Inženjer koji je pregledao ruševine hotela Grand Isias u turskom gradu Adiyamanu ustanovio je da je zgrada bila od slabog betona i s nedovoljno armature, zaključivši da ju je to učinilo ranjivom čak i na znatno slabije potrese od nedavnog katastrofalnog koji je pogodio jug Turske.

U tjednima nakon njega, uhićena su trojica muškaraca povezana s izgradnjom ovog hotela, u sklopu opsežne akcije usmjerene na stotine građevinskih poduzetnika i vlasnika srušenih zdanja, osumnjičenih za kriminalni nemar koji je pridonio smrtonosnim urušavanjima.

Osumnjičenici - od kojih su neki uhićeni u zračnoj luci s hrpama novca u pokušaju bijega - postali su najistaknutije mete bijesa turske javnosti.

Stručnjaci iz građevinske industrije kažu da izvođače odgovorne za neispravne objekte svakako treba kazniti. Ali također upozoravaju da ciljanje samo na njih prikriva grubi nemar u cijelom sustavu, koji je trebao učiniti zgrade sigurnima. Kroz veći dio prošlog desetljeća, izvođači su mogli slobodno birati koje će privatne tvrtke angažirati da pregledaju njihove zgrade, što je, prema naknadnoj pameti vladajućih, dovelo je do "protuzakonitih interesnih veza", javlja The New York Times.

"Svaliti krivnju samo na izvođače radova bilo bi najlakše", rekao je Ali Ozgunduz, bivši državni tužitelj koji je istraživao srušene zgrade nakon prethodnog katastrofalnog potresa u Turskoj 1999. godine.

Kad se početkom veljače dogodio potres jačine 7,8 stupnjeva, više od 100.000 zgrada je oštećeno, a više od 43.000 ljudi u Turskoj je poginulo.

Dosad je turska vlada istražila 564 osobe povezane s gradnjom danas oštećenih ili srušenih zgrada, izvijestila je u srijedu državna novinska agencija Anadolu. Od toga ih je 160 pritvoreno; potjernice su izdane za desetke drugih. Večina njih su investitori i graditelji.

Vlada je objavila neke detalje o tome koga se istražuje i zašto, ali pritom treba napomenuti da su nedostaci na nekim zgradama koje su se urušile bili su dokumentirani još prije potresa.

‘Zaklinjem se mrtvima majci i ocu...‘

U nekim slučajevima riječ je o zgradama koje su bile dovoljno nove da su trebale zadovoljavati ažurirane, strože seizmičke standarde. U drugima su izvođači platili kazne za kršenje građevinskih propisa, ali potom nisu poduzeti nikakvi koraci da se ti objekti isprazne ili ojačaju njihove ranjive konstrukcije, prema riječima nekih odvjetnika uključenih u slučajeve.

Cemal Gokce, bivši predsjednik Turske komore građevinskih inženjera, optužio je vladu predsjednika Recepa Tayyipa Erdogana i njegovu vladajuću Stranku pravde i razvoja za labavi regulatorni okvira koji je gradove učinilo ranjivijima na potrese:

"Vlada pokušava izbjeći odgovornost prebacujući je na inženjere i arhitekte", rekao je. "Ali glavni krivac je sama vlast jer stavlja profit ispred javnog interesa."

Za posjeta pogođenim područjima Erdogan je sugerirao da bi Turska trebala poboljšati svoju otpornost na potrese. Svi Turci "mogu naučiti lekcije iz katastrofe koju smo proživjeli", rekao je u utorak. "Vrlo je važno da otklonimo nedostatke u svjetlu prošlih iskustava."

No, lekcija je bilo i ranije. Seizmički vrlo aktivna zemlja, s bogatom poviješću potresa, Turska je unaprijedila svoje građevinske propise otkako je snažan potres u blizini Istanbula 1999. usmrtio više od 17.000 ljudi. Prema izvješću parlamenta iz 2021., više od 7,8 milijuna zgrada izgrađenih prije 2000. godine vrlo je osjetljivo na potrese. S druge strane, građevinski stručnjaci kažu da su stroži građevinski propisi za novije zgrade - one građene u novom stoljeću - dobri. Ali, graditelji se ponekad - zapravo često - ne pridržavaju tih pravila.

Bivši državni tužitelj Ali Ozgunduz istaknuo je slabe karike na različitim razinama: lokalne dužnosnike koji su dali zeleno svjetlo za loše osmišljene projekte; inspektore koji su previdjeli ili zažmurili na nedostatke tijekom izgradnje; parlamentarnu većinu koja je 2018. izglasala opću amnestiju za kršenje građevinskih propisa. "Politička garnitura je također odgovorna", rekao je.

U nadi da će proširiti opseg odgovornosti, strukovna udruženja građevinara pripremaju tužbe protiv državnih dužnosnika koje optužuju za suučesništvo. "Pobrinut ćemo se da ne budu odgovorni samo izvođači radova, već i općine, ministarstvo, vladajuća stranka i sva druga tijela koja su odgovorna za toliko izgubljenih života", rekao je Eren Can, odvjetnik iz Istanbulske odvjetničke komore čiji su roditelji poginuli kada im se stan raspao u potresu. Obećavam svojoj majci i ocu da im nikada nećemo dopustiti da se izvuku s ovim.”

Cemal Gokce je rekao da su rupe u inspekcijskim režimom propustile lošu praksu. Dosad su najmanje dva građevinska inspektora među osumnjičenima, što sugerira da bi vlada mogla proširiti svoju istragu. Mnogim inspektorima nedostaje iskustva. A od 2011. do 2019., kada je izvođačima bilo dopušteno odabrati i platiti privatne tvrtke koje su pregledavale njihove zgrade, to je potaknulo građevinare da angažiraju jeftine inspektore koji bi im "zadavali najmanje problema", rekao je Gokce.

Direktne veze s Erdoganom

Sahin Avsaroglu, graditelj velikog, novoizgrađenog stambenog kompleksa Badi Saba, koji se srušio u gradu Kahramanmarasu u blizini epicentra potresa, bio je predsjednik okruga iz stranke predsjednika Erdogana. Svoj Instagram profil napunio je fotografijama na kojima je s najvišim dužnosnicima. Među njima su Erdoganov zet, koji je ranije bio ministar financija, potom predsjednikov glasnogovornik, ako i drugi bivši ministri iz stranke. Vlasti su ipak uhitile Avsaroglua, a turski mediji izvijestili su da ga je stranka smijenila s položaja.

Neke su srušene zgrade bile toliko nove da su trebale zadovoljavati novije građevinske propise, zadnji put ažurirane 2018. godine. Tezcan Karakuş Candan, predsjednica ogranka Turske komore arhitekata u Ankari, rekla je da je na vladi da osigura poštivanje propisa.

"Ovo jest bio vrlo snažan veliki potres, ali ovo nije prvi potres u Turskoj", rekla je. "Zakon ne znači ništa sam po sebi: mora postojati javno tijelo koje će ga nadzirati njegovu provedbu", dodala je. "Sustav je pokvaren."

Inženjer koji je pregledao ruševine hotela Grand Isias u turskom gradu Adiyamanu ustanovio je da je zgrada bila od slabog betona i s nedovoljno armature, zaključivši da ju je to učinilo ranjivom čak i na znatno slabije potrese od nedavnog katastrofalnog koji je pogodio jug Turske.

U tjednima nakon njega, uhićena su trojica muškaraca povezana s izgradnjom ovog hotela, u sklopu opsežne akcije usmjerene na stotine građevinskih poduzetnika i vlasnika srušenih zdanja, osumnjičenih za kriminalni nemar koji je pridonio smrtonosnim urušavanjima.

Osumnjičenici - od kojih su neki uhićeni u zračnoj luci s hrpama novca u pokušaju bijega - postali su najistaknutije mete bijesa turske javnosti.

Stručnjaci iz građevinske industrije kažu da izvođače odgovorne za neispravne objekte svakako treba kazniti. Ali također upozoravaju da ciljanje samo na njih prikriva grubi nemar u cijelom sustavu, koji je trebao učiniti zgrade sigurnima. Kroz veći dio prošlog desetljeća, izvođači su mogli slobodno birati koje će privatne tvrtke angažirati da pregledaju njihove zgrade, što je, prema naknadnoj pameti vladajućih, dovelo je do "protuzakonitih interesnih veza", javlja The New York Times.

"Svaliti krivnju samo na izvođače radova bilo bi najlakše", rekao je Ali Ozgunduz, bivši državni tužitelj koji je istraživao srušene zgrade nakon prethodnog katastrofalnog potresa u Turskoj 1999. godine.

Kad se početkom veljače dogodio potres jačine 7,8 stupnjeva, više od 100.000 zgrada je oštećeno, a više od 43.000 ljudi u Turskoj je poginulo.

Dosad je turska vlada istražila 564 osobe povezane s gradnjom danas oštećenih ili srušenih zgrada, izvijestila je u srijedu državna novinska agencija Anadolu. Od toga ih je 160 pritvoreno; potjernice su izdane za desetke drugih. Večina njih su investitori i graditelji.

Vlada je objavila neke detalje o tome koga se istražuje i zašto, ali pritom treba napomenuti da su nedostaci na nekim zgradama koje su se urušile bili su dokumentirani još prije potresa.

‘Zaklinjem se mrtvima majci i ocu...‘

U nekim slučajevima riječ je o zgradama koje su bile dovoljno nove da su trebale zadovoljavati ažurirane, strože seizmičke standarde. U drugima su izvođači platili kazne za kršenje građevinskih propisa, ali potom nisu poduzeti nikakvi koraci da se ti objekti isprazne ili ojačaju njihove ranjive konstrukcije, prema riječima nekih odvjetnika uključenih u slučajeve.

Cemal Gokce, bivši predsjednik Turske komore građevinskih inženjera, optužio je vladu predsjednika Recepa Tayyipa Erdogana i njegovu vladajuću Stranku pravde i razvoja za labavi regulatorni okvira koji je gradove učinilo ranjivijima na potrese:

"Vlada pokušava izbjeći odgovornost prebacujući je na inženjere i arhitekte", rekao je. "Ali glavni krivac je sama vlast jer stavlja profit ispred javnog interesa."

Za posjeta pogođenim područjima Erdogan je sugerirao da bi Turska trebala poboljšati svoju otpornost na potrese. Svi Turci "mogu naučiti lekcije iz katastrofe koju smo proživjeli", rekao je u utorak. "Vrlo je važno da otklonimo nedostatke u svjetlu prošlih iskustava."

No, lekcija je bilo i ranije. Seizmički vrlo aktivna zemlja, s bogatom poviješću potresa, Turska je unaprijedila svoje građevinske propise otkako je snažan potres u blizini Istanbula 1999. usmrtio više od 17.000 ljudi. Prema izvješću parlamenta iz 2021., više od 7,8 milijuna zgrada izgrađenih prije 2000. godine vrlo je osjetljivo na potrese. S druge strane, građevinski stručnjaci kažu da su stroži građevinski propisi za novije zgrade - one građene u novom stoljeću - dobri. Ali, graditelji se ponekad - zapravo često - ne pridržavaju tih pravila.

Bivši državni tužitelj Ali Ozgunduz istaknuo je slabe karike na različitim razinama: lokalne dužnosnike koji su dali zeleno svjetlo za loše osmišljene projekte; inspektore koji su previdjeli ili zažmurili na nedostatke tijekom izgradnje; parlamentarnu većinu koja je 2018. izglasala opću amnestiju za kršenje građevinskih propisa. "Politička garnitura je također odgovorna", rekao je.

U nadi da će proširiti opseg odgovornosti, strukovna udruženja građevinara pripremaju tužbe protiv državnih dužnosnika koje optužuju za suučesništvo. "Pobrinut ćemo se da ne budu odgovorni samo izvođači radova, već i općine, ministarstvo, vladajuća stranka i sva druga tijela koja su odgovorna za toliko izgubljenih života", rekao je Eren Can, odvjetnik iz Istanbulske odvjetničke komore čiji su roditelji poginuli kada im se stan raspao u potresu. Obećavam svojoj majci i ocu da im nikada nećemo dopustiti da se izvuku s ovim.”

Cemal Gokce je rekao da su rupe u inspekcijskim režimom propustile lošu praksu. Dosad su najmanje dva građevinska inspektora među osumnjičenima, što sugerira da bi vlada mogla proširiti svoju istragu. Mnogim inspektorima nedostaje iskustva. A od 2011. do 2019., kada je izvođačima bilo dopušteno odabrati i platiti privatne tvrtke koje su pregledavale njihove zgrade, to je potaknulo građevinare da angažiraju jeftine inspektore koji bi im "zadavali najmanje problema", rekao je Gokce.

Direktne veze s Erdoganom

Sahin Avsaroglu, graditelj velikog, novoizgrađenog stambenog kompleksa Badi Saba, koji se srušio u gradu Kahramanmarasu u blizini epicentra potresa, bio je predsjednik okruga iz stranke predsjednika Erdogana. Svoj Instagram profil napunio je fotografijama na kojima je s najvišim dužnosnicima. Među njima su Erdoganov zet, koji je ranije bio ministar financija, potom predsjednikov glasnogovornik, ako i drugi bivši ministri iz stranke. Vlasti su ipak uhitile Avsaroglua, a turski mediji izvijestili su da ga je stranka smijenila s položaja.

Neke su srušene zgrade bile toliko nove da su trebale zadovoljavati novije građevinske propise, zadnji put ažurirane 2018. godine. Tezcan Karakuş Candan, predsjednica ogranka Turske komore arhitekata u Ankari, rekla je da je na vladi da osigura poštivanje propisa.

"Ovo jest bio vrlo snažan veliki potres, ali ovo nije prvi potres u Turskoj", rekla je. "Zakon ne znači ništa sam po sebi: mora postojati javno tijelo koje će ga nadzirati njegovu provedbu", dodala je. "Sustav je pokvaren."
