Od 1. siječnja 2024. u sklopu takozvanog Poreznog USKOK-a počet će s radom posebni sektor specijaliziran za otkrivanje imovine poreznih dužnika koja je skrivena kako bi se izbjeglo podmirivanje financijskih obveza prema državi, piše Jutarnji list.
Prema podacima s posljednje liste poreznih dužnika od 31. listopada, ukupni porezni dug u nas bio je čak 1,32 milijarde eura. U Ministarstvu financija svjesni su da je dobar dio tog duga naplativ, ali do prisilne naplate ne dolazi jer su dužnici sakrili imovinu tako što su je prebacili na članove obitelji i prijatelje, a račune drže u blokadi i dalje posluju na crno tako što usluge naplaćuju preko nekog drugog ili u gotovini.
Osobe čija su imena stalno na vrhu liste srama u pravilu žive u luksuznim stanovima u elitnim četvrtima, voze skupe aute, idu na ljetovanja i zimovanja. To mogu jer su stan prebacili na roditelje, auto na najstarijeg sina, a račune za putovanja podmiruju u gotovini.
U fokusu najveći dužnici
- Radi kontinuiteta praćenja i jačanja aktivnosti Porezne uprave u području istraživanja nepodmirenih dugova dužnika koji se kontinuirano pojavljuju na popisu dospjelih i neplaćenih dugova, u sklopu Samostalnog sektora za financijske istrage Središnjeg ureda Porezne uprave (takozvani Porezni USKOK, op. a.) ustrojena je nova Služba za istraživanje prikrivene imovine i izbjegavanja plaćanja poreza - kaže ministar financija Marko Primorac, napominjući kako je 15. srpnja 2023. na snagu stupila uredba kojom se ustrojava služba za otkrivanje imovine poreznih dužnika.
Služba će se fokusirati na najveće dužnike tako što će prikupljati, kontrolirati, analitički obrađivati i razmjenjivati podatke kako bi otkrili porezne obveznike koji, kako kaže ministar, "zloporabama pravnog sustava i prividnim pravnim poslovima izbjegavaju plaćanje značajnog poreznog duga, prikrivaju stvarno vlasništvo imovine koristeći povezane fizičke i pravne osobe". Nova služba unutar Poreznog USKOK-a će, kako najavljuje Primorac, pokretati financijske analize i istrage bez ograničenja u rokovima zastare iz Općeg poreznog zakona.
Bolja suradnja s DORH-om
- U slučaju otkrivanja i utvrđivanja nezakonitog ponašanja poreznih dužnika s obilježjima kaznenog djela, Služba za istraživanje prikrivene imovine i izbjegavanja plaćanja poreza nastavlja kontinuitet podnošenja kaznenih prijava nadležnom Državnom odvjetništvu sa zahtjevom za osiguranje naplate nezakonito ostvarene imovinske koristi stečene potencijalnim kaznenim djelom - rekao je Primorac.
Novom uredbom je broj radnih mjesta u Poreznom USKOK-u povećan s 25 na 37, a sektor koji će istraživati imovinu poreznih dužnika imat će ukupno osam zaposlenika. Zasad su popunjena četiri radna mjesta, a ostala će se popuniti tijekom iduće godine.

Od 1. siječnja 2024. u sklopu takozvanog Poreznog USKOK-a počet će s radom posebni sektor specijaliziran za otkrivanje imovine poreznih dužnika koja je skrivena kako bi se izbjeglo podmirivanje financijskih obveza prema državi, piše Jutarnji list.
Prema podacima s posljednje liste poreznih dužnika od 31. listopada, ukupni porezni dug u nas bio je čak 1,32 milijarde eura. U Ministarstvu financija svjesni su da je dobar dio tog duga naplativ, ali do prisilne naplate ne dolazi jer su dužnici sakrili imovinu tako što su je prebacili na članove obitelji i prijatelje, a račune drže u blokadi i dalje posluju na crno tako što usluge naplaćuju preko nekog drugog ili u gotovini.
Osobe čija su imena stalno na vrhu liste srama u pravilu žive u luksuznim stanovima u elitnim četvrtima, voze skupe aute, idu na ljetovanja i zimovanja. To mogu jer su stan prebacili na roditelje, auto na najstarijeg sina, a račune za putovanja podmiruju u gotovini.
U fokusu najveći dužnici
- Radi kontinuiteta praćenja i jačanja aktivnosti Porezne uprave u području istraživanja nepodmirenih dugova dužnika koji se kontinuirano pojavljuju na popisu dospjelih i neplaćenih dugova, u sklopu Samostalnog sektora za financijske istrage Središnjeg ureda Porezne uprave (takozvani Porezni USKOK, op. a.) ustrojena je nova Služba za istraživanje prikrivene imovine i izbjegavanja plaćanja poreza - kaže ministar financija Marko Primorac, napominjući kako je 15. srpnja 2023. na snagu stupila uredba kojom se ustrojava služba za otkrivanje imovine poreznih dužnika.
Služba će se fokusirati na najveće dužnike tako što će prikupljati, kontrolirati, analitički obrađivati i razmjenjivati podatke kako bi otkrili porezne obveznike koji, kako kaže ministar, "zloporabama pravnog sustava i prividnim pravnim poslovima izbjegavaju plaćanje značajnog poreznog duga, prikrivaju stvarno vlasništvo imovine koristeći povezane fizičke i pravne osobe". Nova služba unutar Poreznog USKOK-a će, kako najavljuje Primorac, pokretati financijske analize i istrage bez ograničenja u rokovima zastare iz Općeg poreznog zakona.
Bolja suradnja s DORH-om
- U slučaju otkrivanja i utvrđivanja nezakonitog ponašanja poreznih dužnika s obilježjima kaznenog djela, Služba za istraživanje prikrivene imovine i izbjegavanja plaćanja poreza nastavlja kontinuitet podnošenja kaznenih prijava nadležnom Državnom odvjetništvu sa zahtjevom za osiguranje naplate nezakonito ostvarene imovinske koristi stečene potencijalnim kaznenim djelom - rekao je Primorac.
Novom uredbom je broj radnih mjesta u Poreznom USKOK-u povećan s 25 na 37, a sektor koji će istraživati imovinu poreznih dužnika imat će ukupno osam zaposlenika. Zasad su popunjena četiri radna mjesta, a ostala će se popuniti tijekom iduće godine.
