Uoči ovogodišnjeg Europskog dana sjećanja na žrtve totalitarnih režima rumunjski Institut za istraživanje komunističkih zločina otvorio je istragu kako bi identificirao slučajeve i čuvare granice koji su ubijali Rumunje pri pokušaju bijega iz komunizma ilegalnim prelaskom granice. Riječ je o tisućama ubijenih. Rumunjski Institut za istraživanje komunističkih zločina time se pridružio velikom projektu Platforme za europsko sjećanje i savjest pod nazivom Pravda 2.0., čiji je cilj podići međunarodnu svijest o nekažnjenim zločinima komunizma i pridonijeti traženju i ostvarenju pravde za njihove žrtve. Otkada je prvi put predstavljen, 27. svibnja 2015. u Europskom parlamentu u Bruxellesu, projekt Pravda 2.0 polučio je značajne rezultate.

Prekretnica se dogodila 2017. pokretanjem sudskih istraga za zločine komunizma u više europskih zemalja. Poljski su državni odvjetnici otvorili istragu protiv članova čehoslovačkog politbiroa za ubojstva na granici "željezne zavjese", slovački je sud presudio da je ubojstvo tih izbjeglica zločin i da obitelji imaju pravo na naknadu, njemački državni odvjetnici su ubojstva na "željeznoj zavjesi" okvalificirali kao međunarodni zločin koji podrazumijeva odgovornost zapovjednika i ne zastarijeva, Platforma za europsko sjećanje i savjest podnijela je kaznenu prijavu protiv posljednjih živih članova čehoslovačkog partijskog politbiroa (Jakeš, Štrougal, Colotka i dr.) za ubojstva na "željeznoj zavjesi", u Bavarskoj je pokrenuta kaznena istraga za ubojstva njemačkih izbjeglica na čehoslovačkoj "željeznoj zavjesi". Sljedećih je godina formiran zajednički češko-njemački tim za istrage ubojstava njemačkih izbjeglica na čehoslovačkoj "željeznoj zavjesi", da bi lani češka policija pokrenula službenu istragu protiv bivših visokih čehoslovačkih komunističkih dužnosnika za ta ubojstva.

Hebrangov ured

Razvoj zajedničkog pravosudnog projekta Pravda 2.0 bio je snažan argument za usvajanje rezolucije Europskog parlamenta od 19. rujna 2019. o važnosti europskog sjećanja za budućnost Europe, u kojoj su u svojoj totalitarnosti nedvosmisleno izjednačeni – fašizam, nacizam i komunizam. A posebno se potiče izgradnja sjećanja o još nedovoljno osviještenoj totalitarnosti komunističkih režima. Rezoluciji su se ovaj put uz predlagače i redova pučana pridružili i pripadnici europskih socijalista i socijaldemokrata. Što se hrvatskih zastupnika tiče, za rezoluciju su glasovali i svi HDZ-ovci i svi SDP-ovci.


No jedno je glas u Bruxellesu, a drugo djelovanje u Zagrebu. Za početak, Hrvatska je jedina država članica EU-a koja ima iskustvo komunističkog režima a nema niti jednog predstavnika u Europskoj platformi za sjećanje i savjest. Platforma inače objedinjava 62 javne i privatne institucije i organizacije iz 20 zemalja koje se bave istraživanjem totalitarizama 20. stoljeća, osobito komunizma. Hrvatska naprosto nema niti jednu javnu instituciju ili organizaciju financiranu javnim novcem koja bi se mogla kvalificirati u to društvo sukladno kriterijima Platforme za europsko sjećanje i savjest. U Hrvatskoj je 2011. političkim konsenzusom HDZ-a i SDP osnovan Ured za pronalaženje grobova žrtava zločina komunističkog režima nakon Drugog svjetskog rata (kolokvijalno poznatiji kao Hebrangov ured, a u kojem sam i sama radila u tih prvih godinu dana postojanja), koji se mogao uklopiti u kriterije Platforme.


Odmah po dolasku na vlast ukinula ga je Milanovićeva Vlada. Novim zakonskim okvirom i njegovom provedbom istraživanje zločina komunizma svedeno je na komunalno zbrinjavanje kostiju, bez savjesti i gradnje sjećanja, koje do danas traje u Ministarstvu branitelja. Njemačka je pokrenula sudski proces protiv visokih dužnosnika Udbe Josipa Perkovića i Zdravka Mustača za ubojstvo hrvatskog emigranta Stjepana Đurekovića. Službena je Hrvatska 2013. činila sve da spriječi izručenje, riskirajući čak i suspenziju članstva u EU-u. Perković i Mustač su u Njemačkoj osuđeni na doživotni zatvor, Hrvatsko državno odvjetništvo nije pokrenulo niti jedan drugi slučaj procesuiranja Udbinih ubojstava u Hrvatskoj i u zapadnim državama.


Jedan od temeljnih zahtjeva Platforme je otvaranje svih arhiva iz komunističkog razdoblja. Na insistiranje Mosta, Oreškovićeva je Vlada 2016. progurala zakon o otvaranju (ionako probranih) hrvatskih arhiva, da bi ih godinu dana poslije Plenkovićeva Vlada novim zakonom zatvorila, pokrivajući to brigom za privatnost žrtava. Platforma svojim statutom isključuje iz članstva i suradnje sve osobe koje su na bilo koji način surađivale s represivnim aparatom komunističkih režima. U Hrvatskoj je upravo ta suradnja neslužbena propusnica za istraživanje i gradnju svijesti o komunističkom režimu. Platforma insistira na pokazivanju totalitarnosti komunističkih režima, a Plenkovićevo povjerenstvo za suočavanje s posljedicama nedemokratskih režima činilo je sve da petokraku spasi od osude. Zato Zagreb danas svodi hrvatsko sjećanje na posljedice komunizma na komunalne radove i turističke pohode, suprotno Rezoluciji koju su lani složno izglasali u Bruxellesu. I zato je službeno hrvatsko sjećanje na žrtve komunizma i dalje tek drugo ime za – laž i prijevaru.

Uoči ovogodišnjeg Europskog dana sjećanja na žrtve totalitarnih režima rumunjski Institut za istraživanje komunističkih zločina otvorio je istragu kako bi identificirao slučajeve i čuvare granice koji su ubijali Rumunje pri pokušaju bijega iz komunizma ilegalnim prelaskom granice. Riječ je o tisućama ubijenih. Rumunjski Institut za istraživanje komunističkih zločina time se pridružio velikom projektu Platforme za europsko sjećanje i savjest pod nazivom Pravda 2.0., čiji je cilj podići međunarodnu svijest o nekažnjenim zločinima komunizma i pridonijeti traženju i ostvarenju pravde za njihove žrtve. Otkada je prvi put predstavljen, 27. svibnja 2015. u Europskom parlamentu u Bruxellesu, projekt Pravda 2.0 polučio je značajne rezultate.

Prekretnica se dogodila 2017. pokretanjem sudskih istraga za zločine komunizma u više europskih zemalja. Poljski su državni odvjetnici otvorili istragu protiv članova čehoslovačkog politbiroa za ubojstva na granici "željezne zavjese", slovački je sud presudio da je ubojstvo tih izbjeglica zločin i da obitelji imaju pravo na naknadu, njemački državni odvjetnici su ubojstva na "željeznoj zavjesi" okvalificirali kao međunarodni zločin koji podrazumijeva odgovornost zapovjednika i ne zastarijeva, Platforma za europsko sjećanje i savjest podnijela je kaznenu prijavu protiv posljednjih živih članova čehoslovačkog partijskog politbiroa (Jakeš, Štrougal, Colotka i dr.) za ubojstva na "željeznoj zavjesi", u Bavarskoj je pokrenuta kaznena istraga za ubojstva njemačkih izbjeglica na čehoslovačkoj "željeznoj zavjesi". Sljedećih je godina formiran zajednički češko-njemački tim za istrage ubojstava njemačkih izbjeglica na čehoslovačkoj "željeznoj zavjesi", da bi lani češka policija pokrenula službenu istragu protiv bivših visokih čehoslovačkih komunističkih dužnosnika za ta ubojstva.

Hebrangov ured

Razvoj zajedničkog pravosudnog projekta Pravda 2.0 bio je snažan argument za usvajanje rezolucije Europskog parlamenta od 19. rujna 2019. o važnosti europskog sjećanja za budućnost Europe, u kojoj su u svojoj totalitarnosti nedvosmisleno izjednačeni – fašizam, nacizam i komunizam. A posebno se potiče izgradnja sjećanja o još nedovoljno osviještenoj totalitarnosti komunističkih režima. Rezoluciji su se ovaj put uz predlagače i redova pučana pridružili i pripadnici europskih socijalista i socijaldemokrata. Što se hrvatskih zastupnika tiče, za rezoluciju su glasovali i svi HDZ-ovci i svi SDP-ovci.


No jedno je glas u Bruxellesu, a drugo djelovanje u Zagrebu. Za početak, Hrvatska je jedina država članica EU-a koja ima iskustvo komunističkog režima a nema niti jednog predstavnika u Europskoj platformi za sjećanje i savjest. Platforma inače objedinjava 62 javne i privatne institucije i organizacije iz 20 zemalja koje se bave istraživanjem totalitarizama 20. stoljeća, osobito komunizma. Hrvatska naprosto nema niti jednu javnu instituciju ili organizaciju financiranu javnim novcem koja bi se mogla kvalificirati u to društvo sukladno kriterijima Platforme za europsko sjećanje i savjest. U Hrvatskoj je 2011. političkim konsenzusom HDZ-a i SDP osnovan Ured za pronalaženje grobova žrtava zločina komunističkog režima nakon Drugog svjetskog rata (kolokvijalno poznatiji kao Hebrangov ured, a u kojem sam i sama radila u tih prvih godinu dana postojanja), koji se mogao uklopiti u kriterije Platforme.


Odmah po dolasku na vlast ukinula ga je Milanovićeva Vlada. Novim zakonskim okvirom i njegovom provedbom istraživanje zločina komunizma svedeno je na komunalno zbrinjavanje kostiju, bez savjesti i gradnje sjećanja, koje do danas traje u Ministarstvu branitelja. Njemačka je pokrenula sudski proces protiv visokih dužnosnika Udbe Josipa Perkovića i Zdravka Mustača za ubojstvo hrvatskog emigranta Stjepana Đurekovića. Službena je Hrvatska 2013. činila sve da spriječi izručenje, riskirajući čak i suspenziju članstva u EU-u. Perković i Mustač su u Njemačkoj osuđeni na doživotni zatvor, Hrvatsko državno odvjetništvo nije pokrenulo niti jedan drugi slučaj procesuiranja Udbinih ubojstava u Hrvatskoj i u zapadnim državama.


Jedan od temeljnih zahtjeva Platforme je otvaranje svih arhiva iz komunističkog razdoblja. Na insistiranje Mosta, Oreškovićeva je Vlada 2016. progurala zakon o otvaranju (ionako probranih) hrvatskih arhiva, da bi ih godinu dana poslije Plenkovićeva Vlada novim zakonom zatvorila, pokrivajući to brigom za privatnost žrtava. Platforma svojim statutom isključuje iz članstva i suradnje sve osobe koje su na bilo koji način surađivale s represivnim aparatom komunističkih režima. U Hrvatskoj je upravo ta suradnja neslužbena propusnica za istraživanje i gradnju svijesti o komunističkom režimu. Platforma insistira na pokazivanju totalitarnosti komunističkih režima, a Plenkovićevo povjerenstvo za suočavanje s posljedicama nedemokratskih režima činilo je sve da petokraku spasi od osude. Zato Zagreb danas svodi hrvatsko sjećanje na posljedice komunizma na komunalne radove i turističke pohode, suprotno Rezoluciji koju su lani složno izglasali u Bruxellesu. I zato je službeno hrvatsko sjećanje na žrtve komunizma i dalje tek drugo ime za – laž i prijevaru.

Uoči ovogodišnjeg Europskog dana sjećanja na žrtve totalitarnih režima rumunjski Institut za istraživanje komunističkih zločina otvorio je istragu kako bi identificirao slučajeve i čuvare granice koji su ubijali Rumunje pri pokušaju bijega iz komunizma ilegalnim prelaskom granice. Riječ je o tisućama ubijenih. Rumunjski Institut za istraživanje komunističkih zločina time se pridružio velikom projektu Platforme za europsko sjećanje i savjest pod nazivom Pravda 2.0., čiji je cilj podići međunarodnu svijest o nekažnjenim zločinima komunizma i pridonijeti traženju i ostvarenju pravde za njihove žrtve. Otkada je prvi put predstavljen, 27. svibnja 2015. u Europskom parlamentu u Bruxellesu, projekt Pravda 2.0 polučio je značajne rezultate.
