U ponedjeljak počinje nastava, a još uvijek je upitan obrok za djecu u splitskim osnovnim školama! Naime, kao što znate, Vlada RH donijela je odluku o uvođenju besplatnog obroka za djecu osnovnih škola, za što su osigurana sredstva.

Gradski odbor HDZ-a javno je upozorio na problem primjene ove odluke u našem gradu.

– Kako sada stoje stvari, naime, nije izgledno da će djeca na području Splita, za razliku od djece u ostalim područjima Hrvatske, kad se vrate u škole u ponedjeljak 9. siječnja, zaista i dobiti taj obrok – kazala nam je potpredsjednica splitskog HDZ-a Zrinka Mužinić Bikić.

– Ravnatelji i učitelji su snalažljivi, vole svoj posao i shvaćaju ga odgovorno, ali kako će u prazničnom tjednu uspjeti išta organizirati u samo dva radna dana? To je nemoguća misija. U najboljem slučaju, u ponedjeljak bi djeca u nekim školama mogla dobiti suhu hranu, a hranu za posebne nutritivne potrebe ni jedan dobavljač u tako kratkom roku ne može i ne želi isporučiti – dodala je Mužinić Bikić, koja je i sama ravnateljica osnovne škole, upozoravajući kako je za mnogo djece obrok dobiven u školi – jedini obrok koji dobiju tijekom nastave.

Devet od 29

Grad Split osnivač je 29 osnovnih škola na svojem području s ukupno 13.000 upisanih učenika. Od 29 osnovnih škola, 19 ih imaju kuhinje, međutim, samo njih devet u potpunosti su osposobljene za kuhanje toplih obroka, i to samo za učenike od prvog do trećeg razreda, korisnike produženog boravka.

Ostalih deset škola imaju čajne kuhinje i organiziranu dostavu obroka za djecu u produženom boravku. Ovakav način prehrane koji uključuje tri obroka, bilo da škole kuhaju bilo da je organizirana dostava hrane, koristi 1500 učenika od njih ukupno 13.000, objasnili su nam dodatno iz Banovine.

– Većina škola na području Splita starije je gradnje i mnoge nemaju blagovaonice, te su škole suočene s dodatnim problemom, a to je organizacija nastave u školama bez blagovaonice i način podjele obroka učenicima s obzirom na nedostatak radnika u školama koji bi obavljali taj dio posla – kazao nam je Mario Negotić, pročelnik po ovlaštenju Upravnog odjela za društvene djelatnosti Grada Splita.

Krajem prosinca u gradskoj je upravi održan radni sastanak s ravnateljicama i ravnateljima svih splitskih osnovnih škola kako bi se analiziralo postojeće stanje i utvrdio način realiziranja ove mjere.

– Većina splitskih osnovnih škola susreće se sa sljedećim problemima: nedostatkom kuhinja, nedovoljnom opremljenosti postojećih kuhinja za pripremu hrane za sve učenike, nedostatkom potrebnoga kadra u školama (nedostatan broj kuharica i pomoćnog osoblja za podjelu obroka), nedostatkom blagovaonica, potrebom uvođenja HACCP sustava u škole, te potrebom izmjene internih akata škola (pravilnika) s obzirom na provođenje postupaka javne nabave velike vrijednosti – nabrojio je Negotić.

Troškovnici se tek izrađuju

– Dogovoreno je da će škole dostaviti potrebne troškovnike za nabavu hrane do 5. siječnja 2023. godine, a Grad Split pokrenut će nabavu. U međuvremenu, dok nabava ne bude zaključena, škole će, prema svojim mogućnostima, za taj kratki period samostalno naručivati prehranu za učenike. Svjesni smo da splitske osnovne škole nemaju prostorne i ljudske kapacitete za kvalitetnu provedbu mjere Vlade RH i svakako će se u idućem razdoblju raditi na poboljšanju kvalitete pružanja navedene usluge – dodao je Negotić.

Upravo je to "samostalno naručivanje" zabrinulo ravnatelje.

– Ravnatelji škola u Splitu u nekoliko su navrata tražili od gradske uprave upute o načinu provedbe odluke Vlade o školskom obroku. Konačno je, dosta kasno, sazvan prvi sastanak s ravnateljima u gradskoj upravi, koji je vodio pročelnik Negotić. Ravnatelji osnovnih škola kojima je osnivač Grad Split dobili su od njega jasnu uputu da ne idu u samostalnu nabavu hrane za obrok iako je već tada bilo malo vremena, nego će to učiniti gradska uprava putem javne nabave za sve škole – kazala nam je Mužinić Bikić.

U ponedjeljak počinje nastava, a još uvijek je upitan obrok za djecu u splitskim osnovnim školama! Naime, kao što znate, Vlada RH donijela je odluku o uvođenju besplatnog obroka za djecu osnovnih škola, za što su osigurana sredstva.

Gradski odbor HDZ-a javno je upozorio na problem primjene ove odluke u našem gradu.

– Kako sada stoje stvari, naime, nije izgledno da će djeca na području Splita, za razliku od djece u ostalim područjima Hrvatske, kad se vrate u škole u ponedjeljak 9. siječnja, zaista i dobiti taj obrok – kazala nam je potpredsjednica splitskog HDZ-a Zrinka Mužinić Bikić.

– Ravnatelji i učitelji su snalažljivi, vole svoj posao i shvaćaju ga odgovorno, ali kako će u prazničnom tjednu uspjeti išta organizirati u samo dva radna dana? To je nemoguća misija. U najboljem slučaju, u ponedjeljak bi djeca u nekim školama mogla dobiti suhu hranu, a hranu za posebne nutritivne potrebe ni jedan dobavljač u tako kratkom roku ne može i ne želi isporučiti – dodala je Mužinić Bikić, koja je i sama ravnateljica osnovne škole, upozoravajući kako je za mnogo djece obrok dobiven u školi – jedini obrok koji dobiju tijekom nastave.

Devet od 29

Grad Split osnivač je 29 osnovnih škola na svojem području s ukupno 13.000 upisanih učenika. Od 29 osnovnih škola, 19 ih imaju kuhinje, međutim, samo njih devet u potpunosti su osposobljene za kuhanje toplih obroka, i to samo za učenike od prvog do trećeg razreda, korisnike produženog boravka.

Ostalih deset škola imaju čajne kuhinje i organiziranu dostavu obroka za djecu u produženom boravku. Ovakav način prehrane koji uključuje tri obroka, bilo da škole kuhaju bilo da je organizirana dostava hrane, koristi 1500 učenika od njih ukupno 13.000, objasnili su nam dodatno iz Banovine.

– Većina škola na području Splita starije je gradnje i mnoge nemaju blagovaonice, te su škole suočene s dodatnim problemom, a to je organizacija nastave u školama bez blagovaonice i način podjele obroka učenicima s obzirom na nedostatak radnika u školama koji bi obavljali taj dio posla – kazao nam je Mario Negotić, pročelnik po ovlaštenju Upravnog odjela za društvene djelatnosti Grada Splita.

Krajem prosinca u gradskoj je upravi održan radni sastanak s ravnateljicama i ravnateljima svih splitskih osnovnih škola kako bi se analiziralo postojeće stanje i utvrdio način realiziranja ove mjere.

– Većina splitskih osnovnih škola susreće se sa sljedećim problemima: nedostatkom kuhinja, nedovoljnom opremljenosti postojećih kuhinja za pripremu hrane za sve učenike, nedostatkom potrebnoga kadra u školama (nedostatan broj kuharica i pomoćnog osoblja za podjelu obroka), nedostatkom blagovaonica, potrebom uvođenja HACCP sustava u škole, te potrebom izmjene internih akata škola (pravilnika) s obzirom na provođenje postupaka javne nabave velike vrijednosti – nabrojio je Negotić.

Troškovnici se tek izrađuju

– Dogovoreno je da će škole dostaviti potrebne troškovnike za nabavu hrane do 5. siječnja 2023. godine, a Grad Split pokrenut će nabavu. U međuvremenu, dok nabava ne bude zaključena, škole će, prema svojim mogućnostima, za taj kratki period samostalno naručivati prehranu za učenike. Svjesni smo da splitske osnovne škole nemaju prostorne i ljudske kapacitete za kvalitetnu provedbu mjere Vlade RH i svakako će se u idućem razdoblju raditi na poboljšanju kvalitete pružanja navedene usluge – dodao je Negotić.

Upravo je to "samostalno naručivanje" zabrinulo ravnatelje.

– Ravnatelji škola u Splitu u nekoliko su navrata tražili od gradske uprave upute o načinu provedbe odluke Vlade o školskom obroku. Konačno je, dosta kasno, sazvan prvi sastanak s ravnateljima u gradskoj upravi, koji je vodio pročelnik Negotić. Ravnatelji osnovnih škola kojima je osnivač Grad Split dobili su od njega jasnu uputu da ne idu u samostalnu nabavu hrane za obrok iako je već tada bilo malo vremena, nego će to učiniti gradska uprava putem javne nabave za sve škole – kazala nam je Mužinić Bikić.
