Kako bi se ublažili gospodarski i socijalni negativni učinci u sektoru ribarstva te financijski pomoglo ribarima, poglavito u smislu osiguravanja likvidnosti za daljnje poslovanje te očuvanje radnih mjesta, Ministarstvo poljoprivrede provodi mjeru pomoći u obliku državne potpore putem bespovratnih sredstava za ribare, uzgajivače u akvakulturi i prerađivače proizvoda ribarstva i akvakulture. Za ovu namjenu je planirano ukupno 75 milijuna kuna. Riječ je o sredstvima državnog proračuna RH, no prema pravilima za državne potpore koje je Republika Hrvatska dužna primjenjivati kao članica Europske unije, ova mjera potpore podliježe odobrenju Europske komisije.

Odmah po odobrenju potpore, Ministarstvo poljoprivrede izradilo je nadležni Pravilnik kojim se propisuju detaljni uvjeti, kriteriji i način dodjele na objavu. Kako bi se ubrzao proces podnošenja zahtjeva potencijalnim korisnicima i ranije je upućen popis dokumentacije kako bi po objavi Pravilnika svi bili spremni za slanje i podnošenje zahtjeva, za što je rok 15. travnja.

Trenutačno je u obradi mjera državne potpore male vrijednosti u ribarstvu, tzv. de minimis potpora, koju dodjeljuje Ministarstvo poljoprivrede u vrijednosti od 30 milijuna kuna iz sredstava državnog proračuna. Od ove godine izmijenjen je pravilnik i izračun po korisniku u sektoru ribarstva znatno je povećan. Svjesni smo izraženoga problema s kojim se ribari suočavaju, a vezano uz štete na ulovima i alatima koje čine dupini. Sukladno pravilima EU u dijelu nadoknade štete od sisavaca, u dosadašnjem programskom razdoblju kojim je bila dozvoljena isplata štete samo na ulovu, ne i alatima, Ministarstvo poljoprivrede provodi mjeru nadoknade štete isključivo sukladno znanstvenoj studiji. U novome programskom razdoblju, Republika Hrvatska zatražila je omogućavanje nadoknade štete i na alatima i na ulovu. Očekujemo da će isto biti i odobreno, no potrebna je izrada znanstvene studije od strane Instituta za oceanografiju i ribarstvo, koju je Ministarstvo poljoprivrede već ugovorilo i izrada studije je započeta.

Što se tiče sredstava pomoći kroz fondove EU, ministrica poljoprivrede uputila je dopis povjereniku za okoliš i more Virginijus Sinkevičijus u kojem se traži žurno reagiranje na trenutačnu krizu sa prijedlogom mjera pomoći koje uključuju izmjenu postojeće Uredbe o Europskom fondu za pomorstvo i ribarstvo ali i omogućavanje dodjele kompenzacijskim sredstava kroz novu Uredbu o uspostavi Europskog fonda za pomorstvo, ribarstvo i akvakulturu. Dodatno, na Vijeću ministara poljoprivrede i ribarstva, zatraženo je od Europske komisije žurno djelovanje i osiguravanje sredstava pomoći i kroz ovaj izvor. Novom Uredbom o uspostavi Europskog fonda za pomorstvo, ribarstvo i akvakulturu predviđena je mogućnost dodjele kompenzacijskih sredstava, za koji je osnovni preduvjet i temelj donošenje provedbene odluke od strane Europske komisije kojom će se utvrditi postojanje izvanrednog događaja, odnosno poremećaja na tržištu.

Kako bi se ublažili gospodarski i socijalni negativni učinci u sektoru ribarstva te financijski pomoglo ribarima, poglavito u smislu osiguravanja likvidnosti za daljnje poslovanje te očuvanje radnih mjesta, Ministarstvo poljoprivrede provodi mjeru pomoći u obliku državne potpore putem bespovratnih sredstava za ribare, uzgajivače u akvakulturi i prerađivače proizvoda ribarstva i akvakulture. Za ovu namjenu je planirano ukupno 75 milijuna kuna. Riječ je o sredstvima državnog proračuna RH, no prema pravilima za državne potpore koje je Republika Hrvatska dužna primjenjivati kao članica Europske unije, ova mjera potpore podliježe odobrenju Europske komisije.

Odmah po odobrenju potpore, Ministarstvo poljoprivrede izradilo je nadležni Pravilnik kojim se propisuju detaljni uvjeti, kriteriji i način dodjele na objavu. Kako bi se ubrzao proces podnošenja zahtjeva potencijalnim korisnicima i ranije je upućen popis dokumentacije kako bi po objavi Pravilnika svi bili spremni za slanje i podnošenje zahtjeva, za što je rok 15. travnja.

Trenutačno je u obradi mjera državne potpore male vrijednosti u ribarstvu, tzv. de minimis potpora, koju dodjeljuje Ministarstvo poljoprivrede u vrijednosti od 30 milijuna kuna iz sredstava državnog proračuna. Od ove godine izmijenjen je pravilnik i izračun po korisniku u sektoru ribarstva znatno je povećan. Svjesni smo izraženoga problema s kojim se ribari suočavaju, a vezano uz štete na ulovima i alatima koje čine dupini. Sukladno pravilima EU u dijelu nadoknade štete od sisavaca, u dosadašnjem programskom razdoblju kojim je bila dozvoljena isplata štete samo na ulovu, ne i alatima, Ministarstvo poljoprivrede provodi mjeru nadoknade štete isključivo sukladno znanstvenoj studiji. U novome programskom razdoblju, Republika Hrvatska zatražila je omogućavanje nadoknade štete i na alatima i na ulovu. Očekujemo da će isto biti i odobreno, no potrebna je izrada znanstvene studije od strane Instituta za oceanografiju i ribarstvo, koju je Ministarstvo poljoprivrede već ugovorilo i izrada studije je započeta.

Što se tiče sredstava pomoći kroz fondove EU, ministrica poljoprivrede uputila je dopis povjereniku za okoliš i more Virginijus Sinkevičijus u kojem se traži žurno reagiranje na trenutačnu krizu sa prijedlogom mjera pomoći koje uključuju izmjenu postojeće Uredbe o Europskom fondu za pomorstvo i ribarstvo ali i omogućavanje dodjele kompenzacijskim sredstava kroz novu Uredbu o uspostavi Europskog fonda za pomorstvo, ribarstvo i akvakulturu. Dodatno, na Vijeću ministara poljoprivrede i ribarstva, zatraženo je od Europske komisije žurno djelovanje i osiguravanje sredstava pomoći i kroz ovaj izvor. Novom Uredbom o uspostavi Europskog fonda za pomorstvo, ribarstvo i akvakulturu predviđena je mogućnost dodjele kompenzacijskih sredstava, za koji je osnovni preduvjet i temelj donošenje provedbene odluke od strane Europske komisije kojom će se utvrditi postojanje izvanrednog događaja, odnosno poremećaja na tržištu.

Ribarima i školjkarima 105 milijuna kuna

Kako bi se ublažili gospodarski i socijalni negativni učinci u sektoru ribarstva te financijski pomoglo ribarima, poglavito u smislu osiguravanja likvidnosti za daljnje poslovanje te očuvanje radnih mjesta, Ministarstvo poljoprivrede provodi mjeru pomoći u obliku državne potpore putem bespovratnih sredstava za ribare, uzgajivače u akvakulturi i prerađivače proizvoda ribarstva i akvakulture. Za ovu namjenu je planirano ukupno 75 milijuna kuna. Riječ je o sredstvima državnog proračuna RH, no prema pravilima za državne potpore koje je Republika Hrvatska dužna primjenjivati kao članica Europske unije, ova mjera potpore podliježe odobrenju Europske komisije.

Odmah po odobrenju potpore, Ministarstvo poljoprivrede izradilo je nadležni Pravilnik kojim se propisuju detaljni uvjeti, kriteriji i način dodjele na objavu. Kako bi se ubrzao proces podnošenja zahtjeva potencijalnim korisnicima i ranije je upućen popis dokumentacije kako bi po objavi Pravilnika svi bili spremni za slanje i podnošenje zahtjeva, za što je rok 15. travnja.

Trenutačno je u obradi mjera državne potpore male vrijednosti u ribarstvu, tzv. de minimis potpora, koju dodjeljuje Ministarstvo poljoprivrede u vrijednosti od 30 milijuna kuna iz sredstava državnog proračuna. Od ove godine izmijenjen je pravilnik i izračun po korisniku u sektoru ribarstva znatno je povećan. Svjesni smo izraženoga problema s kojim se ribari suočavaju, a vezano uz štete na ulovima i alatima koje čine dupini. Sukladno pravilima EU u dijelu nadoknade štete od sisavaca, u dosadašnjem programskom razdoblju kojim je bila dozvoljena isplata štete samo na ulovu, ne i alatima, Ministarstvo poljoprivrede provodi mjeru nadoknade štete isključivo sukladno znanstvenoj studiji. U novome programskom razdoblju, Republika Hrvatska zatražila je omogućavanje nadoknade štete i na alatima i na ulovu. Očekujemo da će isto biti i odobreno, no potrebna je izrada znanstvene studije od strane Instituta za oceanografiju i ribarstvo, koju je Ministarstvo poljoprivrede već ugovorilo i izrada studije je započeta.

Što se tiče sredstava pomoći kroz fondove EU, ministrica poljoprivrede uputila je dopis povjereniku za okoliš i more Virginijus Sinkevičijus u kojem se traži žurno reagiranje na trenutačnu krizu sa prijedlogom mjera pomoći koje uključuju izmjenu postojeće Uredbe o Europskom fondu za pomorstvo i ribarstvo ali i omogućavanje dodjele kompenzacijskim sredstava kroz novu Uredbu o uspostavi Europskog fonda za pomorstvo, ribarstvo i akvakulturu. Dodatno, na Vijeću ministara poljoprivrede i ribarstva, zatraženo je od Europske komisije žurno djelovanje i osiguravanje sredstava pomoći i kroz ovaj izvor. Novom Uredbom o uspostavi Europskog fonda za pomorstvo, ribarstvo i akvakulturu predviđena je mogućnost dodjele kompenzacijskih sredstava, za koji je osnovni preduvjet i temelj donošenje provedbene odluke od strane Europske komisije kojom će se utvrditi postojanje izvanrednog događaja, odnosno poremećaja na tržištu.
