Brdo zemlje i kamenja nasulo se na predjelu Stinica. Ovo je još jedan ekološki udarac za sjeverni dio grada na kojem su smješteni, već ionako po okoliš nepovoljni, industrijski pogoni.
Kako su izvijestili iz udruge za prirodu, okoliš i održivi razvoj "Sunce" netko je ovo područje dobro iskoristio za "istresanje" građevinskog otpada. Tko? Ne zna ni Grad Split, a ni Državni inspektorat.
Prijavu o navedenom odlagalištu otpada udruga "Sunce" zaprimila je još u svibnju 2021. godine, koju su potom proslijedili nadležnim tijelima. Onda je, kako oni tvrde, "šest mjeseci trajalo prebacivanje loptice između Odsjeka za komunalno redarstvo grada Splita i Državnog inspektorata" o tome čija je to nadležnost.

Na kraju je, ipak, nadležan Odsjek za komunalno redarstvo grada Splita kojem smo poslali upit o novonastalom brdu. No iz gradskog Odjela komunale, pak, tvrde da se ne radi o građevinskom otpadu.
– Nakon primitka prijave o "divljem odlagalištu otpada na području Stinice/ Kopilica" od Državnog inspektorata, u listopadu 2021. godine, komunalno redarstvo je kontinuirano dnevno (također i u večernjim satima nakon radnog vremena) obavljalo nadzor na navedenoj lokaciji, te nije utvrdilo odbacivanje građevinskog otpada od strane bilo koga. Prijava je proslijeđena Državnom inspektoratu – Službi za nadzor zaštite okoliša i vodopravne inspekcije – odgovorili su nam iz Banovine.
Dalje navode, da je inspekcijski nadzor obavio viši inspektor zaštite okoliša, što je vidljivo iz zapisnika, te da se na navedenom području radi o "nasipanju zemlje iz iskopa pretežno neplodne zemlje (tupine)". Isti su odgovor dostavili i udruzi "Sunce", koja je zbog toga reagirala, jer im Grad nije dostavio dozvolu o ukidanju statusa otpada na navedenom području.

Naime, prema Zakonu o gospodarenju otpadom određenom se otpadu može ukinuti status otpada ako je upisan u Očevidnik ukidanja statusa otpada, a zahtjev za upis u Očevidnik dostavlja se Ministarstvu. Za ulazak u Očevidnik, postoje određeni kriteriji.
Dakle, dozvolu za ukidanje statusa otpada može dobiti onaj otpad koji se koristi za oporabu, odnosno korisne svrhe, reciklažu, ako se upotrebljava za određenu namjenu, ako za takvom vrstom otpada postoji potražnja na tržištu, ako se koristi za neku posebnu namjenu te ako neće dovesti do štetnih učinaka za okoliš i zdravlje ljudi.
– Što se tiče obveza od strane komunalnog redarstva, na temelju Zakona o gospodarenju otpadom svakodnevno se obilazi navedena lokacija. Ako i kada se utvrdi odbacivanje građevinskog otpada, komunalno redarstvo grada Splita će postupiti sukladno zakonu – navode nam iz lokalne vlasti daljnji plan postupanja o ovom pitanju.

Kako smo već utvrdili, navedeni otpad na Stinicama nije građevinski. No, ostaje visiti u zraku pitanje, tko će sada ovu nakupinu zemlje ukloniti? Čija je to odgovornost?
Očigledno nas očekuje još jedna runda dopisivanja s nadležnim tijelima oko nadležnosti uklanjanja odložene zemlje. A čini se kako su Stinice postale mjesto gdje bilo tko, lako i skrivećki može, "istovarit" cijelo brdo zemlje, a da to nitko ne primijeti, a kamoli ukloni.

Brdo zemlje i kamenja nasulo se na predjelu Stinica. Ovo je još jedan ekološki udarac za sjeverni dio grada na kojem su smješteni, već ionako po okoliš nepovoljni, industrijski pogoni.
Kako su izvijestili iz udruge za prirodu, okoliš i održivi razvoj "Sunce" netko je ovo područje dobro iskoristio za "istresanje" građevinskog otpada. Tko? Ne zna ni Grad Split, a ni Državni inspektorat.
Prijavu o navedenom odlagalištu otpada udruga "Sunce" zaprimila je još u svibnju 2021. godine, koju su potom proslijedili nadležnim tijelima. Onda je, kako oni tvrde, "šest mjeseci trajalo prebacivanje loptice između Odsjeka za komunalno redarstvo grada Splita i Državnog inspektorata" o tome čija je to nadležnost.

Na kraju je, ipak, nadležan Odsjek za komunalno redarstvo grada Splita kojem smo poslali upit o novonastalom brdu. No iz gradskog Odjela komunale, pak, tvrde da se ne radi o građevinskom otpadu.
– Nakon primitka prijave o "divljem odlagalištu otpada na području Stinice/ Kopilica" od Državnog inspektorata, u listopadu 2021. godine, komunalno redarstvo je kontinuirano dnevno (također i u večernjim satima nakon radnog vremena) obavljalo nadzor na navedenoj lokaciji, te nije utvrdilo odbacivanje građevinskog otpada od strane bilo koga. Prijava je proslijeđena Državnom inspektoratu – Službi za nadzor zaštite okoliša i vodopravne inspekcije – odgovorili su nam iz Banovine.
Dalje navode, da je inspekcijski nadzor obavio viši inspektor zaštite okoliša, što je vidljivo iz zapisnika, te da se na navedenom području radi o "nasipanju zemlje iz iskopa pretežno neplodne zemlje (tupine)". Isti su odgovor dostavili i udruzi "Sunce", koja je zbog toga reagirala, jer im Grad nije dostavio dozvolu o ukidanju statusa otpada na navedenom području.

Naime, prema Zakonu o gospodarenju otpadom određenom se otpadu može ukinuti status otpada ako je upisan u Očevidnik ukidanja statusa otpada, a zahtjev za upis u Očevidnik dostavlja se Ministarstvu. Za ulazak u Očevidnik, postoje određeni kriteriji.
Dakle, dozvolu za ukidanje statusa otpada može dobiti onaj otpad koji se koristi za oporabu, odnosno korisne svrhe, reciklažu, ako se upotrebljava za određenu namjenu, ako za takvom vrstom otpada postoji potražnja na tržištu, ako se koristi za neku posebnu namjenu te ako neće dovesti do štetnih učinaka za okoliš i zdravlje ljudi.
– Što se tiče obveza od strane komunalnog redarstva, na temelju Zakona o gospodarenju otpadom svakodnevno se obilazi navedena lokacija. Ako i kada se utvrdi odbacivanje građevinskog otpada, komunalno redarstvo grada Splita će postupiti sukladno zakonu – navode nam iz lokalne vlasti daljnji plan postupanja o ovom pitanju.

Kako smo već utvrdili, navedeni otpad na Stinicama nije građevinski. No, ostaje visiti u zraku pitanje, tko će sada ovu nakupinu zemlje ukloniti? Čija je to odgovornost?
Očigledno nas očekuje još jedna runda dopisivanja s nadležnim tijelima oko nadležnosti uklanjanja odložene zemlje. A čini se kako su Stinice postale mjesto gdje bilo tko, lako i skrivećki može, "istovarit" cijelo brdo zemlje, a da to nitko ne primijeti, a kamoli ukloni.
