Vladin prijedlog rebalansa proračuna Hrvatsku drži u financijski sigurnoj zoni, izjavio je ministar financija Zdravko Marić nakon sjednice vlade, s koje je u sabor poslan prijedlog rebalansa državnog proračuna za 2021. godinu.

"Kad se zbroje i oduzmu sve promjene na prihodnoj i rashodnoj strani, dobije se povećani deficit opće države od 3,8 posto BDP-a, a vlada smatra", rekao je Marić, "da to povećanje i dalje drži Hrvatsku u sigurnoj zoni što se tiče domaće financijske, gospodarske i ine javnosti, ali i međunarodne, bilo da je riječ o kreditnim agencijama ili Europskoj komisiji".

Dodao je da Vlada već ove godine, bez obzira na povećani deficit, uz planiranu visoku stopu rasta predviđa smanjivanje udjela javnog duga u BDP-u s 88,7 na 86,6 posto.

Prema vladinom prijedlogu izmjena i dopuna državnog proračuna za 2021. godini, ukupni proračunski prihodi povećavaju se za tri milijarde kuna i ukupno iznose 150,3 milijarde kuna, a ukupni rashodi povećavaju se za 9,4 milijarde kuna odnosno planirani su u iznosu od 167,4 milijarde kuna.

Ukupni proračunski prihodi u 2021. godini originalno su planirani u iznosu od 147,3 milijarde kuna, a rashodi 157,9 milijardi kuna. 

Očekuje se da će manjak državnog proračuna iznositi 17,1 milijardu kuna ili 4,3 posto BDP-a, a manjak opće države prema ESA 2010 metodologiji manjak u iznosu od 15,3 milijardi kuna ili 3,8 posto BDP-a. 

U 2021. godini vlada očekuje realni rast BDP-a od 5,2 posto. 

Govoreći o dugovima zdravstvenog sustava, koji su po vladi osnovni motiv ranoljetnog rebalansa, Marić je podsjetio na svoje ranije tvrdnje o dugovima koji su prešli 12 milijardi kuna, ako se gledaju ukupne obveze, a ne samo dug veledrogerijama. Prije covida dugovi su po njegovim riječima rasli za oko 100 milijuna kuna na mjesec, no covid je učinio dodatni pritisak, s obzirom da je kompletno išao na trošak Hrvatskog zavoda za zdravstveno osiguranje. Stoga su, ako je rekao, dugovi počeli rasti i za 400 milijuna kuna u nekim mjesecima.

No dodao je da bi proljetni dogovor s veledrogerijama i vladini financijski zahvati trebali bolnice "držati na rokovima plaćanja od 180 dana, a ljekarne od 120 dana".

Za kraj mjeseca najavio je podatak o ukupnim dugovima zdravstva.

Upitan koliko još dugo država može krpati dugove zdravstva, ponovio je da je potrebna reforma rashodne strane, a ne samo "konstantno upumpavanje novca" te da će država sve što je vezano uz covid financirati koliko god bude potrebno.

Marić je rekao kako je još jedan rebalans proračuna nakon ljeta "vrlo vjerojatan", te napomenuo da ovaj rebalans ne bi bio potreban da se vlada nije dogovorila s veledrogerijama o podmirenju dugova, nego bi mogla novonastale obveze financirati iz preraspodjela. Saborsku raspravu o rebalansu najavio je za idući tjedan.

Upitan jesu li reformisti Radimira Čačića, koji su dio saborske većine, imali neke posebne zahtjeve iz rebalansa, odgovorio je da nije stekao takav dojam na jučerašnjem sastanku parlamentarne većine.

"Nisam iščitao nikakav poseban zahtjev na sam rebalans", rekao je Marić i dodao kako je siguran da neće biti problema ni "u političkom dijelu".

Ministar financija nada se i skorašnjem sastanku s novim zagrebačkim gradonačelnikom Tomislavom Tomaševićem. Rekao je da je on osobno, njegovim suradnici i Ministarstvo financija, na raspolaganju novoizabranim čelnicima lokalne samouprave u vezi financijskog upravljanja.

"Što se tiče Zagreba, siguran sam da ćemo uskoro gradonačelnik i ja sjesti i raspraviti nekoliko stvari". Među njima su, kako je rekao, limit postavljen tako da svi zbrojeni anuiteti za vraćanje duga ne smiju biti veći od 20 posto prošlogodišnjih prihoda.

"Zakon je tu vrlo jasan i on vrijedi za sve", rekao je Marić.

Što se tiče kupnje borbenih aviona, rekao je da će se država u njihovoj otplati voditi isključivo pragmatičnim kriterijima. Moguće je, rekao je, da će se dio iznosa prodavatelju već ove godine avansno predujmiti. Predujmovi koji se budu platiti recimo ove ili iduće godine i za koje se bude trebalo zadužiti, ulaze u javni dug, ali u smislu rezultata proračuna prema metodologiji ESA 2010, tek kada avioni budu isporučeni, a ne kada se predujmljuju, istaknuo je.

Upitan je li u kombinaciji oko kreditiranja sam proizvođač ili francuska država, rekao je da je Hrvatska za sve otvorena.

"U Ministarstvu financija gledamo ukupne uvjete, vrlo smo pragmatični. Gdje vidimo najpovoljnije uvjete za namaknuti sredstva, za njima i posežemo", rekao je Marić.

Vladin prijedlog rebalansa proračuna Hrvatsku drži u financijski sigurnoj zoni, izjavio je ministar financija Zdravko Marić nakon sjednice vlade, s koje je u sabor poslan prijedlog rebalansa državnog proračuna za 2021. godinu.

"Kad se zbroje i oduzmu sve promjene na prihodnoj i rashodnoj strani, dobije se povećani deficit opće države od 3,8 posto BDP-a, a vlada smatra", rekao je Marić, "da to povećanje i dalje drži Hrvatsku u sigurnoj zoni što se tiče domaće financijske, gospodarske i ine javnosti, ali i međunarodne, bilo da je riječ o kreditnim agencijama ili Europskoj komisiji".

Dodao je da Vlada već ove godine, bez obzira na povećani deficit, uz planiranu visoku stopu rasta predviđa smanjivanje udjela javnog duga u BDP-u s 88,7 na 86,6 posto.

Prema vladinom prijedlogu izmjena i dopuna državnog proračuna za 2021. godini, ukupni proračunski prihodi povećavaju se za tri milijarde kuna i ukupno iznose 150,3 milijarde kuna, a ukupni rashodi povećavaju se za 9,4 milijarde kuna odnosno planirani su u iznosu od 167,4 milijarde kuna.

Ukupni proračunski prihodi u 2021. godini originalno su planirani u iznosu od 147,3 milijarde kuna, a rashodi 157,9 milijardi kuna. 

Očekuje se da će manjak državnog proračuna iznositi 17,1 milijardu kuna ili 4,3 posto BDP-a, a manjak opće države prema ESA 2010 metodologiji manjak u iznosu od 15,3 milijardi kuna ili 3,8 posto BDP-a. 

U 2021. godini vlada očekuje realni rast BDP-a od 5,2 posto. 

Govoreći o dugovima zdravstvenog sustava, koji su po vladi osnovni motiv ranoljetnog rebalansa, Marić je podsjetio na svoje ranije tvrdnje o dugovima koji su prešli 12 milijardi kuna, ako se gledaju ukupne obveze, a ne samo dug veledrogerijama. Prije covida dugovi su po njegovim riječima rasli za oko 100 milijuna kuna na mjesec, no covid je učinio dodatni pritisak, s obzirom da je kompletno išao na trošak Hrvatskog zavoda za zdravstveno osiguranje. Stoga su, ako je rekao, dugovi počeli rasti i za 400 milijuna kuna u nekim mjesecima.

No dodao je da bi proljetni dogovor s veledrogerijama i vladini financijski zahvati trebali bolnice "držati na rokovima plaćanja od 180 dana, a ljekarne od 120 dana".

Za kraj mjeseca najavio je podatak o ukupnim dugovima zdravstva.

Upitan koliko još dugo država može krpati dugove zdravstva, ponovio je da je potrebna reforma rashodne strane, a ne samo "konstantno upumpavanje novca" te da će država sve što je vezano uz covid financirati koliko god bude potrebno.

Marić je rekao kako je još jedan rebalans proračuna nakon ljeta "vrlo vjerojatan", te napomenuo da ovaj rebalans ne bi bio potreban da se vlada nije dogovorila s veledrogerijama o podmirenju dugova, nego bi mogla novonastale obveze financirati iz preraspodjela. Saborsku raspravu o rebalansu najavio je za idući tjedan.

Upitan jesu li reformisti Radimira Čačića, koji su dio saborske većine, imali neke posebne zahtjeve iz rebalansa, odgovorio je da nije stekao takav dojam na jučerašnjem sastanku parlamentarne većine.

"Nisam iščitao nikakav poseban zahtjev na sam rebalans", rekao je Marić i dodao kako je siguran da neće biti problema ni "u političkom dijelu".

Ministar financija nada se i skorašnjem sastanku s novim zagrebačkim gradonačelnikom Tomislavom Tomaševićem. Rekao je da je on osobno, njegovim suradnici i Ministarstvo financija, na raspolaganju novoizabranim čelnicima lokalne samouprave u vezi financijskog upravljanja.

"Što se tiče Zagreba, siguran sam da ćemo uskoro gradonačelnik i ja sjesti i raspraviti nekoliko stvari". Među njima su, kako je rekao, limit postavljen tako da svi zbrojeni anuiteti za vraćanje duga ne smiju biti veći od 20 posto prošlogodišnjih prihoda.

"Zakon je tu vrlo jasan i on vrijedi za sve", rekao je Marić.

Što se tiče kupnje borbenih aviona, rekao je da će se država u njihovoj otplati voditi isključivo pragmatičnim kriterijima. Moguće je, rekao je, da će se dio iznosa prodavatelju već ove godine avansno predujmiti. Predujmovi koji se budu platiti recimo ove ili iduće godine i za koje se bude trebalo zadužiti, ulaze u javni dug, ali u smislu rezultata proračuna prema metodologiji ESA 2010, tek kada avioni budu isporučeni, a ne kada se predujmljuju, istaknuo je.

Upitan je li u kombinaciji oko kreditiranja sam proizvođač ili francuska država, rekao je da je Hrvatska za sve otvorena.

"U Ministarstvu financija gledamo ukupne uvjete, vrlo smo pragmatični. Gdje vidimo najpovoljnije uvjete za namaknuti sredstva, za njima i posežemo", rekao je Marić.

Vladin prijedlog rebalansa proračuna Hrvatsku drži u financijski sigurnoj zoni, izjavio je ministar financija Zdravko Marić nakon sjednice vlade, s koje je u sabor poslan prijedlog rebalansa državnog proračuna za 2021. godinu.

"Kad se zbroje i oduzmu sve promjene na prihodnoj i rashodnoj strani, dobije se povećani deficit opće države od 3,8 posto BDP-a, a vlada smatra", rekao je Marić, "da to povećanje i dalje drži Hrvatsku u sigurnoj zoni što se tiče domaće financijske, gospodarske i ine javnosti, ali i međunarodne, bilo da je riječ o kreditnim agencijama ili Europskoj komisiji".
