Mnogi još dobro pamte nemio događaj koji se zbio u Stobreču 13. prosinca, kad je doberman Vigo, ničim izazvan, rastrgnuo i usmrtio kućnog ljubimca Baka (pasmine šnaucer) dok je šetao s vlasnicom Ivonom Lučić Cokarić u samom centru mjesta. Na poprištu zbivanja pojavio se Ante Tonković (poslije je zanijekao da je baš on Vigov vlasnik, iako svi u Stobreču znaju da doberman živi na adresi njegove obiteljske kuće, te su posvjedočili o njegovim prijašnjim napadima na druge pse i ljude), a na licu mjesta policija je evidentirala slučaj. Ante Tonković tada je obećao Ivoni Lučić Cokarić nadoknaditi štetu i usput je rekao kako će "svojega psa uspavati". O incidentu s nama kasnije nije htio razgovarati niti potvrditi tko je vlasnik dobermana.

Prvi smo upit zagrebačkoj press-službi Državnog inspektorata o postupanju Veterinarske inspekcije – područni ured Split poslali 16. prosinca, a nakon četiri dana dobili smo i odgovor kako je "veterinarska inspekcija Državnog inspektorata upoznata s navodima iz upita od strane djelatnika II. PP Split".

Inspekcijski nadzor

"Po zaprimanju službene zabilješke o incidentu s podacima o vlasniku psa veterinarska inspekcija postupa u dijelu svoje nadležnosti. Po okončanju inspekcijskog nadzora izvijestit ćemo vas o utvrđenom", stajalo je u dopisu.

Prošli su Božić i Nova godina, svi mogući praznici, pa smo 10. siječnja ponovno na adresu Državnog inspektorata mailom poslali upit zanimajući se je li obavljen inspekcijski nadzor u povodu slučaja u stobrečkom parku i kakvo je rješenje doneseno.

Nakon dva dana stigao je odgovor sljedećeg sadržaja: "Veterinarska inspekcija Državnog inspektorata provela je inspekcijski nadzor na lokaciji iz vašega upita. Slijedom utvrđenih nepravilnosti vezano za način držanja psa po odredbama Zakonu o veterinarstvu i Zakona o zaštiti životinja, posjedniku psa odmah su izrečene upravne mjere usmenim rješenjem na zapisnik, te je protiv vlasnika podignut prekršajni nalog."

Ponovili smo upit moleći za precizniji odgovor kako bismo informirali javnost o potencijalnim sankcijama u ovakvim i sličnim situacijama. Pomogli smo i nizom pitanja poput ovih: "Koje ste nepravilnosti utvrdili u konkretnom slučaju?"; "Kolika kazna čeka vlasnika psa napadača?"; "Je li spomenuti pas bio na nekakvoj procjeni i kakav je postupak?"; "Je li nakon ovakvih incidenata nužna provedba njegove socijalizacije?"; "Može li vlasnik, ukoliko je dužan provesti je, biti sankcioniran ako to ne učini?"; "Kakva bi bila daljnja postupanja Državnog inspektorata ukoliko bi se slučaj s istim psom ponovio?"...

Nedorečen zakon

Dan poslije stigao je nešto konkretniji odgovor s novim potankostima iz rješenja inspekcije, ali ponovno nedorečen u pogledu mogućih kazni: "Veterinarska inspekcija Državnog inspektorata nadzorom na lokaciji iz vašega upita utvrdila je držanje kućnog ljubimca bez nadzora, što je u suprotnosti s čl. 51. stavak 2. Zakona o zaštiti životinja, te neredovito cijepljenje protiv zarazne bolesti bjesnoće, što je propisano čl. 17., st. 1. Zakona o veterinarstvu. Slijedom navedenoga vlasniku je zabranjeno postupanje protivno odredbama Zakona o zaštiti životinja, te su određene upravne mjere temeljem Zakona o veterinarstvu. Također, izdan je prekršajni nalog. Ukoliko bi se slučaj s istim psom ponovio, fizičkoj osobi uz novčanu kaznu može se izreći i oduzimanje životinje i zaštitna mjera zabrane držanja i nabavljanja druge životinje."

Prema Zakonu o prekršajima protiv javnog reda i mira, "tko bez nadzora i neoprezno drži životinje, koje mogu povrijediti ili ugroziti građane, kaznit će se za prekršaj novčanom kaznom u iznosu od 20 do 100 eura".

Nepoštovanje obveze cijepljenja psa protiv infekcije virusom bjesnoće predstavlja kršenje Zakona o veterinarstvu, za što je propisana novčana kazna u rasponu od 6000 do 10.000 kuna za fizičku osobu.

Vigo je posljednjih dana uočen u dvorištu obiteljske kuće Tonkovića.

Mnogi još dobro pamte nemio događaj koji se zbio u Stobreču 13. prosinca, kad je doberman Vigo, ničim izazvan, rastrgnuo i usmrtio kućnog ljubimca Baka (pasmine šnaucer) dok je šetao s vlasnicom Ivonom Lučić Cokarić u samom centru mjesta. Na poprištu zbivanja pojavio se Ante Tonković (poslije je zanijekao da je baš on Vigov vlasnik, iako svi u Stobreču znaju da doberman živi na adresi njegove obiteljske kuće, te su posvjedočili o njegovim prijašnjim napadima na druge pse i ljude), a na licu mjesta policija je evidentirala slučaj. Ante Tonković tada je obećao Ivoni Lučić Cokarić nadoknaditi štetu i usput je rekao kako će "svojega psa uspavati". O incidentu s nama kasnije nije htio razgovarati niti potvrditi tko je vlasnik dobermana.

Prvi smo upit zagrebačkoj press-službi Državnog inspektorata o postupanju Veterinarske inspekcije – područni ured Split poslali 16. prosinca, a nakon četiri dana dobili smo i odgovor kako je "veterinarska inspekcija Državnog inspektorata upoznata s navodima iz upita od strane djelatnika II. PP Split".

Inspekcijski nadzor

"Po zaprimanju službene zabilješke o incidentu s podacima o vlasniku psa veterinarska inspekcija postupa u dijelu svoje nadležnosti. Po okončanju inspekcijskog nadzora izvijestit ćemo vas o utvrđenom", stajalo je u dopisu.

Prošli su Božić i Nova godina, svi mogući praznici, pa smo 10. siječnja ponovno na adresu Državnog inspektorata mailom poslali upit zanimajući se je li obavljen inspekcijski nadzor u povodu slučaja u stobrečkom parku i kakvo je rješenje doneseno.

Nakon dva dana stigao je odgovor sljedećeg sadržaja: "Veterinarska inspekcija Državnog inspektorata provela je inspekcijski nadzor na lokaciji iz vašega upita. Slijedom utvrđenih nepravilnosti vezano za način držanja psa po odredbama Zakonu o veterinarstvu i Zakona o zaštiti životinja, posjedniku psa odmah su izrečene upravne mjere usmenim rješenjem na zapisnik, te je protiv vlasnika podignut prekršajni nalog."

Ponovili smo upit moleći za precizniji odgovor kako bismo informirali javnost o potencijalnim sankcijama u ovakvim i sličnim situacijama. Pomogli smo i nizom pitanja poput ovih: "Koje ste nepravilnosti utvrdili u konkretnom slučaju?"; "Kolika kazna čeka vlasnika psa napadača?"; "Je li spomenuti pas bio na nekakvoj procjeni i kakav je postupak?"; "Je li nakon ovakvih incidenata nužna provedba njegove socijalizacije?"; "Može li vlasnik, ukoliko je dužan provesti je, biti sankcioniran ako to ne učini?"; "Kakva bi bila daljnja postupanja Državnog inspektorata ukoliko bi se slučaj s istim psom ponovio?"...

Nedorečen zakon

Dan poslije stigao je nešto konkretniji odgovor s novim potankostima iz rješenja inspekcije, ali ponovno nedorečen u pogledu mogućih kazni: "Veterinarska inspekcija Državnog inspektorata nadzorom na lokaciji iz vašega upita utvrdila je držanje kućnog ljubimca bez nadzora, što je u suprotnosti s čl. 51. stavak 2. Zakona o zaštiti životinja, te neredovito cijepljenje protiv zarazne bolesti bjesnoće, što je propisano čl. 17., st. 1. Zakona o veterinarstvu. Slijedom navedenoga vlasniku je zabranjeno postupanje protivno odredbama Zakona o zaštiti životinja, te su određene upravne mjere temeljem Zakona o veterinarstvu. Također, izdan je prekršajni nalog. Ukoliko bi se slučaj s istim psom ponovio, fizičkoj osobi uz novčanu kaznu može se izreći i oduzimanje životinje i zaštitna mjera zabrane držanja i nabavljanja druge životinje."

Prema Zakonu o prekršajima protiv javnog reda i mira, "tko bez nadzora i neoprezno drži životinje, koje mogu povrijediti ili ugroziti građane, kaznit će se za prekršaj novčanom kaznom u iznosu od 20 do 100 eura".

Nepoštovanje obveze cijepljenja psa protiv infekcije virusom bjesnoće predstavlja kršenje Zakona o veterinarstvu, za što je propisana novčana kazna u rasponu od 6000 do 10.000 kuna za fizičku osobu.

Vigo je posljednjih dana uočen u dvorištu obiteljske kuće Tonkovića.
