Šumarski radovi na Marjanu još ne mogu započeti. Povjerenstvo koje je osnovao Grad poništilo je postupak jednostavne nabave radova za provođenje Programa gospodarenja Park– šumom Marjan, objavljeno je u „Službenom glasniku”. Kako smo doznali razlog je da se nitko se nije javio na natječaj, a mora se mijenjati i troškovnik. U međuvremenu je već raspisan novi natječaj.

Natječajem koji je poništen Grad je tražio izvođača za ovu godinu za 300 tisuća kuna s PDV-om. Prema troškovniku trebalo je izvesti "sječu i izradu suhih, zaraženih i opasnih stabala” komada 142, te doznačiti 5 opasnih i zaraženih stabala. Trebalo je iznijeti 100 kubika drvne mase iz šume, po mogućnosti sa šumskom žičarom, uz najmanju moguću štetu na tlu i sastojini. Isto toliko kubika trebalo je odvesti na stovarište na Dračevac. Nadalje, trebalo je ukloniti nešto grmlja i podrasta na probnim lokacijama i posaditi šumski reprodukcijski materijal na njima. 

Kako nam je rekao zadnji puta Srđan Marinić, Koordinator za Marjan, problem s natječajem je što nitko od izvođača pojedinačno, osim Hrvatskih šuma, nema uvjete koji su traženi. Uvjeti za izvođače su, naime, zahtjevni prema Programu gospodarenja kojeg je izradila tvrtka Oikon. Marinić nam je kazao kako bi se u idućem natječaju mogla propisati mogućnost zajednice ponuditelja, da nekoliko tvrtki složi ponudu tako da se nadopunjuju s potrebnim licencama. 

Osim licenci u ovom natječaju se tražila i zahtjevna oprema, bila je potrebna „izjava Ponuditelja o posjedovanju opreme (žičara, stroj za usitnjavanje) potrebne za izvođenje šumarskih radova na način koji najmanje oštećuje tlo i sastojinu i najmanje narušava izgled park– šume”. 

Inače, specifičnost, da je tako nazovemo, s ovim Programom gospodarenja jest što ga je Grad, koji je šumoposjednik, kasno dobio. Ministarstvo poljoprivrede ga je odobrilo sredinom kolovoza, a u Gradu se za to saznalo sredinom listopada kad je stiglo odobrenje. 

Javna ustanova za upravljanje park šumom Marjan ne izvodi šumarske radove, a nisu u igri ni Parkovi i nasadi koji su ranije vodili radove na Marjanu. Grad je šumoposjednik 160 hektara u zaštićenoj park šumi, a gradonačelnik je predstavnik šumoposjednika. Nakon što su u Banovini u listopadu dobili od Ministarstva poljoprivrede odobrenje Programa gospodarenja koji se odnosi na period od 10 godina, s početkom od 2021. godine, započeli su s potragom izvođača radova. 

Kako je odobrenje Programa kasno dobiveno, tako se kasno krenulo u pronalaženje izvođača radova pa postoji mogućnost da ova godina prođe bez da su šumarski radovi izvršeni, a da je Program na snazi, što bi značilo da Grad kao šumoposjednik nije obrađivao šumu godinu dana. Ako dođe inspekcija pitanje je bi li uzeli kao olakšavajuću okolnost što je Grad kasno dobio Program gospodarenja.

Kako bilo, Grad ima popravni rok da nađe izvođača i krene u šumarske radove na 160 hektara Marjana za koje je nadležan da ih uređuje.

Šumarski radovi na Marjanu još ne mogu započeti. Povjerenstvo koje je osnovao Grad poništilo je postupak jednostavne nabave radova za provođenje Programa gospodarenja Park– šumom Marjan, objavljeno je u „Službenom glasniku”. Kako smo doznali razlog je da se nitko se nije javio na natječaj, a mora se mijenjati i troškovnik. U međuvremenu je već raspisan novi natječaj.

Natječajem koji je poništen Grad je tražio izvođača za ovu godinu za 300 tisuća kuna s PDV-om. Prema troškovniku trebalo je izvesti "sječu i izradu suhih, zaraženih i opasnih stabala” komada 142, te doznačiti 5 opasnih i zaraženih stabala. Trebalo je iznijeti 100 kubika drvne mase iz šume, po mogućnosti sa šumskom žičarom, uz najmanju moguću štetu na tlu i sastojini. Isto toliko kubika trebalo je odvesti na stovarište na Dračevac. Nadalje, trebalo je ukloniti nešto grmlja i podrasta na probnim lokacijama i posaditi šumski reprodukcijski materijal na njima. 

Kako nam je rekao zadnji puta Srđan Marinić, Koordinator za Marjan, problem s natječajem je što nitko od izvođača pojedinačno, osim Hrvatskih šuma, nema uvjete koji su traženi. Uvjeti za izvođače su, naime, zahtjevni prema Programu gospodarenja kojeg je izradila tvrtka Oikon. Marinić nam je kazao kako bi se u idućem natječaju mogla propisati mogućnost zajednice ponuditelja, da nekoliko tvrtki složi ponudu tako da se nadopunjuju s potrebnim licencama. 

Osim licenci u ovom natječaju se tražila i zahtjevna oprema, bila je potrebna „izjava Ponuditelja o posjedovanju opreme (žičara, stroj za usitnjavanje) potrebne za izvođenje šumarskih radova na način koji najmanje oštećuje tlo i sastojinu i najmanje narušava izgled park– šume”. 

Inače, specifičnost, da je tako nazovemo, s ovim Programom gospodarenja jest što ga je Grad, koji je šumoposjednik, kasno dobio. Ministarstvo poljoprivrede ga je odobrilo sredinom kolovoza, a u Gradu se za to saznalo sredinom listopada kad je stiglo odobrenje. 

Javna ustanova za upravljanje park šumom Marjan ne izvodi šumarske radove, a nisu u igri ni Parkovi i nasadi koji su ranije vodili radove na Marjanu. Grad je šumoposjednik 160 hektara u zaštićenoj park šumi, a gradonačelnik je predstavnik šumoposjednika. Nakon što su u Banovini u listopadu dobili od Ministarstva poljoprivrede odobrenje Programa gospodarenja koji se odnosi na period od 10 godina, s početkom od 2021. godine, započeli su s potragom izvođača radova. 

Kako je odobrenje Programa kasno dobiveno, tako se kasno krenulo u pronalaženje izvođača radova pa postoji mogućnost da ova godina prođe bez da su šumarski radovi izvršeni, a da je Program na snazi, što bi značilo da Grad kao šumoposjednik nije obrađivao šumu godinu dana. Ako dođe inspekcija pitanje je bi li uzeli kao olakšavajuću okolnost što je Grad kasno dobio Program gospodarenja.

Kako bilo, Grad ima popravni rok da nađe izvođača i krene u šumarske radove na 160 hektara Marjana za koje je nadležan da ih uređuje.

Split ima popravni rok da nađe izvođača i započne šumarske radove na 160 hektara Marjana za koje je nadležan

Šumarski radovi na Marjanu još ne mogu započeti. Povjerenstvo koje je osnovao Grad poništilo je postupak jednostavne nabave radova za provođenje Programa gospodarenja Park– šumom Marjan, objavljeno je u „Službenom glasniku”. Kako smo doznali razlog je da se nitko se nije javio na natječaj, a mora se mijenjati i troškovnik. U međuvremenu je već raspisan novi natječaj.

Natječajem koji je poništen Grad je tražio izvođača za ovu godinu za 300 tisuća kuna s PDV-om. Prema troškovniku trebalo je izvesti "sječu i izradu suhih, zaraženih i opasnih stabala” komada 142, te doznačiti 5 opasnih i zaraženih stabala. Trebalo je iznijeti 100 kubika drvne mase iz šume, po mogućnosti sa šumskom žičarom, uz najmanju moguću štetu na tlu i sastojini. Isto toliko kubika...
