Jutros oko 11 sati na parkiranom skuteru ispred kućnog ulaza u Papandopulovoj ulici naš sugrađanin je zatekao kaznu za krivo parkiranje. Malo je reći da ga je to naljutilo.

- Ulica je široka, s velikim pješačkim koridorom karakterističnim za cijeli kvart - Trstenik. Po istom principu projektirane su i ulice na Splitu 3, Sveučilišna i Ružice Markotić. Stanovnik sam od početka izgradnje, 1976. godine i praksa je svih tih godina parkiranje skutera i motocikala ispred ili pored kućnih ulaza. Automobilima je zapriječen ulaz u pješački koridor i to funkcionira na zadovoljstvo svih stanara.

Jasno mi je da je parking skutera u pješačkoj zoni nezakonit isto kao što mi je jasno da nema dovoljno parking mjesta za sve stanovnike kvarta. Bez prethodnog upozorenja bilo koje vrste ili najave, dvoje komunalnih redara su jutros obišli čitavu ulicu i ispisali seriju kazni te ih ostavili na skuterima, mislim barem 50 u našoj ulici, a ako su obišli cijeli kvart onda govorimo o minimalno 200 kazni. E sad, zakon je jasan, ali je i život jasan: gdje parkirati, a da se ne prekrši zakon - pita se naš čitatalj (podaci poznati redakciji), te nastavlja:

- Ili možda treba zaustaviti prodaju skutera i motocikala za naš kvart? Grad nije po tom pitanju napravio ništa zadnjih 30 godina, broj automobila i motocikala se svakodnevno povećava a broj parkirnih mjesta ostaje isti. Tema za razmišljanje, sutra je najavljena nova posjeta komunalnih redara.

Na masovno kažnjavanje motociklista u Papandopulovoj reagirao je i Damir Barbir, predsjednik Gradskog kotara Trstenik, koji ističe kako se prvo trebalo krenuti s opomenom, a ne odmah s kaznom s obzirom da do sada nije postojala praksa kažnjavanja nepropisno parkiranih motocikla u Papandopulovoj ulici.

- Motociklima nije mjesto na pješačkim zonama jer su te zone namijenjene isključivo pješacima i jer je korištenje istih opasno za pješake, a naročito za djecu, stoga je ovaj postupak legitiman i predstavlja određenu kako zaštitu sigurnosti tako i provođenje reda.

Međutim, smatram da je bitno razlikovati uzrok od posljedice kao i da je mnogo efektivnije rješavati uzrok problema kao same biti problema.

Naime, na Trsteniku kronično nedostaje parking mjesta. Prema istraživanju koje je proveo Parking generation, na Trsteniku nedostaje gotovo 1.000 parking mjesta za automobile, a ne postoji predviđeno parking mjesto za motocikle.

Ukoliko bi vlasnici motora, parkirali na parking mjesta koja su predviđena za automobile, a što se nameće kao jedino pravno moguće rješenje, parking kriza na Trsteniku bi se dodatno potencirala, jer bi motori dodatno produbili već izuzetno neodrživ problem parkiranja za građane Trstenika - kazao je predsjednik GK Trstenik.

Ističe kako je prema državnom zavodu za statistiku u Splitsko-dalmatinskoj županiji registrirano je 10.788 mopeda i 17.288 motocikala, a na području Splita je oko 300 parking mjesta predviđenih za tu vrstu vozila tako da navedeni problem nije samo na Trsteniku nego i puno šire.

- S obzirom na to da do sada nije postojala praksa kažnjavanja nepropisno parkiranih motocikla, smatram da bi bilo humanije ljudima iz Papandopulove ulice napisati opomenu prilikom prvog takvog identificiranog prekršaja, što bi definitivno rezultiralo preveniranjem daljnjeg nepropisnog parkiranja ljudi, a da pritom ne bi novčano bili sankcionirani.

I konačno, važno je stvoriti i preduvjete da se ne može jednostavno pristupati pješačkim zonama od strane pojedinaca, kako bi vlastitim inicijativama utjecali na sigurnost kako pješaka, a ponajviše djece.

Kažnjavanje vidim kao krajnju mjeru prema neposlušnim građanima, a ostvarenje planirane garaže na Trsteniku kao startnu mjeru prevencije kojoj gradske vlasti moraju primarno težiti. Ili kako bi se narodski rekli: Bolje spriječiti nego liječiti - poručio je Barbir.

Goran Dlaka, šef prometnih redara nam je kazao kako je izrečeno ukupno 20 kazni za nepropisno parkiranja u pješačkoj zoni.

Jutros oko 11 sati na parkiranom skuteru ispred kućnog ulaza u Papandopulovoj ulici naš sugrađanin je zatekao kaznu za krivo parkiranje. Malo je reći da ga je to naljutilo.

- Ulica je široka, s velikim pješačkim koridorom karakterističnim za cijeli kvart - Trstenik. Po istom principu projektirane su i ulice na Splitu 3, Sveučilišna i Ružice Markotić. Stanovnik sam od početka izgradnje, 1976. godine i praksa je svih tih godina parkiranje skutera i motocikala ispred ili pored kućnih ulaza. Automobilima je zapriječen ulaz u pješački koridor i to funkcionira na zadovoljstvo svih stanara.

Jasno mi je da je parking skutera u pješačkoj zoni nezakonit isto kao što mi je jasno da nema dovoljno parking mjesta za sve stanovnike kvarta. Bez prethodnog upozorenja bilo koje vrste ili najave, dvoje komunalnih redara su jutros obišli čitavu ulicu i ispisali seriju kazni te ih ostavili na skuterima, mislim barem 50 u našoj ulici, a ako su obišli cijeli kvart onda govorimo o minimalno 200 kazni. E sad, zakon je jasan, ali je i život jasan: gdje parkirati, a da se ne prekrši zakon - pita se naš čitatalj (podaci poznati redakciji), te nastavlja:

- Ili možda treba zaustaviti prodaju skutera i motocikala za naš kvart? Grad nije po tom pitanju napravio ništa zadnjih 30 godina, broj automobila i motocikala se svakodnevno povećava a broj parkirnih mjesta ostaje isti. Tema za razmišljanje, sutra je najavljena nova posjeta komunalnih redara.

Na masovno kažnjavanje motociklista u Papandopulovoj reagirao je i Damir Barbir, predsjednik Gradskog kotara Trstenik, koji ističe kako se prvo trebalo krenuti s opomenom, a ne odmah s kaznom s obzirom da do sada nije postojala praksa kažnjavanja nepropisno parkiranih motocikla u Papandopulovoj ulici.

- Motociklima nije mjesto na pješačkim zonama jer su te zone namijenjene isključivo pješacima i jer je korištenje istih opasno za pješake, a naročito za djecu, stoga je ovaj postupak legitiman i predstavlja određenu kako zaštitu sigurnosti tako i provođenje reda.

Međutim, smatram da je bitno razlikovati uzrok od posljedice kao i da je mnogo efektivnije rješavati uzrok problema kao same biti problema.

Naime, na Trsteniku kronično nedostaje parking mjesta. Prema istraživanju koje je proveo Parking generation, na Trsteniku nedostaje gotovo 1.000 parking mjesta za automobile, a ne postoji predviđeno parking mjesto za motocikle.

Ukoliko bi vlasnici motora, parkirali na parking mjesta koja su predviđena za automobile, a što se nameće kao jedino pravno moguće rješenje, parking kriza na Trsteniku bi se dodatno potencirala, jer bi motori dodatno produbili već izuzetno neodrživ problem parkiranja za građane Trstenika - kazao je predsjednik GK Trstenik.

Ističe kako je prema državnom zavodu za statistiku u Splitsko-dalmatinskoj županiji registrirano je 10.788 mopeda i 17.288 motocikala, a na području Splita je oko 300 parking mjesta predviđenih za tu vrstu vozila tako da navedeni problem nije samo na Trsteniku nego i puno šire.

- S obzirom na to da do sada nije postojala praksa kažnjavanja nepropisno parkiranih motocikla, smatram da bi bilo humanije ljudima iz Papandopulove ulice napisati opomenu prilikom prvog takvog identificiranog prekršaja, što bi definitivno rezultiralo preveniranjem daljnjeg nepropisnog parkiranja ljudi, a da pritom ne bi novčano bili sankcionirani.

I konačno, važno je stvoriti i preduvjete da se ne može jednostavno pristupati pješačkim zonama od strane pojedinaca, kako bi vlastitim inicijativama utjecali na sigurnost kako pješaka, a ponajviše djece.

Kažnjavanje vidim kao krajnju mjeru prema neposlušnim građanima, a ostvarenje planirane garaže na Trsteniku kao startnu mjeru prevencije kojoj gradske vlasti moraju primarno težiti. Ili kako bi se narodski rekli: Bolje spriječiti nego liječiti - poručio je Barbir.

Goran Dlaka, šef prometnih redara nam je kazao kako je izrečeno ukupno 20 kazni za nepropisno parkiranja u pješačkoj zoni.
