Srbijanski predsjednik Aleksandar Vučić optužio je u utorak kosovsku vladu da ne želi formirati zajednicu općina sa srpskom većinom na sjeveru Kosova, a visoki predstavnik EU-a za vanjsku politiku kaže da dvije strane imaju posve oprečna stajališta o tome.

"Jasno je da Priština ne želi ispuniti svoju obvezu od prije deset godina. Danas smo došli do zida, za njih je to neprihvatljivo i kažu da ne žele novu Republiku Srpsku", rekao je Vučić nakon završetka sastanka s kosovskim premijerom Albinom Kurtijem, koji je održan u okviru dijaloga za normalizaciju odnosa.

Na sastanku je objema stranama predstavljen prvi nacrt statuta zajednice općina sa srpskom većinom na sjeveru Kosovo, o čemu je sporazum potpisan još 2013. godine. Taj nacrt pripremio je tim Srba s Kosova.

Visoki predstavnik EU-a za vanjsku i sigurnosnu politiku Josep Borrell izjavio je nakon sastanka da je predstavljanje prvog nacrta statuta "važan, simboličan korak" na putu prema uspostavi zajednice srpskih općina.

Na sastanku se razgovaralo o provedbi sporazuma koji su usuglašeni krajem veljače u Bruxellesu i sredinom ožujka u Ohridu. Visoki predstavnik EU-a za vanjsku i sigurnosnu politiku Josep Borrell objavio je 27. veljače nakon sastanka Vučića i Kurtija da su obje strane prihvatile sporazum o putu prema normalizaciji odnosa. Uslijedio je novi susret 18. ožujka u Ohridu na kojem je po Borrellu prihvaćen aneks toga sporazuma, koji predstavlja plan provedbe osnovnog sporazuma. Međutim, ni sporazum ni aneks nisu potpisani i obje strane ga različito tumače.

Srbijanska strana u prvi plan stavlja formiranje zajednice općina sa srpskom većinom na sjeveru Kosova, što je predviđeno sporazumom postignutim još 2013., dok se Kosovo nastoji izboriti da ta zajednica nema izvršne ovlasti, ističući da ne žele na svom teritoriju nešto poput Republike Srpske u Bosni i Hercegovini.

Brojni uspješni primjeri u Europi

"To je dogovoreno prije deset godina. Danas je upravljački tim sastavljen od Srba s Kosova predstavio objema stranama prvi nacrt. To nije konačan nacrt, nego početna točka", rekao je Borrell.

Borrell je rekao da je kosovski premijer iznio svoje viđenje u pogledu zaštite prava srpske zajednice na Kosovu i kao što se očekivalo stajališta dviju strana posve se razlikuju u pogledu same naravi te zajednice.

"Ali, čak iako se ne slažu, oni su se složili da počnu pregovore o budućnosti te zajednice srpskih općina u bliskoj budućnosti, uzimajući ovaj prvi nacrt kao početnu točku. Pozivam obje strane da se u taj proces uključe konstruktivno i u dobroj vjeri i da budu spremni na kompromise", rekao je Borrell.

Dodao je da se ta zajednica treba formirati po uzoru na brojne uspješne primjere u Europi, "gdje imamo različite zajednice općina, u svakoj zemlji možete pronaći model".

Na sastanku je bilo riječi i o aktualnoj situaciji na terenu koja je vrlo napeta, naročito nakon izbora u općinama sa srpskom većinom koje su kosovski Srbi bojkotirali.

"Vrlo smo zabrinuti i jasno je, uzimajući u obzir iznimno nizak izlazak na izbore, da ti izbori ne nude dugoročno političko rješenje, naprotiv tu postoji mogućnost koja može voditi prema eskalaciji i prema podrivanju primjene Ohridskog sporazuma", rekao je Borrell.

Stoga je pozvao obje strane da pronađu rješenje kako bi se kosovski Srbi vratili u kosovske institucije koje su napustili u studenome prošle godine.

"Oba čelnika su priznala ozbiljnost situacije na terenu, ali nažalost danas se nisu mogli dogovoriti", kaže Borrell.

Srbijanski predsjednik Aleksandar Vučić optužio je u utorak kosovsku vladu da ne želi formirati zajednicu općina sa srpskom većinom na sjeveru Kosova, a visoki predstavnik EU-a za vanjsku politiku kaže da dvije strane imaju posve oprečna stajališta o tome.

"Jasno je da Priština ne želi ispuniti svoju obvezu od prije deset godina. Danas smo došli do zida, za njih je to neprihvatljivo i kažu da ne žele novu Republiku Srpsku", rekao je Vučić nakon završetka sastanka s kosovskim premijerom Albinom Kurtijem, koji je održan u okviru dijaloga za normalizaciju odnosa.

Na sastanku je objema stranama predstavljen prvi nacrt statuta zajednice općina sa srpskom većinom na sjeveru Kosovo, o čemu je sporazum potpisan još 2013. godine. Taj nacrt pripremio je tim Srba s Kosova.

Visoki predstavnik EU-a za vanjsku i sigurnosnu politiku Josep Borrell izjavio je nakon sastanka da je predstavljanje prvog nacrta statuta "važan, simboličan korak" na putu prema uspostavi zajednice srpskih općina.

Na sastanku se razgovaralo o provedbi sporazuma koji su usuglašeni krajem veljače u Bruxellesu i sredinom ožujka u Ohridu. Visoki predstavnik EU-a za vanjsku i sigurnosnu politiku Josep Borrell objavio je 27. veljače nakon sastanka Vučića i Kurtija da su obje strane prihvatile sporazum o putu prema normalizaciji odnosa. Uslijedio je novi susret 18. ožujka u Ohridu na kojem je po Borrellu prihvaćen aneks toga sporazuma, koji predstavlja plan provedbe osnovnog sporazuma. Međutim, ni sporazum ni aneks nisu potpisani i obje strane ga različito tumače.

Srbijanska strana u prvi plan stavlja formiranje zajednice općina sa srpskom većinom na sjeveru Kosova, što je predviđeno sporazumom postignutim još 2013., dok se Kosovo nastoji izboriti da ta zajednica nema izvršne ovlasti, ističući da ne žele na svom teritoriju nešto poput Republike Srpske u Bosni i Hercegovini.

Brojni uspješni primjeri u Europi

"To je dogovoreno prije deset godina. Danas je upravljački tim sastavljen od Srba s Kosova predstavio objema stranama prvi nacrt. To nije konačan nacrt, nego početna točka", rekao je Borrell.

Borrell je rekao da je kosovski premijer iznio svoje viđenje u pogledu zaštite prava srpske zajednice na Kosovu i kao što se očekivalo stajališta dviju strana posve se razlikuju u pogledu same naravi te zajednice.

"Ali, čak iako se ne slažu, oni su se složili da počnu pregovore o budućnosti te zajednice srpskih općina u bliskoj budućnosti, uzimajući ovaj prvi nacrt kao početnu točku. Pozivam obje strane da se u taj proces uključe konstruktivno i u dobroj vjeri i da budu spremni na kompromise", rekao je Borrell.

Dodao je da se ta zajednica treba formirati po uzoru na brojne uspješne primjere u Europi, "gdje imamo različite zajednice općina, u svakoj zemlji možete pronaći model".

Na sastanku je bilo riječi i o aktualnoj situaciji na terenu koja je vrlo napeta, naročito nakon izbora u općinama sa srpskom većinom koje su kosovski Srbi bojkotirali.

"Vrlo smo zabrinuti i jasno je, uzimajući u obzir iznimno nizak izlazak na izbore, da ti izbori ne nude dugoročno političko rješenje, naprotiv tu postoji mogućnost koja može voditi prema eskalaciji i prema podrivanju primjene Ohridskog sporazuma", rekao je Borrell.

Stoga je pozvao obje strane da pronađu rješenje kako bi se kosovski Srbi vratili u kosovske institucije koje su napustili u studenome prošle godine.

"Oba čelnika su priznala ozbiljnost situacije na terenu, ali nažalost danas se nisu mogli dogovoriti", kaže Borrell.
