Postupanje nakon prometnih nesreća spada u najteže poslove policije, a najgore je onome koji mora izvijestiti obitelj da je netko njihov poginuo, za to se policajac nikad ne može dovoljno pripremiti, kaže Josip Medved, načelnik II. Postaje prometne policije Zagreb.

S njim razgovaramo o tome što sve treba utvrditi na očevidu prometne nesreće, ali i koje greške vozača najčešće dovode do njih. Neprilagođena – uglavnom prevelika – brzina vodeći je uzrok nesreća na cestama, u više od četvrtine slučajeva, piše HAK revija.

Slijedi nepoštivanje prednosti prolaza, pa nepropisno uključivanje u promet, nedovoljan razmak, nepropisno skretanje i tako dalje. Ponekad se u javnosti govori i o tehničkoj neispravnosti vozila, ali načelnik Medved kaže da naše stanice za tehnički pregled dosta dobro rade i da su ti uzroci rjeđi.

– Ono što se općenito može preporučiti vozačima jest ne sjedati za upravljač ako su popili, prilagoditi brzinu, koristiti pojas (i na stražnjim sjedalima, u gradu i izvan njega) te ne koristiti mobitel dok voze. Ovo posljednje je velik problem, a pogotovo pisanje poruka u vožnji ili komuniciranje na društvenim mrežama – ističe načelnik.

Dolaskom na mjesto nesreće policija najprije utvrđuje ima li ozlijeđenih ili poginulih. Najvažnije je odmah spriječiti veću nesreću, recimo neki požar ili eksploziju, ali i mogućnost nove nesreće. Treba osigurati mjesto događaja.

– Na očevidu se utvrđuje zaista mnogo okolnosti: na koji način je došlo do nesreće, što joj je prethodilo, koja su vozila i sudionici uključeni, kakvo je stanje i karakteristike ceste, vremenski uvjeti i vidljivost, je li signalizacija bila ispravna i tako redom. Sve sudionike se alkotestira, sve se fotografira, a složenije nesreće i video snimaju.

Mjeri se i bilježi položaj vozila i sudionika u nesreći, tragovi kočenja i ostalo te se izrađuje skica nesreće. U uvjetima pandemije, naravno, policijski službenici sve rade s maskom i rukavicama – govori Josip Medved.

Kada se govori o tome kako smanjiti broj nesreća, tu policija ne može sve sama, upozorava načelnik. Prometni odgoj treba početi doslovce od vrtića i u obitelji, pa on apelira da i kad mladi odrastu i polože vozački ispit, roditelji im ne bi trebali davati u ruke suviše snažna vozila, kad je već zakon koji je to ograničavao ukinut.

Nedavna tragedija kod Vinkovaca (poginule su četiri mlade osobe u automobilu) ponovno je aktualizirala taj problem: upravo mladi često stradaju, ali i skrive prometnu nesreću kao vozači, osobito vikendom kod noćnih izlazaka. No, zanimljivo je da se to u Zagrebu značajno smanjilo s liberalizacijom taksi-usluga i njihovim pojeftinjenjem: očito mladi sve češće za izlaske koriste taksi.

Neizbježna tema su i biciklisti, od kojih neki ne poštuju propise i voze nogostupima prebrzo, a sami biciklisti žale se, pak, da nema dovoljno infrastrukture i da vozači ne paze dovoljno na njih…

– Biciklisti su i krivci i žrtve u prometu. Zakonski njihova brzina nije ograničena, ali sigurno je da, osobito na pločniku, moraju voziti primjerenom brzinom, a ne juriti i raditi „slalom“ među pješacima. Propis kaže da biciklisti moraju voziti kolnikom, uz desni rub, ali pitanje je za raspravu je li na osobito prometnim ulicama i cestama bolje da voze kolnikom ili možda pločnikom, naravno ako ima mjesta i ako im je brzina umjerena – odgovara načelnik.

Zanimalo nas je i koliko jumbo-plakati uz ceste odvraćaju pozornost vozača. Tim više jer su promo-poruke često duljeg teksta ili je poanta ispisana manjim slovima, pa treba duže zadržati pogled. Josip Medved se slaže da reklame nikako ne bi smjele skretati pažnju vozača, no zakon regulira samo njihovu udaljenost od prometnice. Dakle, i u tome vozači moraju sami biti odgovorni.

Postupanje nakon prometnih nesreća spada u najteže poslove policije, a najgore je onome koji mora izvijestiti obitelj da je netko njihov poginuo, za to se policajac nikad ne može dovoljno pripremiti, kaže Josip Medved, načelnik II. Postaje prometne policije Zagreb.

S njim razgovaramo o tome što sve treba utvrditi na očevidu prometne nesreće, ali i koje greške vozača najčešće dovode do njih. Neprilagođena – uglavnom prevelika – brzina vodeći je uzrok nesreća na cestama, u više od četvrtine slučajeva, piše HAK revija.

Slijedi nepoštivanje prednosti prolaza, pa nepropisno uključivanje u promet, nedovoljan razmak, nepropisno skretanje i tako dalje. Ponekad se u javnosti govori i o tehničkoj neispravnosti vozila, ali načelnik Medved kaže da naše stanice za tehnički pregled dosta dobro rade i da su ti uzroci rjeđi.

– Ono što se općenito može preporučiti vozačima jest ne sjedati za upravljač ako su popili, prilagoditi brzinu, koristiti pojas (i na stražnjim sjedalima, u gradu i izvan njega) te ne koristiti mobitel dok voze. Ovo posljednje je velik problem, a pogotovo pisanje poruka u vožnji ili komuniciranje na društvenim mrežama – ističe načelnik.

Dolaskom na mjesto nesreće policija najprije utvrđuje ima li ozlijeđenih ili poginulih. Najvažnije je odmah spriječiti veću nesreću, recimo neki požar ili eksploziju, ali i mogućnost nove nesreće. Treba osigurati mjesto događaja.

– Na očevidu se utvrđuje zaista mnogo okolnosti: na koji način je došlo do nesreće, što joj je prethodilo, koja su vozila i sudionici uključeni, kakvo je stanje i karakteristike ceste, vremenski uvjeti i vidljivost, je li signalizacija bila ispravna i tako redom. Sve sudionike se alkotestira, sve se fotografira, a složenije nesreće i video snimaju.

Mjeri se i bilježi položaj vozila i sudionika u nesreći, tragovi kočenja i ostalo te se izrađuje skica nesreće. U uvjetima pandemije, naravno, policijski službenici sve rade s maskom i rukavicama – govori Josip Medved.

Kada se govori o tome kako smanjiti broj nesreća, tu policija ne može sve sama, upozorava načelnik. Prometni odgoj treba početi doslovce od vrtića i u obitelji, pa on apelira da i kad mladi odrastu i polože vozački ispit, roditelji im ne bi trebali davati u ruke suviše snažna vozila, kad je već zakon koji je to ograničavao ukinut.

Nedavna tragedija kod Vinkovaca (poginule su četiri mlade osobe u automobilu) ponovno je aktualizirala taj problem: upravo mladi često stradaju, ali i skrive prometnu nesreću kao vozači, osobito vikendom kod noćnih izlazaka. No, zanimljivo je da se to u Zagrebu značajno smanjilo s liberalizacijom taksi-usluga i njihovim pojeftinjenjem: očito mladi sve češće za izlaske koriste taksi.

Neizbježna tema su i biciklisti, od kojih neki ne poštuju propise i voze nogostupima prebrzo, a sami biciklisti žale se, pak, da nema dovoljno infrastrukture i da vozači ne paze dovoljno na njih…

– Biciklisti su i krivci i žrtve u prometu. Zakonski njihova brzina nije ograničena, ali sigurno je da, osobito na pločniku, moraju voziti primjerenom brzinom, a ne juriti i raditi „slalom“ među pješacima. Propis kaže da biciklisti moraju voziti kolnikom, uz desni rub, ali pitanje je za raspravu je li na osobito prometnim ulicama i cestama bolje da voze kolnikom ili možda pločnikom, naravno ako ima mjesta i ako im je brzina umjerena – odgovara načelnik.

Zanimalo nas je i koliko jumbo-plakati uz ceste odvraćaju pozornost vozača. Tim više jer su promo-poruke često duljeg teksta ili je poanta ispisana manjim slovima, pa treba duže zadržati pogled. Josip Medved se slaže da reklame nikako ne bi smjele skretati pažnju vozača, no zakon regulira samo njihovu udaljenost od prometnice. Dakle, i u tome vozači moraju sami biti odgovorni.
