Unatoč neslužbenim najavama prema kojim su i državni i javni službenici zbog pandemije koronavirusa od početka prosinca trebali prijeći na rad od kuće, to se ipak neće dogoditi.
Ministar uprave i pravosuđa Ivan Malenica donio je, naime, novu uputu o mjerama za sprječavanje širenja epidemije bolesti COVID-19 i osiguranje uvjeta za redovito obavljanje poslova u tijelima državne uprave. Prema uputi, način rada zaposlenika državnih i javnih službi određivat će svaki čelnik određene ustanove, te neće svi od 1. prosinca raditi od kuće. Uputa ne obuhvaća zaposlene u zdravstvu, znanosti i obrazovanju, jer se njihov rad uređuje posebnim propisima.

Iz dokumenta je vidljivo kako čelnik određenog tijela rad, između ostaloga, može organizirati tako da određeni timovi rade od kuće, a određeni u ustanovi te da se mijenjaju. Odvijat će se i rad u smjenama, a rad od kuće svima je omogućen kada se ni u kojem smislu ne budu mogle ispoštovati epidemiološke mjere, te mogućnost smjenskog rada. Rad od kuće moći će biti odobren službenicima uz osobni zahtjev, no za to također postoje propisana pravila.
Od kuće se ne mogu obavljati poslovi koji obuhvaćaju svakodnevni neposredni rad s povjerljivim dokumentima, poslovi koji se po prirodi stvari ne mogu obavljati od kuće, poslovi namještenika (domar, kuhar) ili poslovi za koje nije moguće osigurati tehničke uvjete izvan tijela državne uprave.
Uputom je uređen i način rada sa strankama, s kojima će se kontaktirati uz posebne epidemiološke mjere i u posebnim prostorima, ako se njihove zahtjeve ne bude moglo prethodno riješiti putem telefona, pošte ili e-maila. U prostore tijela državne uprave stranke će moću ući uz prethodnu najavu.
Propisani su i uvjeti rada u prostorijama u kojima službenici rade, kao i radno vrijeme, način nadzora, komunikacija s nadređenima te svi ostali detalji. Nove upute navode kako broj fizičkih sastanaka treba smanjiti na najmanju moguću mjeru. Preporučuje se održavanje sastanaka videovezom te pojačanje telefonske i komunikacije e-mailom. Kada su sastanci neophodni i neodgodivi, preporučuje se njihovo održavanje u što većim prostorijama te ostavljanje dovoljne udaljenosti (najmanje 2 metra) među sudionicima.
Po novim uputama nošenje maski za lice obavezno je:
- kod svakog ulaska i izlaska iz zgrade te u hodnicima i drugim zajedničkim dijelovima zgrade tijela državne uprave
- u uredima u kojima radi ili boravi dva ili više zaposlenika
- kod rada sa strankama
- na radnim sastancima, neovisno o osiguranom razmaku među sudionicima
- u svim zatvorenim prostorima u kojima boravi više ljudi
- za zaposlenike koji sudjeluju u posluživanju i pripremi jela, pića i napitaka
- za zaposlenike koji su korisnici usluga u internom restoranu ili drugom prostoru za konzumaciju jela, pića ili napitaka u sastavu tijela državne uprave, za vrijeme boravka u tom prostoru, osim dok sjede na svojim mjestima i aktivno konzumiraju hranu, piće ili napitke.

Unatoč neslužbenim najavama prema kojim su i državni i javni službenici zbog pandemije koronavirusa od početka prosinca trebali prijeći na rad od kuće, to se ipak neće dogoditi.
Ministar uprave i pravosuđa Ivan Malenica donio je, naime, novu uputu o mjerama za sprječavanje širenja epidemije bolesti COVID-19 i osiguranje uvjeta za redovito obavljanje poslova u tijelima državne uprave. Prema uputi, način rada zaposlenika državnih i javnih službi određivat će svaki čelnik određene ustanove, te neće svi od 1. prosinca raditi od kuće. Uputa ne obuhvaća zaposlene u zdravstvu, znanosti i obrazovanju, jer se njihov rad uređuje posebnim propisima.

Iz dokumenta je vidljivo kako čelnik određenog tijela rad, između ostaloga, može organizirati tako da određeni timovi rade od kuće, a određeni u ustanovi te da se mijenjaju. Odvijat će se i rad u smjenama, a rad od kuće svima je omogućen kada se ni u kojem smislu ne budu mogle ispoštovati epidemiološke mjere, te mogućnost smjenskog rada. Rad od kuće moći će biti odobren službenicima uz osobni zahtjev, no za to također postoje propisana pravila.
Od kuće se ne mogu obavljati poslovi koji obuhvaćaju svakodnevni neposredni rad s povjerljivim dokumentima, poslovi koji se po prirodi stvari ne mogu obavljati od kuće, poslovi namještenika (domar, kuhar) ili poslovi za koje nije moguće osigurati tehničke uvjete izvan tijela državne uprave.
Uputom je uređen i način rada sa strankama, s kojima će se kontaktirati uz posebne epidemiološke mjere i u posebnim prostorima, ako se njihove zahtjeve ne bude moglo prethodno riješiti putem telefona, pošte ili e-maila. U prostore tijela državne uprave stranke će moću ući uz prethodnu najavu.
Propisani su i uvjeti rada u prostorijama u kojima službenici rade, kao i radno vrijeme, način nadzora, komunikacija s nadređenima te svi ostali detalji. Nove upute navode kako broj fizičkih sastanaka treba smanjiti na najmanju moguću mjeru. Preporučuje se održavanje sastanaka videovezom te pojačanje telefonske i komunikacije e-mailom. Kada su sastanci neophodni i neodgodivi, preporučuje se njihovo održavanje u što većim prostorijama te ostavljanje dovoljne udaljenosti (najmanje 2 metra) među sudionicima.
Po novim uputama nošenje maski za lice obavezno je:
- kod svakog ulaska i izlaska iz zgrade te u hodnicima i drugim zajedničkim dijelovima zgrade tijela državne uprave
- u uredima u kojima radi ili boravi dva ili više zaposlenika
- kod rada sa strankama
- na radnim sastancima, neovisno o osiguranom razmaku među sudionicima
- u svim zatvorenim prostorima u kojima boravi više ljudi
- za zaposlenike koji sudjeluju u posluživanju i pripremi jela, pića i napitaka
- za zaposlenike koji su korisnici usluga u internom restoranu ili drugom prostoru za konzumaciju jela, pića ili napitaka u sastavu tijela državne uprave, za vrijeme boravka u tom prostoru, osim dok sjede na svojim mjestima i aktivno konzumiraju hranu, piće ili napitke.
