Nakon povratka iz Moskve, visoki predstavnik Europske unije za vanjske poslove i sigurnosnu politiku Josep Borrell na Twitteru je izrazio zabrinutost zbog odbijanja ruskih vlasti da uspostave konstruktivniji dijalog s Unijom, te je pozvao europske čelnike da poduzmu daljnje korake, što uključuje i mogućnost uvođenja sankcija.

Službena Moskva odbila je zahtjev europskih čelnika za oslobađanje kritičara Kremlja Alekseja Navaljnog, pa je Borrell zabrinut za budućnost ruskog društva i za geostrateške odluke Rusije.

- Moj susret s ministrom Lavrovom i poruke koje su ruske vlasti poslale prigodom tog posjeta potvrdile su da se Europa i Rusija udaljavaju. Čini se da se Rusija postupno odvaja od Europe i na demokratske vrijednosti gleda kao na egzistencijalnu prijetnju, napisao je Borrell, koji potom preporučuje sankcije Rusiji, ali se odluka o njihovom uvođenju mora donijeti jednoglasno na prijedlog zemalja članica EU-a.

Lavrov napao Borella

Pokušaj normalizacije odnosa između EU-a i Rusije može se smatrati trajnim neuspjehom, a DW navodi da je konferencija za novinare Lavrova i Borrela bila "tužni kazališni komad“ koji se pretvorio u lekciju o drskosti i neuspjehu. Christian Trippe piše da je Borrell izgledao poput školarca, stjeran u kut i loše pripremljen, a Lavrov je svom europskom kolegi "oduzeo političko dostojanstvo“, ustvrdivši da je EU "nepouzdana“, dok se zemlje poput Njemačke i Francuske ponašaju "arogantno“ prema Rusiji i odbijaju pružiti važne informacije za razjašnjavanje slučaja Navaljni. Njemačka agencija piše da je to tek dio optužbi i laži Lavrova, na koje je Borrell odgovarao ljubaznošću ili šutnjom, a potom je rusko Ministarstvo vanjskih poslova dovršilo napad. Diplomati iz Njemačke, Poljske i Švedske protjerani su iz Rusije jer su navodno sudjelovali u prosvjedima protiv zatvaranja i osude Navaljnog, što tri države odlučno poriču.

Susret Borrela i Lavrova prošao je neslavno, pa će suradnja između EU-a i Rusije biti ograničena na ono što obje strane žele, a to su trgovina, opskrba energijom, kontrola pandemije i kontakti između organizacija civilnog društva.

Prijezir prema EU-u

Bivši diplomat Božo Kovačević ističe kako su odnosi između globalnog Zapada i Rusije već uvelike hladnoratovski.

- Odlazak Borrella u Rusiju nije bio dobro pripremljen i nije se znala svrha tog posjeta. Naime, tek će na predstojećem summitu šefova vlada EU-a biti određena europska politika prema Moskvi. Rusiji je dobro poznato da Borrell ne može imati neku svoju osobnu ili europsku agendu bez odobrenja država članica i zbog toga su ga tretirali tako nedostojno.

S druge strane, Rusija je jasno kazala da Europsku uniju ne smatra kredibilnim partnerom i time je zapravo rekla da će EU, neovisno o eventualnim Borrellovim dobrim namjerama, donijeti odluku o novim sankcijama. Isto tako, šef diplomacije Lavrov je rekao da je Rusija pokrenula inicijativu za sastanak predsjednika država stalnih članica Vijeća sigurnosti UN-a. Rusija od tog sastanka, ako ga bude, očekuje da definira pravila međunarodnih odnosa, a ne da to rade EU i Amerika - informirao nas je bivši veleposlanik u Ruskoj Federaciji.

Prema procjeni našeg sugovornika, nema šanse da će se odnosi EU-a i Rusije popraviti u skorije vrijeme.

- Zapad je pokrenuo ideološki rat protiv Rusije i Kine, i u tom kontekstu osobito će biti korišteni argumenti ljudskih prava, ali glavni interes Zapada, a osobito Amerike je onemogućavanje daljnje kineske ekonomske i tehnološke ekspanzije. Da bi se onemogućio globalni rast Kine, koristit će se ideološki argumenti u onemogućavanju rada njihovih kompanija. A, što se tiče Rusije, Americi je važno predimenzionirati rusku sigurnosnu prijetnju Europi kako bi povećala cijenu svojih sigurnosnih usluga i zadržala Europu ovisnom o sebi - naglasio je Kovačević.

Posljedice sankcija
Snažan udarac Putinu
Od pripojenja Krima 2014., gospodarske sankcije EU-a usmjerene su na ruski financijski, obrambeni i energetski sektor. Rusija je odgovorila protusankcijama i zabranila otprilike polovicu uvoza poljoprivredno-prehrambenih proizvoda iz EU-a. Prije Božića, čelnici EU-a jednoglasno su odlučili produljiti sankcije do 31. srpnja 2021. godine. Te su mjere, koje se obnavljaju dvaput godišnje, snažno pogodile Rusiju. Smatra se da je do kraja 2018. njezino gospodarstvo bilo šest posto manje zbog sankcija EU-a i SAD-a, stoji na stranici Europskog parlamenta.

Nakon povratka iz Moskve, visoki predstavnik Europske unije za vanjske poslove i sigurnosnu politiku Josep Borrell na Twitteru je izrazio zabrinutost zbog odbijanja ruskih vlasti da uspostave konstruktivniji dijalog s Unijom, te je pozvao europske čelnike da poduzmu daljnje korake, što uključuje i mogućnost uvođenja sankcija.

Službena Moskva odbila je zahtjev europskih čelnika za oslobađanje kritičara Kremlja Alekseja Navaljnog, pa je Borrell zabrinut za budućnost ruskog društva i za geostrateške odluke Rusije.

- Moj susret s ministrom Lavrovom i poruke koje su ruske vlasti poslale prigodom tog posjeta potvrdile su da se Europa i Rusija udaljavaju. Čini se da se Rusija postupno odvaja od Europe i na demokratske vrijednosti gleda kao na egzistencijalnu prijetnju, napisao je Borrell, koji potom preporučuje sankcije Rusiji, ali se odluka o njihovom uvođenju mora donijeti jednoglasno na prijedlog zemalja članica EU-a.

Lavrov napao Borella

Pokušaj normalizacije odnosa između EU-a i Rusije može se smatrati trajnim neuspjehom, a DW navodi da je konferencija za novinare Lavrova i Borrela bila "tužni kazališni komad“ koji se pretvorio u lekciju o drskosti i neuspjehu. Christian Trippe piše da je Borrell izgledao poput školarca, stjeran u kut i loše pripremljen, a Lavrov je svom europskom kolegi "oduzeo političko dostojanstvo“, ustvrdivši da je EU "nepouzdana“, dok se zemlje poput Njemačke i Francuske ponašaju "arogantno“ prema Rusiji i odbijaju pružiti važne informacije za razjašnjavanje slučaja Navaljni. Njemačka agencija piše da je to tek dio optužbi i laži Lavrova, na koje je Borrell odgovarao ljubaznošću ili šutnjom, a potom je rusko Ministarstvo vanjskih poslova dovršilo napad. Diplomati iz Njemačke, Poljske i Švedske protjerani su iz Rusije jer su navodno sudjelovali u prosvjedima protiv zatvaranja i osude Navaljnog, što tri države odlučno poriču.

Susret Borrela i Lavrova prošao je neslavno, pa će suradnja između EU-a i Rusije biti ograničena na ono što obje strane žele, a to su trgovina, opskrba energijom, kontrola pandemije i kontakti između organizacija civilnog društva.

Prijezir prema EU-u

Bivši diplomat Božo Kovačević ističe kako su odnosi između globalnog Zapada i Rusije već uvelike hladnoratovski.

- Odlazak Borrella u Rusiju nije bio dobro pripremljen i nije se znala svrha tog posjeta. Naime, tek će na predstojećem summitu šefova vlada EU-a biti određena europska politika prema Moskvi. Rusiji je dobro poznato da Borrell ne može imati neku svoju osobnu ili europsku agendu bez odobrenja država članica i zbog toga su ga tretirali tako nedostojno.

S druge strane, Rusija je jasno kazala da Europsku uniju ne smatra kredibilnim partnerom i time je zapravo rekla da će EU, neovisno o eventualnim Borrellovim dobrim namjerama, donijeti odluku o novim sankcijama. Isto tako, šef diplomacije Lavrov je rekao da je Rusija pokrenula inicijativu za sastanak predsjednika država stalnih članica Vijeća sigurnosti UN-a. Rusija od tog sastanka, ako ga bude, očekuje da definira pravila međunarodnih odnosa, a ne da to rade EU i Amerika - informirao nas je bivši veleposlanik u Ruskoj Federaciji.

Prema procjeni našeg sugovornika, nema šanse da će se odnosi EU-a i Rusije popraviti u skorije vrijeme.

- Zapad je pokrenuo ideološki rat protiv Rusije i Kine, i u tom kontekstu osobito će biti korišteni argumenti ljudskih prava, ali glavni interes Zapada, a osobito Amerike je onemogućavanje daljnje kineske ekonomske i tehnološke ekspanzije. Da bi se onemogućio globalni rast Kine, koristit će se ideološki argumenti u onemogućavanju rada njihovih kompanija. A, što se tiče Rusije, Americi je važno predimenzionirati rusku sigurnosnu prijetnju Europi kako bi povećala cijenu svojih sigurnosnih usluga i zadržala Europu ovisnom o sebi - naglasio je Kovačević.

Posljedice sankcija
Snažan udarac Putinu
Od pripojenja Krima 2014., gospodarske sankcije EU-a usmjerene su na ruski financijski, obrambeni i energetski sektor. Rusija je odgovorila protusankcijama i zabranila otprilike polovicu uvoza poljoprivredno-prehrambenih proizvoda iz EU-a. Prije Božića, čelnici EU-a jednoglasno su odlučili produljiti sankcije do 31. srpnja 2021. godine. Te su mjere, koje se obnavljaju dvaput godišnje, snažno pogodile Rusiju. Smatra se da je do kraja 2018. njezino gospodarstvo bilo šest posto manje zbog sankcija EU-a i SAD-a, stoji na stranici Europskog parlamenta.

Nakon povratka iz Moskve, visoki predstavnik Europske unije za vanjske poslove i sigurnosnu politiku Josep Borrell na Twitteru je izrazio zabrinutost zbog odbijanja ruskih vlasti da uspostave konstruktivniji dijalog s Unijom, te je pozvao europske čelnike da poduzmu daljnje korake, što uključuje i mogućnost uvođenja sankcija.

Službena Moskva odbila je zahtjev europskih čelnika za oslobađanje kritičara Kremlja Alekseja Navaljnog, pa je Borrell zabrinut za budućnost ruskog društva i za geostrateške odluke Rusije.
