Na sučeljavanju kandidata za čelna mjesta u Banovini koplja su ukrstili budući nam dogradonačelnici Bojan Ivošević i Tomislav Šuta. Jedan od njih dvojice svakako će biti prvi operativac.

Šuta je utvrdio kako su kampanji komunicirali o EU sredstvima koja Grdu stoje na raspolaganju za nerazvrstane ceste, jer, kako je kazao, gradski proračun nije dostatan za sve potrebe i sve se na kraju svodi na krpanje koje nije održivo.

Ivošević mu se usprotivio kazavši kako trenutno ne postoje nikakvi EU fondovi za nerazvrstane ceste.

- Slažem se da su veliki problem neriješeni imovinskopravni odnosi. Posebno mi je žao da zakon po pitanju nerazvrstanih cesta, koji se mijenjao za vrijeme HDZ, a stručne službe Grada Splita su pripremile prijedlog za njegovu izmjenu i dopunu, vaša izvršna vlast ih nikad nije poslala ministarstvu na razmatranje. To bi uvelike olakšalo odmotavanje mnogih gordijskih čvorova na nerazvrstanim cestama u gradu - ustvrdio je Ivošević.

No Šuta se s tim apsolutno ne slaže, jer je uvjeren kako Split nije prišao sustavnom rješavanju tih problema:

- Naš cilj je da u postupku programiranja od 2021. do 2027., sa znanjem kojeg imamo, damo doprinos da se osigura oko 200 milijuna kuna na nerazvrstane ceste na području grada Splita. Program obuhvaća i uređenje cesta na istoku grada gdje mnoštvo ulica nema ni nogostup, a ni cijeli niz drugih sadržaja. Moramo iskoristit trenutak za programiranje jer ukoliko to ne iskoristimo tih novaca neće ni biti. Taj trenutak je sad i grad ima spremne projekte koji su spremni za apliciranje - kazao nam je HDZ-ov kandidat za dogradonačelnika.

Kako bi sami izvagali koje u ovom verbalnom okršaju pobjednik, kontaktirali smo Upravu za EU fondove i strateško planiranje Ministarstva mora, prometa i infrastrukture.

- Grad Split u novom programskom razdoblju ima više mogućnosti sufinanciranja projekata iz EU sredstava. Prva mogućnost je novi Integrirani teritorijalni program gdje je Grad Split posredničko tijelo i sam ima mogućnost u fazi programiranja (koja upravo traje) predložiti projekte iz svih sektora.

Druga mogućnost je novi višegodišnji financijski okvir 2021-2027 koji je također u fazi programiranja i tu u svim sektorima postoji mogućnost predlaganja pojedinih projekata, odnosno aktivnosti koje bi kasnije, kad se potpiše partnerski sporazum sa Europskom komisijom, bile prihvatljive za sufinanciranje - pokušali su nam pojasniti.

Nije, naravno, moguće da Split zatraži od EU rekonstrukciju dvije stotine metara nekakve nam nerazvrstane ceste, jer to sigurno neće dobiti, no ukoliko u pregovorima sa Komisijom to predstavimo kroz cijeli koncept razvoja grada i jasan plan - to je moguće.

- Veoma je bitna uključenost Grada Splita u izradu prometne strategije funkcionalne regije središnje Dalmacije kroz koju se definiraju potrebni projekti na tom području. Od ostalih fondova bitno je naglasiti mogućnost financiranja iz Fonda CEF gdje su također prihvatljivi određeni projekti na području grada Splita.

Naglasak na projektima treba biti u smislu integriranog planiranja vise projekata primjerice rješavanje parkinga se treba planirati i uskladiti sa javnim gradskim prijevozom, Lučkom upravom Split i gradskim uredima za prometno planiranje uključujući i rekonstrukciju postojećih ili izgradnju novih prometnica/ulica - dodali su.

Čisto na znanje - dovršena je jedna faza izgradnje ceste Pučišća - Povlja na Braču, financirana europskim novcem, upravo se projektira nastavak izgradnje iste. Ta je cesta - nerazvrstana.

Na sučeljavanju kandidata za čelna mjesta u Banovini koplja su ukrstili budući nam dogradonačelnici Bojan Ivošević i Tomislav Šuta. Jedan od njih dvojice svakako će biti prvi operativac.

Šuta je utvrdio kako su kampanji komunicirali o EU sredstvima koja Grdu stoje na raspolaganju za nerazvrstane ceste, jer, kako je kazao, gradski proračun nije dostatan za sve potrebe i sve se na kraju svodi na krpanje koje nije održivo.

Ivošević mu se usprotivio kazavši kako trenutno ne postoje nikakvi EU fondovi za nerazvrstane ceste.

- Slažem se da su veliki problem neriješeni imovinskopravni odnosi. Posebno mi je žao da zakon po pitanju nerazvrstanih cesta, koji se mijenjao za vrijeme HDZ, a stručne službe Grada Splita su pripremile prijedlog za njegovu izmjenu i dopunu, vaša izvršna vlast ih nikad nije poslala ministarstvu na razmatranje. To bi uvelike olakšalo odmotavanje mnogih gordijskih čvorova na nerazvrstanim cestama u gradu - ustvrdio je Ivošević.

No Šuta se s tim apsolutno ne slaže, jer je uvjeren kako Split nije prišao sustavnom rješavanju tih problema:

- Naš cilj je da u postupku programiranja od 2021. do 2027., sa znanjem kojeg imamo, damo doprinos da se osigura oko 200 milijuna kuna na nerazvrstane ceste na području grada Splita. Program obuhvaća i uređenje cesta na istoku grada gdje mnoštvo ulica nema ni nogostup, a ni cijeli niz drugih sadržaja. Moramo iskoristit trenutak za programiranje jer ukoliko to ne iskoristimo tih novaca neće ni biti. Taj trenutak je sad i grad ima spremne projekte koji su spremni za apliciranje - kazao nam je HDZ-ov kandidat za dogradonačelnika.

Kako bi sami izvagali koje u ovom verbalnom okršaju pobjednik, kontaktirali smo Upravu za EU fondove i strateško planiranje Ministarstva mora, prometa i infrastrukture.

- Grad Split u novom programskom razdoblju ima više mogućnosti sufinanciranja projekata iz EU sredstava. Prva mogućnost je novi Integrirani teritorijalni program gdje je Grad Split posredničko tijelo i sam ima mogućnost u fazi programiranja (koja upravo traje) predložiti projekte iz svih sektora.

Druga mogućnost je novi višegodišnji financijski okvir 2021-2027 koji je također u fazi programiranja i tu u svim sektorima postoji mogućnost predlaganja pojedinih projekata, odnosno aktivnosti koje bi kasnije, kad se potpiše partnerski sporazum sa Europskom komisijom, bile prihvatljive za sufinanciranje - pokušali su nam pojasniti.

Nije, naravno, moguće da Split zatraži od EU rekonstrukciju dvije stotine metara nekakve nam nerazvrstane ceste, jer to sigurno neće dobiti, no ukoliko u pregovorima sa Komisijom to predstavimo kroz cijeli koncept razvoja grada i jasan plan - to je moguće.

- Veoma je bitna uključenost Grada Splita u izradu prometne strategije funkcionalne regije središnje Dalmacije kroz koju se definiraju potrebni projekti na tom području. Od ostalih fondova bitno je naglasiti mogućnost financiranja iz Fonda CEF gdje su također prihvatljivi određeni projekti na području grada Splita.

Naglasak na projektima treba biti u smislu integriranog planiranja vise projekata primjerice rješavanje parkinga se treba planirati i uskladiti sa javnim gradskim prijevozom, Lučkom upravom Split i gradskim uredima za prometno planiranje uključujući i rekonstrukciju postojećih ili izgradnju novih prometnica/ulica - dodali su.

Čisto na znanje - dovršena je jedna faza izgradnje ceste Pučišća - Povlja na Braču, financirana europskim novcem, upravo se projektira nastavak izgradnje iste. Ta je cesta - nerazvrstana.
