Riječ moć može u ljudima izazvati nelagodu i nemir, jer se prve asocijacije dosta često odnose na zlouporabu moći od političara, poslodavaca, učitelja, roditelja, partnera, policije... Svi spomenuti se ponekad odnose bahato prema "podanicima", uvjereni da ih moć koju imaju štiti i ujedno im daje pravo na takvo ponašanje.

U socijalnoj psihologiji, French i Raven imenovali su i definirali šest oblika moći: moć nagrađivanja, prisile, referentna moć, stručnjačka, legitimna i moć informiranosti. Svaki od spomenutih oblika moći je legitiman i koristan, čak potreban ako se nositelji moći ponašaju odgovorno i profesionalno. Mnogi problemi nastaju kada odgovornost i profesionalnost "moćnika" zadrijemaju ili zaspu, a probude se bahatost, samovolja, nekompetentnost i podložnost političkom diktatu.

Od ljudi koji javno djeluju u različitim područjima očekujemo da svoju moć ili snagu djelovanja ponajprije temelje na sposobnostima i znanju, dakle na stručnjačkoj moći. Naravno, trebala bi biti prisutna i legitimna moć, tj. djelovanje na temelju položaja i dužnosti koju netko obnaša. U nekim je situacijama izrazito važna referentna moć, tj. karizmatična snaga određene osobe, važnost njezina primjera za druge.

Moć informiranosti se, čini mi se, sve češće koristi u negativnom smjeru, tj. informacije skrivaju kako bi se stekla određena prednost i mogućnost manipuliranja onima koji su tih informacija lišeni. Naravno, svi se susrećemo barem povremeno i s moći prisile, tj. nameću nam se određena ograničenja i/ili prijeti kaznama ako se ne ponašamo kako se od nas zahtijeva. To je ponekad ipak jedini mogući način djelovanja, ali u granicama legitimne moći.

U našem Saboru vrlo često se prihvaćaju određeni zakoni i odluke samo zbog brojnosti vladajućih, a ne na temelju moći stručnosti i informiranosti koju su dotični iskazali.

Dugo iščekivana reforma zdravstva vjerojatno će biti nametnuta jer snaga argumenata, odnosno stručnjačka moć koje se sigurno ogleda u velikom broju primjedbi zdravstvenih radnika na reformu, vjerojatno će morati ustuknuti pred legitimnom moći i moći prisile koju će koristiti oni koji vladaju. To ne znači da predlagatelj reforme nema i stručnjačku moć, ali će nažalost prevladati nešto drugo.

I naša toliko očekivana i priželjkivana reforma školstva koju je započela ekipa oboružana stručnjačkom moći, moći informiranosti i referentnom moći morala je položiti oružje pred legitimnom moći i moći prisile. Koga briga što su kompetentne osobe predlagale nasušno potrebne promjene u našem školskom sustavu kada ipak politika kolo vodi i tamo gdje joj uistinu nije mjesto.

Istraživanje smrti Vladimira Matijanića također je nažalost pokazatelj da je stručnjačka moć morala ustuknuti pred nekim drugim "moćnijim" moćima! Čini se da je dio stručnjaka svoju stručnost gurnuo u zapećak i djelovao u skladu s očekivanjima političkih moćnika.

Brojna istraživanja govore o povećanom broju anksioznih stanja i depresije kod djece i mladih, kao i o povećanom broju pokušaja suicida. Odgovorni nikako da shvate da psiholozi, defektolozi, psihijatri, pedagozi posjeduju nužno potrebnu stručnjačku moć kada se bore za kvalitetno preventivno djelovanje u domeni mentalnog zdravlja.

Opasno je i diletantski čekati "epidemiju" depresije ili pošast samoubojstava da bi se netko s pozicije legitimne moći sjetio da su, na primjer, psiholozi ipak nasušno potrebni u svim školama i u domovima zdravlja.

Kad je riječ o mladima, svakako treba naglasiti i nevolje koje donosi digitalna tehnologija. Njih su svjesni odrasli, ali i mladi. Moć prisile tu neće riješiti ništa, može samo pogoršati probleme. "Nužno je djecu i mlade poučiti o drukčijem načinu korištenja digitalne tehnologije. Pomaknuti ih ka kreativnom, stvaralačkom i suradničkom obrascu djelovanja" ističe Boris Jokić, autor istraživanja o ovom problemu. Razvijati digitalnu i medijsku pismenost, razgovarati s mladima, čuti njihova razmišljanja, njihove teškoće, strahove i sumnje. Bez ozbiljnog angažmana stručnjaka, pomaka u rješavanju ovog problema neće biti.

Centri za socijalnu skrb iz različitih razloga nisu u svom radu uvijek vođeni samo stručnjačkom moći, već svoju legitimnu moć stavljaju u službu neprofesionalnosti! Bili smo svjedoci brojnih slučajeva u kojima su djeca, u čiju se dobrobit zaklinjemo, bila žrtve sustava koji je nefunkcionalan i koji zaboravlja važnost stručnjačke moći, a moć informiranosti prečesto koristi selektivno.

Nezaobilazan je, naravno, i slučaj Banovina. Da je stručnjačka moć bila presudna pri donošenju odluka o obnovi kuća, sigurno ne bi situacija bila ovako tragična kakva je danas. Nakon dvije godine započinje ono što je trebalo uslijediti nekoliko mjeseci nakon katastrofe koju su proživjeli stanovnici Banovine. Ni oni u Zagrebu i okolici nisu u puno boljoj situaciji.

Hoćemo li dočekati vrijeme u kojem će stručnost i informiranost biti presudne pri donošenju odluka u različitim sferama života? Da moć postane izvor boljitka, djelotvornosti i odgovornosti, a ne tako često izvor straha i frustriranosti. Ima li nade da politika to ikada dopusti?

Riječ moć može u ljudima izazvati nelagodu i nemir, jer se prve asocijacije dosta često odnose na zlouporabu moći od političara, poslodavaca, učitelja, roditelja, partnera, policije... Svi spomenuti se ponekad odnose bahato prema "podanicima", uvjereni da ih moć koju imaju štiti i ujedno im daje pravo na takvo ponašanje.

U socijalnoj psihologiji, French i Raven imenovali su i definirali šest oblika moći: moć nagrađivanja, prisile, referentna moć, stručnjačka, legitimna i moć informiranosti. Svaki od spomenutih oblika moći je legitiman i koristan, čak potreban ako se nositelji moći ponašaju odgovorno i profesionalno. Mnogi problemi nastaju kada odgovornost i profesionalnost "moćnika" zadrijemaju ili zaspu, a probude se bahatost, samovolja, nekompetentnost i podložnost političkom diktatu.

Od ljudi koji javno djeluju u različitim područjima očekujemo da svoju moć ili snagu djelovanja ponajprije temelje na sposobnostima i znanju, dakle na stručnjačkoj moći. Naravno, trebala bi biti prisutna i legitimna moć, tj. djelovanje na temelju položaja i dužnosti koju netko obnaša. U nekim je situacijama izrazito važna referentna moć, tj. karizmatična snaga određene osobe, važnost njezina primjera za druge.

Moć informiranosti se, čini mi se, sve češće koristi u negativnom smjeru, tj. informacije skrivaju kako bi se stekla određena prednost i mogućnost manipuliranja onima koji su tih informacija lišeni. Naravno, svi se susrećemo barem povremeno i s moći prisile, tj. nameću nam se određena ograničenja i/ili prijeti kaznama ako se ne ponašamo kako se od nas zahtijeva. To je ponekad ipak jedini mogući način djelovanja, ali u granicama legitimne moći.

U našem Saboru vrlo često se prihvaćaju određeni zakoni i odluke samo zbog brojnosti vladajućih, a ne na temelju moći stručnosti i informiranosti koju su dotični iskazali.

Dugo iščekivana reforma zdravstva vjerojatno će biti nametnuta jer snaga argumenata, odnosno stručnjačka moć koje se sigurno ogleda u velikom broju primjedbi zdravstvenih radnika na reformu, vjerojatno će morati ustuknuti pred legitimnom moći i moći prisile koju će koristiti oni koji vladaju. To ne znači da predlagatelj reforme nema i stručnjačku moć, ali će nažalost prevladati nešto drugo.

I naša toliko očekivana i priželjkivana reforma školstva koju je započela ekipa oboružana stručnjačkom moći, moći informiranosti i referentnom moći morala je položiti oružje pred legitimnom moći i moći prisile. Koga briga što su kompetentne osobe predlagale nasušno potrebne promjene u našem školskom sustavu kada ipak politika kolo vodi i tamo gdje joj uistinu nije mjesto.

Istraživanje smrti Vladimira Matijanića također je nažalost pokazatelj da je stručnjačka moć morala ustuknuti pred nekim drugim "moćnijim" moćima! Čini se da je dio stručnjaka svoju stručnost gurnuo u zapećak i djelovao u skladu s očekivanjima političkih moćnika.

Brojna istraživanja govore o povećanom broju anksioznih stanja i depresije kod djece i mladih, kao i o povećanom broju pokušaja suicida. Odgovorni nikako da shvate da psiholozi, defektolozi, psihijatri, pedagozi posjeduju nužno potrebnu stručnjačku moć kada se bore za kvalitetno preventivno djelovanje u domeni mentalnog zdravlja.

Opasno je i diletantski čekati "epidemiju" depresije ili pošast samoubojstava da bi se netko s pozicije legitimne moći sjetio da su, na primjer, psiholozi ipak nasušno potrebni u svim školama i u domovima zdravlja.

Kad je riječ o mladima, svakako treba naglasiti i nevolje koje donosi digitalna tehnologija. Njih su svjesni odrasli, ali i mladi. Moć prisile tu neće riješiti ništa, može samo pogoršati probleme. "Nužno je djecu i mlade poučiti o drukčijem načinu korištenja digitalne tehnologije. Pomaknuti ih ka kreativnom, stvaralačkom i suradničkom obrascu djelovanja" ističe Boris Jokić, autor istraživanja o ovom problemu. Razvijati digitalnu i medijsku pismenost, razgovarati s mladima, čuti njihova razmišljanja, njihove teškoće, strahove i sumnje. Bez ozbiljnog angažmana stručnjaka, pomaka u rješavanju ovog problema neće biti.

Centri za socijalnu skrb iz različitih razloga nisu u svom radu uvijek vođeni samo stručnjačkom moći, već svoju legitimnu moć stavljaju u službu neprofesionalnosti! Bili smo svjedoci brojnih slučajeva u kojima su djeca, u čiju se dobrobit zaklinjemo, bila žrtve sustava koji je nefunkcionalan i koji zaboravlja važnost stručnjačke moći, a moć informiranosti prečesto koristi selektivno.

Nezaobilazan je, naravno, i slučaj Banovina. Da je stručnjačka moć bila presudna pri donošenju odluka o obnovi kuća, sigurno ne bi situacija bila ovako tragična kakva je danas. Nakon dvije godine započinje ono što je trebalo uslijediti nekoliko mjeseci nakon katastrofe koju su proživjeli stanovnici Banovine. Ni oni u Zagrebu i okolici nisu u puno boljoj situaciji.

Hoćemo li dočekati vrijeme u kojem će stručnost i informiranost biti presudne pri donošenju odluka u različitim sferama života? Da moć postane izvor boljitka, djelotvornosti i odgovornosti, a ne tako često izvor straha i frustriranosti. Ima li nade da politika to ikada dopusti?
