Bojan Bajić, predsjednik Odbora za poslovnu etiku u Američkoj trgovačkoj komori BiH, objavio je na svom Facebook profilu stručno pojašnjenje šta zapravo znači "prijenos nadležnosti na entitet Republika Srpska" - piše Depo portal.

Termin koji je prethodnih dana ušao u uho gotovo svakog stanovnika Bosne i Hercegovine, tako olako izgovaran i izglasan u Narodnoj Skupštini RS-a, zapravo je put u opasno anarhično stanje, čije posljedice uistinu mogu biti tragične.

Osvrćući se na činjenicu da obični ljudi pojma nemaju šta to znači, Bajić pojašnjava striktne odredbe Daytonskog ugovora, sumirajući zašto Milorad Dodik svjesno vodi Republiku Srpsku, ali i državu BiH u "namjerno produciran sukob":

Opasn prijenos nadležnosti

"Pričao sam s nekoliko srpskih obitelji u Republici Srpskoj koji su me pitali oko prijenosa nadležnosti. Objasnio sam im da je dosta nadležnosti prenijeto tako što su se entiteti složili sa prijenosom na razinu BiH, jer je prijenos nadležnosti tako reguliran Daytonom. U Daytonu piše da država BiH preuzima nadležnost kada se entiteti slože.

Tako je bilo za vojsku, FBiH i RS su se po Daytonu složili da BiH PREUZME nadležnost za vojsku. Upravo se to i desilo, BiH je u skladu sa Daytonom preuzela vojsku, a entiteti su u skladu sa Daytonom odustali od te nadležnosti. To znači da je vlasnik te nadležnosti postala država BiH.

Da bi se nadležnost za vojsku sada vratila entitetima, o tome se mora složiti sadašnji vlasnik te nadležnosti, a to je država BiH. Entiteti više po Daytonu NEMAJU PRAVO da formiraju svoju vojsku sve dok Parlamentarna skupština BiH ne odluči da vrati nadležnost entitetima.

Iz toga proizilazi da bi odluka Narodne skupštine Republike Srpske da samostalno donese odluku o formiranju vojske bilo kršenje Daytona, jer je Republika Srpska prethodno odustala od te nadležnosti.

Pošto je pitanje vojske opasno pitanje, rekao sam ljudima da će tog dana, kada bi Narodna skupština Republike Srpske usvojila zakon o formiranju Vojske RS, a samim tim bi počelo razvaljivanje Oružanih snaga BiH, da bi to bio dan kad bi nastala anarhija u BiH sa vrlo izvjesnim barikadama i incidentima, te uz obavezno stacioniranje međunarodnih snaga.

Slična anarhija sa potencijalom nemira bi u pravnom i financijskom smislu nastala ukoliko bi Narodna skupština Republike Srpske uradila isto po pitanju drugih nadležnosti.

Narod se ne pita

Ljudi sa kojima sam pričao su se šokirali, jer kažu da nemaju pojma o čemu političari pričaju kad spominju priču o nadležnostima. Kad sam im pokazao taj član iz Daytonskog sporazuma koji regulira prijenos nadležnosti, kažu da nikad nisu ni vidjeli niti čuli za taj član. Ljudi nisu imali predodžbu o tome da bi usvajanje ovih zakona izazvalo anarhiju zbog koje se ne bi ni održali izbori naredne godine.

Onda su ljudi sami povukli paralelu sa '92. i sami se prisjetili da nisu obični ljudi ti koji hoće rat, da nisu obični ljudi ti koji odlučuju o ratu ili miru, jer vladajuća klasa odlučuje o početku rata tako što prije izbora povlači poteze koji društvo uvode u anarhiju i onda spirala nasilja i straha sama uvuče svakog pojedinca u sukobe. (...)

Budući da u BiH nema demokratske atmosfere, pošto na javnom servisu nema poštenog predstavljanja svih činjenica, pošto su ljudi siromašni i podložni manipulaciji od strane ljudi koji su se obogatili na proračunu, to znači da na narod ne treba računati u ovoj igri. Možda bi ljudi nešto na izborima i promijenili, ali problem je u tome što u planiranoj eskalaciji krize neće ni biti izbora.

Dakle, pratimo razvoj utakmice između Amerikanaca i Dodika, ovdje se narod ništa ne pita. Čak ni opozicija ne može ništa sada uraditi jer Dodik jedini odlučuje hoće li stvoriti anarhiju i onemogućiti održavanje izbora.", upozorava Bojan Bajić, a prenosi Depo portal.

Termin koji je prethodnih dana ušao u uho gotovo svakog stanovnika Bosne i Hercegovine, tako olako izgovaran i izglasan u Narodnoj Skupštini RS-a, zapravo je put u opasno anarhično stanje, čije posljedice uistinu mogu biti tragične.

Osvrćući se na činjenicu da obični ljudi pojma nemaju šta to znači, Bajić pojašnjava striktne odredbe Daytonskog ugovora, sumirajući zašto Milorad Dodik svjesno vodi Republiku Srpsku, ali i državu BiH u "namjerno produciran sukob":

Opasn prijenos nadležnosti

"Pričao sam s nekoliko srpskih obitelji u Republici Srpskoj koji su me pitali oko prijenosa nadležnosti. Objasnio sam im da je dosta nadležnosti prenijeto tako što su se entiteti složili sa prijenosom na razinu BiH, jer je prijenos nadležnosti tako reguliran Daytonom. U Daytonu piše da država BiH preuzima nadležnost kada se entiteti slože.

Tako je bilo za vojsku, FBiH i RS su se po Daytonu složili da BiH PREUZME nadležnost za vojsku. Upravo se to i desilo, BiH je u skladu sa Daytonom preuzela vojsku, a entiteti su u skladu sa Daytonom odustali od te nadležnosti. To znači da je vlasnik te nadležnosti postala država BiH.

Da bi se nadležnost za vojsku sada vratila entitetima, o tome se mora složiti sadašnji vlasnik te nadležnosti, a to je država BiH. Entiteti više po Daytonu NEMAJU PRAVO da formiraju svoju vojsku sve dok Parlamentarna skupština BiH ne odluči da vrati nadležnost entitetima.

Iz toga proizilazi da bi odluka Narodne skupštine Republike Srpske da samostalno donese odluku o formiranju vojske bilo kršenje Daytona, jer je Republika Srpska prethodno odustala od te nadležnosti.

Pošto je pitanje vojske opasno pitanje, rekao sam ljudima da će tog dana, kada bi Narodna skupština Republike Srpske usvojila zakon o formiranju Vojske RS, a samim tim bi počelo razvaljivanje Oružanih snaga BiH, da bi to bio dan kad bi nastala anarhija u BiH sa vrlo izvjesnim barikadama i incidentima, te uz obavezno stacioniranje međunarodnih snaga.

Slična anarhija sa potencijalom nemira bi u pravnom i financijskom smislu nastala ukoliko bi Narodna skupština Republike Srpske uradila isto po pitanju drugih nadležnosti.

Narod se ne pita

Ljudi sa kojima sam pričao su se šokirali, jer kažu da nemaju pojma o čemu političari pričaju kad spominju priču o nadležnostima. Kad sam im pokazao taj član iz Daytonskog sporazuma koji regulira prijenos nadležnosti, kažu da nikad nisu ni vidjeli niti čuli za taj član. Ljudi nisu imali predodžbu o tome da bi usvajanje ovih zakona izazvalo anarhiju zbog koje se ne bi ni održali izbori naredne godine.

Onda su ljudi sami povukli paralelu sa '92. i sami se prisjetili da nisu obični ljudi ti koji hoće rat, da nisu obični ljudi ti koji odlučuju o ratu ili miru, jer vladajuća klasa odlučuje o početku rata tako što prije izbora povlači poteze koji društvo uvode u anarhiju i onda spirala nasilja i straha sama uvuče svakog pojedinca u sukobe. (...)

Budući da u BiH nema demokratske atmosfere, pošto na javnom servisu nema poštenog predstavljanja svih činjenica, pošto su ljudi siromašni i podložni manipulaciji od strane ljudi koji su se obogatili na proračunu, to znači da na narod ne treba računati u ovoj igri. Možda bi ljudi nešto na izborima i promijenili, ali problem je u tome što u planiranoj eskalaciji krize neće ni biti izbora.

Dakle, pratimo razvoj utakmice između Amerikanaca i Dodika, ovdje se narod ništa ne pita. Čak ni opozicija ne može ništa sada uraditi jer Dodik jedini odlučuje hoće li stvoriti anarhiju i onemogućiti održavanje izbora.", upozorava Bojan Bajić, a prenosi Depo portal.
