prisutnost u Europi koja je izgubila istočnog neprijatelja?

I da ste se oslanjali samo na tadašnje vijesti, uistinu ste mogli povjerovati da NATO tek što nije raspušten, da američka vojska tek što nije napustila Europu. Kada je u srpnju 1991. tadašnji šef luksemburške diplomacije Jacques Poos ponosno poručio "upravo smo zaustavili rat u Jugoslaviji. Kucnuo je čas Europe. Ovo je vrijeme Europe, a ne Amerike“, mogli ste pomisliti da, koliko sutra, ambiciozni europejci kreću u osvajanje svijeta.

Izazovi europejcima

U sljedećih desetak godina pokazalo se da se ambiciozni europejci, bez američke političke moći i vojne sile, nisu bili u stanju nositi čak ni s jednim ograničenim regionalnim ratom u bivšoj Jugoslaviji, ni s lokalnim osvajačkim projektima poput velikosrpskog.

A NATO je dobio nove političke sadržaje, postavši glavni europski obrambeno-sigurnosni savez, dok je Amerika učvrstila svoju ulogu glavnog europskog mirovnog menadžera. Jacques Poos nestao je u bespućima povijesne zbilje. A Bill Clinton započeo je proširenje NATO-a na države srednje i istočne Europe, sve do granica Rusije. No, proces nije započeo poručujući "kucnuo je čas Amerike. Ja sad krećem s vojskom prema ruskim granicama“, već svirajući saksofon u jazz klubu u Pragu.

Ovo malo povijesno sjećanje poučno je za današnje procjene budućnosti transatlantskog partnerstva i NATO-a u mandatu izabranog predsjednika Joea Bidena. Macronova Francuska još jednom je obnovila ideje o samodostatnoj europskoj obrani, koja je postala sveeuropska mantra.

Merkelina Njemačka obnavlja prastaro njemačko-rusko imperijalno skrbništvo nad Istočnom Europom kroz naoko ekonomske projekte (Sjeverni tok 2), diže njemački primat u Europi preko gospodarske suradnje s Kinom, minorizirajući američku ulogu.

Donald Trump je javno prozivao europske saveznice (osobito Merkel) da ne uplaćuju dovoljno za obranu, dovodio u pitanje NATO ako se to ne promijeni, činio sve da zaustavi Sjeverni tok 2 koji dovodi srednju Europu u ovisnost o ruskom plinu, tražio da se EU suzdrži od suradnje s kineskim telekomunikacijskim tvrtkama na 5G mrežama, koje su postale oružje novog doba.

No, stižu i izazovi ambicioznim europejcima. Erdoganova Turska već je srušila bajku o zajedničkoj i samodostatnoj europskoj obrani: od Libije, preko tursko-grčkog konflikta u Mediteranu, do armensko-azerbajdžanskog sukoba u Nagorno-Karabahu.

EU nije u stanju ozbiljno priprijetiti Erdoganu, koji ga ucjenjuje svojim utjecajem na radikalne islamističke mreže na europskom tlu. EU nije mogao bez Amerike primiriti Bosnu, a kako će sutra primiriti cijelo Sredozemlje i Kavkaz?

I Joe će u nekom trenutku morati ući u igru. Ali ni Joe nije tako širokogrudan da će braniti njemačko-francuski EU od njega samog, dok EU zajedno s Kinom gradi jedan pojas-jedan put pomažući Kini da postane sigurnosni nadzornik Europe i Azije, dok s Rusijom ponovno paktira na račun istočne Europe. I Joe će tražiti: uplatite za NATO, prekinite s "Huaweijem", gradite alternativnu mrežu opskrbe ukapljenim plinom…

Ali za razliku od Donalda, on će to tražiti prijateljski, biranim riječima. Pa će biti teže odbiti.

Europski politički establišment, predvođen Angelom Merkel i Emmanuelom Macronom, neskriveno je navijao za pobjedu Joea Bidena na američkim predsjedničkim izborima. Tek što je pobjeda postala izvjesna, srdačne su čestitke odaslane iz svih europskih prijestolnica preko Atlantika. Čak su i Plenković i Milanović na trenutak prekinuli svoj živahni javni dijalog, da bi poslali čestitke. Jedino je susjed Janša, do kraja vjeran Trumpu, poslao i čestitku na pogrešnu adresu.
