Vlade EU-a moraju se založiti za stvaranje europskih snaga za brzo reagiranje kako bi bile bolje pripremljene za buduće krize poput one u Afganistanu, rekao je čelnik vanjske politike Europske unije, Josep Borrell.

U intervjuu objavljenom u ponedjeljak, Borrell je rekao talijanskim novinama II Corriere della Sera da je povlačenje američke vojske iz Afganistana po brzom postupku, kako je sigurnost opadala, pokazala da EU mora povećati napore izgradnje zajedničke obrambene politike.

"Moramo izvući pouke iz ovog iskustva... kao Europljani nismo mogli poslati 6000 vojnika na kabulski aerodrom da osiguraju područje. SAD je mogao, mi nismo", rekao je.

Borrell je rekao da bi EU koja broji 27 zemalja članica trebala imati "inicijalnu početnu snagu" od 5000 vojnika. "Moramo moći reagirati brzo."

U svibnju je 14 EU zemalja, uključujući i Njemačku i Francusku, predložilo stvaranje takve vojske, s mogućim brodovima i avionima, kako bi pomogli stranim demokratskim vladama koje trebaju hitnu pomoć.

'Britanija je kočila korištenje borbenih skupina'

Prvi put se o tome raspravljalo 1999. godine, u kontekstu rata na Kosovu, 2007. godine je uspostavljen zajednički sustav borbenih skupina od po 1500 vojnika koji će odgovarati na krize, no nikad nije korišten jer su se europske vlade razilazile u mišljenju kad i kako ih koristiti.

Borrell je rekao da je vrijeme za fleksibilnost, navodeći brzo donesene sporazume za nošenje s financijskom krizom kao primjer kako bi EU trebala prebroditi ograničenja u korištenju vojnih operacija navedenih u ustavnim sporazumima.

"Možemo raditi na puno različitih načina", rekao je.

Britanija, dugo nevoljka članica EU-a, bila je aktivna u stvaranju borbenih skupina 2000-ih, no nije odobravala njihovo korištenje, dok je jačala opozicija prema bilo čemu što bi moglo nalikovati na stvaranje EU vojske. S odlaskom Britanije iz Unije, čelnici EU-a se nadaju da se ta ideja može ponovno oživjeti.

No prepreke i dalje postoje, uključujući i nedostatak zajedničke obrambene kulture među različitim EU članicama i razilaženju po pitanju toga kojim bi se zemljama trebao dati prioritet za korištenje vojske.

Vlade EU-a moraju se založiti za stvaranje europskih snaga za brzo reagiranje kako bi bile bolje pripremljene za buduće krize poput one u Afganistanu, rekao je čelnik vanjske politike Europske unije, Josep Borrell.

U intervjuu objavljenom u ponedjeljak, Borrell je rekao talijanskim novinama II Corriere della Sera da je povlačenje američke vojske iz Afganistana po brzom postupku, kako je sigurnost opadala, pokazala da EU mora povećati napore izgradnje zajedničke obrambene politike.

"Moramo izvući pouke iz ovog iskustva... kao Europljani nismo mogli poslati 6000 vojnika na kabulski aerodrom da osiguraju područje. SAD je mogao, mi nismo", rekao je.

Borrell je rekao da bi EU koja broji 27 zemalja članica trebala imati "inicijalnu početnu snagu" od 5000 vojnika. "Moramo moći reagirati brzo."

U svibnju je 14 EU zemalja, uključujući i Njemačku i Francusku, predložilo stvaranje takve vojske, s mogućim brodovima i avionima, kako bi pomogli stranim demokratskim vladama koje trebaju hitnu pomoć.

'Britanija je kočila korištenje borbenih skupina'

Prvi put se o tome raspravljalo 1999. godine, u kontekstu rata na Kosovu, 2007. godine je uspostavljen zajednički sustav borbenih skupina od po 1500 vojnika koji će odgovarati na krize, no nikad nije korišten jer su se europske vlade razilazile u mišljenju kad i kako ih koristiti.

Borrell je rekao da je vrijeme za fleksibilnost, navodeći brzo donesene sporazume za nošenje s financijskom krizom kao primjer kako bi EU trebala prebroditi ograničenja u korištenju vojnih operacija navedenih u ustavnim sporazumima.

"Možemo raditi na puno različitih načina", rekao je.

Britanija, dugo nevoljka članica EU-a, bila je aktivna u stvaranju borbenih skupina 2000-ih, no nije odobravala njihovo korištenje, dok je jačala opozicija prema bilo čemu što bi moglo nalikovati na stvaranje EU vojske. S odlaskom Britanije iz Unije, čelnici EU-a se nadaju da se ta ideja može ponovno oživjeti.

No prepreke i dalje postoje, uključujući i nedostatak zajedničke obrambene kulture među različitim EU članicama i razilaženju po pitanju toga kojim bi se zemljama trebao dati prioritet za korištenje vojske.
