Redakciji obratila se čitateljica koja se požalila da joj je njezin izabrani ginekolog koji ima ugovor s HZZO-om naplatio pregled ultrazvukom i Papa test, iako ima dopunsko osiguranje. Za usluge nije dobila nikakav račun. Neke se pacijentice se žale i kako im pojedini ugovorni ginekolozi naplaćuju ugradnju spirale, dok drugi pak tvrde da su im te usluge besplatne. 

Obratili smo se Hrvatskom zavodu za zdravstveno osiguranje da nam objasne što se zbiva. 

Objasnili su kako je u svim ugovornim ordinacijama Hrvatskog zavoda za zdravstveno osiguranje (HZZO) u djelatnosti zdravstvene zaštite žena (na razini primarne zdravstvene zaštite), bez obzira radi li se o ginekološkim ordinacijama u domovima zdravlja ili koncesionarima (privatnicima) koji imaju ugovor s HZZO-om, sve usluge u okviru obveznog zdravstvenog osiguranja su besplatne za osigurane osobe, pa tako i UZV pregled i PAPA test, osim 1,32 eura (nekad 10 kuna) participacije ako nemaju dopunsko zdravstveno osiguranje.

Napominju kako HZZO osigurava plaćanje troškova u cijelosti iz obveznog zdravstvenog osiguranja za zdravstvenu zaštitu žena u vezi s praćenjem trudnoće i porođaja, te preventivne programe.

Osvrnuli su se na ginekologe koji pacijenticama naplaćuju ove usluge.

"Ginekolozi koji pacijenticama naplaćuju uslugu na koju imaju pravo na teret obveznog zdravstvenog osiguranja, krše odredbe Zakona o obveznom zdravstvenom osiguranju kao i odredbe ugovora koji su potpisali sa HZZO-om, za što im može biti izrečena odgovarajuća  ugovorna mjera", poručuju iz Zavoda.

U Planu i programu mjera zdravstvene zaštite iz obveznog zdravstvenog osiguranja propisane su se sve usluge u okviru obveznog zdravstveno osiguranja na koje osigurane osobe imaju pravu u djelatnosti zdravstvene zaštite žena.

"U slučaju da je bilo koja usluga naplaćena, ginekolozi su dužni izdati račun. Osiguranica koja smatra da joj je određena usluga neopravdano naplaćena, može predati zahtjev za povrat naplaćenih troškova u nadležnom regionalnom uredu ili područnoj službi HZZO-a", kažu iz HZZO-a.

"Također, osigurana osoba je dužna zahtijevati izdavanje računa, jer ako plati bez računa to je porezni prekršaj (na izlasku iz ordinacije mora imati račun). Neizdavanje računa od strane doktora može se prijaviti i nadležnoj poreznoj upravi."

Na području Splitsko – dalmatinske županije u djelatnosti zdravstvene zaštite žena su ugovorena ukupno 32 tima (1 u Hvaru, 2 u Imotskom, 2 u Kaštelima, 2 u Makarskoj, 1 u Omišu, 3 u Sinju, 2 u Solinu, 14 u Splitu, 1 u Supetru, 2 u Trogiru, 1 u Visu i 1 u Vrgorcu).

Objasnili su da sredstva koja prihoduju timovi ugovoreni sa HZZO-om ovise o broju opredijeljenih osiguranih osoba, žena starijih od 12 godina. Većina timova prihoduje sredstva utvrđena općim aktom HZZO-a koja za standardni tim iznose cca 6.800 eura mjesečno.

Redakciji obratila se čitateljica koja se požalila da joj je njezin izabrani ginekolog koji ima ugovor s HZZO-om naplatio pregled ultrazvukom i Papa test, iako ima dopunsko osiguranje. Za usluge nije dobila nikakav račun. Neke se pacijentice se žale i kako im pojedini ugovorni ginekolozi naplaćuju ugradnju spirale, dok drugi pak tvrde da su im te usluge besplatne. 

Obratili smo se Hrvatskom zavodu za zdravstveno osiguranje da nam objasne što se zbiva. 

Objasnili su kako je u svim ugovornim ordinacijama Hrvatskog zavoda za zdravstveno osiguranje (HZZO) u djelatnosti zdravstvene zaštite žena (na razini primarne zdravstvene zaštite), bez obzira radi li se o ginekološkim ordinacijama u domovima zdravlja ili koncesionarima (privatnicima) koji imaju ugovor s HZZO-om, sve usluge u okviru obveznog zdravstvenog osiguranja su besplatne za osigurane osobe, pa tako i UZV pregled i PAPA test, osim 1,32 eura (nekad 10 kuna) participacije ako nemaju dopunsko zdravstveno osiguranje.

Napominju kako HZZO osigurava plaćanje troškova u cijelosti iz obveznog zdravstvenog osiguranja za zdravstvenu zaštitu žena u vezi s praćenjem trudnoće i porođaja, te preventivne programe.

Osvrnuli su se na ginekologe koji pacijenticama naplaćuju ove usluge.

"Ginekolozi koji pacijenticama naplaćuju uslugu na koju imaju pravo na teret obveznog zdravstvenog osiguranja, krše odredbe Zakona o obveznom zdravstvenom osiguranju kao i odredbe ugovora koji su potpisali sa HZZO-om, za što im može biti izrečena odgovarajuća  ugovorna mjera", poručuju iz Zavoda.

U Planu i programu mjera zdravstvene zaštite iz obveznog zdravstvenog osiguranja propisane su se sve usluge u okviru obveznog zdravstveno osiguranja na koje osigurane osobe imaju pravu u djelatnosti zdravstvene zaštite žena.

"U slučaju da je bilo koja usluga naplaćena, ginekolozi su dužni izdati račun. Osiguranica koja smatra da joj je određena usluga neopravdano naplaćena, može predati zahtjev za povrat naplaćenih troškova u nadležnom regionalnom uredu ili područnoj službi HZZO-a", kažu iz HZZO-a.

"Također, osigurana osoba je dužna zahtijevati izdavanje računa, jer ako plati bez računa to je porezni prekršaj (na izlasku iz ordinacije mora imati račun). Neizdavanje računa od strane doktora može se prijaviti i nadležnoj poreznoj upravi."

Na području Splitsko – dalmatinske županije u djelatnosti zdravstvene zaštite žena su ugovorena ukupno 32 tima (1 u Hvaru, 2 u Imotskom, 2 u Kaštelima, 2 u Makarskoj, 1 u Omišu, 3 u Sinju, 2 u Solinu, 14 u Splitu, 1 u Supetru, 2 u Trogiru, 1 u Visu i 1 u Vrgorcu).

Objasnili su da sredstva koja prihoduju timovi ugovoreni sa HZZO-om ovise o broju opredijeljenih osiguranih osoba, žena starijih od 12 godina. Većina timova prihoduje sredstva utvrđena općim aktom HZZO-a koja za standardni tim iznose cca 6.800 eura mjesečno.

Redakciji obratila se čitateljica koja se požalila da joj je njezin izabrani ginekolog koji ima ugovor s HZZO-om naplatio pregled ultrazvukom i Papa test, iako ima dopunsko osiguranje. Za usluge nije dobila nikakav račun. Neke se pacijentice se žale i kako im pojedini ugovorni ginekolozi naplaćuju ugradnju spirale, dok drugi pak tvrde da su im te usluge besplatne. 

Obratili smo se Hrvatskom zavodu za zdravstveno osiguranje da nam objasne što se zbiva. 

Objasnili su kako je u svim ugovornim ordinacijama Hrvatskog zavoda za zdravstveno osiguranje (HZZO) u djelatnosti zdravstvene zaštite žena (na razini primarne zdravstvene zaštite), bez obzira radi li se o ginekološkim ordinacijama u domovima zdravlja ili koncesionarima (privatnicima) koji imaju ugovor s HZZO-om, sve usluge u okviru obveznog zdravstvenog osiguranja su besplatne za osigurane osobe, pa tako i UZV pregled i PAPA test, osim 1,32 eura (nekad 10 kuna) participacije ako nemaju dopunsko zdravstveno osiguranje.

Napominju kako HZZO osigurava plaćanje troškova u cijelosti iz obveznog zdravstvenog osiguranja za zdravstvenu zaštitu žena u vezi s praćenjem trudnoće i porođaja, te preventivne programe.

Osvrnuli su se na ginekologe koji pacijenticama naplaćuju ove usluge.

"Ginekolozi koji pacijenticama naplaćuju uslugu na koju imaju pravo na teret obveznog zdravstvenog osiguranja, krše odredbe Zakona o obveznom zdravstvenom osiguranju kao i odredbe ugovora koji su potpisali sa HZZO-om, za što im može biti izrečena odgovarajuća  ugovorna mjera", poručuju iz Zavoda.

U Planu i programu mjera zdravstvene zaštite iz obveznog zdravstvenog osiguranja propisane su se sve usluge u okviru obveznog zdravstveno osiguranja na koje osigurane osobe imaju pravu u djelatnosti zdravstvene zaštite žena.
