Davor Štern, energetski konzultant i bivši ministar gospodarstva, pozdravio je Vladine mjere i dvije uredbe koje je jučer donijela te kojima će intervenirati u cijene goriva.

"One ne mogu zaustaviti daljnji rast cijena, ali ga mogu ublažiti. Mislim da je Vlada napravila dobar potez. Povećanje cijena je veliko, ali je manje od onog što je moglo biti", rekao je Štern, piše Dnevnik.hr.

Na pitanje mogu li cijene još rasti i koliko odgovara protupitanjem: "Dva su scenarija. Hoćete li prvo dobar ili loš?"

"Gora opcija je da se sadašnja kriza produbi. Crno more je postalo opasna zona i vozarine su porasle dva i pol puta, osiguranje je skuplje, to je dovelo do ovog što sada gledamo. Ovaj put nije burza kriva, krive su ove nesretne aktivnosti. A ako se dogodi i prekid cjevovodne opskrbe, ići ćemo pješke. U tom slučaju barel bi mogao otići na 200 dolara, što se nikad nije dogodilo. Nekom aproksimacijom, ovako napamet izračunato, ako je danas barel 125 do 130 dolara, a cijena je 12 kuna, onda bi s barelom od 200 dolara litra mogla skočiti na 16 kuna", procjenjuje Štern.

U tom slučaju Vlada bi mogla dodatno intervenirati smanjenjem PDV-a.

"Država je proračun bazirala na PDV-u i trošarinama koje su tada vrijedile. Ako naraste cijena nafte, onda i trošarine idu gore. Taj višak bi se mogao redistribuirati. No mijenjanje PDV-a je dosta komplicirana zakonska procedura", upozorava.

Drugi scenarij

Onaj drugi, bolji scenarij je, naravno, smirivanje situacije u Ukrajini.

"Dogovoren je novi krug pregovora, koji se već sad odvijaju na višoj razini. Moglo bi doći do nekakvog zaustavljanja, tj. privremene obustave neprijateljstva. Ako će doći do smirivanja situacije, moglo bi se i tržište relaksirati", dodaje.

No pitanje je što će to značiti na svakodnevnoj razini jer dojam je da nakon poremećaja na tržištu cijene benzina skaču, ali pojeftinjenje ne ide istim tempom.

"To je pitanje trgovačke spretnosti. Ako je trgovac napravio zalihe po visokoj cijeni, ne može ih jeftino prodavati", pojasnio je Štern, koji dodaje da je vrijeme za novo strateško planiranje, u uvjetima drastičnog poskupljenja plina, struje i nafte.

"Država se našla u situaciji koju nije očekivala", kaže Štern.

Smatra da su mali distributeri u težoj poziciji.

"Država je ostavila maržu koja je za velike distributere prihvatljiva, a za male baš i nije. Jer mali imaju isti trošak infrastrukture kao i veliki, a manji broj punktova. Njih nema toliko da se njihov kolaps ne bi mogao spriječiti. Jednostavno treba napraviti razliku velikih sustava i malih i po tome odlučivati o maržama", zaključuje Štern za Dnevnik.hr.

Davor Štern, energetski konzultant i bivši ministar gospodarstva, pozdravio je Vladine mjere i dvije uredbe koje je jučer donijela te kojima će intervenirati u cijene goriva.

"One ne mogu zaustaviti daljnji rast cijena, ali ga mogu ublažiti. Mislim da je Vlada napravila dobar potez. Povećanje cijena je veliko, ali je manje od onog što je moglo biti", rekao je Štern, piše Dnevnik.hr.

Na pitanje mogu li cijene još rasti i koliko odgovara protupitanjem: "Dva su scenarija. Hoćete li prvo dobar ili loš?"

"Gora opcija je da se sadašnja kriza produbi. Crno more je postalo opasna zona i vozarine su porasle dva i pol puta, osiguranje je skuplje, to je dovelo do ovog što sada gledamo. Ovaj put nije burza kriva, krive su ove nesretne aktivnosti. A ako se dogodi i prekid cjevovodne opskrbe, ići ćemo pješke. U tom slučaju barel bi mogao otići na 200 dolara, što se nikad nije dogodilo. Nekom aproksimacijom, ovako napamet izračunato, ako je danas barel 125 do 130 dolara, a cijena je 12 kuna, onda bi s barelom od 200 dolara litra mogla skočiti na 16 kuna", procjenjuje Štern.

U tom slučaju Vlada bi mogla dodatno intervenirati smanjenjem PDV-a.

"Država je proračun bazirala na PDV-u i trošarinama koje su tada vrijedile. Ako naraste cijena nafte, onda i trošarine idu gore. Taj višak bi se mogao redistribuirati. No mijenjanje PDV-a je dosta komplicirana zakonska procedura", upozorava.

Drugi scenarij

Onaj drugi, bolji scenarij je, naravno, smirivanje situacije u Ukrajini.

"Dogovoren je novi krug pregovora, koji se već sad odvijaju na višoj razini. Moglo bi doći do nekakvog zaustavljanja, tj. privremene obustave neprijateljstva. Ako će doći do smirivanja situacije, moglo bi se i tržište relaksirati", dodaje.

No pitanje je što će to značiti na svakodnevnoj razini jer dojam je da nakon poremećaja na tržištu cijene benzina skaču, ali pojeftinjenje ne ide istim tempom.

"To je pitanje trgovačke spretnosti. Ako je trgovac napravio zalihe po visokoj cijeni, ne može ih jeftino prodavati", pojasnio je Štern, koji dodaje da je vrijeme za novo strateško planiranje, u uvjetima drastičnog poskupljenja plina, struje i nafte.

"Država se našla u situaciji koju nije očekivala", kaže Štern.

Smatra da su mali distributeri u težoj poziciji.

"Država je ostavila maržu koja je za velike distributere prihvatljiva, a za male baš i nije. Jer mali imaju isti trošak infrastrukture kao i veliki, a manji broj punktova. Njih nema toliko da se njihov kolaps ne bi mogao spriječiti. Jednostavno treba napraviti razliku velikih sustava i malih i po tome odlučivati o maržama", zaključuje Štern za Dnevnik.hr.

Naftni stručnjak o rastu cijena goriva: ‘Dva su scenarija. Ako se dogodi prvi, svi ćemo pješačiti‘

Davor Štern, energetski konzultant i bivši ministar gospodarstva, pozdravio je Vladine mjere i dvije uredbe koje je jučer donijela te kojima će intervenirati u cijene goriva.

"One ne mogu zaustaviti daljnji rast cijena, ali ga mogu ublažiti. Mislim da je Vlada napravila dobar potez. Povećanje cijena je veliko, ali je manje od onog što je moglo biti", rekao je Štern, piše Dnevnik.hr.

Na pitanje mogu li cijene još rasti i koliko odgovara protupitanjem: "Dva su scenarija. Hoćete li prvo dobar ili loš?"

"Gora opcija je da se sadašnja kriza produbi. Crno more je postalo opasna zona i vozarine su porasle dva i pol puta, osiguranje je skuplje, to je dovelo do ovog što sada gledamo. Ovaj put nije burza kriva, krive su ove nesretne aktivnosti. A ako se dogodi i prekid cjevovodne opskrbe, ići ćemo pješke. U tom slučaju barel bi mogao otići na 200 dolara, što se nikad nije dogodilo. Nekom aproksimacijom, ovako napamet izračunato, ako je danas barel 125 do 130 dolara, a cijena je 12 kuna, onda bi s barelom od 200 dolara litra mogla skočiti na 16 kuna", procjenjuje Štern.

U tom slučaju Vlada bi mogla dodatno intervenirati smanjenjem PDV-a.

"Država je proračun bazirala na PDV-u i trošarinama koje su tada vrijedile. Ako naraste cijena nafte, onda i trošarine idu gore. Taj višak bi se mogao redistribuirati. No mijenjanje PDV-a je dosta komplicirana zakonska procedura", upozorava.

Drugi scenarij

Onaj drugi, bolji scenarij je, naravno, smirivanje situacije u Ukrajini.

"Dogovoren je novi krug pregovora, koji se već sad odvijaju na višoj razini. Moglo bi doći do nekakvog zaustavljanja, tj. privremene obustave neprijateljstva. Ako će doći do smirivanja situacije, moglo bi se i tržište relaksirati", dodaje.

No pitanje je što će to značiti na svakodnevnoj razini jer dojam je da nakon poremećaja na tržištu cijene benzina skaču, ali pojeftinjenje ne ide istim tempom.

"To je pitanje trgovačke spretnosti. Ako je trgovac napravio zalihe po visokoj cijeni, ne može ih jeftino prodavati", pojasnio je Štern, koji dodaje da je vrijeme za novo strateško planiranje, u uvjetima drastičnog poskupljenja plina, struje i nafte.

"Država se našla u situaciji koju nije očekivala", kaže Štern.

Smatra da su mali distributeri u težoj poziciji.

"Država je ostavila maržu koja je za velike distributere prihvatljiva, a za male baš i nije. Jer mali imaju isti trošak infrastrukture kao i veliki, a manji broj punktova. Njih nema toliko da se njihov kolaps ne bi mogao spriječiti. Jednostavno treba napraviti razliku velikih sustava i malih i po tome odlučivati o maržama", zaključuje Štern za Dnevnik.hr.
