Puštanjem u promet autocestovne dionice od Ravče do Vrgorca prije gotovo 11 godina počeli su problemi s bujicama za nekoliko kuća u zaseoku Crip u Kokorićima kod Vrgorca.

Dio mještana strepi od svake veće kiše, a Joško Bulog upozorava da mu je voda doslovno došla do grla.

- Ne mogu se s tim više boriti. Svake godine, barem dvaput, garaža mi popliva, za vrijeme nedavnih kiša su mi vatrogasci dolazili vodu ispumpavati. Sva oborinska voda koja se skupi na autocesti od Ravče do vijadukta "Crip", završi u zaseoku i mojoj garaži.

Zvao sam sve službe, zvao je i susjed, ali ne ide. Jednostavno, prisiljeni smo s tim sad izići u javnost. Problem mi je obećao riješiti Ante Leko, svojedobno glavni inženjer "Hrvatskih autocesta" (HAC) za ovu dionicu.

Međutim, ništa se nije pomaknulo s mrtve točke. Ne znam je li čovjek uopće više radi u HAC-u - kaže prilično ljutit i razočarani Bulog i dodaje:

- Znam samo da mi voda prije 2011. godine nikad nije ulazila u garažu, sve je počelo nakon otvaranja autoceste. Kako su oni okrenuli te slivne vode tijekom izgradnje, to samo oni znaju. No, ne bih ovdje odgovornosti poštedio ni "Hrvatske vode".

Oni ne čiste te kanale nikako, jedne godine posadio sam jagode, a vodena bujica s autoceste mi je odnijela i jagode i foliju kojim su bile zaštićene. Koga to briga?

U "Hrvatskim vodama" tvrde da po zakonu to nije u njihovoj nadležnosti:

- Zakonom o vodama definirano je da oborinsku odvodnju s prometnica održavaju osobe koje su posebnim propisima određene za gospodarenje prometnicom. Sukladno navedenom, predmetni problem s oborinskim vodama nije u nadležnosti naše tvrtke.

U HAC-u potpuno druga priča, u odgovoru na naša pitanja navode da "dosad nisu dobili nikakvu pritužbu mještana na ovaj problem".

- U "Hrvatskim autocestama" nije zaprimljena niti jedna pritužba vezana za plavljenje predmetne lokacije. Nakon vašeg javljanja pregledali smo lokaciju i opisani dio sustava odvodnje u zoni dionice autoceste Ravča-Ploče uz vijadukt "Crip".

Zbog zahtjeva za zaštitom vodnog okoliša za navedenu dionicu izgrađen je zatvoreni sustav odvodnje čiji potezi se kroz uređaje za pročišćavanje kontrolirano ispuštaju u okoliš. Takva cjelina završava kod vijadukta "Crip" gdje su izgrađeni separator, niz kaskadnih okana, infiltracijski jarak dug 110 metara za upoj ispuštene vode s preljevnim oknom koje je oko 400 metara udaljeno od prve kuće u dolini.

Navedena udaljenost odnosi se na okršeni teren prekriven gustim raslinjem - ističu u HAC-u, a pri tome naglašavaju da izgradnja dionice autoceste nije uzrok učestalih plavljenja, već prirodni procesi i da ne mogu nikakvim zahvatima riješiti problem:

- Nakon pregleda ustanovljeno je da na okolnom terenu kao posljedica bujičnih tokova nisu uočeni nikakvi tragovi erozije. Predmetna dionica autoceste u potpunosti je izgrađena sukladno projektnoj dokumentaciji na koju su ishođene sve potrebne suglasnosti, građevinska dozvola, te je nakon izgradnje ishođena i uporabna dozvola kao uvjet za puštanje u promet.

Također, izgrađene su i brojne građevine u sastavu autoceste kako ne bi došlo do poremećaja prirodnih puteva ljudi, životinja te vode. Unatoč tome, mikrolokacija naselja, smještenog u dolini ispod autoceste, ugrožena je učestalim plavljenjima pri intenzivnim oborinama, te polaganim otjecanjem vode iz doline prirodnim putem.

Prema navodima iz državne tvrtke koja je bila investitor Dalmatine, a sada je njezin koncesionar, uzrok plavljenja dijela Kokorića nije izgradnja i korištenje autoceste, već prirodni ciklusi, odnosno intenzivne oborine i uz njih vezane promjene razine podzemnih voda koje uzrokuju plavljenje cijelog područja.

- Ovakve poplave krških polja nastaju kao prirodni odgovor sustava na nagli porast količine vode, jer podzemni prostor ne može pohraniti takvu količinu. Voda se nakon određenog vremena povlači s površine na način da polako iscuri kroz krški podzemni sustav. Stoga "Hrvatske autoceste" u ovome slučaju nisu u mogućnosti nikakvim inženjerskim radovima riješiti problem poplavljivanja ovoga područja.

Puštanjem u promet autocestovne dionice od Ravče do Vrgorca prije gotovo 11 godina počeli su problemi s bujicama za nekoliko kuća u zaseoku Crip u Kokorićima kod Vrgorca.

Dio mještana strepi od svake veće kiše, a Joško Bulog upozorava da mu je voda doslovno došla do grla.

- Ne mogu se s tim više boriti. Svake godine, barem dvaput, garaža mi popliva, za vrijeme nedavnih kiša su mi vatrogasci dolazili vodu ispumpavati. Sva oborinska voda koja se skupi na autocesti od Ravče do vijadukta "Crip", završi u zaseoku i mojoj garaži.

Zvao sam sve službe, zvao je i susjed, ali ne ide. Jednostavno, prisiljeni smo s tim sad izići u javnost. Problem mi je obećao riješiti Ante Leko, svojedobno glavni inženjer "Hrvatskih autocesta" (HAC) za ovu dionicu.

Međutim, ništa se nije pomaknulo s mrtve točke. Ne znam je li čovjek uopće više radi u HAC-u - kaže prilično ljutit i razočarani Bulog i dodaje:

- Znam samo da mi voda prije 2011. godine nikad nije ulazila u garažu, sve je počelo nakon otvaranja autoceste. Kako su oni okrenuli te slivne vode tijekom izgradnje, to samo oni znaju. No, ne bih ovdje odgovornosti poštedio ni "Hrvatske vode".

Oni ne čiste te kanale nikako, jedne godine posadio sam jagode, a vodena bujica s autoceste mi je odnijela i jagode i foliju kojim su bile zaštićene. Koga to briga?

U "Hrvatskim vodama" tvrde da po zakonu to nije u njihovoj nadležnosti:

- Zakonom o vodama definirano je da oborinsku odvodnju s prometnica održavaju osobe koje su posebnim propisima određene za gospodarenje prometnicom. Sukladno navedenom, predmetni problem s oborinskim vodama nije u nadležnosti naše tvrtke.

U HAC-u potpuno druga priča, u odgovoru na naša pitanja navode da "dosad nisu dobili nikakvu pritužbu mještana na ovaj problem".

- U "Hrvatskim autocestama" nije zaprimljena niti jedna pritužba vezana za plavljenje predmetne lokacije. Nakon vašeg javljanja pregledali smo lokaciju i opisani dio sustava odvodnje u zoni dionice autoceste Ravča-Ploče uz vijadukt "Crip".

Zbog zahtjeva za zaštitom vodnog okoliša za navedenu dionicu izgrađen je zatvoreni sustav odvodnje čiji potezi se kroz uređaje za pročišćavanje kontrolirano ispuštaju u okoliš. Takva cjelina završava kod vijadukta "Crip" gdje su izgrađeni separator, niz kaskadnih okana, infiltracijski jarak dug 110 metara za upoj ispuštene vode s preljevnim oknom koje je oko 400 metara udaljeno od prve kuće u dolini.

Navedena udaljenost odnosi se na okršeni teren prekriven gustim raslinjem - ističu u HAC-u, a pri tome naglašavaju da izgradnja dionice autoceste nije uzrok učestalih plavljenja, već prirodni procesi i da ne mogu nikakvim zahvatima riješiti problem:

- Nakon pregleda ustanovljeno je da na okolnom terenu kao posljedica bujičnih tokova nisu uočeni nikakvi tragovi erozije. Predmetna dionica autoceste u potpunosti je izgrađena sukladno projektnoj dokumentaciji na koju su ishođene sve potrebne suglasnosti, građevinska dozvola, te je nakon izgradnje ishođena i uporabna dozvola kao uvjet za puštanje u promet.

Također, izgrađene su i brojne građevine u sastavu autoceste kako ne bi došlo do poremećaja prirodnih puteva ljudi, životinja te vode. Unatoč tome, mikrolokacija naselja, smještenog u dolini ispod autoceste, ugrožena je učestalim plavljenjima pri intenzivnim oborinama, te polaganim otjecanjem vode iz doline prirodnim putem.

Prema navodima iz državne tvrtke koja je bila investitor Dalmatine, a sada je njezin koncesionar, uzrok plavljenja dijela Kokorića nije izgradnja i korištenje autoceste, već prirodni ciklusi, odnosno intenzivne oborine i uz njih vezane promjene razine podzemnih voda koje uzrokuju plavljenje cijelog područja.

- Ovakve poplave krških polja nastaju kao prirodni odgovor sustava na nagli porast količine vode, jer podzemni prostor ne može pohraniti takvu količinu. Voda se nakon određenog vremena povlači s površine na način da polako iscuri kroz krški podzemni sustav. Stoga "Hrvatske autoceste" u ovome slučaju nisu u mogućnosti nikakvim inženjerskim radovima riješiti problem poplavljivanja ovoga područja.
