Split se ponovno sjetio milijun kvadrata Kopilice, goleme gradske površine koja se proteže od Ulice Domovinskog rata do Sjeverne luke, do mora. Nije ovo prvi put, jer Kopilica je lancem vezana za rješavanje problema svih splitskih problema – Istočnu obalu, odnosno povezivanja neuralgične prometne točke u kojoj se prepliću brodski, željeznički i autobusni "vezovi" te gomile automobila sa slobodnim prostorom nekadašnje industrijske zone koju je vrijeme izjelo.
I takva nagrizena stoji kao golemi neostvareni resurs. Za koji Teo Vojković, šef gradskog urbanizma, najavljuje urbanističko-arhitektonski natječaj koji bi trebao dati odgovore na pitanje što sa stotinu hektara uz sjevernu splitsku obalu. Otkriva Vojković neke perspektive, kaže, živjelo bi tamo 20 tisuća građana, na Stinicama bi bila ekološka zona, poslovni sadržaji te javne, zelene i sportsko-rekreacijske površine. Žele i most ili tunel koji bi zakoračio na Kaštela i podržavaju gradnju novog autobusnog i željezničkog kolodvora, kao i povezivanje Kopilice s aerodromom i Gradskom lukom. Kaže i da će konzultirati Hrvatske ceste, Hrvatske željeznice, lučke uprave Splita i Županije. Diskutirat će sa Sveučilištem, Fakultetom građevinarstva, arhitekture i geodezije, Županijskim zavodom za prostorno uređenje, Zavodom za prostorno uređenje grada Splita, DAS-om, Konzervatorskim odjelom u Splitu, agencijom RaST...
Zla kob Masterplana
Vojkovićeve vizije neodoljivo podsjećaju na jedan drugi integrirani projektni plan, projektnu podlogu koju je 2020. godine izradio ugledni bečki urbanistički ured "iC consulenten", čija je jedna od važnih referencija reorganizacija istočnog kolodvora i industrijske zone u Beču. Plan koji je predstavio tadašnji gradonačelnik Andro Krstulović Opara, a platila Europska banka za obnovu i razvoj, sadržavao je dvjestotinjak stranica teksta koji je malo tko pročitao prije nego što su ugledni bečki projektanti šupirani iz Splita.
Masterplan je na Kopilici predviđao – kakva sličnost s Vojkovićevom inovacijom – 20 tisuća novih stanara, poslovne i sportsko-rekreacijske sadržaje, zelene zone i povezivanje s kolodvorom u Gradskoj luci, gradnju kolodvora u Kopilici, brzu željeznicu od luke do aerodroma...

Prihvatila su ga nadležna ministarstva, Hrvatske ceste, HŽ, vlasnici zemljišta i investitori (pedeset posto zemljišta je privatno), održane su radionice i javna rasprava, imao je šanse ući u proračunsko razdoblje za financiranje sredstvima EU-a do 2027. godine...
Prije nego što je Masterplan odbačen, osudila ga je lokalna struka. Zamjerali su mu što u njemu nije dovoljno sudjelovala domaća stručna javnost, te pretjeranu komercijalizaciju na Istočnoj obali. Na Kopilicu nije bilo previše zamjerki.
Šupirani Bečani
Vodeći se splitskim primjerom koji je završio u škovacama, masterplanove su naručili Šibenik i Pula, s tom razlikom da ih nisu odbacili. Nedavno je na natječaju na Istočnu obalu prvu nagradu odnijela ideja "zelenih površina", projekt koji na današnjim kolodvorima predviđa splitske Elizejske poljane. Samo je pitanje: a tko će to platiti?
I koliko će grad izgubiti? I što će se ponuditi investitorima? Održivost projekta? Zar u tom Masterplanu, koji je svakome dostupan na internetu, nije bilo nečega što bi se moglo iskoristiti, barem u Kopilici? Zar ne bi po planu Austrijanaca projektirali domaći arhitekti, ako je u tome problem?
Što se tiče Kopilice, ono što je predviđao Masterplan predviđa i Vojkovićev tim. S tom razlikom što će to "slično" sada osmisliti domaća momčad. Nakon izgubljene tri godine, dolazimo na isto. S neizvjesnim rezultatima i rokovima. Poput zlatnih ribica vrtimo se po akvariju, da bismo svakih pet godina došli do stakla i vratili se natrag.

Split se ponovno sjetio milijun kvadrata Kopilice, goleme gradske površine koja se proteže od Ulice Domovinskog rata do Sjeverne luke, do mora. Nije ovo prvi put, jer Kopilica je lancem vezana za rješavanje problema svih splitskih problema – Istočnu obalu, odnosno povezivanja neuralgične prometne točke u kojoj se prepliću brodski, željeznički i autobusni "vezovi" te gomile automobila sa slobodnim prostorom nekadašnje industrijske zone koju je vrijeme izjelo.
I takva nagrizena stoji kao golemi neostvareni resurs. Za koji Teo Vojković, šef gradskog urbanizma, najavljuje urbanističko-arhitektonski natječaj koji bi trebao dati odgovore na pitanje što sa stotinu hektara uz sjevernu splitsku obalu. Otkriva Vojković neke perspektive, kaže, živjelo bi tamo 20 tisuća građana, na Stinicama bi bila ekološka zona, poslovni sadržaji te javne, zelene i sportsko-rekreacijske površine. Žele i most ili tunel koji bi zakoračio na Kaštela i podržavaju gradnju novog autobusnog i željezničkog kolodvora, kao i povezivanje Kopilice s aerodromom i Gradskom lukom. Kaže i da će konzultirati Hrvatske ceste, Hrvatske željeznice, lučke uprave Splita i Županije. Diskutirat će sa Sveučilištem, Fakultetom građevinarstva, arhitekture i geodezije, Županijskim zavodom za prostorno uređenje, Zavodom za prostorno uređenje grada Splita, DAS-om, Konzervatorskim odjelom u Splitu, agencijom RaST...
Zla kob Masterplana
Vojkovićeve vizije neodoljivo podsjećaju na jedan drugi integrirani projektni plan, projektnu podlogu koju je 2020. godine izradio ugledni bečki urbanistički ured "iC consulenten", čija je jedna od važnih referencija reorganizacija istočnog kolodvora i industrijske zone u Beču. Plan koji je predstavio tadašnji gradonačelnik Andro Krstulović Opara, a platila Europska banka za obnovu i razvoj, sadržavao je dvjestotinjak stranica teksta koji je malo tko pročitao prije nego što su ugledni bečki projektanti šupirani iz Splita.
Masterplan je na Kopilici predviđao – kakva sličnost s Vojkovićevom inovacijom – 20 tisuća novih stanara, poslovne i sportsko-rekreacijske sadržaje, zelene zone i povezivanje s kolodvorom u Gradskoj luci, gradnju kolodvora u Kopilici, brzu željeznicu od luke do aerodroma...

Prihvatila su ga nadležna ministarstva, Hrvatske ceste, HŽ, vlasnici zemljišta i investitori (pedeset posto zemljišta je privatno), održane su radionice i javna rasprava, imao je šanse ući u proračunsko razdoblje za financiranje sredstvima EU-a do 2027. godine...
Prije nego što je Masterplan odbačen, osudila ga je lokalna struka. Zamjerali su mu što u njemu nije dovoljno sudjelovala domaća stručna javnost, te pretjeranu komercijalizaciju na Istočnoj obali. Na Kopilicu nije bilo previše zamjerki.
Šupirani Bečani
Vodeći se splitskim primjerom koji je završio u škovacama, masterplanove su naručili Šibenik i Pula, s tom razlikom da ih nisu odbacili. Nedavno je na natječaju na Istočnu obalu prvu nagradu odnijela ideja "zelenih površina", projekt koji na današnjim kolodvorima predviđa splitske Elizejske poljane. Samo je pitanje: a tko će to platiti?
I koliko će grad izgubiti? I što će se ponuditi investitorima? Održivost projekta? Zar u tom Masterplanu, koji je svakome dostupan na internetu, nije bilo nečega što bi se moglo iskoristiti, barem u Kopilici? Zar ne bi po planu Austrijanaca projektirali domaći arhitekti, ako je u tome problem?
Što se tiče Kopilice, ono što je predviđao Masterplan predviđa i Vojkovićev tim. S tom razlikom što će to "slično" sada osmisliti domaća momčad. Nakon izgubljene tri godine, dolazimo na isto. S neizvjesnim rezultatima i rokovima. Poput zlatnih ribica vrtimo se po akvariju, da bismo svakih pet godina došli do stakla i vratili se natrag.
