Posljednja, 242. sjednica Vlade Andreja Plenkovića u ovom mandatu održana je u utorak u Banskim dvorima, a na njoj je usvojeno izvješće o radu od listopada 2016.
U tom razdoblju utvrđeno je 1078 zakonskih prijedloga, od toga 342 zakonska prijedloga u prvom čitanju, 387 u drugom čitanju te 349 po hitnom postupku, piše Jutarnji list.
Sastav 14. Vlade znatno se izmijenio od prvog do zadnjeg dana. Plenković je prvo složio koaliciju s Mostom, a nakon što je naložio tajnici da napiše razrješenja četiri njihova ministra, u Vladu ulazi HNS, podržavaju je i Bandićevi “žetončići”, a od početne postave do danas ostalo je samo šest ministara.
Svi ostali su zamijenjeni, neki zbog afera, neki zbog odlaska na druge dužnosti. Vladu je odmah na početku dočekala kriza u Agrokoru, zatim problemi s brodogradnjom, a onda i koronakriza i potres u Zagrebu u zadnjoj godini mandata.
Što je napravljeno, a što nije?
Pravosuđe
U pravosuđu je smanjen broj neriješenih predmeta, broj blokiranih građana, ali suđenja u velikim aferama predugo traju, a za trećinu se povećao broj neriješenih predmeta u gruntovnicama. Povećao se broj usluga u sustavu e-Građani, ukinuti su uredi državne uprave i smanjen broj dužnosnika, neke su se agencije pripojile, ali projekti digitalizacije idu presporo, nije donesen Zakon o plaćama, ništa ni od izbornog zakonodavstva, a broj zaposlenih tek je neznatno smanjen.
Donesene su obilne mjere za očuvanje radnih mjesta u krizi zbog Covida-19, porezne reforme donijele su rasterećenja veća od 9 milijardi kuna, građanima su rasle plaće, padao je javni dug, imali smo suficit, došli do investicijskog kreditnog rejtinga, ušli u ERM II, ali i dalje je porezno opterećenje preveliko, opća stopa PDV-a nije smanjena, PDV u turizmu je još uvijek prevelik s obzirom na konkurenciju, a porez na imovinu, koji bi mogao anulirati jača porezna rasterećenja dohotka, nije uveden.
Zdravstvo je ostalo i dalje u najvećim problemima. Grade se bolnice i sustav se dobro snašao u epidemiji, ali liste čekanja su povećane, dugovi u zdravstvu narasli su na 10 milijardi kuna, nisu dovršeni projekti objedinjene javne nabave, informatizacije, niti reforme bolnica.
Promet
U gospodarstvu su djelomično smanjeni parafiskalni nameti, došlo je do blage liberalizacije tržišta usluga te administrativnog rasterećenja, ali nedovoljno. Padamo i na ljestvicama konkurentnosti, investitori nam bježe iz zemlje.
U resoru prometa započeli su veliki infrastrukturni projekti vrijedni više od 20 milijardi kuna, restrukturiran je cestovni sektor, ali nije željeznički. Radovi na pruzi Dugo Selo - Križevci idu presporo, Croatia Airlines nije privatizirana.
Poslovanje tvrtki u vlasništvu države još je uvijek netransparentno i neefikasno, političko kadroviranje je i dalje visoko prisutno, nije došlo do značajne privatizacije, osim manjinskih udjela. Pomaci su vidljivi u boljem upravljanju imovinom te donošenju Zakona o neprocijenjenom građevinskom zemljištu.
U obrani su napravljeni iskoraci u jačanju sustava i ulaganja u ljude, a s druge je strane propao projekt nabave vojnih zrakoplova. Ipak, ugovorena je nabava vojnih helikoptera i sagrađen je prototip vojnog broda.
Značajno je povećano ugovaranje fondova EU, čime smo došli na 97 posto ugovorenosti, no isplaćeno je samo 37 posto.
U resoru socijalne skrbi nije donesen novi zakon koji bi riješio nadzor nad domovima, gdje smo imali i nesreće, rodiljne naknade povećane su, ali nisu izjednačene s punom plaćom. Krenula je i kurikularna reforma, no nije reformiran sustav visokog obrazovanja.
U turizmu su rezultati prije krize bili sve bolji, ali porezno opterećenje je i dalje visoko, a obiteljski smještaj i dalje je dominantan. Inu nismo otkupili, i dalje imamo problem s otpadom, a projekti obnovljivih izvora energije, poput vjetroelektrana, obilježeni su korupcijom.

Posljednja, 242. sjednica Vlade Andreja Plenkovića u ovom mandatu održana je u utorak u Banskim dvorima, a na njoj je usvojeno izvješće o radu od listopada 2016.
U tom razdoblju utvrđeno je 1078 zakonskih prijedloga, od toga 342 zakonska prijedloga u prvom čitanju, 387 u drugom čitanju te 349 po hitnom postupku, piše Jutarnji list.
Sastav 14. Vlade znatno se izmijenio od prvog do zadnjeg dana. Plenković je prvo složio koaliciju s Mostom, a nakon što je naložio tajnici da napiše razrješenja četiri njihova ministra, u Vladu ulazi HNS, podržavaju je i Bandićevi “žetončići”, a od početne postave do danas ostalo je samo šest ministara.
Svi ostali su zamijenjeni, neki zbog afera, neki zbog odlaska na druge dužnosti. Vladu je odmah na početku dočekala kriza u Agrokoru, zatim problemi s brodogradnjom, a onda i koronakriza i potres u Zagrebu u zadnjoj godini mandata.
Što je napravljeno, a što nije?
Pravosuđe
U pravosuđu je smanjen broj neriješenih predmeta, broj blokiranih građana, ali suđenja u velikim aferama predugo traju, a za trećinu se povećao broj neriješenih predmeta u gruntovnicama. Povećao se broj usluga u sustavu e-Građani, ukinuti su uredi državne uprave i smanjen broj dužnosnika, neke su se agencije pripojile, ali projekti digitalizacije idu presporo, nije donesen Zakon o plaćama, ništa ni od izbornog zakonodavstva, a broj zaposlenih tek je neznatno smanjen.
Donesene su obilne mjere za očuvanje radnih mjesta u krizi zbog Covida-19, porezne reforme donijele su rasterećenja veća od 9 milijardi kuna, građanima su rasle plaće, padao je javni dug, imali smo suficit, došli do investicijskog kreditnog rejtinga, ušli u ERM II, ali i dalje je porezno opterećenje preveliko, opća stopa PDV-a nije smanjena, PDV u turizmu je još uvijek prevelik s obzirom na konkurenciju, a porez na imovinu, koji bi mogao anulirati jača porezna rasterećenja dohotka, nije uveden.
Zdravstvo je ostalo i dalje u najvećim problemima. Grade se bolnice i sustav se dobro snašao u epidemiji, ali liste čekanja su povećane, dugovi u zdravstvu narasli su na 10 milijardi kuna, nisu dovršeni projekti objedinjene javne nabave, informatizacije, niti reforme bolnica.
Promet
U gospodarstvu su djelomično smanjeni parafiskalni nameti, došlo je do blage liberalizacije tržišta usluga te administrativnog rasterećenja, ali nedovoljno. Padamo i na ljestvicama konkurentnosti, investitori nam bježe iz zemlje.
U resoru prometa započeli su veliki infrastrukturni projekti vrijedni više od 20 milijardi kuna, restrukturiran je cestovni sektor, ali nije željeznički. Radovi na pruzi Dugo Selo - Križevci idu presporo, Croatia Airlines nije privatizirana.
Poslovanje tvrtki u vlasništvu države još je uvijek netransparentno i neefikasno, političko kadroviranje je i dalje visoko prisutno, nije došlo do značajne privatizacije, osim manjinskih udjela. Pomaci su vidljivi u boljem upravljanju imovinom te donošenju Zakona o neprocijenjenom građevinskom zemljištu.
U obrani su napravljeni iskoraci u jačanju sustava i ulaganja u ljude, a s druge je strane propao projekt nabave vojnih zrakoplova. Ipak, ugovorena je nabava vojnih helikoptera i sagrađen je prototip vojnog broda.
Značajno je povećano ugovaranje fondova EU, čime smo došli na 97 posto ugovorenosti, no isplaćeno je samo 37 posto.
U resoru socijalne skrbi nije donesen novi zakon koji bi riješio nadzor nad domovima, gdje smo imali i nesreće, rodiljne naknade povećane su, ali nisu izjednačene s punom plaćom. Krenula je i kurikularna reforma, no nije reformiran sustav visokog obrazovanja.
U turizmu su rezultati prije krize bili sve bolji, ali porezno opterećenje je i dalje visoko, a obiteljski smještaj i dalje je dominantan. Inu nismo otkupili, i dalje imamo problem s otpadom, a projekti obnovljivih izvora energije, poput vjetroelektrana, obilježeni su korupcijom.
