Christian Schmidt, visoki predstavnik međunarodne zajednice u BiH, donio je promjene Ustava u nedjelju navečer. Među promjenama se ističe sljedeće:
"Postoji potreba da konstitutivni narodi zadrže svoje zaštitne mehanizme, a da istodobno ti zaštitni mehanizmi ne mogu biti upotrijebljeni za paralizu sustava. Ovom odlukom sam povećao broj izaslanika u Domu naroda. Time se omogućava raspodjela mandata tako da se ispravlja prezastupljenost svakog od tri konstitutivna naroda u nekim kantonima o čemu je bilo riječi u slučaju Ljubić te u nekim drugim presudama. Također, sada prvi put Ostali iz svih kantona mogu biti zastupljeni u Domu naroda Federacije BiH", objavio je Ured visokog predstavnika.
Time je zaštitio Hrvate u Domu naroda Parlamenta Federacije BiH da ih preglasaju Bošnjaci što je bio ključni zahtjev hrvatskog korpusa tijekom pregovora o promjeni izbornog zakona koje su Bošnjaci, prije svega SDA i njegov predsjednik Bakir Izetbegović blokirali.
Iznenađujući, ali očekivan korak
Ako se to ostvari, bio bi to iznenađujući, ali očekivan korak. U razgovoru za njemački dnevni list Frankfurter Allgemeine ovog tjedna izjavio je kako "usprkos otporima" želi nastaviti s reformama izbornog zakona i nakon općih izbora ove nedjelje. "Za veće zahvate smo vremenski bili preblizu izborima i trebamo uzeti u obzir da određena pitanja vrlo lako mogu zavladati predizbornom kampanjom i potisnuti ostale, važnije teme", rekao je Schmidt objašnjavajući zašto reforme nisu bile donesene prije ovogodišnjih izbora. Rekao je kako nadalje računa sa žestokim otporom, ali je dodao kako će sve promjene biti sukladne Ustavu.
Izmjene se odnose na izbor delegata u Domu naroda Parlamenta Federacije Bosne i Hercegovine. Izgledno je da će nakon izmjena broj delegata iznositi 23, dok će za donošenje odluka biti dovoljno 11 glasova, umjesto dosadašnjih šest.
Dom naroda federalnog parlamenta čini po 17 zastupnika iz reda svakog konstitutivnog naroda i sedam iz reda nacionalnih manjina. Najmanje trećina zastupnika iz svakog nacionalnog kluba potrebna je za predlaganje kandidata za predsjednika odnosno potpredsjednike Federacije koji opet, ako ih potvrde oba parlamentarna doma, imenuju entitetskog premijera odnosno vladu. To konkretno znači kako je šest zastupnika u svakom nacionalnom klubu ključno za uspostavu izvršne vlasti, odnosno funkcioniranje entiteta, i upravo oko te brojke lome se koplja s obzirom na to da toliko zastupnika uvijek mogu okupiti stranke s hrvatskim predznakom, no teorijski i udružene bošnjačke i građanske stranke, tumači Hina.
UNA TV je objavila da postoji mogućnost da se ove izmjene retroaktivno primjenjuju.

Christian Schmidt, visoki predstavnik međunarodne zajednice u BiH, donio je promjene Ustava u nedjelju navečer. Među promjenama se ističe sljedeće:
"Postoji potreba da konstitutivni narodi zadrže svoje zaštitne mehanizme, a da istodobno ti zaštitni mehanizmi ne mogu biti upotrijebljeni za paralizu sustava. Ovom odlukom sam povećao broj izaslanika u Domu naroda. Time se omogućava raspodjela mandata tako da se ispravlja prezastupljenost svakog od tri konstitutivna naroda u nekim kantonima o čemu je bilo riječi u slučaju Ljubić te u nekim drugim presudama. Također, sada prvi put Ostali iz svih kantona mogu biti zastupljeni u Domu naroda Federacije BiH", objavio je Ured visokog predstavnika.
Time je zaštitio Hrvate u Domu naroda Parlamenta Federacije BiH da ih preglasaju Bošnjaci što je bio ključni zahtjev hrvatskog korpusa tijekom pregovora o promjeni izbornog zakona koje su Bošnjaci, prije svega SDA i njegov predsjednik Bakir Izetbegović blokirali.
Iznenađujući, ali očekivan korak
Ako se to ostvari, bio bi to iznenađujući, ali očekivan korak. U razgovoru za njemački dnevni list Frankfurter Allgemeine ovog tjedna izjavio je kako "usprkos otporima" želi nastaviti s reformama izbornog zakona i nakon općih izbora ove nedjelje. "Za veće zahvate smo vremenski bili preblizu izborima i trebamo uzeti u obzir da određena pitanja vrlo lako mogu zavladati predizbornom kampanjom i potisnuti ostale, važnije teme", rekao je Schmidt objašnjavajući zašto reforme nisu bile donesene prije ovogodišnjih izbora. Rekao je kako nadalje računa sa žestokim otporom, ali je dodao kako će sve promjene biti sukladne Ustavu.
Izmjene se odnose na izbor delegata u Domu naroda Parlamenta Federacije Bosne i Hercegovine. Izgledno je da će nakon izmjena broj delegata iznositi 23, dok će za donošenje odluka biti dovoljno 11 glasova, umjesto dosadašnjih šest.
Dom naroda federalnog parlamenta čini po 17 zastupnika iz reda svakog konstitutivnog naroda i sedam iz reda nacionalnih manjina. Najmanje trećina zastupnika iz svakog nacionalnog kluba potrebna je za predlaganje kandidata za predsjednika odnosno potpredsjednike Federacije koji opet, ako ih potvrde oba parlamentarna doma, imenuju entitetskog premijera odnosno vladu. To konkretno znači kako je šest zastupnika u svakom nacionalnom klubu ključno za uspostavu izvršne vlasti, odnosno funkcioniranje entiteta, i upravo oko te brojke lome se koplja s obzirom na to da toliko zastupnika uvijek mogu okupiti stranke s hrvatskim predznakom, no teorijski i udružene bošnjačke i građanske stranke, tumači Hina.
UNA TV je objavila da postoji mogućnost da se ove izmjene retroaktivno primjenjuju.
