Nezavisna lista Osejava koja u Gradskom vijeću Makarske ima dvoje vijećnika – Ivanu Miočević Franić i Petra Kelvišera, obratila se nakon održane javne rasprave i izlaganja o izmjenama i dopunama Prostornog plana uređenja Makarske. Kako kazuju, gradonačelnik Zoran Paunović drugu je godinu mandata započeo s novim valom betonizacije i apartmanizacije.

– Javno izlaganje o izmjenama i dopunama Prostornog plana pokazalo je nedostatak hrabrosti aktualne vlasti za ozbiljnije rješavanje katastrofalnog stanja u prostoru, suprotno od onog što je SDP naglašavao u predizbornoj kampanji. S obzirom na to da su ovo tek prve izmjene i dopune Prostornog plana te nas uskoro očekuju i druge, smatramo da im se pristupilo na brzinu, bez dubinske analize stanja u prostoru.

Prioritet mora biti zaštita preostalog prostora, a ne stimuliranje daljnje izgradnje. U situaciji kada je gradski proračun navučen na prihod od komunalnog doprinosa, ove brzinske i kozmetičke izmjene ne mogu dugoročno riješiti gorući problem – kazuju iz NLO-a, uz napomenu da nove izmjene i dopune donose i neke pozitivne promjene, poput ukidanja aparthotela, strožeg definiranja zelenih površina na parcelama, povećanja udaljenosti građevine od susjedne parcele te smanjenje površine građevinske čestice za višestambene zgrade, no neke druge odredbe istovremeno otvaraju ''Pandorinu kutiju'' za daljnje sustavno uništavanje prostora pod Biokovom.

Dvije kategorije

Kako pojašnjavaju, novost je razdjeljivanje višestambenih građevina u dvije kategorije (manje i veće višestambene zgrade), što omogućuje izgradnju manjih višestambenih zgrada na parcelama od 600 do 1000 kvadrata s maksimalno 16 stambenih jedinica i 4 nadzemne etaže.

Veće višestambene zgrade gradit će se na parcelama od 1000 do 1600 kvadrata s maksimalno 25 stanova na 5 nadzemnih etaža. Iako je koeficijent izgrađenosti nadzemne etaže kod većih višestambenih zgrada smanjen za 5 posto, visina objekta je povećana za metar pa će umjesto dosadašnjih dopuštenih 15 metara, nove zgrade moći biti visoke 16 metara. Prema toj računici svaki će pedalj Makarske konzumacijom ovih izmjena i dopuna biti prepleten novim stanovima i apartmanima.

– Prema Zakonu o prostornom uređenju, svi važeći urbanistički planovi uređenja (UPU), morat će se prilagoditi planu višeg reda, ukoliko imaju ''jače" parametre gradnje od onih u Prostornom planu. Svi, osim UPU-a Glavica koji ostaje na snazi takav kakav jest. Zaštita UPU-a Glavica poput svete krave u Brkanovu, ali i u budućem Paunovićevu prostornom planu, dovoljno govori o duopolu HDZ-a i SDP-a u službi građevinskog lobija – ističu iz NLO-a.

Spašavanje Platna

UPU Platno i dalje je na snazi, iako su novim prijedlogom smanjeni i korigirani parametri iz važećeg Prostornog plana koji Platno tretira kao površinu za izgradnju otvorenih igrališta za nogomet, rukomet, odbojku, tenis, biciklističke i trim-staze.

Nove izmjene i dopune predlažu izgradnju trim-staza, biciklističkih staza te otvorenih i/ili natkrivenih sportskih igrališta za različite sportove, ponovno s mogućnošću izgradnje pomoćnih i pratećih objekata. 80 posto površine ovog područja mora biti uređeno kao parkovni nasad i prirodno zelenilo, za razliku od dosadašnjih 60 posto, a 20 posto površine se može planirati za izgradnju otvorenih sportskih terena i pratećih sadržaja (spremišta, svlačionice, sanitarni čvorovi) za razliku od važećih 40 posto.

– S obzirom na to da je postupak stavljanja UPU-a Platno u tijeku, od gradonačelnika tražimo objašnjenje statusa tog izdvojenog postupka i način na koji Grad Makarska može utjecati da se i kroz Županijski prostorni plan sportsko-rekreacijska zona prenamjeni u šumsku.

U krajnjem slučaju, to je još prije četiri godine zahtijevao veliki broj građana kroz peticiju o stavljanju UPU-a Platno izvan snage. Iako tvrtka Urby & Archi, u suradnji s Društvom arhitekata Split, kao izrađivač izmjena i dopuna PP-a, smatra da Županija neće dopustiti prenamjenu i smanjenje obuhvata Platna, smatramo da je dužnost gradonačelnika u vezi s tim pokrenuti inicijativu. U međuvremenu, i dalje ćemo se aktivno zalagati za zaštitu makarskih poluotoka kao i ostalog gradskog prostora – poručuju iz NLO-a.

Nezavisna lista Osejava koja u Gradskom vijeću Makarske ima dvoje vijećnika – Ivanu Miočević Franić i Petra Kelvišera, obratila se nakon održane javne rasprave i izlaganja o izmjenama i dopunama Prostornog plana uređenja Makarske. Kako kazuju, gradonačelnik Zoran Paunović drugu je godinu mandata započeo s novim valom betonizacije i apartmanizacije.

– Javno izlaganje o izmjenama i dopunama Prostornog plana pokazalo je nedostatak hrabrosti aktualne vlasti za ozbiljnije rješavanje katastrofalnog stanja u prostoru, suprotno od onog što je SDP naglašavao u predizbornoj kampanji. S obzirom na to da su ovo tek prve izmjene i dopune Prostornog plana te nas uskoro očekuju i druge, smatramo da im se pristupilo na brzinu, bez dubinske analize stanja u prostoru.

Prioritet mora biti zaštita preostalog prostora, a ne stimuliranje daljnje izgradnje. U situaciji kada je gradski proračun navučen na prihod od komunalnog doprinosa, ove brzinske i kozmetičke izmjene ne mogu dugoročno riješiti gorući problem – kazuju iz NLO-a, uz napomenu da nove izmjene i dopune donose i neke pozitivne promjene, poput ukidanja aparthotela, strožeg definiranja zelenih površina na parcelama, povećanja udaljenosti građevine od susjedne parcele te smanjenje površine građevinske čestice za višestambene zgrade, no neke druge odredbe istovremeno otvaraju ''Pandorinu kutiju'' za daljnje sustavno uništavanje prostora pod Biokovom.

Dvije kategorije

Kako pojašnjavaju, novost je razdjeljivanje višestambenih građevina u dvije kategorije (manje i veće višestambene zgrade), što omogućuje izgradnju manjih višestambenih zgrada na parcelama od 600 do 1000 kvadrata s maksimalno 16 stambenih jedinica i 4 nadzemne etaže.

Veće višestambene zgrade gradit će se na parcelama od 1000 do 1600 kvadrata s maksimalno 25 stanova na 5 nadzemnih etaža. Iako je koeficijent izgrađenosti nadzemne etaže kod većih višestambenih zgrada smanjen za 5 posto, visina objekta je povećana za metar pa će umjesto dosadašnjih dopuštenih 15 metara, nove zgrade moći biti visoke 16 metara. Prema toj računici svaki će pedalj Makarske konzumacijom ovih izmjena i dopuna biti prepleten novim stanovima i apartmanima.

– Prema Zakonu o prostornom uređenju, svi važeći urbanistički planovi uređenja (UPU), morat će se prilagoditi planu višeg reda, ukoliko imaju ''jače" parametre gradnje od onih u Prostornom planu. Svi, osim UPU-a Glavica koji ostaje na snazi takav kakav jest. Zaštita UPU-a Glavica poput svete krave u Brkanovu, ali i u budućem Paunovićevu prostornom planu, dovoljno govori o duopolu HDZ-a i SDP-a u službi građevinskog lobija – ističu iz NLO-a.

Spašavanje Platna

UPU Platno i dalje je na snazi, iako su novim prijedlogom smanjeni i korigirani parametri iz važećeg Prostornog plana koji Platno tretira kao površinu za izgradnju otvorenih igrališta za nogomet, rukomet, odbojku, tenis, biciklističke i trim-staze.

Nove izmjene i dopune predlažu izgradnju trim-staza, biciklističkih staza te otvorenih i/ili natkrivenih sportskih igrališta za različite sportove, ponovno s mogućnošću izgradnje pomoćnih i pratećih objekata. 80 posto površine ovog područja mora biti uređeno kao parkovni nasad i prirodno zelenilo, za razliku od dosadašnjih 60 posto, a 20 posto površine se može planirati za izgradnju otvorenih sportskih terena i pratećih sadržaja (spremišta, svlačionice, sanitarni čvorovi) za razliku od važećih 40 posto.

– S obzirom na to da je postupak stavljanja UPU-a Platno u tijeku, od gradonačelnika tražimo objašnjenje statusa tog izdvojenog postupka i način na koji Grad Makarska može utjecati da se i kroz Županijski prostorni plan sportsko-rekreacijska zona prenamjeni u šumsku.

U krajnjem slučaju, to je još prije četiri godine zahtijevao veliki broj građana kroz peticiju o stavljanju UPU-a Platno izvan snage. Iako tvrtka Urby & Archi, u suradnji s Društvom arhitekata Split, kao izrađivač izmjena i dopuna PP-a, smatra da Županija neće dopustiti prenamjenu i smanjenje obuhvata Platna, smatramo da je dužnost gradonačelnika u vezi s tim pokrenuti inicijativu. U međuvremenu, i dalje ćemo se aktivno zalagati za zaštitu makarskih poluotoka kao i ostalog gradskog prostora – poručuju iz NLO-a.
