U Vladi se nije ni razgovaralo o tome da bi aplikacija Stop Covid-19 mogla biti obavezna, a takva ideja ne postoji ni igdje drugdje.
- Aplikacija je pomoćni alat, funkcionira na dobrovoljnoj osnovi i tko želi, može je besplatno instalirati. U interesu korisnika je da se što veći broj ljudi njome koristi. Bude li je instaliralo više od 60 posto ljudi, svrhovitost joj je puno veća i onda ona ima smisla.
Ako je nitko ne instalira, od nje nema koristi - rekao je predstojnik Ureda predsjednika Vlade Zvonimir Frka Petešić, napominjući da je i uvođenje aplikacije u svakodnevicu proces koji će trajati.
Frka Petešić ističe da ova aplikacija nikoga ne geolocira, da funkcionira na principu bluetootha, da se podaci pohranjuju isključivo u mobitelu korisnika i jamči anonimnost.
Ako se zarazim i želim biti odgovoran, u aplikaciju ću navesti da sam pozitivan i svi moji kontakti koji su imali instaliranu aplikaciju te u proteklih 14 dana bili sa mnom u kontaktu, dobit će obavijest da su bili u kontaktu s osobom koja je pozitivna. Neće znati da sam to ja, ali će znati da su u riziku. Onaj tko dobije obavijest neće moći locirati kontakt - pojasnio je kako funkcionira aplikacija.
Na pitanje može li ona postati obavezna za osobe koje putuju iz države u državu unutar Europske unije, odgovara da su to pitanja o kojima se može razmišljati. No, o tome nije donesen nikakav stav, niti je itko u toj fazi.
- U prvoj fazi aplikaciju treba instalirati dovoljan broj ljudi, a bude li masovno prihvaćena, razmišljat ćemo dalje. Bitno je da bude interoperabilna unutar EU i time može olakšati kretanje unutar prostora EU - kaže naš sugovornik.
Frka Petešić navodi da je u Hrvatskoj veći broj mobilnih telefona nego stanovnika, ali ističe i kako mu je jasno da nemaju svi građani mobilne telefone i da postoji i kategorija stanovništva koja se njima čak niti ne zna služiti, te da bi to bila prva u nizu prepreka u namjeri da se propiše obaveza instaliranja aplikacije Stop Covid-19.
- To je samo alat. U vrijeme digitalizacije, s mogućnostima koje nudi tehnologija, bilo bi suludo ne iskoristiti pomoć koju može pružiti. Ali, ništa ne može zamijeniti epidemiologe - kaže Frka Petešić.
U prvih 24 sata aplikaciju je instaliralo 14.000 građana. Zaključno sa 30. srpnja aplikaciju Stop Covid-19 skinulo je ukupno 31.645 osoba. No, dosad nije izdan ni jedan verifikacijski ključ, odnosno nitko nije prijavio da je zaražen.
- To je solidan broj, ali treba vidjeti kako će se ta dinamika razvijati sljedećih dana. Prije šest mjeseci ova su pitanja bila nezamisliva. No, cijeli se svijet promijenio i teško je prognozirati što će se dogoditi u iduća tri mjeseca. Ne znamo hoćemo li imati isti scenarij iz 1918. godine sa španjolskom gripom, kada je drugi val ubio pet puta više ljudi nego prvi - kaže naš sugovornik te napominje da tek treba vidjeti kako će građani reagirati bude li drugi val puno gori od prvog.
Ne znamo, napominje, hoće li možda tražiti nametanje ovakvih tehničkih pomagala i hoće li ljudi i tvrtke u želji za spašavanjem radnih mjesta tražiti od svih dodatnu odgovornost.
- U ovoj fazi nitko u svijetu nema odgovore na ta pitanja. Moramo osluškivati vox populi i biti spremni na uvažavanje određenih realnosti te vidjeti kako se može odgovoriti, ali pritom čuvati europski način života, pravo na slobode, na privatnost i sva prava koja su u DNK Europske unije te europske vrijednosti - ističe predstojnik Ureda premijera Andreja Plenkovića, ističući kako se mora pronaći prava mjera između zaštite života i svih prava do kojih držimo.
Predsjednik Kluba zastupnika SDP-a Arsen Bauk kaže da je za SDP, ako vladajuća većina ne razmišlja o tome da aplikacija bude obavezna, ta tema zatvorena.
- Ako se ta tema opet otvori kao izgledna, onda ćemo reagirati kao u ožujku - rekao je Bauk.

U Vladi se nije ni razgovaralo o tome da bi aplikacija Stop Covid-19 mogla biti obavezna, a takva ideja ne postoji ni igdje drugdje.
- Aplikacija je pomoćni alat, funkcionira na dobrovoljnoj osnovi i tko želi, može je besplatno instalirati. U interesu korisnika je da se što veći broj ljudi njome koristi. Bude li je instaliralo više od 60 posto ljudi, svrhovitost joj je puno veća i onda ona ima smisla.
Ako je nitko ne instalira, od nje nema koristi - rekao je predstojnik Ureda predsjednika Vlade Zvonimir Frka Petešić, napominjući da je i uvođenje aplikacije u svakodnevicu proces koji će trajati.
Frka Petešić ističe da ova aplikacija nikoga ne geolocira, da funkcionira na principu bluetootha, da se podaci pohranjuju isključivo u mobitelu korisnika i jamči anonimnost.
Ako se zarazim i želim biti odgovoran, u aplikaciju ću navesti da sam pozitivan i svi moji kontakti koji su imali instaliranu aplikaciju te u proteklih 14 dana bili sa mnom u kontaktu, dobit će obavijest da su bili u kontaktu s osobom koja je pozitivna. Neće znati da sam to ja, ali će znati da su u riziku. Onaj tko dobije obavijest neće moći locirati kontakt - pojasnio je kako funkcionira aplikacija.
Na pitanje može li ona postati obavezna za osobe koje putuju iz države u državu unutar Europske unije, odgovara da su to pitanja o kojima se može razmišljati. No, o tome nije donesen nikakav stav, niti je itko u toj fazi.
- U prvoj fazi aplikaciju treba instalirati dovoljan broj ljudi, a bude li masovno prihvaćena, razmišljat ćemo dalje. Bitno je da bude interoperabilna unutar EU i time može olakšati kretanje unutar prostora EU - kaže naš sugovornik.
Frka Petešić navodi da je u Hrvatskoj veći broj mobilnih telefona nego stanovnika, ali ističe i kako mu je jasno da nemaju svi građani mobilne telefone i da postoji i kategorija stanovništva koja se njima čak niti ne zna služiti, te da bi to bila prva u nizu prepreka u namjeri da se propiše obaveza instaliranja aplikacije Stop Covid-19.
- To je samo alat. U vrijeme digitalizacije, s mogućnostima koje nudi tehnologija, bilo bi suludo ne iskoristiti pomoć koju može pružiti. Ali, ništa ne može zamijeniti epidemiologe - kaže Frka Petešić.
U prvih 24 sata aplikaciju je instaliralo 14.000 građana. Zaključno sa 30. srpnja aplikaciju Stop Covid-19 skinulo je ukupno 31.645 osoba. No, dosad nije izdan ni jedan verifikacijski ključ, odnosno nitko nije prijavio da je zaražen.
- To je solidan broj, ali treba vidjeti kako će se ta dinamika razvijati sljedećih dana. Prije šest mjeseci ova su pitanja bila nezamisliva. No, cijeli se svijet promijenio i teško je prognozirati što će se dogoditi u iduća tri mjeseca. Ne znamo hoćemo li imati isti scenarij iz 1918. godine sa španjolskom gripom, kada je drugi val ubio pet puta više ljudi nego prvi - kaže naš sugovornik te napominje da tek treba vidjeti kako će građani reagirati bude li drugi val puno gori od prvog.
Ne znamo, napominje, hoće li možda tražiti nametanje ovakvih tehničkih pomagala i hoće li ljudi i tvrtke u želji za spašavanjem radnih mjesta tražiti od svih dodatnu odgovornost.
- U ovoj fazi nitko u svijetu nema odgovore na ta pitanja. Moramo osluškivati vox populi i biti spremni na uvažavanje određenih realnosti te vidjeti kako se može odgovoriti, ali pritom čuvati europski način života, pravo na slobode, na privatnost i sva prava koja su u DNK Europske unije te europske vrijednosti - ističe predstojnik Ureda premijera Andreja Plenkovića, ističući kako se mora pronaći prava mjera između zaštite života i svih prava do kojih držimo.
Predsjednik Kluba zastupnika SDP-a Arsen Bauk kaže da je za SDP, ako vladajuća većina ne razmišlja o tome da aplikacija bude obavezna, ta tema zatvorena.
- Ako se ta tema opet otvori kao izgledna, onda ćemo reagirati kao u ožujku - rekao je Bauk.
