Europska komisija predložila je početkom travnja brojne izmjene pravilnika kohezijske politike kako bi aktivirala 37 milijardi eura neiskorištenih sredstava za financiranje različitih mjera tijekom pandemije koronavirusa. U cijelom iznosu, 8 milijardi eura dolazi iz neiskorištenih sredstava predfinanciranja za 2019. godinu, a ostalih 29 milijardi eura bit će ranije isplaćeno u okviru alokacija.
Dr. Julije Domac, ravnatelj REGEA-e (Regionalne energetske agencije Sjeverozapadne Hrvatske) i predsjednik europskog udruženja energetskih agencija FEDARENE, vidi izmjene pravilnika kohezijske politike kao poruku potrošite sve što imate na ono što najviše trebate.
- Ovo je dodatak već drugom setu mjera u borbi za preživljavanje gospodarstva u doba koronavirusa, a koji sadrži 100 milijardi eura koje Komisija nudi kao zajmove državama za isplatu plaća radnicima, poljoprivrednicima i ribarima. Za programsko razdoblje 2014. - 2020. Republici Hrvatskoj je iz Kohezijskog fonda na raspolaganju bilo oko 2,56 milijardi eura.
Kohezijski fond je inače instrument namijenjen najmanje razvijenim državama članicama Europske unije, odnosno, onima čiji je bruto domaći proizvod manji od 90 posto prosjeka Europske unije, a iz ovog izvora trebaju se financirati veliki nacionalni projekti čiji su korisnici najčešće tijela javne vlasti. Ideja Kohezijskog fonda je ulaganje u projekte kojima se čuva okoliš i unaprjeđuje prometna infrastruktura čime se nastoje umanjiti ekonomske i socijalne razlike među državama članicama - kazuje dr. Domac.
Dodaje kako je prema podacima Ministarstva regionalnog razvoja i fondova Europske unije (MRRFEU), koordinacijskog tijela, na dan 31.10.2019. godine s prijaviteljima iz RH u Operativnom programu Konkurentnost i kohezija ugovoreno ukupno 81% dodijeljenih sredstava, ali je isplaćeno samo 30%. Prema podacima Europske komisije Hrvatska je na pretposljednjem mjestu prema udjelu isplaćenih bespovratnih sredstava.
- U prijevodu – novac je tu i novac je spreman! Sada je važno u iduća dva mjeseca napraviti smislen i realan, ali ambiciozan investicijski katalog, jake timove za provedbu u kojima će sjediti i ljudi s poduzetničkim i poslovnim iskustvom te prioritizirati investicije. Također treba pokrenuti sve natječaje koji su stali, kao što su npr. energetske obnove obiteljskih kuća i stambenih zgrada i za to koristiti sredstva iz EU fondova. Zašto se u ovom dijelu ne bi poslušala i zaposlila struka pa da ove natječaje proširimo i s komponentom konstruktivnih ojačanja radi prevencije potresa? Otvorila bi se gradilišta, građanima bi se pružila prilika da i oni sudjeluju i ulože.
Nama sada trebaju investicijski projekti koji će donijeti najveći učinak na ukupno gospodarstvo - izravni, neizravni i inducirani. Kriteriji za odluku trebaju biti što kraće vrijeme realizacije projekta te najveći mogući udio domaćih izvođača radova i pružatelja usluga. Ovo je nužno postići ako želimo hraniti naše gospodarstvo. Sada pogotovo, ali i uopće nikada nam ne trebaju kriteriji tipa najbrži prst i slične metode slučajnoga odabira.
Posebno važno bi bilo da se investicije događaju u sektorima koji imaju stratešku važnost kao što su hrana, energija i zdravstvo. Mislim da nije trenutak za graditi infrastrukturu koja će iziskivati visoke troškove održavanja, a neće generirati značajnu gospodarsku aktivnost. Posve je druga priča IT infrastruktura koja se pokazala nezamjenjiva u doba krize, a koju Hrvatska 2.0 mora koristiti puno više i puno pametnije- istaknuo je dr. Domac.
Prema njegovim riječima, ovu krizu treba gledati kao priliku, no jednako tako moramo biti svjesni i što i kako raditi kada EU sredstva iz Kohezijskog fonda potrošimo na prevladavanje krize. Što će biti s infrastrukturom koju smo željeli graditi i gotovim projektima koji čekaju u ladicama?
-Ova kriza je prilika više generacija za toliko potrebni reset hrvatskog društva i cijelog sustava – između ostaloga to vrijedi i za sustav EU fondova. Sve investicije treba koncipirati tako da se EU novac oplemeni zajedničkim ulaganjima s privatnim partnerom, angažiranjem kapitala građana ili mirovinskih fondova. Vidim mogućnost da HEP ulazi u zajedničke poslovne pothvate s hrvatskim proizvođačima opreme i projektantima te ubrzano radi na izgradnji fotonaponskih elektrana. Za ovakve investicije koje mogu biti teške i oko 700 milijuna eura, EU fondovi nam niti ne trebaju - kaže dr.Domac.
- U kombinaciji EU fondova i javno-privatnog partnerstva trebalo bi konačno izgraditi i opremiti novi klinički bolnički sustav u Hrvatskoj, dakle u Osijeku, Rijeci, Zagrebu i Splitu – to može biti investicija od oko 1,5 milijardi eura. Treba investirati i u širokopojasni internet, ali i u rekonstrukciju elelktroenergetske mreže radi prihvata energije iz obnovljivih izvora energije te u sustave za pohranu energije. Siguran sam da bi ovakve, pametne investicije privukle i strane ulagače puno više nego do sada - kazuje dr. Julije Domac ističući kako zadnje odluke Europske komisije pružaju mogućnost da iz krize iziđemo i puno jači nego što smo u nju ušli. Sada je trenutak za biti hrabar i poduzetan i, iznad svega, za slušati struku!

Europska komisija predložila je početkom travnja brojne izmjene pravilnika kohezijske politike kako bi aktivirala 37 milijardi eura neiskorištenih sredstava za financiranje različitih mjera tijekom pandemije koronavirusa. U cijelom iznosu, 8 milijardi eura dolazi iz neiskorištenih sredstava predfinanciranja za 2019. godinu, a ostalih 29 milijardi eura bit će ranije isplaćeno u okviru alokacija.
Dr. Julije Domac, ravnatelj REGEA-e (Regionalne energetske agencije Sjeverozapadne Hrvatske) i predsjednik europskog udruženja energetskih agencija FEDARENE, vidi izmjene pravilnika kohezijske politike kao poruku potrošite sve što imate na ono što najviše trebate.
- Ovo je dodatak već drugom setu mjera u borbi za preživljavanje gospodarstva u doba koronavirusa, a koji sadrži 100 milijardi eura koje Komisija nudi kao zajmove državama za isplatu plaća radnicima, poljoprivrednicima i ribarima. Za programsko razdoblje 2014. - 2020. Republici Hrvatskoj je iz Kohezijskog fonda na raspolaganju bilo oko 2,56 milijardi eura.
Kohezijski fond je inače instrument namijenjen najmanje razvijenim državama članicama Europske unije, odnosno, onima čiji je bruto domaći proizvod manji od 90 posto prosjeka Europske unije, a iz ovog izvora trebaju se financirati veliki nacionalni projekti čiji su korisnici najčešće tijela javne vlasti. Ideja Kohezijskog fonda je ulaganje u projekte kojima se čuva okoliš i unaprjeđuje prometna infrastruktura čime se nastoje umanjiti ekonomske i socijalne razlike među državama članicama - kazuje dr. Domac.
Dodaje kako je prema podacima Ministarstva regionalnog razvoja i fondova Europske unije (MRRFEU), koordinacijskog tijela, na dan 31.10.2019. godine s prijaviteljima iz RH u Operativnom programu Konkurentnost i kohezija ugovoreno ukupno 81% dodijeljenih sredstava, ali je isplaćeno samo 30%. Prema podacima Europske komisije Hrvatska je na pretposljednjem mjestu prema udjelu isplaćenih bespovratnih sredstava.
- U prijevodu – novac je tu i novac je spreman! Sada je važno u iduća dva mjeseca napraviti smislen i realan, ali ambiciozan investicijski katalog, jake timove za provedbu u kojima će sjediti i ljudi s poduzetničkim i poslovnim iskustvom te prioritizirati investicije. Također treba pokrenuti sve natječaje koji su stali, kao što su npr. energetske obnove obiteljskih kuća i stambenih zgrada i za to koristiti sredstva iz EU fondova. Zašto se u ovom dijelu ne bi poslušala i zaposlila struka pa da ove natječaje proširimo i s komponentom konstruktivnih ojačanja radi prevencije potresa? Otvorila bi se gradilišta, građanima bi se pružila prilika da i oni sudjeluju i ulože.
Nama sada trebaju investicijski projekti koji će donijeti najveći učinak na ukupno gospodarstvo - izravni, neizravni i inducirani. Kriteriji za odluku trebaju biti što kraće vrijeme realizacije projekta te najveći mogući udio domaćih izvođača radova i pružatelja usluga. Ovo je nužno postići ako želimo hraniti naše gospodarstvo. Sada pogotovo, ali i uopće nikada nam ne trebaju kriteriji tipa najbrži prst i slične metode slučajnoga odabira.
Posebno važno bi bilo da se investicije događaju u sektorima koji imaju stratešku važnost kao što su hrana, energija i zdravstvo. Mislim da nije trenutak za graditi infrastrukturu koja će iziskivati visoke troškove održavanja, a neće generirati značajnu gospodarsku aktivnost. Posve je druga priča IT infrastruktura koja se pokazala nezamjenjiva u doba krize, a koju Hrvatska 2.0 mora koristiti puno više i puno pametnije- istaknuo je dr. Domac.
Prema njegovim riječima, ovu krizu treba gledati kao priliku, no jednako tako moramo biti svjesni i što i kako raditi kada EU sredstva iz Kohezijskog fonda potrošimo na prevladavanje krize. Što će biti s infrastrukturom koju smo željeli graditi i gotovim projektima koji čekaju u ladicama?
-Ova kriza je prilika više generacija za toliko potrebni reset hrvatskog društva i cijelog sustava – između ostaloga to vrijedi i za sustav EU fondova. Sve investicije treba koncipirati tako da se EU novac oplemeni zajedničkim ulaganjima s privatnim partnerom, angažiranjem kapitala građana ili mirovinskih fondova. Vidim mogućnost da HEP ulazi u zajedničke poslovne pothvate s hrvatskim proizvođačima opreme i projektantima te ubrzano radi na izgradnji fotonaponskih elektrana. Za ovakve investicije koje mogu biti teške i oko 700 milijuna eura, EU fondovi nam niti ne trebaju - kaže dr.Domac.
- U kombinaciji EU fondova i javno-privatnog partnerstva trebalo bi konačno izgraditi i opremiti novi klinički bolnički sustav u Hrvatskoj, dakle u Osijeku, Rijeci, Zagrebu i Splitu – to može biti investicija od oko 1,5 milijardi eura. Treba investirati i u širokopojasni internet, ali i u rekonstrukciju elelktroenergetske mreže radi prihvata energije iz obnovljivih izvora energije te u sustave za pohranu energije. Siguran sam da bi ovakve, pametne investicije privukle i strane ulagače puno više nego do sada - kazuje dr. Julije Domac ističući kako zadnje odluke Europske komisije pružaju mogućnost da iz krize iziđemo i puno jači nego što smo u nju ušli. Sada je trenutak za biti hrabar i poduzetan i, iznad svega, za slušati struku!
