Digitalne potvrde, poznate kao COVID putovnice, Europska unija može početi uvoditi od 1. lipnja. Sinoć, nakon šestosatnih pregovora, Europski parlament, Europska komisija i države članice postigli su kompromis, piše hrt.hr.

Tzv. COVID putovnica zapravo je zelena potvrda s QR kodom koji sadržava informaciju - da je vlasnik cijepljen, ili testiran ili je prebolio COVID-19 u određenom razdoblju u kojem se smatra da je zaštićen antitijelima. Novi dokument omogućava prekogranično putovanje unutar Unije bez dosadašnjih epidemioloških mjera, poput samoizolacije i obaveznog testiranja.

-  Bila je to žešća rasprava, čak svađa između Parlamenta i Vijeća Europske unije. Vijeće članica do posljednje je minute odbijalo smanjiti troškove testiranja, sufinancirati PCR testove koje si građani diljem Europske unije ne mogu priuštiti, a imaju ustavno i osnovno ljudsko pravo slobode kretanja. Dali smo sve od sebe kako bismo uvjerili članice da si svi građani moraju moći priuštiti PCR testove, rekao je Juan Fernando Lopez Aguilar, izvjestitelj Europskog parlamenta.

Plenković: Covid-19 potvrde važne za Hrvatsku kao turističku destinaciju

Certifikati za covid-19 su za našu zemlju kao turističku destinaciju jako važni i Hrvatska se snažno zalagala za dokument koji bi omogućio slobodu kretanja u Europskoj uniji, izjavio je u petak u Osijeku premijer Andrej Plenković.

- Nama je to kao zemlji destinaciji u pogledu turizma osobito važno i zato smo se snažno zalagali za ovakav okvirni dokument koji će omogućiti slobodu kretanja, rekao je premijer, dodavši da se danas održavaju konzultacije o završnim tekstovima na razini stalnih predstavnika u Bruxellesu.

Istaknuo je da je "svima u interesu da se postupno vrati normalizacija slobode kretanja, da se ljudima koji su preboljeli covid, cijepili se, ili imaju test omogući kretanje u druge države članice EU-a".

Plan je, rekao je Plenković, da ta uredba stupi na snagu početkom srpnja a na političkoj razini o tome će se razgovarati u utorak u Bruxellesu.

Prema njegovim riječima, epidemija u Hrvatskoj postupno jenjava i brojevi su "ohrabrujući".

Što se tiče cijepljenja, kazao je da "idemo izrazito ubrzano naprijed, a podaci govore da je prvu dozu primilo 1,109.000 ljudi".

- Po mom čvrstom uvjerenju, do kraja lipnja ćemo postići cilj i cijepiti između 50 i 55 posto odrasloga stanovništva", rekao je Plenković.

To je, kako je rekao, "iznimno dobro za Hrvatsku kao destinaciju koja nudi siguran boravak i vjerujem da će to potaknuti ekonomski rast što je važno za našu financijsku stabilnost".

Dvije doze do danas je primilo nešto više od 341.00o građana, a ukupno je utrošeno 1,450.169 doza.

Plenković je također istaknuo da je Hrvatska u potpunosti spremna za obradu i primanje podataka te je u tehničkom smislu bila među prvim zemljama gdje je testirana interoperabilnost sustava podataka s Europskom komisijom i drugim zemljama.

Oporba o COVID putovnicama

O digitalnoj potvrdi govorila je i saborska oporba.

- Držimo da je to prvenstveno instrument olakšavanja života građana, a tek  kao mogućnost da se može raditi o nečemu što diskriminira, i zato ćemo paziti da se to ne dogodi, rekao je Arsen Bauk, predsjednik kluba SDP-a.

- Ističu da ovo neće biti putna isprava, međutim čini mi se da je lako moguće da dođe do diskriminacije velikog broja ljudi koji nisu cijepljeni ili su možda preboljeli koronu, a prošlo je puno vremena, rekao je Stephen Nikola Bartulica, predsjednik Kluba zastupnika DP-a.

Uredba o digitalnim potvrdama trebala bi biti na snazi 12 mjeseci a EU kaže da ona neće biti preduvjet za ostvarivanje prava na slobodno kretanje i neće se smatrati putnom ispravom.

Države članice moraju prihvatiti potvrde koje su izdale druge članice i to za cjepiva odobrena u EU-u. Trenutno su to Pfizer-BioNTech, Moderna, AstraZeneca i Janssen.

Članice Unije mogu same odlučiti hoće li prihvatiti i potvrde o cijepljenju drugih članica nakon nacionalnih postupaka hitnog odobrenja ili za cjepiva koja je Svjetska zdravstvena organizacija uvrstila na popis za hitnu uporabu.

Popis institucija koje će obrađivati i primati podatke bit će javan kako bi građani mogli ostvariti svoja prava na zaštitu podataka u skladu s Općom uredbom o zaštiti podataka, navodi EP.

Parlament je u pregovorima tražio da se omogući besplatno testiranje na covid-19 te da nijedna članica ne uvodi dodatne restrikcije za putnike. Njemačka i Švedska bile su među zemljama koje su se protivile tim prijedlozima.

Naposljetku su članice pristale suzdržati se od nametanja dodatnih ograničenja, poput testiranja ili karantene, osim ako je to nužno zbog javnozdravstvenih razloga.

Europska komisija se obvezala izdvojiti 100 milijuna eura za kupnju testova, a bude li potrebe spremno je još 100 milijuna.

Digitalne potvrde, poznate kao COVID putovnice, Europska unija može početi uvoditi od 1. lipnja. Sinoć, nakon šestosatnih pregovora, Europski parlament, Europska komisija i države članice postigli su kompromis, piše hrt.hr.

Tzv. COVID putovnica zapravo je zelena potvrda s QR kodom koji sadržava informaciju - da je vlasnik cijepljen, ili testiran ili je prebolio COVID-19 u određenom razdoblju u kojem se smatra da je zaštićen antitijelima. Novi dokument omogućava prekogranično putovanje unutar Unije bez dosadašnjih epidemioloških mjera, poput samoizolacije i obaveznog testiranja.

-  Bila je to žešća rasprava, čak svađa između Parlamenta i Vijeća Europske unije. Vijeće članica do posljednje je minute odbijalo smanjiti troškove testiranja, sufinancirati PCR testove koje si građani diljem Europske unije ne mogu priuštiti, a imaju ustavno i osnovno ljudsko pravo slobode kretanja. Dali smo sve od sebe kako bismo uvjerili članice da si svi građani moraju moći priuštiti PCR testove, rekao je Juan Fernando Lopez Aguilar, izvjestitelj Europskog parlamenta.

Plenković: Covid-19 potvrde važne za Hrvatsku kao turističku destinaciju

Certifikati za covid-19 su za našu zemlju kao turističku destinaciju jako važni i Hrvatska se snažno zalagala za dokument koji bi omogućio slobodu kretanja u Europskoj uniji, izjavio je u petak u Osijeku premijer Andrej Plenković.

- Nama je to kao zemlji destinaciji u pogledu turizma osobito važno i zato smo se snažno zalagali za ovakav okvirni dokument koji će omogućiti slobodu kretanja, rekao je premijer, dodavši da se danas održavaju konzultacije o završnim tekstovima na razini stalnih predstavnika u Bruxellesu.

Istaknuo je da je "svima u interesu da se postupno vrati normalizacija slobode kretanja, da se ljudima koji su preboljeli covid, cijepili se, ili imaju test omogući kretanje u druge države članice EU-a".

Plan je, rekao je Plenković, da ta uredba stupi na snagu početkom srpnja a na političkoj razini o tome će se razgovarati u utorak u Bruxellesu.

Prema njegovim riječima, epidemija u Hrvatskoj postupno jenjava i brojevi su "ohrabrujući".

Što se tiče cijepljenja, kazao je da "idemo izrazito ubrzano naprijed, a podaci govore da je prvu dozu primilo 1,109.000 ljudi".

- Po mom čvrstom uvjerenju, do kraja lipnja ćemo postići cilj i cijepiti između 50 i 55 posto odrasloga stanovništva", rekao je Plenković.

To je, kako je rekao, "iznimno dobro za Hrvatsku kao destinaciju koja nudi siguran boravak i vjerujem da će to potaknuti ekonomski rast što je važno za našu financijsku stabilnost".

Dvije doze do danas je primilo nešto više od 341.00o građana, a ukupno je utrošeno 1,450.169 doza.

Plenković je također istaknuo da je Hrvatska u potpunosti spremna za obradu i primanje podataka te je u tehničkom smislu bila među prvim zemljama gdje je testirana interoperabilnost sustava podataka s Europskom komisijom i drugim zemljama.

Oporba o COVID putovnicama

O digitalnoj potvrdi govorila je i saborska oporba.

- Držimo da je to prvenstveno instrument olakšavanja života građana, a tek  kao mogućnost da se može raditi o nečemu što diskriminira, i zato ćemo paziti da se to ne dogodi, rekao je Arsen Bauk, predsjednik kluba SDP-a.

- Ističu da ovo neće biti putna isprava, međutim čini mi se da je lako moguće da dođe do diskriminacije velikog broja ljudi koji nisu cijepljeni ili su možda preboljeli koronu, a prošlo je puno vremena, rekao je Stephen Nikola Bartulica, predsjednik Kluba zastupnika DP-a.

Uredba o digitalnim potvrdama trebala bi biti na snazi 12 mjeseci a EU kaže da ona neće biti preduvjet za ostvarivanje prava na slobodno kretanje i neće se smatrati putnom ispravom.

Države članice moraju prihvatiti potvrde koje su izdale druge članice i to za cjepiva odobrena u EU-u. Trenutno su to Pfizer-BioNTech, Moderna, AstraZeneca i Janssen.

Članice Unije mogu same odlučiti hoće li prihvatiti i potvrde o cijepljenju drugih članica nakon nacionalnih postupaka hitnog odobrenja ili za cjepiva koja je Svjetska zdravstvena organizacija uvrstila na popis za hitnu uporabu.

Popis institucija koje će obrađivati i primati podatke bit će javan kako bi građani mogli ostvariti svoja prava na zaštitu podataka u skladu s Općom uredbom o zaštiti podataka, navodi EP.

Parlament je u pregovorima tražio da se omogući besplatno testiranje na covid-19 te da nijedna članica ne uvodi dodatne restrikcije za putnike. Njemačka i Švedska bile su među zemljama koje su se protivile tim prijedlozima.

Naposljetku su članice pristale suzdržati se od nametanja dodatnih ograničenja, poput testiranja ili karantene, osim ako je to nužno zbog javnozdravstvenih razloga.

Europska komisija se obvezala izdvojiti 100 milijuna eura za kupnju testova, a bude li potrebe spremno je još 100 milijuna.

Digitalne potvrde, poznate kao COVID putovnice, Europska unija može početi uvoditi od 1. lipnja. Sinoć, nakon šestosatnih pregovora, Europski parlament, Europska komisija i države članice postigli su kompromis, piše hrt.hr.

Tzv. COVID putovnica zapravo je zelena potvrda s QR kodom koji sadržava informaciju - da je vlasnik cijepljen, ili testiran ili je prebolio COVID-19 u određenom razdoblju u kojem se smatra da je zaštićen antitijelima. Novi dokument omogućava prekogranično putovanje unutar Unije bez dosadašnjih epidemioloških mjera, poput samoizolacije i obaveznog testiranja.

-  Bila je to žešća rasprava, čak svađa između Parlamenta i Vijeća Europske unije. Vijeće članica do posljednje je minute odbijalo smanjiti troškove testiranja, sufinancirati PCR testove...
