Prijedlog zaključka o davanju suglasnosti Javnoj ustanovi Rezervat Lokrum na zaključenje ugovora o javnoj nabavi broda s najpovoljnijim ponuditeljem, društvom DALMONT d.o.o., temeljem provedenog postupka javne nabave u sklopu projekta „Povijesni vrtovi dubrovačkog područja“ točka je dnevnog reda oko koje se rasplela rasprava, a zbog rokova, cijene izgradnje i mogućih penala.

Vijećnica Bonačić Obradović kazala je kako je raskinuta manja ponuda s prethodno izabranim ponuditeljima.

-Možete li garantirati da nećemo ćemo plaćati penale? Hoćemo li stići nabaviti i izgraditi brod u zadanim rokovima, i što manjka u prethodnoj ponudi? Je li u povjerenstvu bio itko stručan? Koliko sam upoznata provedena su tri natječaja, a ponude su bile niže”, rekla je Bonačić Obradović.

Nikolina Grkovića kazala je kako je ustanova 2020. provela natječaj te da su ponude bile niže.

“Zbog koronakrize smo poništili natječaj, a novi smo proveli u veljači u 2021. Marina Studio je izabran, no ugovor je poništen, a oni su se potom žalili. Nakon toga su krenuli problemi. Marina Studio nije predala dokumentaciju. Nakon što smo ugovori raskinuti, bilo je natpisa da će na se tužiti, no do toga nije došlo. Dobili smo na novom natječaju novog ponuditelja. Argosy ćemo ove godine pokrenuti i koristiti u provođnju izleta Lokrum – Arboretum. Nakon sklapanja ugovora, tražit ćemo produljenje rokova”, odgovorila je ravnateljica Lokrum.

 

Gradonačelnik je pak dodao kako mu nije drago da se danas raspravlja o ovoj točki.

“Da nismo proveli postupak javne nabave izgubili bi europska sredstva. Mislim da je vaporeto bio dobar, treba vidjeti kako će se složiti financijska priča. Javna nabava je javna nabava, u trenutku kad je netko izabran on je izabran. Vrlo često nam se dogodi da su izabrani izvođači za koje sumnjamo da će izvršiti ugovoreno, no nemamo dokumente kojima bi to potkrijepili. Krajnji je benefit da će Lokrum dobiti novi brod. Ostaje žal za činjenicom da prethodno izabrani ponuditelj nije ispunio svoju obvezu”, kazao je gradonačelnik.

Vijećnik Vlahušić kazao je kako će glasati za ovu točku jer Lokrum tako dobiva novi brod, a i DDS-ov Pero Vićan izjavio je kako će oni podržati cijelu stvar.

-Meni se postavlja pitanje ne samo za Lokrum nego će to biti i druge firme, što ako mi ne damo suglasnost? Ako smo po javnoj nabavi dali suglasnost možemo je i raskinuti. Imat ćemo potencijalni problem ubuduće, ili sklopiti ugovor ili plaćati penale. Bilo bi dobro da se daje suglasnost za pokretanje postupka, pa se onda ići dalje. Politički nemamo pravo ovdje ne dati suglasnost bilo kojoj javnoj ustanovi. Javna nabava je formalno-pravni postupak - dodao je vijećnik Ivan Maslać.

Prijedlog zaključka o davanju suglasnosti Javnoj ustanovi Rezervat Lokrum na zaključenje ugovora o javnoj nabavi broda s najpovoljnijim ponuditeljem, društvom DALMONT d.o.o., temeljem provedenog postupka javne nabave u sklopu projekta „Povijesni vrtovi dubrovačkog područja“ točka je dnevnog reda oko koje se rasplela rasprava, a zbog rokova, cijene izgradnje i mogućih penala.

Vijećnica Bonačić Obradović kazala je kako je raskinuta manja ponuda s prethodno izabranim ponuditeljima.

-Možete li garantirati da nećemo ćemo plaćati penale? Hoćemo li stići nabaviti i izgraditi brod u zadanim rokovima, i što manjka u prethodnoj ponudi? Je li u povjerenstvu bio itko stručan? Koliko sam upoznata provedena su tri natječaja, a ponude su bile niže”, rekla je Bonačić Obradović.

Nikolina Grkovića kazala je kako je ustanova 2020. provela natječaj te da su ponude bile niže.

“Zbog koronakrize smo poništili natječaj, a novi smo proveli u veljači u 2021. Marina Studio je izabran, no ugovor je poništen, a oni su se potom žalili. Nakon toga su krenuli problemi. Marina Studio nije predala dokumentaciju. Nakon što smo ugovori raskinuti, bilo je natpisa da će na se tužiti, no do toga nije došlo. Dobili smo na novom natječaju novog ponuditelja. Argosy ćemo ove godine pokrenuti i koristiti u provođnju izleta Lokrum – Arboretum. Nakon sklapanja ugovora, tražit ćemo produljenje rokova”, odgovorila je ravnateljica Lokrum.

 

Gradonačelnik je pak dodao kako mu nije drago da se danas raspravlja o ovoj točki.

“Da nismo proveli postupak javne nabave izgubili bi europska sredstva. Mislim da je vaporeto bio dobar, treba vidjeti kako će se složiti financijska priča. Javna nabava je javna nabava, u trenutku kad je netko izabran on je izabran. Vrlo često nam se dogodi da su izabrani izvođači za koje sumnjamo da će izvršiti ugovoreno, no nemamo dokumente kojima bi to potkrijepili. Krajnji je benefit da će Lokrum dobiti novi brod. Ostaje žal za činjenicom da prethodno izabrani ponuditelj nije ispunio svoju obvezu”, kazao je gradonačelnik.

Vijećnik Vlahušić kazao je kako će glasati za ovu točku jer Lokrum tako dobiva novi brod, a i DDS-ov Pero Vićan izjavio je kako će oni podržati cijelu stvar.

-Meni se postavlja pitanje ne samo za Lokrum nego će to biti i druge firme, što ako mi ne damo suglasnost? Ako smo po javnoj nabavi dali suglasnost možemo je i raskinuti. Imat ćemo potencijalni problem ubuduće, ili sklopiti ugovor ili plaćati penale. Bilo bi dobro da se daje suglasnost za pokretanje postupka, pa se onda ići dalje. Politički nemamo pravo ovdje ne dati suglasnost bilo kojoj javnoj ustanovi. Javna nabava je formalno-pravni postupak - dodao je vijećnik Ivan Maslać.

JU Lokrum dobio suglasnost za izgradnju novog broda

Prijedlog zaključka o davanju suglasnosti Javnoj ustanovi Rezervat Lokrum na zaključenje ugovora o javnoj nabavi broda s najpovoljnijim ponuditeljem, društvom DALMONT d.o.o., temeljem provedenog postupka javne nabave u sklopu projekta „Povijesni vrtovi dubrovačkog područja“ točka je dnevnog reda oko koje se rasplela rasprava, a zbog rokova, cijene izgradnje i mogućih penala.

Vijećnica Bonačić Obradović kazala je kako je raskinuta manja ponuda s prethodno izabranim ponuditeljima.

-Možete li garantirati da nećemo ćemo plaćati penale? Hoćemo li stići nabaviti i izgraditi brod u zadanim rokovima, i što manjka u prethodnoj ponudi? Je li u povjerenstvu bio itko stručan? Koliko sam upoznata provedena su tri natječaja, a ponude su bile niže”, rekla je Bonačić Obradović.

Nikolina Grkovića kazala je kako je ustanova 2020. provela natječaj te da su ponude bile niže.

“Zbog koronakrize smo poništili natječaj, a novi smo proveli u veljači u 2021. Marina Studio je izabran, no ugovor je poništen, a oni su se potom žalili. Nakon toga su krenuli problemi. Marina Studio nije predala dokumentaciju. Nakon što smo ugovori raskinuti, bilo je natpisa da će na se tužiti, no do toga nije došlo. Dobili smo na novom natječaju novog ponuditelja. Argosy ćemo ove godine pokrenuti i koristiti u provođnju izleta Lokrum – Arboretum. Nakon sklapanja ugovora, tražit ćemo produljenje rokova”, odgovorila je ravnateljica Lokrum.

 

Gradonačelnik je pak dodao kako mu nije drago da se danas raspravlja o ovoj točki.

“Da nismo proveli postupak javne nabave izgubili bi europska sredstva. Mislim da je vaporeto bio dobar, treba vidjeti kako će se složiti financijska priča. Javna nabava je javna nabava, u trenutku kad je netko izabran on je izabran. Vrlo često nam se dogodi da su izabrani izvođači za koje sumnjamo da će izvršiti ugovoreno, no nemamo dokumente kojima bi to potkrijepili. Krajnji je benefit da će Lokrum dobiti novi brod. Ostaje žal za činjenicom da prethodno izabrani ponuditelj nije ispunio svoju obvezu”, kazao je gradonačelnik.

Vijećnik Vlahušić kazao je kako će glasati za ovu točku jer Lokrum tako dobiva novi brod, a i DDS-ov Pero Vićan izjavio je kako će oni podržati cijelu stvar.

-Meni se postavlja pitanje ne samo za Lokrum nego će to biti i druge firme, što ako mi ne damo suglasnost? Ako smo po javnoj nabavi dali suglasnost možemo je i raskinuti. Imat ćemo potencijalni problem ubuduće, ili sklopiti ugovor ili plaćati penale. Bilo bi dobro da se daje suglasnost za pokretanje postupka, pa se onda ići dalje. Politički nemamo pravo ovdje ne dati suglasnost bilo kojoj javnoj ustanovi. Javna nabava je formalno-pravni postupak - dodao je vijećnik Ivan Maslać.
