Podjele u Bosni i Hercegovini postale su izraženije u razdoblju pandemije, a razlog tome su nastojanja lokalnih političara da i u takvim okolnostima stječu političke poene, upozorio je u utorak visoki predstavnik za BiH Valentin Inzko Vijeće sigurnosti UN-a.

Inzko je Vijeću sigurnosti UN podnio redovito šestomjesečno izvješće o stanju u BiH koje se odnosi na razdoblje od sredine listopada prošle do sredine travnja ove godine.

Informirajući Vijeće sigurnosti Inzko je istaknuo kako je kriza izazvana pandemijom još jednom dokazala koliko je BiH nefunkcionalna, što političari u njoj koriste kako bi pokušali ostvariti neke svoje ciljeve. Zbog toga su, poručio je Inzko, posljedice izravno trpjeli građani jer BiH kao država nije uspjela osigurati koordinirani pristup suočavanju s izazovima zaraze, uključujući tu nabavku cjepiva. 

U BiH, koja ima 3,5 milijuna stanovnika, do dana podnošenja Inzkovog izvješća koronavirusom je zaraženo gotovo 200 tisuća ljudi, a od posljedica zaraze umrlo je njih više od 8500. 

Inzko je istaknuo kako sadašnji saziv Vijeća ministara, kao i državni parlament, loše funkcioniraju i ne donose gotovo nikakve nove zakone niti provode reformske mjere.

"Entiteti su poduzeli jednostrane i nekoordinirane mjere, što je rezultiralo poduzimanjem različitih rješenja na različitim dijelovima teritorija BiH", podsjetio je Inzko.

Upozorio je i kako su se i u takvim uvjetima ponovo javili oni koji dovode u pitanje opstanak BiH pa time i Daytonski sporazum, a tako je okvalificirao i pozive na "mirni razlaz" koje opetovano iznosi sadašnji predsjedatelj Predsjedništva BiH Milorad Dodik.

Posebice zabrinjavajućim Inzko je ocijenio pritiske vlasti u Republici Srpskoj da se što prije okonča mandat vojne misije EU u BiH (EUFOR), što bi također moglo ugroziti mir i stabilnost u zemlji.

Podsjetio je kako je Upravni odbor Vijeća za provedbu mira (PIC) ranije potvrdio svoju nedvojbenu potporu teritorijalnom integritetu i temeljnoj strukturi BiH kao jedinstvene, suverene države koja se sastoji od dva entiteta te da stoga ne dolazi u obzir nikakvo crtanje novih granica.

'U Federaciji BiH na djelu politika uzajamnog ucjenjivanja'

U Inzkovu izvješću stoji i ostvrt na stanje u Federaciji BiH, koja nije dobila novu vladu ni dvije i pol godine nakon što su provedeni izbori, a razlog je u činjenici da se tome protivi HDZ BiH, koji na taj način pokušava prisiliti bošnjačke partnere u vlasti da pristanu na izmjene izbornog zakona, čemu se SDA protivi. Za visokog predstavnika takva je situacija nespojiva s načelima koja bi morala vrijediti u demokratskim državama, u kojima su rezultati izbora obvezujući za sve, a istaknuo je kako mu je neprihvatljiva takva politika uzajamnih ucjenjivanja.

Komentirajući rasprave o izmjenama izbornog zakona BiH Inzko je ocijenio kako se one moraju usmjeriti na provedbu preporuka OESS-a, Skupine država za borbu protiv korupcije (GRECO) i Venecijanskog povjerenstva Vijeća Europe. Njihov je cilj zajamčiti integritet izbornog procesa, ali i provedbu presuda Europskog suda za ljudska prava s ciljem eliminiranja diskriminacije birača temeljene na etničkoj pripadnosti i mjestu prebivališta.

"Jasno sam istaknuo da promjene ne mogu rezultirati daljnjim etničkim ili teritorijalnim podjelama u BiH. Ne postoji pravni razlog koji bi opravdao takve podjele i ja čvrsto vjerujem da nam provedba presuda u slučajevu 'Sejdić i Finci' daje povijesnu priliku da u BiH eliminiramo diskriminaciju i približimo se otvorenosti", kazao je Inzko. Po njegovoj ocjeni, između HDZ BiH i SDA vodi se borba za "etnizaciju" izbornog sustava, odnosno za uspostavu nove ravnoteže između kolektivnih prava naroda i individualnih prava građana.

Inzko je u zaključnom dijelu svog izvješća istaknuo kako je u postojećim okolnostima nužno obnoviti mandat EUFOR-a kako bi se pravodobno odgovorilo na moguće sigurnosne ugroze u BiH te osigurati nastavak djelovanja Ureda visokog predstavnika (OHR). To tim prije jer do sada nije bilo gotovo nikakvog napretka u dostizanju pet ciljeva i dva uvjeta, definiranih još 2008. godine kao pretpostavke za zatvaranje OHR-a.

Formula 5+2, kako ju je postavio PIC, znači da BiH mora riješiti pitanje upravljanja državnom i vojnom imovinom, osigurati puno poštivanje arbitražne odluke o Brčkom kao samostalnom distriktu, riješti pitanje fiskalne održivosti i osigurati vladavinu prava. Konačni uvjet je da Upravni odbor PIC-a procijeni kako je u BiH osigurana puna politička stabilnost.

Podjele u Bosni i Hercegovini postale su izraženije u razdoblju pandemije, a razlog tome su nastojanja lokalnih političara da i u takvim okolnostima stječu političke poene, upozorio je u utorak visoki predstavnik za BiH Valentin Inzko Vijeće sigurnosti UN-a.

Inzko je Vijeću sigurnosti UN podnio redovito šestomjesečno izvješće o stanju u BiH koje se odnosi na razdoblje od sredine listopada prošle do sredine travnja ove godine.

Informirajući Vijeće sigurnosti Inzko je istaknuo kako je kriza izazvana pandemijom još jednom dokazala koliko je BiH nefunkcionalna, što političari u njoj koriste kako bi pokušali ostvariti neke svoje ciljeve. Zbog toga su, poručio je Inzko, posljedice izravno trpjeli građani jer BiH kao država nije uspjela osigurati koordinirani pristup suočavanju s izazovima zaraze, uključujući tu nabavku cjepiva. 

U BiH, koja ima 3,5 milijuna stanovnika, do dana podnošenja Inzkovog izvješća koronavirusom je zaraženo gotovo 200 tisuća ljudi, a od posljedica zaraze umrlo je njih više od 8500. 

Inzko je istaknuo kako sadašnji saziv Vijeća ministara, kao i državni parlament, loše funkcioniraju i ne donose gotovo nikakve nove zakone niti provode reformske mjere.

"Entiteti su poduzeli jednostrane i nekoordinirane mjere, što je rezultiralo poduzimanjem različitih rješenja na različitim dijelovima teritorija BiH", podsjetio je Inzko.

Upozorio je i kako su se i u takvim uvjetima ponovo javili oni koji dovode u pitanje opstanak BiH pa time i Daytonski sporazum, a tako je okvalificirao i pozive na "mirni razlaz" koje opetovano iznosi sadašnji predsjedatelj Predsjedništva BiH Milorad Dodik.

Posebice zabrinjavajućim Inzko je ocijenio pritiske vlasti u Republici Srpskoj da se što prije okonča mandat vojne misije EU u BiH (EUFOR), što bi također moglo ugroziti mir i stabilnost u zemlji.

Podsjetio je kako je Upravni odbor Vijeća za provedbu mira (PIC) ranije potvrdio svoju nedvojbenu potporu teritorijalnom integritetu i temeljnoj strukturi BiH kao jedinstvene, suverene države koja se sastoji od dva entiteta te da stoga ne dolazi u obzir nikakvo crtanje novih granica.

'U Federaciji BiH na djelu politika uzajamnog ucjenjivanja'

U Inzkovu izvješću stoji i ostvrt na stanje u Federaciji BiH, koja nije dobila novu vladu ni dvije i pol godine nakon što su provedeni izbori, a razlog je u činjenici da se tome protivi HDZ BiH, koji na taj način pokušava prisiliti bošnjačke partnere u vlasti da pristanu na izmjene izbornog zakona, čemu se SDA protivi. Za visokog predstavnika takva je situacija nespojiva s načelima koja bi morala vrijediti u demokratskim državama, u kojima su rezultati izbora obvezujući za sve, a istaknuo je kako mu je neprihvatljiva takva politika uzajamnih ucjenjivanja.

Komentirajući rasprave o izmjenama izbornog zakona BiH Inzko je ocijenio kako se one moraju usmjeriti na provedbu preporuka OESS-a, Skupine država za borbu protiv korupcije (GRECO) i Venecijanskog povjerenstva Vijeća Europe. Njihov je cilj zajamčiti integritet izbornog procesa, ali i provedbu presuda Europskog suda za ljudska prava s ciljem eliminiranja diskriminacije birača temeljene na etničkoj pripadnosti i mjestu prebivališta.

"Jasno sam istaknuo da promjene ne mogu rezultirati daljnjim etničkim ili teritorijalnim podjelama u BiH. Ne postoji pravni razlog koji bi opravdao takve podjele i ja čvrsto vjerujem da nam provedba presuda u slučajevu 'Sejdić i Finci' daje povijesnu priliku da u BiH eliminiramo diskriminaciju i približimo se otvorenosti", kazao je Inzko. Po njegovoj ocjeni, između HDZ BiH i SDA vodi se borba za "etnizaciju" izbornog sustava, odnosno za uspostavu nove ravnoteže između kolektivnih prava naroda i individualnih prava građana.

Inzko je u zaključnom dijelu svog izvješća istaknuo kako je u postojećim okolnostima nužno obnoviti mandat EUFOR-a kako bi se pravodobno odgovorilo na moguće sigurnosne ugroze u BiH te osigurati nastavak djelovanja Ureda visokog predstavnika (OHR). To tim prije jer do sada nije bilo gotovo nikakvog napretka u dostizanju pet ciljeva i dva uvjeta, definiranih još 2008. godine kao pretpostavke za zatvaranje OHR-a.

Formula 5+2, kako ju je postavio PIC, znači da BiH mora riješiti pitanje upravljanja državnom i vojnom imovinom, osigurati puno poštivanje arbitražne odluke o Brčkom kao samostalnom distriktu, riješti pitanje fiskalne održivosti i osigurati vladavinu prava. Konačni uvjet je da Upravni odbor PIC-a procijeni kako je u BiH osigurana puna politička stabilnost.

Visoki predstavnik za BiH u svom izvješću: Političari pandemiju koriste za daljnje podjele u zemlji

Podjele u Bosni i Hercegovini postale su izraženije u razdoblju pandemije, a razlog tome su nastojanja lokalnih političara da i u takvim okolnostima stječu političke poene, upozorio je u utorak visoki predstavnik za BiH Valentin Inzko Vijeće sigurnosti UN-a.

Inzko je Vijeću sigurnosti UN podnio redovito šestomjesečno izvješće o stanju u BiH koje se odnosi na razdoblje od sredine listopada prošle do sredine travnja ove godine.

Informirajući Vijeće sigurnosti Inzko je istaknuo kako je kriza izazvana pandemijom još jednom dokazala koliko je BiH nefunkcionalna, što političari u njoj koriste kako bi pokušali ostvariti neke svoje ciljeve. Zbog toga su, poručio je Inzko, posljedice izravno trpjeli građani jer BiH kao država nije uspjela osigurati koordinirani...
