Kad god se vozim zabitima Dalmatinske zagore ili Like, pomišljam na isto: kako bi izgledao moj život da sam se, umjesto u Splitu, rodio u nekome zabačenom zaseoku gdje je bog rekao laku noć, kilometrima daleko od prvoga dućana, a stoljećima daleko od prve knjižnice? I to nikad ne ispadne dobro.
Ma koliko se trudio uteći i nadvladati prokletstvo vlastitih korijena, magnetske sile zavičaja uvijek prevladaju i ja ostajem zarobljen na tvrdoj stini predaka, baveći se onim čime su se prije mene bavili i moj otac, djed, pradjed... Zimi nosim šubaru i kožuh, ljeti također, a u zahod – naravno, daščani, vanjski – ne idem bez puške, za ne daj bože, ako natrče vukovi ili Srbi opet odluče napasti.
U surovom, gladnom predjelu koji lijep može biti samo na razglednici, dakle, kad ga gledaš s dovoljne udaljenosti, iz topline svoga gradskog doma, šanse su rijetke. Šanse za bilo što, a ponajprije za bijeg.
Dovijeka bih ostao tamo, uz svoje šugave ovce, nekoliko grumenova neplodne zemlje i veliki kotao za rakiju kojom bih se redovito i obilno namakao.
Tek bih dolično namočen smogao snage maštati o boljem, dakle, drukčijem životu. Ali gdje bih ga mogao naći ako već sâm nikamo na mrdam? Što bi se to trebalo dogoditi da se moja uboga stvarnost promijeni? Rješenje je, bojim se, samo jedno: moj rodni zaselak morao bi nekako postati općina?
Adio ovce, zbogom škrta zemljo...
Kako? HDZ zna. Ako išta zna, to zna. I jednom kad se to dogodi, sve ovisi o meni.
Budem li se trudio gristi snažnije od drugih suseljana, mogao bih računati na funkciju načelnika. A s toga mjesta, samo mi je nebo granica. Adio ovce, zbogom škrta zemljo, ciao kotlu! Dobro jutro automobilu (službenom), dobar dan asfaltu, dobra večer viski koli!
Shvaćate kamo ciljam? Samo želim istaknuti da mi je tema lokalne samouprave bliska i jasna u svim svojim kompliciranim nijansama. Za razliku od naših jakobinaca koji bi problem suvišnih općina, gradova i županija riješili na mah, po kratkom postupku, jednim potezom pera, moja se malenkost zalaže za kudikamo odmjereniji pristup.
Za početak, preporučio bih svima da prestanu dokazivati očigledno: da su stotine naših općina i gradova te sve naše županije redom duboko besmislene, suvišne i same sebi svrhom. Naravno da jesu, i naravno da je to svima jasno. A najjasnije je onima koji se najviše prave Tošama. Više od suvišnih općina, gradova i županija, nervira me slušati argumente kako nam liliputanske jedinice lokalne samouprave trebaju jer narod, naši ljudi s famoznog terena, najbolje znaju što valja učiniti, i ne treba im nitko s kabinetskih visina docirati što bi trebali raditi.
Da nam je narod sastavljen od samih članova Nobelova komiteta, bilo bi glupo, a kamoli tek kad znamo u kakvom nam je neveselom stanju, krnjava i zapuštena naša voljena etnija.
Dajte, molim vas, priznajmo očigledno: narod nema pojma. Ne zna izabrati ni političare koji nisu dokazani lopovi, a kamoli da bi znao nešto više.
Samo udar moždani
Trend izmišljanja novih općina i gradova nikad nije ni bio oslonjen na želju da se pomogne svim ljudima iz malih, zabačenih sredina. Ali jest – i to nikada ne smijemo zaboraviti! – da se pomogne nekima, da neki, naravno, oni s boljim rođačkim vezama, izađu iz kožuha, pobjegnu od ovaca i kotla za rakiju, pa se lijepo skuće u svježe mebliranim fantomskim uredima pred kojima stoje limuzine nabavljene na lizing.
I kad je u rujnu Ministarstvo financija raspisalo javni poziv za dodjelu pomoći jedinicama lokalne samouprave koje se odluče funkcionalno ili stvarno spojiti, bilo je jasno kako će dotični apel imati jednaki učinak kao i prdac u latu (na skrupuloznom književnom jeziku: vjetar u lim). Dva i pol mjesec kasnije dobili smo i formalnu potvrdu bjelodano jasnog: niti jedna općina nije se odlučila za spajanje odnosno ukidanje. A i zašto bi, pobogu? Zašto bi se itko odrekao lijepe apanaže i egzistencijalne sigurnosti? Zbog interesa Hrvatske? Samo zbog moždanog udara!
Sustav lokalne samouprave kod nas je ustvari sustav partijske socijalne pomoći za onaj dio građanstva – i seljaštva, dabome - koji je u milosti HDZ-a. To nadalje znači da nama ustvari ne treba nikakva reforma guste mreže općina, gradova i županija, nego temeljita revizija važećih pravila o dodjeli novca najugroženijim kategorijama građana.
Ako dojučerašnjeg načelnika vratite na staro radno mjesto šetača ovaca i pekača rakije, zašto bi tu kadrovsku odluku itko zvao reformom samouprave kad je jasno da se tu naprosto radi o promjeni socijalnog statusa donedavnog korisnika pomoći?

Kad god se vozim zabitima Dalmatinske zagore ili Like, pomišljam na isto: kako bi izgledao moj život da sam se, umjesto u Splitu, rodio u nekome zabačenom zaseoku gdje je bog rekao laku noć, kilometrima daleko od prvoga dućana, a stoljećima daleko od prve knjižnice? I to nikad ne ispadne dobro.
Ma koliko se trudio uteći i nadvladati prokletstvo vlastitih korijena, magnetske sile zavičaja uvijek prevladaju i ja ostajem zarobljen na tvrdoj stini predaka, baveći se onim čime su se prije mene bavili i moj otac, djed, pradjed... Zimi nosim šubaru i kožuh, ljeti također, a u zahod – naravno, daščani, vanjski – ne idem bez puške, za ne daj bože, ako natrče vukovi ili Srbi opet odluče napasti.
U surovom, gladnom predjelu koji lijep može biti samo na razglednici, dakle, kad ga gledaš s dovoljne udaljenosti, iz topline svoga gradskog doma, šanse su rijetke. Šanse za bilo što, a ponajprije za bijeg.
Dovijeka bih ostao tamo, uz svoje šugave ovce, nekoliko grumenova neplodne zemlje i veliki kotao za rakiju kojom bih se redovito i obilno namakao.
Tek bih dolično namočen smogao snage maštati o boljem, dakle, drukčijem životu. Ali gdje bih ga mogao naći ako već sâm nikamo na mrdam? Što bi se to trebalo dogoditi da se moja uboga stvarnost promijeni? Rješenje je, bojim se, samo jedno: moj rodni zaselak morao bi nekako postati općina?
Adio ovce, zbogom škrta zemljo...
Kako? HDZ zna. Ako išta zna, to zna. I jednom kad se to dogodi, sve ovisi o meni.
Budem li se trudio gristi snažnije od drugih suseljana, mogao bih računati na funkciju načelnika. A s toga mjesta, samo mi je nebo granica. Adio ovce, zbogom škrta zemljo, ciao kotlu! Dobro jutro automobilu (službenom), dobar dan asfaltu, dobra večer viski koli!
Shvaćate kamo ciljam? Samo želim istaknuti da mi je tema lokalne samouprave bliska i jasna u svim svojim kompliciranim nijansama. Za razliku od naših jakobinaca koji bi problem suvišnih općina, gradova i županija riješili na mah, po kratkom postupku, jednim potezom pera, moja se malenkost zalaže za kudikamo odmjereniji pristup.
Za početak, preporučio bih svima da prestanu dokazivati očigledno: da su stotine naših općina i gradova te sve naše županije redom duboko besmislene, suvišne i same sebi svrhom. Naravno da jesu, i naravno da je to svima jasno. A najjasnije je onima koji se najviše prave Tošama. Više od suvišnih općina, gradova i županija, nervira me slušati argumente kako nam liliputanske jedinice lokalne samouprave trebaju jer narod, naši ljudi s famoznog terena, najbolje znaju što valja učiniti, i ne treba im nitko s kabinetskih visina docirati što bi trebali raditi.
Da nam je narod sastavljen od samih članova Nobelova komiteta, bilo bi glupo, a kamoli tek kad znamo u kakvom nam je neveselom stanju, krnjava i zapuštena naša voljena etnija.
Dajte, molim vas, priznajmo očigledno: narod nema pojma. Ne zna izabrati ni političare koji nisu dokazani lopovi, a kamoli da bi znao nešto više.
Samo udar moždani
Trend izmišljanja novih općina i gradova nikad nije ni bio oslonjen na želju da se pomogne svim ljudima iz malih, zabačenih sredina. Ali jest – i to nikada ne smijemo zaboraviti! – da se pomogne nekima, da neki, naravno, oni s boljim rođačkim vezama, izađu iz kožuha, pobjegnu od ovaca i kotla za rakiju, pa se lijepo skuće u svježe mebliranim fantomskim uredima pred kojima stoje limuzine nabavljene na lizing.
I kad je u rujnu Ministarstvo financija raspisalo javni poziv za dodjelu pomoći jedinicama lokalne samouprave koje se odluče funkcionalno ili stvarno spojiti, bilo je jasno kako će dotični apel imati jednaki učinak kao i prdac u latu (na skrupuloznom književnom jeziku: vjetar u lim). Dva i pol mjesec kasnije dobili smo i formalnu potvrdu bjelodano jasnog: niti jedna općina nije se odlučila za spajanje odnosno ukidanje. A i zašto bi, pobogu? Zašto bi se itko odrekao lijepe apanaže i egzistencijalne sigurnosti? Zbog interesa Hrvatske? Samo zbog moždanog udara!
Sustav lokalne samouprave kod nas je ustvari sustav partijske socijalne pomoći za onaj dio građanstva – i seljaštva, dabome - koji je u milosti HDZ-a. To nadalje znači da nama ustvari ne treba nikakva reforma guste mreže općina, gradova i županija, nego temeljita revizija važećih pravila o dodjeli novca najugroženijim kategorijama građana.
Ako dojučerašnjeg načelnika vratite na staro radno mjesto šetača ovaca i pekača rakije, zašto bi tu kadrovsku odluku itko zvao reformom samouprave kad je jasno da se tu naprosto radi o promjeni socijalnog statusa donedavnog korisnika pomoći?
