Politički analitičar Višeslav Raos s Fakulteta političkih znanosti u Zagrebu u Newsroomu N1 komentirao je probleme u kojima se našao ministar zdravstva Vili Beroš nakon još jedne obustave ispostave lijekova bolnicama te spornog natječaja za platformu cijepise.hr.
Izjavu Radimira Čačića o tome da pet ministara više nema podršku premijera, Raos prokomentirao u svjetlu najnovijih događanja:
- Čačić često u javnosti djeluje na svoju ruku, ima relativno komotnu poziciju kao mlađi partner u Vladi. Svjestan je da možda nije ni potreban za vladinu većinu, ali i da može zaobilaznim putem utjecati na Vladu. Pitanje rekonstrukcije je nešto što sigurno premijer neće sad prezentirati, ali se ne može iskljčučiti da on razmišlja o tome, kazao je za N1.
Analitičara ne iznenađuje što premijer Andrej Plenković danas nije htio komentirati natječaj za platformu cijepise.
- Ovo nije prvi put da se premijer distancira od ministra i da traži objašnjenje, a da ne želi da mu mediji nameću tempo. Konkretan slučaj spada u tipičan obrazac problematičnih javnih nabava gdje često imate firme bez zaposlenih, koje se formiraju netom prije natječaja ili mu se prilagode. Znamo da smo posljednjih godina imali uzlet proučavanja potencijalnih sukoba interesa i Povjerenstvo je dobilo snažnu regulatornu funkciju, ali onda su im potkresana krila. Pitanje je mogu li sad odraditi posao. Zadnjih godina imali smo redosljed radnje – medijski se nešto otkrije, onda Povjerenstvo ima svoj dio, pa USKOK i DORH, a trebao bi biti naglasak na preventivi da Povjerenstvo svojim mišljenjima upozorava dužnosnike da se nalaze u situaciji koja nije primjerena ili da se moraju izuzeti iz nekih odluka ili se ne mogu javiti na neke natječaje i slično, zaključuje.
Komentirajući reformu zdravstvenog sustava istaknuo je da "pružanje zdravstvene usluge nije cijepanje drva".
- To je puno kompleksniji sustav, a za probleme su djelomice krivi i pacijenti navikli tražiti niz usluga koje nisu medicinski opravdane, liste čekanja su zagušene i neodgovornošću građana, dvostrukim prijavama, odustajanjima itd. Treba vidjeti što rade ravnatelji bolnica i ministarstvo u smislu javne nabave i raspolaganja sredstvima. Navikli smo na visoku razinu usluge, a to se mora financijski podupirati. Imamo staro stanovništvo i puno ljudi koji ne plaćaju porez na dohodak, imamo malo uplatitelja u zdravstveni sustav, a on ovisi o zdravstvenom osiguranju, kazao je Raos za N1.
Na činjenicu da Hrvatska ima rekorderski udio bolničkog liječenja u sustavu te su stariji i siromašniji značajno bolesniji nego u ostatku EU-a, Raos odgovara da na to već upozorava prva dama Sanja Musić Milanović.
- To je djelomično zato što imate starije i siromašno stanovništvo koje je često pretilo, konzumira se puno alkohol i duhan i slično, a dio ljudi koji ima više prihode, ići će privatnicima i dobiti bržu uslugu. Drugi segment je da generalno imamo problem loših životnih navika, na to upozorava prva dama. Debljina je nešto što ne uzimamo kao ozbiljan problem, a u on u Hrvatskoj to jest.
Dodaje da je Beroš na početku mandata možda "ispao hrabar i naivan":
- On je bio hrabar, a možda i naivan kad se uhvatio biti ministar na početku pandemije. Berošev problem je što nije imao veliku težinu u stranci kad je postao ministar, i još je nema. Berošu se teže nametnuti. Ravnateljstvo bolnica je dosta politizirano. Pandemija je možda sad poticaj da se krene u reforme. Vidljivo je da su se zbog nastave na daljinu i rada na daljinu razni sektori prilagodili. Kriza je šansa za reforme, zaključuje stručnjak.

Politički analitičar Višeslav Raos s Fakulteta političkih znanosti u Zagrebu u Newsroomu N1 komentirao je probleme u kojima se našao ministar zdravstva Vili Beroš nakon još jedne obustave ispostave lijekova bolnicama te spornog natječaja za platformu cijepise.hr.
Izjavu Radimira Čačića o tome da pet ministara više nema podršku premijera, Raos prokomentirao u svjetlu najnovijih događanja:
- Čačić često u javnosti djeluje na svoju ruku, ima relativno komotnu poziciju kao mlađi partner u Vladi. Svjestan je da možda nije ni potreban za vladinu većinu, ali i da može zaobilaznim putem utjecati na Vladu. Pitanje rekonstrukcije je nešto što sigurno premijer neće sad prezentirati, ali se ne može iskljčučiti da on razmišlja o tome, kazao je za N1.
Analitičara ne iznenađuje što premijer Andrej Plenković danas nije htio komentirati natječaj za platformu cijepise.
- Ovo nije prvi put da se premijer distancira od ministra i da traži objašnjenje, a da ne želi da mu mediji nameću tempo. Konkretan slučaj spada u tipičan obrazac problematičnih javnih nabava gdje često imate firme bez zaposlenih, koje se formiraju netom prije natječaja ili mu se prilagode. Znamo da smo posljednjih godina imali uzlet proučavanja potencijalnih sukoba interesa i Povjerenstvo je dobilo snažnu regulatornu funkciju, ali onda su im potkresana krila. Pitanje je mogu li sad odraditi posao. Zadnjih godina imali smo redosljed radnje – medijski se nešto otkrije, onda Povjerenstvo ima svoj dio, pa USKOK i DORH, a trebao bi biti naglasak na preventivi da Povjerenstvo svojim mišljenjima upozorava dužnosnike da se nalaze u situaciji koja nije primjerena ili da se moraju izuzeti iz nekih odluka ili se ne mogu javiti na neke natječaje i slično, zaključuje.
Komentirajući reformu zdravstvenog sustava istaknuo je da "pružanje zdravstvene usluge nije cijepanje drva".
- To je puno kompleksniji sustav, a za probleme su djelomice krivi i pacijenti navikli tražiti niz usluga koje nisu medicinski opravdane, liste čekanja su zagušene i neodgovornošću građana, dvostrukim prijavama, odustajanjima itd. Treba vidjeti što rade ravnatelji bolnica i ministarstvo u smislu javne nabave i raspolaganja sredstvima. Navikli smo na visoku razinu usluge, a to se mora financijski podupirati. Imamo staro stanovništvo i puno ljudi koji ne plaćaju porez na dohodak, imamo malo uplatitelja u zdravstveni sustav, a on ovisi o zdravstvenom osiguranju, kazao je Raos za N1.
Na činjenicu da Hrvatska ima rekorderski udio bolničkog liječenja u sustavu te su stariji i siromašniji značajno bolesniji nego u ostatku EU-a, Raos odgovara da na to već upozorava prva dama Sanja Musić Milanović.
- To je djelomično zato što imate starije i siromašno stanovništvo koje je često pretilo, konzumira se puno alkohol i duhan i slično, a dio ljudi koji ima više prihode, ići će privatnicima i dobiti bržu uslugu. Drugi segment je da generalno imamo problem loših životnih navika, na to upozorava prva dama. Debljina je nešto što ne uzimamo kao ozbiljan problem, a u on u Hrvatskoj to jest.
Dodaje da je Beroš na početku mandata možda "ispao hrabar i naivan":
- On je bio hrabar, a možda i naivan kad se uhvatio biti ministar na početku pandemije. Berošev problem je što nije imao veliku težinu u stranci kad je postao ministar, i još je nema. Berošu se teže nametnuti. Ravnateljstvo bolnica je dosta politizirano. Pandemija je možda sad poticaj da se krene u reforme. Vidljivo je da su se zbog nastave na daljinu i rada na daljinu razni sektori prilagodili. Kriza je šansa za reforme, zaključuje stručnjak.
