- Europska unija i SAD trebaju poništiti sve odluke Skupštine Republike Srpske koje su u suprotnosti s Daytonskim sporazumom i kasnijim odlukama visokog predstavnika, a postoje i drugi mogući potezi. Bruxelles i Washington mogli bi zatvoriti predstavništva RS-a, a SAD i Velika Britanija razmjestiti trupe u Brčko, ključni grad na sjeveru zemlje, kako ga nijedna strana ne bi mogla zauzeti. A ako žele ostaviti jači dojam, onda bi američke i britanske snage mogle organizirati vojnu vježbu NATO-a s padobrancima iznad Banje Luke - napisao je Daniel Serwer, profesor na Sveučilištu Johns Hopkins u SAD-u, jedan od pregovarača Daytonskog sporazuma i poznavatelj prilika na Balkanu, prenosi Al Jazeera.

Serwer je iznio očekivanje da će vođa bosanskih Srba Milorad Dodik u 2022. godini nastaviti tamo gdje je stao u prošloj te da njegove namjere ne smiju biti ignorirane, zbog čega je potrebna snažna reakcija Zapada.

‘Duboko korumpirani džeparoš’

- Dodik se kreće mali po mali korak. Malo je vjerojatno da će odstupiti mnogo dalje (od onoga što radi) ili proglasiti nezavisnost. Dodikov plan je uništiti bosansku državu. On želi da se RS povuče iz vitalnih državnih institucija pod velom zakonodavnog odobrenja. Tada bi bio svemoćan i neodgovoran u vlastitom feudu. Ako to ne uspije, želi da njegova prijetnja secesijom spriječi svako daljnje jačanje vlasti u Sarajevu - upozorava Serwer.

Američki profesor očekuje da će Rusija nastaviti podržavati Dodika i pokušati ga zaštititi, za razliku od srbijanskog predsjednika Aleksandra Vučića.

- Moskva već negira ovlasti visokog predstavnika u Bosni, koji je odgovoran za civilnu provedbu Daytonskog sporazuma. Predsjednik Srbije Vučić bit će oprezniji jer strahuje od neodobravanja EU-a i SAD-a, no, njegovi poslušnici, uključujući ministra unutarnjih poslova Aleksandra Vulina, su otvoreniji u podršci. RS je važna komponenta onoga što nazivaju ‘srpskim svijetom' - piše profesor.

Dodaje da je Dodik "šampion srpskih ideala, poslušna marioneta Moskve i duboko korumpirani džeparoš s nezakonito stečenim dobicima".

SAD i EU, piše Serwer, nastoje natjerati Vučića da obuzda Dodika, koristeći više "mrkve", a manje "štapa", no, to očito ne daje rezultate.

‘Vučić moćniji, ali Dodik korisniji Rusima’

- Kao i njegov genocidni prethodnik Radovan Karadžić, Dodik sebe smatra političkim konkurentom Vučiću u Beogradu, a ne samo pokrajinskim stranačkim šefom u Banjoj Luci. Dolazi vrijeme za obračun ovih srpskih paladina. Vučić je nesumnjivo moćniji, ali je Dodik korisniji Rusima. Oni bi 'defacto' otcjepljenje RS-a smatrali korisnim presedanom i temeljem pregovaranja za otcijepljene pokrajine u Ukrajini, Moldaviji i Gruziji. Moskva bi također uživala u izbacivanju iz kolosijeka trijumfa Zapada iz 1990-ih - piše Serwer.

Što SAD i EU mogu učiniti, pita se Serwer.

- Visoki predstavnik to može potezom olovke, ali što onda? Kako se njegove odluke provode? Nekad ranije, ne bi oklijevao smijeniti Dodika, ali je li to sada izvedivo? Druga je mogućnost njegovo uhićenje zbog pobune protiv države, za što je očito kriv. No, čini se da bh. tužitelji nisu voljni, ali niti sposobni to učiniti - tvrdi Serwer, koji govori da će morati djelovati EU i SAD.

- Ako se ništa ne može učiniti unutar BiH, onda teret pada na Washington, Bruxelles i europske prijestolnice, u slučaju da EU ne djeluje zajednički. Morat će nametnuti sankcije Dodiku osobno, svim članovima Skupštine RS-a koji glasaju za povlačenje iz bh. institucija, i institucionalno RS-u, uključujući ukidanje svih pomoći Svjetske banke i MMF-a, kao i bilateralnu pomoć i pristup međunarodnim financijskim tržištima. Ako se RS defacto otcijepi od BiH, ne bi trebala imati koristi od grantova ili zajmova dostupnih njezinom suverenu. Bilo bi licemjerno dopustiti bilo kakvo međunarodno finansiranje ili službenu razvojnu pomoć RS-u - piše Serwer.

‘Patriote će zauzeti Brčko prije Dodika’

- Dodik i svi drugi političari koji podržavaju defacto secesiju mogli bi dobiti zabranu dolaska u Sarajevo, a sudjelovanje srpskih predstavnika u odlučivanju bh. vlade moglo bi biti ukinuto. Svako financiranje RS-a iz Sarajeva moglo bi prestati. BiH bi se mogla vratiti svom prijeratnom ustavu ili osmisliti novi koji će izbrisati RS, kao i Federaciju BiH i njezine kantone, oslanjajući se na općine za lokalnu upravu - zaključuje Serwer.

Navodi da je ovo popis mogućnosti, ali ne i preporuka.

- Glavna stvar je da Bruxelles i Washington više ne umanjuju i ne ignoriraju Dodikove poteze. Ako to učine, bh. patriote, koji su bili glavne žrtve rata 1992.-95., uzet će stvari u svoje ruke i osvojiti Brčko prije Dodika. To bi također označilo neuspjeh Daytona, ali onaj koji bi sačuvao suverenitet i teritorijalni integritet zemlje, kao i njenu multietničnost. Za svakoga tko misli da je demokracija poželjniji sistem vlasti, to bi bilo bolje od secesije političkih i ideoloških nasljednika Radovana Karadžića koji negiraju genocid, koji su skloni etničkoj autoritarnoj vladavini uz podršku Moskve i stvaranju Miloševićeve Velike Srbije - piše Serwer, prenosi Al Jazeera.

- Europska unija i SAD trebaju poništiti sve odluke Skupštine Republike Srpske koje su u suprotnosti s Daytonskim sporazumom i kasnijim odlukama visokog predstavnika, a postoje i drugi mogući potezi. Bruxelles i Washington mogli bi zatvoriti predstavništva RS-a, a SAD i Velika Britanija razmjestiti trupe u Brčko, ključni grad na sjeveru zemlje, kako ga nijedna strana ne bi mogla zauzeti. A ako žele ostaviti jači dojam, onda bi američke i britanske snage mogle organizirati vojnu vježbu NATO-a s padobrancima iznad Banje Luke - napisao je Daniel Serwer, profesor na Sveučilištu Johns Hopkins u SAD-u, jedan od pregovarača Daytonskog sporazuma i poznavatelj prilika na Balkanu, prenosi Al Jazeera.

Serwer je iznio očekivanje da će vođa bosanskih Srba Milorad Dodik u 2022. godini nastaviti tamo gdje je stao u prošloj te da njegove namjere ne smiju biti ignorirane, zbog čega je potrebna snažna reakcija Zapada.

‘Duboko korumpirani džeparoš’

- Dodik se kreće mali po mali korak. Malo je vjerojatno da će odstupiti mnogo dalje (od onoga što radi) ili proglasiti nezavisnost. Dodikov plan je uništiti bosansku državu. On želi da se RS povuče iz vitalnih državnih institucija pod velom zakonodavnog odobrenja. Tada bi bio svemoćan i neodgovoran u vlastitom feudu. Ako to ne uspije, želi da njegova prijetnja secesijom spriječi svako daljnje jačanje vlasti u Sarajevu - upozorava Serwer.

Američki profesor očekuje da će Rusija nastaviti podržavati Dodika i pokušati ga zaštititi, za razliku od srbijanskog predsjednika Aleksandra Vučića.

- Moskva već negira ovlasti visokog predstavnika u Bosni, koji je odgovoran za civilnu provedbu Daytonskog sporazuma. Predsjednik Srbije Vučić bit će oprezniji jer strahuje od neodobravanja EU-a i SAD-a, no, njegovi poslušnici, uključujući ministra unutarnjih poslova Aleksandra Vulina, su otvoreniji u podršci. RS je važna komponenta onoga što nazivaju ‘srpskim svijetom' - piše profesor.

Dodaje da je Dodik "šampion srpskih ideala, poslušna marioneta Moskve i duboko korumpirani džeparoš s nezakonito stečenim dobicima".

SAD i EU, piše Serwer, nastoje natjerati Vučića da obuzda Dodika, koristeći više "mrkve", a manje "štapa", no, to očito ne daje rezultate.

‘Vučić moćniji, ali Dodik korisniji Rusima’

- Kao i njegov genocidni prethodnik Radovan Karadžić, Dodik sebe smatra političkim konkurentom Vučiću u Beogradu, a ne samo pokrajinskim stranačkim šefom u Banjoj Luci. Dolazi vrijeme za obračun ovih srpskih paladina. Vučić je nesumnjivo moćniji, ali je Dodik korisniji Rusima. Oni bi 'defacto' otcjepljenje RS-a smatrali korisnim presedanom i temeljem pregovaranja za otcijepljene pokrajine u Ukrajini, Moldaviji i Gruziji. Moskva bi također uživala u izbacivanju iz kolosijeka trijumfa Zapada iz 1990-ih - piše Serwer.

Što SAD i EU mogu učiniti, pita se Serwer.

- Visoki predstavnik to može potezom olovke, ali što onda? Kako se njegove odluke provode? Nekad ranije, ne bi oklijevao smijeniti Dodika, ali je li to sada izvedivo? Druga je mogućnost njegovo uhićenje zbog pobune protiv države, za što je očito kriv. No, čini se da bh. tužitelji nisu voljni, ali niti sposobni to učiniti - tvrdi Serwer, koji govori da će morati djelovati EU i SAD.

- Ako se ništa ne može učiniti unutar BiH, onda teret pada na Washington, Bruxelles i europske prijestolnice, u slučaju da EU ne djeluje zajednički. Morat će nametnuti sankcije Dodiku osobno, svim članovima Skupštine RS-a koji glasaju za povlačenje iz bh. institucija, i institucionalno RS-u, uključujući ukidanje svih pomoći Svjetske banke i MMF-a, kao i bilateralnu pomoć i pristup međunarodnim financijskim tržištima. Ako se RS defacto otcijepi od BiH, ne bi trebala imati koristi od grantova ili zajmova dostupnih njezinom suverenu. Bilo bi licemjerno dopustiti bilo kakvo međunarodno finansiranje ili službenu razvojnu pomoć RS-u - piše Serwer.

‘Patriote će zauzeti Brčko prije Dodika’

- Dodik i svi drugi političari koji podržavaju defacto secesiju mogli bi dobiti zabranu dolaska u Sarajevo, a sudjelovanje srpskih predstavnika u odlučivanju bh. vlade moglo bi biti ukinuto. Svako financiranje RS-a iz Sarajeva moglo bi prestati. BiH bi se mogla vratiti svom prijeratnom ustavu ili osmisliti novi koji će izbrisati RS, kao i Federaciju BiH i njezine kantone, oslanjajući se na općine za lokalnu upravu - zaključuje Serwer.

Navodi da je ovo popis mogućnosti, ali ne i preporuka.

- Glavna stvar je da Bruxelles i Washington više ne umanjuju i ne ignoriraju Dodikove poteze. Ako to učine, bh. patriote, koji su bili glavne žrtve rata 1992.-95., uzet će stvari u svoje ruke i osvojiti Brčko prije Dodika. To bi također označilo neuspjeh Daytona, ali onaj koji bi sačuvao suverenitet i teritorijalni integritet zemlje, kao i njenu multietničnost. Za svakoga tko misli da je demokracija poželjniji sistem vlasti, to bi bilo bolje od secesije političkih i ideoloških nasljednika Radovana Karadžića koji negiraju genocid, koji su skloni etničkoj autoritarnoj vladavini uz podršku Moskve i stvaranju Miloševićeve Velike Srbije - piše Serwer, prenosi Al Jazeera.
