Od 1. travnja na snagu će stupiti nove Vladine mjere koje bi građanstvu i gospodarstvu trebale pomoći prevladati krizu prouzročenu poremećajima na tržištu do kojih je došlo zbog pandemije, a onda rata u Ukrajini, što je pokidalo opskrbne lance i utjecalo na rast cijena energije.

Aktualni paket jesenskih mjera čija je vrijednost iznosila gotovo 21 milijardu kuna (2,78 milijardi eura) vrijedi do 31. ožujka. Uži Vladin tim, u koji su uključeni resori gospodarstva, financija, prometa, socijale te još neki, dakako i sam premijer Andrej Plenković, tek se prihvatio posla osmišljavanja novog paketa. Premijer je u ponedjeljak nakon sjednice Predsjedništva HDZ-a rekao da od 1. travnja ide novi paket mjera u korist građana i gospodarstva, a kada bude gotov, bit će predstavljen javnosti.

Još nema informacije kolika bi trebala biti vrijednost tog paketa, a ministar financija Marko Primorac tek mora izraditi projekciju punjenja proračuna, kao i redovnih izdataka da bi se mogla odrediti ukupna suma koja bi se usmjerila u "preživljavanje" građana i gospodarstva.

Neslužbene informacije iz Vlade govore kako je u ovoj fazi jedino izvjesno da će se produljiti mjere koje se odnose na subvencije za električnu energiju. Ta informacija, međutim, ne znači i da će iznosi po kojima se plaćala struja ostati isti. Po dosadašnjem Vladinu paketu kućanstva su od 1. listopada za potrošnju do 2500 kilovatsati struje plaćala 59 eura po megavatsatu, a za potrošnju povrh toga prosječno 88 eura.

Sezona grijanja

U kategoriju kućanstava prebacili su se bili vrtići, škole, fakulteti, domovi za umirovljenike, nevladine udruge, vjerske zajednice, općine, gradovi i drugi. Za njih se uvela univerzalna usluga za kućanstva s cijenom od 62 eura po megavatsatu.

Pravila koja su vrijedila za poduzetništva značila su da oni koji za pola godine potroše ispod 250 tisuća kilovatsati plaćaju 0,52 kune (odnosno 7 centi) po kilovatsatu, a iznad te potrošnje 1,76 eura. Uvedena je bila i kategorija velikih potrošača koji troše više od 2,5 gigavata, a plaćali su 250 eura po megavatsatu.

U Vladinu jesenskom paketu mjera za kućanstva do 1. travnja su se ograničile i cijene plina, no kako s proljećem prestaje sezona grijanja, nije sigurno da će se ta mjera produljiti.

Ne bi trebalo iznenaditi kada bi otpale i druge mjere kojima je Vlada pomagala premostiti troškove grijanja. Riječ je o tome da je za 160.000 kupaca (kućanstva i poduzetnici) ostala nepromijenjena jedinična cijena toplinske energije u centralnim i zatvorenim sustavima, odnosno da je cijena zaključana do 31. ožujka 2023. Izostanak daljnje pomoći Vlade mogli bi osjetiti i oni koji se griju na drva. I za njih su bile uvedene mjere pomoći, i to ukupne vrijednosti 1,1 milijun kuna.

Limitirane cijene

U jesenskom paketu bila je ograničena i cijena osnovnih prehrambenih proizvoda u koje su spadali ulje, šećer, mlijeko, brašno, cijelo pile, nekoliko vrsta svinjetine.

Radi ublažavanja posljedica inflacije Vlada je u zadnja tri mjeseca prošle godine jednokratno umirovljenicima isplatila 450 milijuna kuna (59,7 milijuna eura), a iznosi su bili podijeljeni u četiri kategorije, ovisno o visini mirovina. Nezaposlenima se u zadnja tri lanjska mjeseca isplatilo po 200 kuna (33,18 eura).

Među važnijim mjerama bila je odluka o povećanju neoporezivih dodataka na plaće. Budući da je ulaskom Hrvatske u eurozonu inflacija nešto stagnirala, ali nipošto nije zaustavljena već se prognozira njezin daljnji rast, moglo bi se očekivati da će Vlada produljiti, ako ne već i povećati ovu mjeru jer je isplata neoporezivih dodataka na plaću mnogim poslodavcima jedini način da svojim zaposlenicima isplate dodatna sredstva i barem malo ublaže posljedice smanjenja vrijednosti njihovih primanja i pada kupovne moći.

U paketu koji istječe 31. ožujka bile su i povećane naknade za djecu, kao i povećane stipendije studentima i potpore za studentske centre.

U mjere koje bi se sigurno trebale ponoviti i nakon 1. travnja spadaju one za poljoprivrednike i ribare. U jesenskom paketu Vlada je za njih bila odvojila potpore od po 100 milijuna kuna (13,27 milijuna eura) za svaku kategoriju. Kako s proljećem dolazi vrijeme većeg intenziteta radova u poljoprivredi, a time i daleko većih troškova, za očekivati je da će Vlada ovdje biti biti izdašna.

Pomoć poljoprivredi

Budu li se u pripremi novog paketa uzeli u obzir parametri koji se odnose na najavljeno poskupljenje hrane u inozemstvu, i to prvenstveno zbog povećanih troškova proizvodnje u koje se ubraja poskupljenje grijanja plastenika, veće cijene gnojiva itd., bilo bi logično da Vlada od travnja bude izdašnija za poljoprivrednike kako bi utjecala na povećanje domaće proizvodnje koja zbog povoljnijih klimatskih uvjeta mora biti jeftinija, te utjecati na smanjenje uvoza hrane.

Banski dvori su u lanjskom paketu obećali poticanje izgradnje solarnih elektrana, toplinskih stanica te ukinuli PDV na isporuku i izgradnju solarnih ploča. Bilo je osigurano 3,8 milijardi kuna (504 milijuna eura) za kredite i jamstva za poduzetnike te 3,1 milijarda kuna (411 milijuna eura) jamstva za izvoznike. Sad bi valjalo podvući crtu i vidjeti što se time postiglo.

Od 1. travnja na snagu će stupiti nove Vladine mjere koje bi građanstvu i gospodarstvu trebale pomoći prevladati krizu prouzročenu poremećajima na tržištu do kojih je došlo zbog pandemije, a onda rata u Ukrajini, što je pokidalo opskrbne lance i utjecalo na rast cijena energije.

Aktualni paket jesenskih mjera čija je vrijednost iznosila gotovo 21 milijardu kuna (2,78 milijardi eura) vrijedi do 31. ožujka. Uži Vladin tim, u koji su uključeni resori gospodarstva, financija, prometa, socijale te još neki, dakako i sam premijer Andrej Plenković, tek se prihvatio posla osmišljavanja novog paketa. Premijer je u ponedjeljak nakon sjednice Predsjedništva HDZ-a rekao da od 1. travnja ide novi paket mjera u korist građana i gospodarstva, a kada bude gotov, bit će predstavljen javnosti.

Još nema informacije kolika bi trebala biti vrijednost tog paketa, a ministar financija Marko Primorac tek mora izraditi projekciju punjenja proračuna, kao i redovnih izdataka da bi se mogla odrediti ukupna suma koja bi se usmjerila u "preživljavanje" građana i gospodarstva.

Neslužbene informacije iz Vlade govore kako je u ovoj fazi jedino izvjesno da će se produljiti mjere koje se odnose na subvencije za električnu energiju. Ta informacija, međutim, ne znači i da će iznosi po kojima se plaćala struja ostati isti. Po dosadašnjem Vladinu paketu kućanstva su od 1. listopada za potrošnju do 2500 kilovatsati struje plaćala 59 eura po megavatsatu, a za potrošnju povrh toga prosječno 88 eura.

Sezona grijanja

U kategoriju kućanstava prebacili su se bili vrtići, škole, fakulteti, domovi za umirovljenike, nevladine udruge, vjerske zajednice, općine, gradovi i drugi. Za njih se uvela univerzalna usluga za kućanstva s cijenom od 62 eura po megavatsatu.

Pravila koja su vrijedila za poduzetništva značila su da oni koji za pola godine potroše ispod 250 tisuća kilovatsati plaćaju 0,52 kune (odnosno 7 centi) po kilovatsatu, a iznad te potrošnje 1,76 eura. Uvedena je bila i kategorija velikih potrošača koji troše više od 2,5 gigavata, a plaćali su 250 eura po megavatsatu.

U Vladinu jesenskom paketu mjera za kućanstva do 1. travnja su se ograničile i cijene plina, no kako s proljećem prestaje sezona grijanja, nije sigurno da će se ta mjera produljiti.

Ne bi trebalo iznenaditi kada bi otpale i druge mjere kojima je Vlada pomagala premostiti troškove grijanja. Riječ je o tome da je za 160.000 kupaca (kućanstva i poduzetnici) ostala nepromijenjena jedinična cijena toplinske energije u centralnim i zatvorenim sustavima, odnosno da je cijena zaključana do 31. ožujka 2023. Izostanak daljnje pomoći Vlade mogli bi osjetiti i oni koji se griju na drva. I za njih su bile uvedene mjere pomoći, i to ukupne vrijednosti 1,1 milijun kuna.

Limitirane cijene

U jesenskom paketu bila je ograničena i cijena osnovnih prehrambenih proizvoda u koje su spadali ulje, šećer, mlijeko, brašno, cijelo pile, nekoliko vrsta svinjetine.

Radi ublažavanja posljedica inflacije Vlada je u zadnja tri mjeseca prošle godine jednokratno umirovljenicima isplatila 450 milijuna kuna (59,7 milijuna eura), a iznosi su bili podijeljeni u četiri kategorije, ovisno o visini mirovina. Nezaposlenima se u zadnja tri lanjska mjeseca isplatilo po 200 kuna (33,18 eura).

Među važnijim mjerama bila je odluka o povećanju neoporezivih dodataka na plaće. Budući da je ulaskom Hrvatske u eurozonu inflacija nešto stagnirala, ali nipošto nije zaustavljena već se prognozira njezin daljnji rast, moglo bi se očekivati da će Vlada produljiti, ako ne već i povećati ovu mjeru jer je isplata neoporezivih dodataka na plaću mnogim poslodavcima jedini način da svojim zaposlenicima isplate dodatna sredstva i barem malo ublaže posljedice smanjenja vrijednosti njihovih primanja i pada kupovne moći.

U paketu koji istječe 31. ožujka bile su i povećane naknade za djecu, kao i povećane stipendije studentima i potpore za studentske centre.

U mjere koje bi se sigurno trebale ponoviti i nakon 1. travnja spadaju one za poljoprivrednike i ribare. U jesenskom paketu Vlada je za njih bila odvojila potpore od po 100 milijuna kuna (13,27 milijuna eura) za svaku kategoriju. Kako s proljećem dolazi vrijeme većeg intenziteta radova u poljoprivredi, a time i daleko većih troškova, za očekivati je da će Vlada ovdje biti biti izdašna.

Pomoć poljoprivredi

Budu li se u pripremi novog paketa uzeli u obzir parametri koji se odnose na najavljeno poskupljenje hrane u inozemstvu, i to prvenstveno zbog povećanih troškova proizvodnje u koje se ubraja poskupljenje grijanja plastenika, veće cijene gnojiva itd., bilo bi logično da Vlada od travnja bude izdašnija za poljoprivrednike kako bi utjecala na povećanje domaće proizvodnje koja zbog povoljnijih klimatskih uvjeta mora biti jeftinija, te utjecati na smanjenje uvoza hrane.

Banski dvori su u lanjskom paketu obećali poticanje izgradnje solarnih elektrana, toplinskih stanica te ukinuli PDV na isporuku i izgradnju solarnih ploča. Bilo je osigurano 3,8 milijardi kuna (504 milijuna eura) za kredite i jamstva za poduzetnike te 3,1 milijarda kuna (411 milijuna eura) jamstva za izvoznike. Sad bi valjalo podvući crtu i vidjeti što se time postiglo.
