Vijeće ministara BiH donijelo je Odluku o postupku izdavanja i načinu postupanja s obveznicama BiH koje se izdaju radi izmirenja obveza na osnovi računa stare devizne štednje, koju je predložilo Ministarstvo financija i trezora, s tim da se ova odluka neće odnositi na Republiku Srpsku do donošenja odluke Ustavnog suda BiH o ovom pitanju.

Kao što je poznato, vlada tog entiteta donijela je samoinicijativnu odluku o izdavanju svojih obveznica za obveze nastale po osnovi stare devizne štednje. Vlada RS tako je prekršila odluku Ustavnog suda BiH, koji je još 2. prosinca 2005. donio odluku da računi stare devizne štednje spadaju u isključivu nadležnost države BiH. RS je krajem veljače emitirala svoje obveznice po osnovi izmirenja duga za staru deviznu štednju u iznosu od 209,7 milijuna KM za 15.937 štediša, kojima bi ukupan dug trebao biti izmiren u idućih pet godina, a koje su već uvrštene i na Banjalučku burzu.

Ustavni sud BiH će se, međutim, ponovno o tomu pitanju izjasniti 28. ožujka, a nakon što je član Predsjedništva BiH Željko Komšić podnio zahtjev za ocjenu ustavnosti odluke vlade Milorada Dodika da izda svoje obveznice po osnovi stare devizne štednje. Vijeće ministara BiH donijelo je Odluku o rasporedu po godinama dospijeća obveznica BiH koje se izdaju radi izmirenja obveza na temelju računa stare devizne štednje za Federaciju BiH i Brčko Distrikt BiH. Donošenjem ovih odluka omogućeno je da proces izdavanja obveznica u Federaciji BiH i Brčko Distriktu započne, sukladno Zakonu, 31. ožujka ove godine.

 Sa Sarajevske burze već su izrazili zadovoljstvo najavama ulaska u parlamentarnu proceduru Zakona o tržištu vrijednosnih papira i Zakona o investicijskim fondovima, čime bi došlo do modernizacije i unapređenja regulatornog okvira tržišta kapitala, dajući istodobno punu potporu izdavanju obveznica BiH po osnovi stare devizne štednje i ocjenjujući to nagovještajem optimizma na tržištu kapitala Federacije BiH.

Vijeće ministara BiH donijelo je Odluku o postupku izdavanja i načinu postupanja s obveznicama BiH koje se izdaju radi izmirenja obveza na osnovi računa stare devizne štednje, koju je predložilo Ministarstvo financija i trezora, s tim da se ova odluka neće odnositi na Republiku Srpsku do donošenja odluke Ustavnog suda BiH o ovom pitanju.

Kao što je poznato, vlada tog entiteta donijela je samoinicijativnu odluku o izdavanju svojih obveznica za obveze nastale po osnovi stare devizne štednje. Vlada RS tako je prekršila odluku Ustavnog suda BiH, koji je još 2. prosinca 2005. donio odluku da računi stare devizne štednje spadaju u isključivu nadležnost države BiH. RS je krajem veljače emitirala svoje obveznice po osnovi izmirenja duga za staru deviznu štednju u iznosu od 209,7 milijuna KM za 15.937 štediša, kojima bi ukupan dug trebao biti izmiren u idućih pet godina, a koje su već uvrštene i na Banjalučku burzu.

Ustavni sud BiH će se, međutim, ponovno o tomu pitanju izjasniti 28. ožujka, a nakon što je član Predsjedništva BiH Željko Komšić podnio zahtjev za ocjenu ustavnosti odluke vlade Milorada Dodika da izda svoje obveznice po osnovi stare devizne štednje. Vijeće ministara BiH donijelo je Odluku o rasporedu po godinama dospijeća obveznica BiH koje se izdaju radi izmirenja obveza na temelju računa stare devizne štednje za Federaciju BiH i Brčko Distrikt BiH. Donošenjem ovih odluka omogućeno je da proces izdavanja obveznica u Federaciji BiH i Brčko Distriktu započne, sukladno Zakonu, 31. ožujka ove godine.

 Sa Sarajevske burze već su izrazili zadovoljstvo najavama ulaska u parlamentarnu proceduru Zakona o tržištu vrijednosnih papira i Zakona o investicijskim fondovima, čime bi došlo do modernizacije i unapređenja regulatornog okvira tržišta kapitala, dajući istodobno punu potporu izdavanju obveznica BiH po osnovi stare devizne štednje i ocjenjujući to nagovještajem optimizma na tržištu kapitala Federacije BiH.
