Ured za financiranje i ugovaranje sredstava EU-a Hrvatskog zavoda za zapošljavanje posljednjeg je dana kolovoza odobrio sinjskom gradskom proračunu nepovratni iznos od 3.845.549 kuna na ime naknade troškova nastalih tijekom realizacije projekta "Susjede brinu o susjedima", u javnosti poznatijeg pod nazivom "Zaželi".

Kada ih dobiju, polovinu tih sredstava Sinjani trebaju uplatiti u proračun Općine Otok, s kojim su u realizaciji projekta ravnopravni partneri. Odobrena sredstva odnose se na troškove za razdoblje od 6. studenog 2018. godine, kada je projekt pokrenut, pa do 5. veljače ove godine.

Radi se, dakle, o razdoblju od 15 mjeseci, odnosno pet kvartala. Hrvatski zavod za zapošljavanje odobrio je Sinjanima navedeni novčani iznos na temelju njihova "Zahtjeva za nadoknadu sredstava 5" upućenog 27. veljače ove godine. To je bio peti zahtjev koji se, prema ugovoru, podnosi za svaki prethodni kvartal.

Sinjani su, dakako, prije petog ranije podnijeli četiri zahtjeva, ali im Ured za financiranje i ugovaranje sredstava EU-a Hrvatskog zavoda za zapošljavanje, kao ovlaštenik kontrole stvaranja i evidentiranja troškova po strogo utvrđenim kriterijima, nije odgovarao odobravanjem, nego je zahtijevao dopunjavanje i argumentiranje zahtjeva.

Sinjska gradska administracija uspjela je, evo, konačno pravilno ispuniti zahtjev za nadoknadu sredstava iz petog pokušaja. Čime se iz administracije nisu hvalili, nego su informacije o tome skrivali kao zmija noge. Da nešto s financiranjem projekta nije u redu, moglo se nazrijeti iz sve učestalijeg iskazivanja nezadovoljstva iz Općine Otok.

"Susjede brinu o susjedima" zajednički je projekt Grada Sinja i Općine Otok. Projekt je obuhvatio 60 žena iz skupine teže zapošljivih koje su primljene u radni odnos na 24 mjeseca sa zadaćom da se skrbe od 240 potrebitih. Polovina zaposlenih žena je iz Otoka, a polovina iz Sinja, a i tako su raspodijeljeni i korisnici njihovih usluga.

Iako Grad Sinj, koji je preuzeo administrativni odnos zahtjeva za nadoknadu sredstava od Hrvatskog zavoda za zapošljavanje, a preko njega i Općina Otok, nije dobivao sredstva kvartalno, kako je to bilo ugovoreno, projekt se ostvarivao zahvaljujući činjenici da su proračuni Grada Sinja i Općine Otok cijelo vrijeme bili likvidni, nabujali od redovitog priljeva novca.

Da nije bilo tako, odnosno da je bilo proračunske besparice, priča bi vjerojatno izbila na vidjelo u obliku skandala ili bi se, pak, poslije nepravilnog i(li) nepotpunog prvog zahtjeva za nadoknadu sredstava u sinjskoj gradskoj administraciji potrudili naučiti kako se to radi.

Ured za financiranje i ugovaranje sredstava EU-a Hrvatskog zavoda za zapošljavanje posljednjeg je dana kolovoza odobrio sinjskom gradskom proračunu nepovratni iznos od 3.845.549 kuna na ime naknade troškova nastalih tijekom realizacije projekta "Susjede brinu o susjedima", u javnosti poznatijeg pod nazivom "Zaželi".

Kada ih dobiju, polovinu tih sredstava Sinjani trebaju uplatiti u proračun Općine Otok, s kojim su u realizaciji projekta ravnopravni partneri. Odobrena sredstva odnose se na troškove za razdoblje od 6. studenog 2018. godine, kada je projekt pokrenut, pa do 5. veljače ove godine.

Radi se, dakle, o razdoblju od 15 mjeseci, odnosno pet kvartala. Hrvatski zavod za zapošljavanje odobrio je Sinjanima navedeni novčani iznos na temelju njihova "Zahtjeva za nadoknadu sredstava 5" upućenog 27. veljače ove godine. To je bio peti zahtjev koji se, prema ugovoru, podnosi za svaki prethodni kvartal.

Sinjani su, dakako, prije petog ranije podnijeli četiri zahtjeva, ali im Ured za financiranje i ugovaranje sredstava EU-a Hrvatskog zavoda za zapošljavanje, kao ovlaštenik kontrole stvaranja i evidentiranja troškova po strogo utvrđenim kriterijima, nije odgovarao odobravanjem, nego je zahtijevao dopunjavanje i argumentiranje zahtjeva.

Sinjska gradska administracija uspjela je, evo, konačno pravilno ispuniti zahtjev za nadoknadu sredstava iz petog pokušaja. Čime se iz administracije nisu hvalili, nego su informacije o tome skrivali kao zmija noge. Da nešto s financiranjem projekta nije u redu, moglo se nazrijeti iz sve učestalijeg iskazivanja nezadovoljstva iz Općine Otok.

"Susjede brinu o susjedima" zajednički je projekt Grada Sinja i Općine Otok. Projekt je obuhvatio 60 žena iz skupine teže zapošljivih koje su primljene u radni odnos na 24 mjeseca sa zadaćom da se skrbe od 240 potrebitih. Polovina zaposlenih žena je iz Otoka, a polovina iz Sinja, a i tako su raspodijeljeni i korisnici njihovih usluga.

Iako Grad Sinj, koji je preuzeo administrativni odnos zahtjeva za nadoknadu sredstava od Hrvatskog zavoda za zapošljavanje, a preko njega i Općina Otok, nije dobivao sredstva kvartalno, kako je to bilo ugovoreno, projekt se ostvarivao zahvaljujući činjenici da su proračuni Grada Sinja i Općine Otok cijelo vrijeme bili likvidni, nabujali od redovitog priljeva novca.

Da nije bilo tako, odnosno da je bilo proračunske besparice, priča bi vjerojatno izbila na vidjelo u obliku skandala ili bi se, pak, poslije nepravilnog i(li) nepotpunog prvog zahtjeva za nadoknadu sredstava u sinjskoj gradskoj administraciji potrudili naučiti kako se to radi.

Umjesto europskog novca trošili svoj proračunski: Sinjani tek iz petog pokušaja pravilno ispunili zahtjev za financiranje projekta!

Ured za financiranje i ugovaranje sredstava EU-a Hrvatskog zavoda za zapošljavanje posljednjeg je dana kolovoza odobrio sinjskom gradskom proračunu nepovratni iznos od 3.845.549 kuna na ime naknade troškova nastalih tijekom realizacije projekta "Susjede brinu o susjedima", u javnosti poznatijeg pod nazivom "Zaželi".

Kada ih dobiju, polovinu tih sredstava Sinjani trebaju uplatiti u proračun Općine Otok, s kojim su u realizaciji projekta ravnopravni partneri. Odobrena sredstva odnose se na troškove za razdoblje od 6. studenog 2018. godine, kada je projekt pokrenut, pa do 5. veljače ove godine.

Radi se, dakle, o razdoblju od 15 mjeseci, odnosno pet kvartala. Hrvatski zavod za zapošljavanje odobrio je Sinjanima navedeni novčani iznos na temelju njihova "Zahtjeva za nadoknadu sredstava...
